Please refer to your letter (Rof. IN/MNR/076/2012) dated 4 April 2012 in connection
with your proposed replacement of tank No. 2 at the Causeway Depot in view of the
ageing condition of the existing tank and the potential safety risks paused by the
facility.

We wish to inform you that the MPA has no objection to the replacement of the tank
subject to Vivo Energy Mauritius Ud securing all necessa,y clearances from
Authorities concerned prior to the start of works on site.

2 DISMANTLING PROCEDURE
2.1 Existing Tank Dimension
- The tank No. 2 is of diameter 23.9 m and of height 9.1 m.
- Structure : self-supporting fixed roof

2.2 Equipments
Mobile Crane
Lorries and truck
Gas cutting set
Scaffoldings, baskets, nacelles

2.3 Safety Measures


Oxyacetylene torches will be used to cut the plates that consist mainly the shell, roof and
the bottom parts
Checking of the gas clearing certificate
All manholes and pipe work must be kept opened
Check that all isolation valves are closed and recorded
Ensure proper functioning of the fire fighting system in place

2.4 Dismantling
- An opening should be cut in the first strake to ease access inside the tank and for removal
of scrap sheets
- Cutting and removal of roof sheets
- Sheets that have been cut will be laid inside the tank or outside of the tank with the help of
the crane
- All sheets will be stored in a predefined storage area
- The whole roof structure will be dismantled
- All the dismantled sections of the structure will be transported to a predefined storage area
- The baskets or nacelles will be hanged to the crane
- The last strake of the shell will be cut into segments and transported to the storage area
- The other strakes will be flame cut as described above
- Finally the bottom place will be flame cut and transported to a storage area

2.5 Measures in case of cyclone

In case of cyclonic conditions, temporary supports will be used to secure the shell. All flame cut
sheets will be stored in a safe manner so that they are not carried away by the wind.

2 INSTALLATION PROCEDURE
2.1 Surfaces preparation.

- The surface preparation for painting will performs according to the paint supplier specifications.
- The plates will be grit blasted by standard SA 2.5.
- Both sides of the plate bottom and outer sides of the roof and the shell will be primed in the workshop. A
strip of 40 mm all around the circumference of the shell will not be paint. After the welding operation is
completed, this band is brushed and painted.
- The paint used will conform to the paint system.
- The welding operation performed will to the specifications of the appropriate standard (API 650)

2.2 Manufacturing in workshop.

- The beams of the roof will be cut and drilled.


- The plates of the roof will be cut; the inner and outer surface will be painted with primary coating.
- The plates are rolled and deposit onto a rack to keep the rolling shape of plates for delivery to site. Only
both external and internal surface of the first strake are grit blasted and painted with a coat of primer, leaving

a strip 40 mm around the circumference of the 1 strake unpainted.
- The bottom plates are being cut according to design drawing and grit blasted on both side of the plate. The
outer surface is painted according to paint system specification and the inner surface of the plate will be
primed only.
- The central pot drain is grit blasted and painted according to the paint system.

2.3 Installation.

- Verify the foundation for the new tank. Check location of sump, detection well and interception chamber.
- Check foundation dimension such as diameter, level and inclination.
- The bottom plates are placed according to drawings and specifications and welded by qualified welders.
- Manual arc welding or automatic welding will be performed under flux to minimize any risk of deformation.
- The diameter of the strake will be marked on the bottom plate to be use as template for shell assembly.
- Small metal guide will be welded on the bottom plate to facilitate strake assembly.
- The last strake will be assembly first on the bottom plate and vertical welding will be performed.

- Roof structure are being assembled and consolidated on the last strake.
- The inspection of welds of the last strake and roof is made according to specifications and if necessary,
repairs.
- The hydraulic jacks are positioned along the periphery of the tank and lifting supports are welded to the
shell.
- Assembly shell and roof are completed; the hydraulic jacks are being used to raise the assembly to a
specific height.
-After securing the last strake, the next strake is being inserted for assembly.
- Meanwhile, the roof plates are placed and welded.
- All other roof accessories are placed and welded such as piping, manholes, etc..
- Piping and staircase on the shell are placed and welded.
- Guides and lifting blocks are removed to weld to the actual inserted strake below. The jacks are lowered to
the original height.
- These operations are repeated until the installation of all strake.
- The first strake is then welded to the bottom
- The jacks and stands are removed
- The weld between the shell no. 1 and the bottom is examined by liquid penetrants or magnetic particle.

2.4 Checking the verticality or plumbness of the tank.

The verticality of the tank is checked by a line attached to a weight, which are fixed at the top of the tank.
Precautions are taken to avoid swinging of the line by the wind. The verticality is checked after the
installation of each ring and during the hydraulic test.

2.5 Verification of bottom.

After mounting the tank, checking the tightness of the bottom is made by the suction method. Welds are
tested on all their length and particularly on fillet welds of three plates. Any leakage identified, they are
marked, repaired and re-checked.

2.5 Non-destructive test.

Tank will need to be pass several NDT test before the filling of products, these test are:
1. Welds on tank will be 100% dye penetrant test by third party inspection. Test will be performed as per
hold point set on quality control plan of Forges Tardieu Ltd.

2. 10% radiographic inspection on all shell butt welds particularly on annular plates butt welds and flush type
connections with butt welds. Magnetic particle inspection will be performed where radiographic inspection
cannot be performed.

3. Before the vacuum test on bottom plate, the tank needs to be cleared of all temporary supports and
materials used for construction. The vacuum box testing of all welding joints need to be performed up to 5psi
(Absolute)

2.6 Painting.

2.6.1 Inner Surface

The primer coatings of bottom plate and the first shell of the dress are checked and any failure is brushed
and then re-painted to achieve the necessary thickness. The brushing is done mechanically with a wire
brush. After verification of the first layer of paint, the following layers are applied. The painting is done using
roller or brush.
The unpainted 40mm strip near the circumferential welds of the shell, is brushed and primer applied. The
other layers of paint are applied after the first layer is dried and verified.

(a) Tank bottom plates and first shell course up to 1 meter from bottom. This shall include all base
supports & fittings before installation of heating coil, floating suction, etc.
1. Blasting: SA 2.5
2. Primer: Epoxy primer
3. Top coat: High build epoxy
4. Total minimum nominal DFT: 500microns
(b) All areas above the product level (max safe fill), i.e. under roof, roof trusses, top shell courses till 1
foot below product level need to be blast and apply zinc rich epoxy primer (DFT 25microns)

2.6.2Outdoor
The primer coatings of exterior and roof are checked and any failure is brushed and then re-painted to
achieve the necessary thickness. The brushing is done mechanically with a wire brush. After verification of

(a) Tank outer surface shell and roof blast and paint as per:
1. Blast: SA 2.5
2. Primer: Alkyl zinc silicate. (DFT 75microns Workshop works)
3. Intermediate: High build, epoxy sealer. (DFT 75microns Site works)
4. Top final: High build, aliphatic polyurethane colour black matt. (DFT 75mircons Site Works)

3.0 PRECAUTIONS IN CASE OF CYCLONE.

In case of cyclone, if the mounting rings and roof has already started, additional reinforce bracings will be
installed to secure the strake and the bottom. All loose plates will be stored in a secure position so as not to
be carried away by the wind. For safety reason, a newly assemble strake need to be fully assemble and
welded. The jacks are lowered so that the strake assembly and roof rests on the bottom plate.
If only the bottom mounting is done, counterweight will be placed on it.

Causeway Depot

In case of FIRE, immediately inform the Supervisor or Roche Bois Depot

FIRE PLAN - DURING WORKING HOURS

Depot Supervisor Call MMA Fire Brigade on 206 5466 or 995


Call Roche Bois Depot on 206 1234 and give nature of fire to
DACM/D2 (A Soobadar), DACM/D21 (J C Hofsteede) or DACM/D
(M Lionnet)
Instruct Telephone Operator Roche Bois to inform Total Mauritius
Limited (Te1.207 5600).
Monitor Operations and coordinate Fire fighting if possible.
Depot Operator Stop ALL Pumps, Close All Valves within and around Pump
Room.
As soon as fire is discovered, inform Supervisor via the Radio
and if Supervisor not reachable on Radio, link via the telephone.
OPEN Main Gate at entrance and LOCK in the OPEN position
If Access is Safe, close All tanks inlet and outlet valves
Report to the supervisor for further instructions.
Try to Fight the Fire and if not possible, report to assembly point.
Continuallv link with Supervisor for instruction via Radio.
Driver & Helper Disconnect the loading connections and if access is safe, take
your lorry out of the Depot safely.
