Our dearest Cap:

Rejoice for greatness is in store for our humble barangay -- Pagina! And this letter
will spell that out.
Here we are expounding like a seed beginning to germinate the tiny idea that we
had discussed some time ago: The development of Pagina Hill into a multiple purpose
facility that houses both BEAUTY AND PRODUCTIVITY AS WELL AS WELFARE AND SAFETY
FOR OUR CONSTITUENTS.

ECO-TOURISM SPOT
First, we have an untapped potential for a high-rate tourist resort in Pagina Hill
which is most ideal because in its front is the downtown and seaport, at both its left and
right are river and rice field, and at its backdrop are the lofty mountains of Mayana which
is the highest point in the province of Bohol.
We can clear up the way and make our two rivers more visible as well as more
beautiful by placing some beautifully landscaped flower gardens in the river sides.

 Pagina Hill itself has enough space and is large enough to house all the thinkable
facilities and beautification projects we can think of.
We may also accent the Hill with a viewing tower as well as restaurant overlooking
the wharf for all ship passengers to enjoy before they embark their ship a memorable
experience indeed.
And as a religious town, the origin of Berhin sa Barangay, we shall put a family tone
on our entertainment activities, instead of the usual erotic tone of most entertainment
places.
Food, drinks and songs shall be of gentle and sober nature to give each passenger
or tourist the distinct feeling of friendliness and neighborly love.
The impression shall be unforgettable.

PLACE OF REFUGE
Secondly, we can use Pagina Hill as our safe Refuge in times of calamities, such as
tsunami and flood and landslide, three most likely to happen to our barangay bordered
by two rivers and fronted by the sea.
We can relocate our barangay building facilities especially our schools from its
present risky location at the bay to our Pagina Hill so as to keep our residents especially
young children safer in times of storm, tsunami, flood and landslide.

TALENT & ENTREPRENEURSHIP CENTER

Third, we can also proceed to turn Pagina Hill as a center for talent and
entrepreneurship development, not only for Pagina residents but for all Jagna-anons or
even Boholanos in general.

PERMACULTURE SCHOOL
Fourth, we can also add a Permaculture center to teach people the art of Food
Forest creation focused on fruit trees, instead of other plants and non-fruit bearing trees.

BENEFITS
Cap, we are encouraged to pursue this multiple development of our Pagina Hill for
the following reasons, purposes and benefits:

 Utilization of the dormant space of our barangay, which constitutes the entire
Pagina Hill, which occupies as much as 2/3 of our barangay land area;
The potential for income for both the barangay and our constituents from the
tourism and agricultural activities;
The unlimited chain of benefits if we can set up an effective talent and
entrepreneurship development center where our children and constituents
would be given the necessary education and training to CONVERT THEIR
TALENTS INTO ENTERPRISE! That is, making their talent the basis of their
entrepreneurship, therefore, the chances for wealth-creation, and not just
mere income-generation is greater than doing a business which is not your
passion;
The acquisition of the education on Permaculture which the knowledge on how
to convert hills, mountains, deserts, wilderness, and wild forests and other non-
or-less productive and ugly o less beautiful places into BOTH BEAUTIFUL AND
SUPER-PRODUCTIVE FOOD FOREST fruit forest, flower forest, etc.
Permaculture is a new course and a new skill on upland farming.
Greater safety of our constituents from increasingly frequent and ferocious
natural calamities like tsunami, floods, landslides, storms, etc.;
The joy and pride if we can do it right and become model for others to follow.

STEPS TO DO:
We recommend that the barangay captain and his council will collect first as
many information on Permaculture, and everything that can be incorporated
as components of the envisioned Pagina Paradise;
Then, for the barangay captain to commission every member of the barangay,
young and old, to also join in the research;
A central coordinating body should be created to collect all videos and
information and suggestions to be named Pagina Paradise Planning and Design
Committee, preferably to include the following skills: engineer who has
experience in land development, architect, landscaper, Permaculturist, Talent
development mentor, Entrepreneurship development instructor, expert in eco-
tourism, and the likes;
If the local skills and knowledge do not suffice, may I suggest that the barangay
captain will hire outside consultants for the different components of the
planned Pagina Paradise;
There has to be a competent leader who can go through the piles of
information and suggestions without getting lost in the heap!
The barangay captain will delegate to the Committee the task of gathering all
needed resources including: ideas, money, labor and skills, land, etc.

 The Committee shall create a sub-committee on marketing and promotion to
inform and then convince Pagina residents to get involved in the project;
We may use the service and influence of key persons including the Miss Jagna
Calamay to convince Paginas OFWs and entrepreneurs to invent their
resources in the project in the light of the benefits it can bring not only to the
present generation but to our children and our childrens children;
The noble aim is to bring the benefits to the least among us: The Strong for the
Weak; The Rich for the Poor. We will avoid the sad state of many cooperative
efforts where some selfish few managed their way to take control of the
enterprise or project and use the many to enrich themselves. In this line, we
think that of the existing form of economic organization, the cooperative
system will best fit to this type of endeavor;
That this idea be shared to President Duterte personally and directly, aside
from a copy be submitted to his government agencies;
That all Pagina OFWs be fully informed and involved so that perhaps they can
invest part of their earnings and make it profit-generating to enable them to
come home and thrive here sooner than later;
Our young children and students must be informed of the plan so they can
include it in their planning and efforts, so that when the time comes when the
project is passed on to them, complete or not, they will be competent to handle
and manage it, even improve it.
Some painting and planning contests may be done regularly to help us see on
pictures our vision;
A Facebook page or website may be created as our tool for communication and
promotion;
It shall be a cooperative project of the people of Pagina, by the people of Pagina
and for all people and not just for the people of Pagina. Meaning: the control
and ownership must not be relinquished to some foreign body or persons but
must be fully in the hands of the Pagina people but the benefits will be for as
many as possible, not just for us, the residents of Pagina.
If necessary, Pagina LGU may buy its own backhoe and bulldozer and dump
truck to make the project full time and at minimal cost possible;
The overall leader and manager of this project is of course, the Barangay
Captain and directly under him the Committee Chairman.
Suggestions may be direct to the barangay captain or direct to the Committee
chair.
One best way to start the project is to hold a painting contest whose
participants are informed of the basic features of the project before they do
their drawings/ paintings. They may be given one month to prepare before the
actual contest. Their paintings will serve as bases of our final design.

 Contestants may come from Pagina as well as form other barangays of Jagna
and other towns and provinces.

For now, this may be enough to start the planning, research and initial
organization. Additional ideas will be submitted as soon as they

and we might not arrive to this moment when we are now submitting to you the initial
proposal.
A good leader may not be rich in material wealth and may not be all for all, but if
he has the ability to motivate and encourage his people out of his love for them, then,
that would suffice for him to be considered as true leader. We think you have that
