Disaster Response: While disaster preparedness programs have been enforced in the country, project
NOAH, which researches on natural disasters, was not approved by the government to continue its
operations. Project NOAH in the past has been able to provide important information for disaster
preparedness. 8

Partial fulfillment:
Unemployed Filipinos with only elementary education increased by 128,000 and unemployed Filipinos
with only high school education increased by 88,000.
There was however, a decrease in underemployment from 19.7% in 2016 to 16.3% in 2017.
