1. Summary report of the activity (maximum 1page)

Under Southeast Asia-Europe Pilot Joint Mobility Call, the project, SEA-EU Partnering Initiative:
Regional Universities Network for Research and Development of Neglected and Underutilised Crop
Species in Southeast Asia RUN-NUS supported by the SEA-EU NET II Partners in Science
Program with co-financing by the project partners from Belgium, Czech Republic, Thailand and the
Philippines run from 1st February 2016 to 28th February 2017. The main objectives of the project
were to establish new and strengthen existing cooperation networks among partner universities in
SEA and EU by exchanging their expertise and experiences in research and education, as well as
scientific exchange with the partner institutions focusing on enhancing conservation and use of
indigenous neglected and underutilized crop species (NUS) in the SEA region contributing to
improved food and nutritional security, and income of smallholder farmers and entrepreneurs.
These would promote cooperation and solidarity among scientists and scholars in the SEA and EU
partner institutions through enhancement of academic and professional staff expertise, production

and transfer scientific and scholarly knowledge and information on research and development
activities.

To achieve these, the core activities of project were to organize two regional workshops - one in the
EU and another in SEA - to bring together researchers, scientists, educators, policymakers,
government officials, private sector representatives, support institutions and experts from
participating partner universities from SEA and EU to discuss the future development and
implementation of the conservation, use and research on indigenous NUS in SEA. These would then
be helpful for improvement of education and research capabilities of SEA and EU countries in
subjects relevant to agriculture, environment, food, nutrition and health and would lead to meet
present and future societal challenges by contributing to education and research for sustainable
development, strengthening national and regional policy actors, research, development, and
education on NUS informed on the role and benefits of deploying NUS into strategies and
programmes for agriculture, conservation and nutrition, and for communication of results to
society.

As a result, three (1st, 2nd, 3rd) regional workshops on "Promotion of neglected and underutilized
indigenous crop species (NUS) for food security and nutrition in Southeast Asia and the EU" were
held at University of Battambang, Cambodia (20-22 Jul. 2016), Czech University of Life Sciences
Prague, Czech Republic (14-15 Nov. 2016), and at Khon Kaen University in Thailand (20-22 Apr 2017)
jointly organized by the project RUN-NUS consortium. Great thanks to partner from Thailand for
organizing the latter 3rd regional-event which served as an additional activity to the project
framework. In total, the workshops had attracted more than 100 participants including senior
government officials, scientists and experts from the fields of agriculture, environment, food,
nutrition and health, research and academic institutions, NGOs, private sector and indigenous
peoples organizations which is double to the number of participants we planned and expected in
our project frame. The workshop proceedings had more than 45 presentations and discussions on
the overview of NUS in the SEA region, agriculture related topics, capacity building and platform for
cooperation on NUS by the participants included individuals from key organizations that are
involved in research and development on NUS, production, processing and marketing of the
products. The detailed programs and photo activities for the 3-regional workshops are presented in
Annexes 1 and 2, respectively.

2. Outcomes
Outcomes planned in the application (copy-paste from your application)

The principal expected outputs of the workshops has the followings i) case studies or results
presented and documented highlighting efforts in promoting NUS; ii) policy recommendations, and
short and medium-term action plans formulated to support sustainable use of NUS; iii) a network of
stakeholders established for knowledge sharing and for large collaborative projects in the future,
such as preparation of applications for EU or national research funding agencies; iv) publication on
indigenous plant-based food resources in SEA for promoting and disseminating indigenous NUS to
improve diet quality and thereby improve nutrition; and v) workshop proceedings reflecting the
outcomes and key recommendations discussed during the meeting with key messages, conclusions
and recommendations.

Outcomes achieved (describe briefly)

The events have been organized and realized according to the approved proposal; especially the
expected workshops and participants attended it. We formally planned only two regional workshops
and expected 50 participants for the events, whereas three regional events had successfully been
organized in 3 countries (2 SEA and 1 EU) attracted more than 100 participants which is more than
double to the participants we expected. It has been incorporated in a larger event, thus attracting
the participation of many more people not formally engaged in the project. The book of the abstract
proceedings of the workshops, including our workshop sessions and topics has been bound. It

includes all the abstracts of the partners and participants of the workshops. During the round-table
discussion sessions, we planned the future activities, including the organization and the
participation of our consortium to other projects and cooperation with other institutions who share
similar interest and thematic area of research. The sessions proposed a joint research proposal
named PROMASIA-Southeast Asian Plant-derived Products for Overcoming Microbial Resistance
to be submitted to the 1st JFS Call: Southeast Asia Europe Joint Funding Scheme for Research and
Innovation, (https://sea-eu.net/object/document/282) for future activities. Several MoUs and
Cooperation Agreements have been signed between the partners (UBB-UGent, KKU-UGent, CULS
Prague-KKU) for future scientific exchange and capacity building programs.

If not all of the planned outcomes were realised, could you please provide reasons why not?

Outcomes ii) policy recommendations, and short and medium-term action plans formulated to
support sustainable use of NUS and iv) publication on indigenous plant-based food resources in SEA
for promoting and disseminating indigenous NUS to improve diet quality and thereby improve
nutrition have not been realized due to the project was in its early stage and the events organized
were aimed to mainly raise awareness on the role and value of NUS species to dietary diversity and
household food and nutrition security, share information, scientific knowledge, experiences and
lessons learned for the promotion of partnership and networking among stakeholders.
Nevertheless, through organization of the 3-regional events we learned that R&D on NUS in partner
countries offers a variety of potential economic, social and environmental benefits, and this is now
becoming slowly recognized at the higher levels of government; this has yet to filter down to other
levels, e.g. R&D, agricultural extension-workers, etc. Almost all SEA partner countries, though
Thailand is a bit of advances in terms of its well aware of NUS R&D (but still neglected), Cambodia
and the Philippines still have underutilized research capacity which can be brought to bear in terms
of developing NUS R&D and innovation to actual market and commercialization as well as there is a
need to link with NUS researchers and support organizations outside the region (e.g. Bioversity,
etc.). The primary constraint in terms of developing these NUS R&D and innovation is probably the
insufficient awareness of opportunities, interest and benefits, relative lack of funding systems, as
well as given the fact that NUS R&D is still very early stage; NUS represents rich ground for new
research in SEA region. Another reason, the current education system for agriculturalists does not
sufficiently promote R&D, innovation and innovative thinking as well as lack of involvement of
practitioners in the training and education system. However, we could see the opportunity for
integration of NUS including value chain, marketing, etc. into higher education curriculum with
support of government and foreign funding donor when it comes to realization.

If you achieved more outcomes than planned, what were the key elements which contributed to this?

One hidden main aim of the project was to bring EU and SEA partner universities to meet and
discuss about future scientific cooperation and collaboration as well as capacity building through a
formal agreement between them that will allow their universities to further cooperate and to build
an exchange of professors, scientist and students. In particular, during the round-table sessions,
Prof. Ing. Ladislav Kokoska from CULS Prague indicated an interesting way to favor visiting
professorship and training students from Cambodia and Thailand as well as the Philippines. Sources
of funding will be coming from host university, Czech government, Erasmus+ of the EU and other
grant providing institutions and/or partially from home institutions for semester exchange or full
degree training and/or a short-term stay for scientific training and research collaboration. Prof. Dr.
Somdej Kanokmedhakul from Thailand has also agreed to invite Cambodian scientists to join his
laboratory in KKU for a 3-6 months Research Fellowship. Out of this RUN-NUS collaboration, several
MoUs and Cooperation Agreements have already been signed between the consortium as
mentioned above for future scientific exchange and capacity building programs as well as for
continuation of this existing partnership. The key element that allowed these additional outcomes
was the continuous contact and communication along these months between the partners and
more importantly building the trust and confidence, fairness, transparency necessary for
cooperation and partnerships amongst the consortium.

How did your activities contribute to the reinforcement of EU-SEA collaboration?

Through our project activities and collaboration in the 3-regional workshops of RUN-NUS project,
among participants, especially our project consortium partners get to know each other, built the
trust and confidence amongst them and established their scientific interest and link from one
institution to another, e.g. our Czech partner has extended his scientific link to the Philippines and
Thailand or vice versa. No exception for Belgian partner, UGent has now bridged his scientific area
and expertise to Cambodia and Thailand or vice versa. Within SEA region itself, the 3 SEA partner
universities has no connection before, yet they have now established the networking and
partnership and ready for any future cooperation and collaboration it might arise, e.g. scientific
exchange, capacity building, joint project proposal funding, etc. Thanks to RUN-NUS for the bridge
brought us to meet and work together in different EU and SEA countries. We also attracted more
partners and participants, particularly from SEA institutions which show interest in collaborating
within this project in future development. We also expected other project beneficiaries/participants
attended our 3-regional events get well-informed about the EU-SEA collaboration and thus will also
engage themselves in the current and future EU-SEA collaboration.

3. R&D activities
Do you plan EU-SEA R&D collaboration activities following your event/activity?

Yes, RUN-NUS consortium is committed to strengthen the existing cooperation for future
partnership and collaboration, e.g. research on neglected and underutilized crops and bioactive
compounds of plants from SEA region, capacity building, joint project proposal funding, etc. With
this effort, Belgian partner had already visited the partner in Cambodia for short-term teaching on
Ethnobotany, renewal MOU with University of Battambang, and signed a Cooperation Agreement
focusing on crops and plants research and capacity building programs. Belgian partner will also
have MOU signing with Khon Kaen University-KKU, our Thai partner for collaboration and
cooperation agreement. Czech team had also visited Cambodia, the Philippines, and Thailand for
preliminary studies and an overview of the untapped potential crops and plants to be studied,
especially for future project collaboration on NUS and medicinal plants, etc. CULS Prague, our
Czech partner will soon signs MOU and host PhD students from KKU, Thailand and for researchers
and scientists in the future or vice versa. Moreover, 1-2 Cambodian scientists are invited and
welcomed to come to KKU for a 3-6 months Research Fellowship in Thailand and to CULS Prague,
Czech Republic for capacity building and research collaboration. Moreover, we also plan to
formally collaborate in teaching and research activities with future exchanges.

states, European funding, national funding in South East Asia, etc.

During our 3rd Regional Workshop held in Khon Kaen University-KKU, Thailand last April 2017, RUN-
NUS consortium had discussed and drafted a research proposal named PROMASIA-Southeast Asian
Plant-derived Products for Overcoming Microbial Resistance to be submitted to the 1st JFS Call:
Southeast Asia Europe Joint Funding Scheme for Research and Innovation, (https://sea-
eu.net/object/document/282). The proposed activities will be done through the cooperation of 3 EU
institutions (Belgium, Czech Republic, Spain) and 3 SEA universities (Cambodia, Philippines, Thailand)
as well as a private company with the aim to explore and to enhance bi-regional cooperation and to
develop new partnerships as well as strengthen existing partners. The project will run for a 3 year-
period. Cambodia and Thailand partners will also extend the collaboration on bioactivity studies of
Cambodian plants with the funding support from Royal Thai government.

For which call?
Yes. We plan to apply to both EU and national funding agencies. For our PROMASIA
proposal, we are now planned to submit to, for example, 1st JFS Call "Southeast Asia
Europe Joint Funding Scheme for Research and Innovation" (https://sea-
eu.net/object/document/282) and Marie Skodowska-Curie Actions (H2020-MSCA-
COFUND-2017).

Thematic area (for example: photonics, water management, etc.): Thematic area we
planned for this JFS Call is Health (Anti-microbial drug resistance, Emerging infectious
diseases) and/or food, nutrition, and agriculture related themes to other Calls.

Do you plan to prepare joint publications with EU and SEA co-authors?


o If yes, please briefly explain how you will go about doing so
Yes. The project we proposed above namely PROMASIA is a systematic research focused on
direct and combinatory antimicrobial activity evaluation of natural extracts and their secondary
metabolites which may lead to the identification of new effective compounds with potential use
in various sectors of food, cosmetic and pharmaceutical industries. Expected results can be also
used in the development of new dietary supplements and animal feed, cosmetics, disinfectants,
or herbal drugs, with special focus on infectious diseases and antibiotic-resistant organisms.
Through this project, the results will be presented in the form of 3-4 scientific articles in journals
with impact factor (e.g. Planta Medica, Journal of Antimicrobial Chemotherapy, Journal of
Ethnopharmacology, Fitoterapia, Pharmaceutical Biology, or Phytomedicine) and in international
symposiums or conferences (e.g. by The Phytochemical Society or the International Union of
Microbiological Societies, Society for Medicinal Plant Research, International Society for
Ethnopharmacology, etc.). Therefore, joint publications amongst EU-SEA partners are planned in
a series. Not limited to this, we have also proposed ways of joint publications with our partners in
other projects and research collaboration based on the mutual agreement and participation of
the partners.

4. Feedback for EU and SEA policy makers


What are the main difficulties that you encountered to enhance your EU-SEA collaboration activities?

During implementation of the project, we learned that distance communication is not that easy as
one said and thus obviously the core boundary. Thanks to effort from each of our partners and the
technology aid, we eventually were able to manage it well. Some aspects related to the funding
theme (limited funding support and different regulations and policies from each participating
country) and each individual national contact point are also to be taken into account to well-inform
and explain clearly to project grantees of his/her home country as well as communication should be
more effective and responsive.

How did the funding received under the call, help to stimulate your EU-SEA collaboration activities?

Without this start-up support of SEA-EU Pilot Joint Mobility program, we would have not started at
all this RUN-NUS cooperation and it did helped a lot for us as consortium to organize the events and
brought us to meet toward successfully signing a formal cooperation agreement and MoU for future
scientific activities collaboration. We hope this funding system will be continuously support research
community and higher education institutions. Taking this opportunity, we would like to ask for
promotion of our joint RUN-NUS project and consortium to stimulate further cooperation and
partnerships amongst researchers and experts who are of interest in our joint SEA-EU activities and
consortium.

This RUN-NUS project helped us to intensify understand the current situation of the neglected and
underutilized crop species of different countries like Cambodia and the Philippines in terms of rich
resource of NUS available in the country, but still untapped the potential in R&D, technological
innovation and commercialization. It was possible to share knowledge, expertise, programs, and
objectives. It is advisable that information and competencies that have been achieved in some
points could be actually reused elsewhere.
