Ako naman ang magtatanong, hindi ko kasi 'to alam eh.

Quality education they say is:

a. Every citizen's accounting task


b. Everybody's responsibilty
c. Everybody's concern
d. Every parent's and teacher's concern.

I am confused by this question. I guess it has multiple defensible answers, right? But
about this ambiguous question?
