Greetings,

With reference to your advertisement for the vacant position of Head of Mission for
Secours Islamique France in Jordan. Please find attached my CV that gives you a brief
description about my knowledge and experience that qualifies me to apply for this
position.

My work history for more than 25 years has provided me with the theoretical and
practical experience in leading and managing developmental and humanitarian operations
within different contexts, environments and cultures. During that period I have been
involved in providing strategic leadership and directions for overall operations and
programmes through senior and leadership positions and being as an effective member of
the Senior Management Team.

My recent work as Country Director and Regional Advisor for Jordan and Lebanon over
the last three years was focused on creating viable programmes and operations in both
countries through introducing new concepts and approaches that are in line and address
development and humanitarian needs with having clear interest of donors and approval of
host government. The other aspect of my focus was on establishing strong operational
team from all aspects associated with internal systems that would support overall
operations and programmes.

Through my work I was engaged and initiated the design, management, implementation,
monitoring and evaluation of several programmes and projects in different sectors being,
humanitarian response in urban and camp contexts, civil society strengthening,
livelihood, education, agricultural and natural resources, women empowerment, VSLA,
micro-credit and youth initiatives. Different cross cutting approaches are applied across
the programmes related to rights based approach, gender equity, protection, advocacy,
human rights, good governance, participation and partnerships.

One of my main responsibilities is to ensure contract compliance and oversee the


effective implementation of programmes in accordance with projects contracts, proposals,
budgets and work plans. Additionally, I ensure that the implementation proceeds
effectively in cooperation with the government of Jordan represented by the Ministry of
Social Development (MOSD), Ministry of Planning and International Cooperation
(MOPIC) and donor agencies according to projects plans.

As part of my work experience I provide effective management and support for projects
partners and ensure control and oversight over projects funds and activities. Moreover, I
ensure that all programmes and operations are moving in accordance to staqrtegic plans
and directions with the efficient use of resources through coordination of all work
delivered in accordance with programming principles and standards.

Over the years of my work, I was directly managing the implementation, monitoring and
evaluation of several projects targeting Urban Refugee population in Jordan mainly Iraqis
and Syrians. Additionally, I was directly managing two refugee camps established at the
No Mans Land at Iraqi Jordanian borders and in Ruwashed town near the Iraqi borders.
In the refugee projects (Urban and Camps) I was providing technical advice and
leadership towards projects implementing including staff management and support to
around 100 team members in addition to local partners. Staff management included
preparation of Job Descriptions, advertisement, recruitment, coaching and training,
advice and appraisal. Additionally my support included the preparation of staff contracts
according to HR system, donor regulations and Jordanian Labor Law.

My work experience is primarily in Jordan and Lebanon and managing few projects in
Syria. This type of involvement has provided me with considerable expertise in Jordan,
Lebanon and Syria from all aspects. Being involved in regional initiatives allowed me
also to have an excellent knowledge and experience of issues within the wider region
(West Bank and Gaza, Yemen and Egypt) in terms of situation, culture and political,
social and economic aspects.

A major part of my work is dealing and liaising with donors and funding agencies in
terms of drafting proposals and contracts negotiation including budgets, presentations,
budgets and proposals revision and extensions, contract compliance and reporting.
During my work I have received specific training on donors regulations and dealt with
several donors as ECHO in Jordan and Lebanon, UNHCR, EU, US State Department,
DIAC, IFAD, AusAID, UNICEF, CDESPA, MOPIC, MOFA. Therefore, I have built solid
knowledge of donors regulations including reporting.

My major study in Accounting and wide experience in interacting with several donors
enabled me to provide high and excellent financial management to programmes and
projects in terms of budgets preparation, budgets revisions, budgets monitoring
(expenditures against budget), preparation of cash flows and production of coasted work
plans. My effective financial management led to a better utilization of programmes funds
and maximization of recoveries to the organization. Moreover, I have contributed to the
development of financial policies, procurement regulations and support documents for
projects and the organization. Recently and as part of my job I was trained on Adaptive
Planning and People Soft where Im extending support to my team on those two
functions.

My work in different leadership positions and engagement in different programmes and


projects enabled me to deal with different host and refugees communities in addition to
local partners across Jordan and in Lebanon. This type of interaction built my skills in
dealing with different groups, cultures, attitudes and behaviors. Furthermore, this kind of
exposure has provided me with good knowledge of the needs and situations of local
communities including the Iraqi/Syrian Refugee situation and needs in Jordan and the
Levant and the type of programmes needed to address the needs and situations of both
local host communities and Iraqi/Syrian refugees. Therefore, I have built an excellent
knowledge of development and humanitarian context in Jordan and the Levant for both
host and refugee communities. This experience has contributed to my capacity and
abilities in creating synergies and interaction across programmes and mainly between the
humanitarian and development approaches by ensuring that development
programmes/approaches are extended to provide support to refugee community in
addition to the host community. As a result, support to Iraqis and Syrians was built in the
livelihood projects and extended to civil society strengthening and addressing GBV
including building the capacity of humanitarian staff on gender and other development
intervention and approaches that could be mainstreamed within humanitarian
programmes.

Over the last 25 years of work I have managed to build strong knowledge and experience
in establishing strong and effective partnership and alliances at both National and field
levels within civil society organizations and government departments. This has resulted
in building strong strategic partnerships with governmental and non-governmental
organization and developing large Network of partners and alliances in the 12
governorates of Jordan. My engagement in building strong civil society organizations in
Jordan was extended through the different programmes and projects including the
humanitarian response projects with clear focus on building institutional framework of
operations, capacity building and financial sustainability of those organizations.

In my work experience I lead on Programme Committees that comprises of both the


humanitarian and development programmes to ensure that all staff are interacting
together within specific programmes, creating synergies, enhance interaction across
progrmmes, share knowledge and experience and contribute to the overall development
of humanitarian and development work in the country. Additionally, I lead on the All
Staff Meeting that is organized quarterly with focus on one Theme agreed by all staff in
each meeting.

One of my strengths is the strong knowledge of programme support functions covering


HR, Procurement, and Admin/Logistics). This has contributed to smooth operation of
programmes under my management. This knowledge was enhanced in taking over the
responsibility of managing programme support functions and staff.
A major part of my work experience is focusing on leading Emergency Preparedness
Planning (EPP) including safety and security aspects where I was the Emergency
Coordinator and the focal point for safety and security and this was also part of my work
while leading the operations in Lebanon.

Monitoring, evaluation and impact assessment were considered as major part of my


experience including building the capacity of the team on setting and implementing M&E
plans, for projects and programmes. This type of work included conducting impact
assessment and internal/external evaluations for relevant projects to capture results,
impact and lessons learned of the different CO humanitarian and development
initiatives/approaches that would feed into the design of new projects/initiatives.

Additionally, I have maintained good knowledge and relations with local government
departments in Jordan and Lebanon and managed a healthy and effective relation with
different government departments at national and field levels such as the Ministry of
Social Development (MOSD), Ministry of Planning and International Cooperation
(MOPIC), Jordanian Hashemite Charity Organizations (JHCO) and Ministry of Labour.
Moreover, I have maintained good relations with local and international NGOs operating
within Jordan and Lebanon to ensure continues cooperation, coordination and
effectiveness of programmes. This entailed also the preparation and submission of
Annual Plans, Annual reports and Applications for projects approvals.

My verbal communication skills and writing abilities in Arabic Language as native


speaker and English as second Language are well developed to maintain high levels of
verbal and in writing communications with local communities including refugees, local
partners, local NGOs, international NGOs, government and donors.
