I. Background:
The Dangerous Drugs Board, in partnership with the El Nido Local Government Unit,
has successfully conducted an Orientation Seminar on Community-Based Intervention
Program for Barangay Anti-Drug Abuse Councils Focusing on OPLAN SAGIP held
last 17-19 July 2017, in El Nido, Palawan.

III. HIGHLIGHTS OF THE ACTIVITIES
As part of the training introduction, Ms. Nelia L. Fiecas, Health Education Promotions
Officer II, gave the briefing of the activity. She discussed the ground rules and facilitated
the expectation setting.
Mr. Julie P. Tarrayo, Chief PETID from DAPCO Muntinlupa, discussed the topic
Overcoming Stigma Caused by Drug
Addiction. He also talked about the
Salient Features of Republic Act 9165
and the Board Regulation No. 4, Series
of 2016. He cited the different unlawful
acts and their corresponding penalties.
He also discussed the Guidelines on
the Voluntary Surrender of Drug Users
and Dependents.

Based Interventions and Policies on the Prevention of Drugs and Substance Use. She
explained its rationale, levels of efficacy, human stages of development, prevention targets
and key settings. She also discussed Mobilizing Community Resources and Monitoring
Mechanisms and oriented the participants on Board Regulation No. 4 Series of 2016.
Dr. Bernardino Vicente, Director IV of the National Center for Mental Health (NCMH),
discussed the topic Community-Based Services for People Who Use Drugs. He
discussed the definition of community-based treatment, its philosophies and basic
principles, chronic care management, case management approaches, setting up of
community-based treatment programs, and client flow charts.
Ms. Delpha E. Denosta, Project Development Officer III from DDB PETID, discussed
Basic Interviewing Techniques as well as effective ways of interviewing and facilitating
voluntary surrenderers and
users.

fests, household visitations, engaging surrenderers into taking Search and Rescue
Trainings, seminars to encourage the spirit of volunteerism, parenting seminars, youth
awareness seminars, conduct of campus ministries, lifestyle and behavioral change
programs.
The closing ceremonies started with impressions from the representatives from each
sector. They all thanked the DDB for the seminar and they expressed willingness to attend
more DDB activities. The participants assured the DDB team that they will be cascading
the information to their communities and workplaces.
Undersecretary Matibag also touched upon the issuance of relevant Board Regulations
for voluntary surrenderers and Monitoring Mechanisms of Barangay Anti-Drug Abuse
Campaigns. In closing, she urged the participants to continue helping drug users to turn

their lives around, not only for the benefit of the individual but the community as well. She
encouraged the participants to continue in their efforts to help drug dependents and to
prevent the youth from falling prey to the ill-effects of illegal drugs.
Hon. Nieves C. Rosento, the Municipal Mayor, also gave her remarks and extended
gratitude to the DDB and encouraged the participants to practice what they learned. The
program ended with the distribution of certificates and a photo opportunity.
V. Evaluation
The participants were given a simple one-page questionnaire to fill out during the last day
to aid DDB in assessing whether the seminar-workshop was successful in fulfilling its
objectives. The document contained questions pertaining to the registration, effectiveness
of speakers, physical arrangements, topics, expectation and conference materials.
The majority of the participants gave the program Outstanding and Very Good ratings.
In the comments and suggestions section of the evaluation sheet, the participants thanked
the DDB staff for conducting the seminar and remarked that they hope to implement similar
programs in their own municipalities, with the assistance of DDB.
The results of the post-evaluation indicated that the objectives of the seminar were met
as reflected in the plan of actions formulated by the participants, which will be monitored
by the assigned PETID coordinator.
The participants were also given a 20-item pre- and post-test. The majority of the
participants showed an increase in score, indicating that they understood the lecture and
gained knowledge from it.
