Lines 901 & 903 Replacement Project

Plains is working to restore oil pipeline transportation service between Santa Barbara and Kern Counties
by replacing Lines 901 and 903. Restoring pipeline service will re-establish a critical link in the regions
energy infrastructure, connecting existing offshore production with California refineries, and reducing
dependence on crude oil produced outside the state.

Project Design & Safety Features
The replacement pipeline system design includes a
number of key design features or enhancements:

Thicker-wall, uninsulated steel pipeline along US 101


Installation of heaters at pump stations as needed, to
allow use of uninsulated steel pipe.
Redesign of pumping in certain areas to lower
operating pressure by as much as 50%
Construction of a new, additional pump station
between Sisquoc and Pentland, in addition to the
existing pump stations at Las Flores, Gaviota and
Sisquoc
Installation of a cathodic protection system
Use of supervisory control and data acquisition
(SCADA) systems to monitor pipeline flows and
pressures

Permitting & Regulatory Compliance


The new pipeline will be regulated by the California
