Supervisory Construction Engineer
South Florida Water Management District requested that I be hired by the consultant to salvage a
~$150MM construction job. Duties include project and construction management; staff
management; management and oversight of all contractors; review of all plans and submittals;
budget management. Three simultaneous/supplementary individual projects under management
went from over budget and 1 year behind schedule to under budget and on time completions.

C-44 STA Project - $120MM construction cost; Completion date of 2017 (on budget, on time)
C-44 System Discharge Project - $20MM construction cost; Completion date 2016
C-44 Reservoir Soil Remediation Project - $10MM construction cost; Completion date 2015

Duties included project and staff management on 15 individual ongoing projects with budgets
totaling over $30MM per year - responsible for coordinating with contractors, consultants,
agencies and municipalities, engineers and inspectors to facilitate projects. Other duties included
geotechnical and hydrological analysis, environmental permitting, wellhead protection plans,
ARRA and SRF grant administration, system modeling (Infowater), GIS/SCADA integration, land
acquisition, consultant/contractor management, design and construction of gravity sewer, water
and sewer force mains, and booster stations, capacity analysis reporting, consumptive use
permitting, high service pump sizing and oversight, and contract administration.

City of St. Augustine Beach (COSAB) Water Main and Sewer Project. The County Utility
Department, in collaboration with the COSAB, developed a plan to utilize State grants and low
interest loans to finance the installation of centralized water and gravity sewer systems within the
COSAB. Upon completion, approximately 890 homes were able to connect to the County Utility
system. The project was awarded American Recovery and Reinvestment Act (ARRA) stimulus
funds in May 2009. The total project cost approximately $15 million with 65% of its cost to be
forgiven via ARRA grants.

STA's, contract administration, land acquisition, and client/contractor mediation.

C-44 Reservoir/Stormwater Treatment Area (STA) Project. The C-44 Reservoir and Stormwater
Treatment Area (STA) Project supports the goals and objectives of the Comprehensive Everglades
Restoration Plan (CERP). This ambitious plan calls for the implementation of more than sixty projects
over a period of thirty years and will cost an estimated 10.9 billion dollars. The overarching goal of the
plan is to restore, protect, and preserve the water resources in a sixteen county area of central and
southern Florida, including the Everglades. The goal will be achieved primarily by capturing excess
surface water runoff that currently flows to the Atlantic Ocean and Gulf of Mexico and re-directing it to a
series of impoundments for storage and treatment. As charged by the Water Resources Development
Act of 2000 (WRDA 2000), the Indian River Lagoon South (IRL-S) Project Implementation Report
(PIR) identified general and specific goals for the C-44 Project. The overall goal of the Project is to
"capture local runoff from the C-44 Basin, treat some or all of it via sedimentation and natural
transformation of nutrients, and return it to C-44 when there is a need. The components are designed
for flood flow attenuation to the estuary; water quality benefits resulting from reduced loading of
nutrients, pesticides, and other pollutants contained in runoff presently discharged to the estuary; and
water supply benefits.
Analyze site geological and hydrogeological data on a monthly basis for use in monthly
site report
Apply the soil classification and hydrogeology knowledge to assist in the Preliminary
Design phase
Provided Construction Management for Phase I-II Site Preparation
Provided Construction Management and onsite inspection for the reconfiguration of the
Troup-Indiantown Water Control District; including government agency, contractor,
property holder coordination and public meetings
Provided Construction Management for two Test Cells and two STAs for the Test Cell

Coordinated land management plan and schedule for the C-44 Project, located on 13,000
