IfyouareapplyingforaLearnersPermit(requiredifyouhaveneverhadalicense)orexchanginganoutof
countryDriversLicenseforaMarylandlicense,youmustcompletealleducationandtrainingrequirements.
LearnersPermitapplicantsmustpassaknowledgetestandvisionscreeningtoobtaintheirpermit,andmust
completetheMarylandDriverEducationProgrampriortoapplyingforalicenseandtakingtheskillsexamination.If
youareexchanginganoutofcountrylicense,youmustcompletethe3HourAlcoholandDrugEducationProgram
priortoyourlicenseapplication.Youwillalsoberequiredtopassaknowledgetest,visionscreeningandskills
examination.PleaserefertotheMVA's"HowtoApply"pageformoreinformation.

Thesourcedocument(s)mustbetheoriginal,(ifmultiplepages,allpagesmustbepresent)orcertifiedcopy
fromtheissuingagency.Photocopies,notarizedcopies,anddocumentswithalterations,erasures,andtearsare
notacceptable.Ifthedocumentisdamaged,oroverlyworntothedegreethatitcannotbeauthenticated,the
applicantmayberequiredtoobtainareplacementdocument.

SourcesofProofdocumentsmustbeinEnglish,ortranslatedintoEnglish.Aforeignissuedlicensemaybe
accompaniedbyaninternationaldriver'slicenseortranslatedintoEnglish.ClickhereforalistofMVAapproved
