government unit shall have a comprehensive multi-sectoral development councils and
approved by its sanggunian;
WHEREAS, in order for this barangay to comply with this mandate. There is a need for the
reactivation and reorganization of the Barangay Development Council to assist the
Sangguniang Barangay in seeting the direction of the economic and social development
as well as coordinating development efforts within the barangay;

SECTION 2. FUNCTIONS. The Barangay Development Council shall perform the following

sports activities and competitions culminating in a national Palarong Pambansa
2. Conduct local Sport Summit or Palarong Pambarangay
3. Formulate the BPFSDC Plan and oversee and ensure its implementation.
4. Disseminate proper information on the national policy and program, including
barangay programs to encourage active participation of the constituents on
physical fitness and sports activities.
5. Assist in the identification, recruitment and training of gifted and talented athletes of
the barangay.
6. Perform other functions deemed necessary to promote and implement the National
Policy and Program.

SECTION 2. FUNCTIONS. The Barangay Council for the Protection of Children shall perform
the following functions:
1. Foster Education of every child;
2. Take steps to prevent juvenile delinquency and assist parents of children with
behavioural problems so that they can get expert advice;
3. Adopt measures for the health and children;
4. Conduct capability building projects to increase knowledge and skills in handling
childrens program;
5. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent-child relationship;
6. Promote wholesome entertainment in the community, especially in movie houses;
7. Prepare AWFP for children and recommend appropriations to the Sanggunian;
8. Provide Coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
9. Establish and maintain databases on children in the barangay;
10. Advocate for the establishment and maintenance of playgrounds, day care centers
and other facilities necessary for child and youth development;
11. Advocate for the passage of barangay resolutions/ordinances responsive to child-
related issues and concerns and ensure the inclusion of childrens program in the
executive agenda;

SECTION 2. DUTIES AND REPONSIBILITIES OF THE BPOC.
1. Initiate, Coordinate and Monitor the implementation of Peace and Order programs
and Projects at the Barangay Level.
2. Serve as an information-gathering mechanism pertaining to peace and order
information that may affect public safety.
3. Monitor and Check the nefarious activities of criminal elements.
4. Supervise the Barangay Tanod in identifying barangay constituents with strong
deviant behaviour for referral to appropriate authorities.
5. Maintain continuing dialogue, close coordination and rapport with the City Peace
and Order council and the law enforcements units operating in the Barangay.
6. Formulate plans and recommend such measures which will improve or enhance
peace and order and public safety in the barangay.
7. Supervise, coordinate and monitor the operations of all community-based anti-crime
activities undertaken within the barangay.
8. Undertake periodic assessment of the prevailing Peace and Order situation in the
barangay and submit report with appropriate recommendations to the City Peace
and Order Council.
9. Perform such other functions which may be assigned by higher level peace and
order councils.

1. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
2. Coordinate and collaborate with other institutions in implementing programs and
projects on drug abuse at the barangay level;
3. Continously gather and update data on drug abuse and its effect on the peace and
order situation on the barangay including listing of drug users and pushers;
4. Submit a monthly report to the City Anti-Drug Abuse Council through the DILG City
Officer;
5. Refer users and pushers to the police and other institution for corresponding
sanctions, rehabilitation and/or counselling; and
6. Perform such other functions taht may be delegated to them from time to time.

WHEREAS, in view of that provision, the BDRRMC shall be a regular committee of the
existing Barangay Development Council;
NOW, THEREFORE, by the power vested in me as the Chief Executive of this barangay,
do hereby order:
Section 02. Functions. The BDRRMC shall perform the following functions with
impartiality, given the emerging challenges brought by disaster of our times:
Set the direction, development, implementation and coordination of disaster risk
management programs within their territorial jurisdiction.
Design, program, and coordinate disaster risk reduction and management activities
consistent with the National Councils standards and guidelines;
Facilitate and support risk assessments and contingency planning activities at the
barangay level;
Maintain local disaster risk information which includes naturals hazards,
vulnerabilities, and climate change risks, and maintain a local risk map;
Organize and conduct training, orientation, and knowledge management activities
on disaster risk reduction and management at the barangay level;
Operate a multi-hazard early warning system, linked to disaster risk reduction to
provide accurate and timely information to the provincial/city emergency response
organizations and to the general public, through diverse mass media, particularly
radio, landline communications, and technologies for communications within rural
communities;
Formulate and implement a comprehensive and integrated LDRRMP in accordance
with the national, regional, provincial and city framework, and policies on disaster
risk reduction in close coordination with the local development councils (LDCs);
Prepare and submit to the sanggunian barangay through the BDRRMC and the BDC
the annual BDRRMO Plan and budget, the proposed programming of the BDRRMF,
other dedicated disaster risk reduction and management resources, and other
regular funding source/s and budgetary support of the LDRRMO/BDRRMC;
Conduct continuous disaster monitoring and mobilize instrumentalities and entities of
the LGUs, CSOs, private groups and organized volunteers, to utilize their facilities and
resources for the protection and preservation of life and properties during
accordance with existing policies and procedures;
Identify, assess and manage the hazards vulnerabilities and risks that may occur in
their locality;
Disseminate information and raise public awareness about those hazards,
vulnerabilities and risks, their nature, effects, early warning signs and counter-
measures;
Indentify and implement cost-effective risk reduction measures/strategies;
Maintain a database a human resource, equipment, directories, and location of
critical infrastructures and their capacities such as hospitals and evacuation centers;
Develop, strengthen and operationalize mechanisms for partnership or networking
with the private sector, CSOs, and volunteer groups;
Take all necessary steps on an continuing basis to maintain, provide or arrange the
provision of or to otherwise make available, suitability-trained and competent
personnel for effective civil defense and disaster risk reduction and management in
its area;
Organize, train, equip, and supervise the local emergency response teams and the
ACDVs, ensuring that humanitarian aid workers are equipped with basic skills to assist
mothers to breastfeed;
Respond to and manage the adverse effects of emergencies and carry out recovery
activities in the affected area, ensuring that there is an efficient mechanism for
immediate delivery of food, shelter and medical supplies for women and children,
endeavor to create a special place where internally-displaced mothers and children
can find help with breastfeeding, feed and care for their babies and give support to
each other;
Within its area, promote and raise public awareness of and compliance with the Act
and legislative provisions relevant to the purpose of the Act;
Serve as the secretariat and executive arm of the LDRRMC;
Coordinate other disaster risk reduction and management activities;
Establish linkage/network with the other LGUs for disaster risk reduction and
emergency response purposes;
Recommend through the LDRRMC the enactment of local ordinances consistent
with the policies and guidelines laid down in the Act;
Implement policies, approved plans and programs of the LDRRMC consistent with
the policies and guidelines laid down in the Act;
Establish a Provincial/City/Municipal/Barangay Disaster Risk Reduction and
Management Operations Center;
Prepare and submit, through the LDRRMC and the LDC, the report on the utilization
of the utilization of the LDRRMF and other dedicated disaster risk reduction and
management resources to the local Commission on Audit (COA) for provincial/city
level and internal audit for municipal and component city level, copy furnished the
regional director of the OCD and the Local Government Operations Officer of the
DILG; and
Act on other matters that may be authorized by the LDRRMC.
