Project Qatar 2010: a show of success

The increase in the number of exhibitors in Project Qatar proves that the state’s construction sector is still enjoying a boom

roject Qatar has es-
tablished itself as
the largest platform
for construction com-
panies in the GCC and most
importantly the greenest in
the region. In this interview
with Qatar Construction Sites,
Michel Gebrael, IFP Project
Manager, explains how the
annual event, organized by
IFP, offers innovative data
relevant to construction prod-
ucts, equipment and solu-
tions and work for a greener
tomorrow.
Excerpts from the inter-
view:
What will be the main
focus this year?
ANSWER: Project Qatar 2010
- the seventh international
exhibition for construction
technology, building materi-
als, equipment and environ-
mental technology - has es-
tablished itself as the largest
construction platform in the
GCC and most importantly its
greenest. PQ’s “Sustainabil-
ity Week” has strengthened
the uniqueness of the show,
bringing more attention to the
topic, its challenges and avail-
able green solutions. It will
offer innovative data relevant
to the construction products,
equipment and solutions.
Developers in Qatar
have adopted a cautious
approach in launching
projects due to global eco-
nomic slowdown. How do
you think will this affect
the turnout at the show?
The global economic crisis
showed little or no effect on
the Qatari market. Thanks to
prudent financial government
policies, the country has over-
come this bump smoothly.
Only one major project in the
real estate sector was can-
celled in Qatar during 2008.
Moreover, the increase in
the number of exhibitors in
PQ proves that Qatar is “still
booming” and willing to ex-
pand and strengthen its con-
struction sector. The show has
increased in both size (+12%)
and participation (+15%) as
more than 1,000 manufactur-
ers will showcase their prod-
ucts to some 40,000 industry
professionals from around the
world. PQ 2010 reflects the
status of the Qatari economy:
vibrant & healthy.
Conversely do you think
the falling residential pric-
es will boost the sale of
residential properties in
Qatar, encouraging more
developers to participate
in the show?
Logically speaking, when the
costs and expenses of resi-
dential prices tend to decline,
there will more demand for
residential areas. More peo-
ple would want to invest now
that they can afford it and de-
velopers have a clear access
to market pulse. PQ 2010 is
a must book/ must attend
show. Moreover, the idea of
“green buildings” does aid in
that matter, because it tends
to decrease the operating ex-
penses and eliminate the neg-
ative environmental impacts -
a double-whammy deal.
What steps are you tak-
ing to encourage more par-
ticipation in the show?
Most exhibitors would want to
place themselves in the active
market to strengthen their
businesses and they will be
able to do that that by becom-
ing part of the show. In addi-
tion to the strong brand rec-
ognition achieved through the
many varied outlets and me-
dia placements used by the
organizers to promote both
booth sales and attendance,
PQ 2010 uses conventional
and unconventional commu-
nication tools that guarantee
a 360-degree marketing ap-
proach. From web to outdoor
campaigns, from print to TV
and radio, all local and inter-
national media avenues are
being widely used, ensuring
an optimal coverage of the
event.
Please tell us your view
of the construction market
in Qatar?
At the present the Qatar con-
struction market is booming.
The oil and gas state is invest-
ing heavily in infrastructure
projects. This will keep con-
struction companies floating
for the upcoming years, help-
ing improve the property mar-
ket in order to accommodate
the growing population. An-
other bonus is the fact that lo-
cal banks are specific on how
they handle financing, which
will help to preserve their abil-
ity to keep on going.
How will this impact
upon Project Qatar? What
are your expectations for
this year’s exhibition?
The booming of the Qatar
construction market will help
boost Project Qatar because
it provides various possibili-
ties and alternatives for the
construction arena to be im-
proved and thus cater to what
a new and advancing Qatar
needs.
Do you think the return-
ing confidence across the
market will result in an in-
crease in visitor numbers?
And what can visitors ex-
pect from Project Qatar?
Visitors shall throng this exhi-
bition due to various changes
that have occurred in the re-
gion. They will want to learn
about new projects and get
to know more about what the
exhibitors have to offer. There
will be a group of multilingual
staff to brief visitors and par-
ticipants on seminars and
conferences.
In spite of the ongo-
ing global economic diffi-
culties, this seems to be
boom time for the Qatari
construction industry.
How has the slowdown af-
fected Qatar and how has
the industry responded to
overcome it?
His Highness the Emir Sheikh
Hamad bin Khalifa Al Thani’s
Economic Advisor, HE Dr Ib-
rahim Ibrahim recently said
that Qatar was expected to
post a budget surplus in the
ensuing financial year. “The
price on which oil revenues
are to be calculated is likely
to be in the vicinity of $50
per barrel,” he is quoted as
saying.
What measures are in
place to ensure that the
growth of Qatar is sustain-
able? Have lessons been
learned from the intense
boom and bust that have
affected Dubai so severe-
ly?
QR37.9 billion of the budget
was set aside for vital infra-
structure projects in areas
like health, education and
human resource develop-
ment. Officials have indicated
that the budget for 2010-
2011 is likely to be Qatar’s
biggest ever. Infrastructure
will remain a focus area as
will be education, health and
environment unlike the past
where their point of attention
was on oil and gas. However,
there is a concern to keep
things from going overboard.
The effort is to maintain a
balance between growth and
inflation.
How stretched are the
construction companies
in Qatar currently? Do you
think they can withstand
further increases in work-
load and demand for ma-
terials?
There will be an increase in
labor demand, with the focus
on the construction sector.
For instance, the new Doha
International Airport will open
up as many as 50,000 jobs
when all three phases of its
$14bn construction is com-
plete.
With an increasing pop-
ulation and greater inflow
of tourists spurring de-
mand for hotels and hous-
ing, has Qatar seen an
influx of construction com-
panies coming to meet
that need?
In addition to houses and
public installations, Qatar
has witnessed a growth in
its office space market due
to the increased demand
from global oil and gas com-
panies, the banking and fi-
nancial services area and
government ministries and
agencies. Growing tourism
has also encouraged Qatar to
invest in the development of
hotels and resorts.

Arbitration under Qatar Law
A
rbitration is a dispute
resolution procedure
in which a dispute is
submitted by agree-
ment of the parties, to one or
more arbitrators who make a
binding decision in respect of
the dispute. In choosing arbi-
tration, the parties opt for pri-
vate proceedings instead of,
as is the case in many jurisdic-
tions, the public court forum.
Broadly, there are two types
of arbitration, those with insti-
tutional rules, such as the In-
ternational Chamber of Com-
merce (ICC), London Court
of International Arbitration
(LCIA), International Centre
for Dispute Resolution (ICDR)
or the Qatar International Ar-
bitration Centre (QIAC) and
adhoc arbitrations. Adhoc
arbitrations are those which
are not administered by an
institution and, therefore, the
parties are required to deter-
mine all aspects of the arbi-
tration such as the number of
arbitrators, the manner of ap-
pointment of the arbitrators
and the procedure.
The principle characteristics
of arbitration are as follows:
1 . Arbitration is consensual
Arbitration can only take
place if both parties have
agreed to it. In the case of
future disputes arising under
a contract, the parties insert
an arbitration clause into a
relevant agreement. Where
there is no arbitration clause
in an agreement, parties are
able to agree, upon the oc-
currence of a dispute, to refer
such a dispute to arbitration
and will enter into an Arbitra-
tion Agreement.
2. The Arbitrators are chosen
by the parties
The parties choose the ar-
bitrator or arbitrators. Com-
monly, parties either elect
to appoint a sole arbitrator
or a three-member arbitral
tribunal. In the latter case,
each party will appoint one
of the arbitrators and those
appointed arbitrators will ap-
point a presiding arbitrator or
chair. Where agreement is not
forthcoming on the identity of
a sole arbitrator or presiding
arbitrator or chair, an institu-
tion or court is often involved
in the appointment of this in-
dividual.
3. Arbitration is neutral
In addition to the selection of
an arbitrator(s) of appropriate
skill and experience, parties
are able to choose important
elements such as the appli-
cable law, language or seat of
arbitration. This allows them
to ensure that no party enjoys
a home advantage.
4. Arbitration is confidential
Most institutional rules spe-
cifically protect the confidenti-
ality of the existence of the ar-
bitration, and any disclosures
made during that procedure
and the award.
5. The decision of the arbitral
tribunal is final
Valid awards issued by an ar-
bitral tribunal in compliance
with the institutional rules
and the local law governing
the procedure of the arbitra-
tion, are final and binding.
There are limited rights of
appeal. In many jurisdictions
including Qatar, ratification
by the local courts is required
in order to enforce the award
against assets located in that
jurisdiction. A number of con-
ventions including the Con-
vention on the Recognition of
Enforcement of Foreign Arbi-
tral Awards, dated June 1958
(the “New York Convention”)
and the Riyadh Convention
(1983) are particularly im-
portant in respect of the en-
forcement of foreign arbitral
awards in Qatar.
Requirements for Arbitration
in Qatar
Arbitration is codified in Qa-
tar’s legislation within Law
No (13) of 1990 The Civil
and Commercial Code of Pro-
cedure (the “Civil Procedure
Code”) at Articles 190 – 210.
The provisions deal with:
• The formalities required for
a binding arbitration agree-
ment;
• The appointment & dismiss-
al of arbitrators;
• The right of a party to apply
for a stay of court proceed-
ings given the existence of an
arbitration clause;
• Timing;
• The granting of an award;
• Challenge of the award;
and
• Arbitrator’s costs.
Formalities
Significantly, Article 190
states:
“The agreement upon arbitra-
tion shall be verified in writ-
ing”.
This means that any agree-
ment to refer issues to ar-
bitration must be in writing.
Arguments in respect of this
formality often arise where
the agreement or contract
containing an arbitration
clause has not been property
executed, where the arbitra-
tion provision is incorporated
by reference or where the
provision does not mention
the word “arbitration”. In Qa-
tar it is critical that the par-
ties agreeing to arbitration
are properly authorised to do
so. Such authorisation must
expressly refer to the right to
agree to arbitration. It is not
sufficient to rely upon a power
of attorney that authorises a
person to settle all disputes or
consent to court proceedings.
Stay of court proceedings
Article 192 states:
“The condition of arbitration
is that the litigants waive their
rights to have recourse to the
court having initially the com-
petent jurisdiction to examine
the dispute.
If a dispute had arisen in re-
spect of the execution of a
contact that included the con-
dition of arbitration, and one
of its parties had brought an
action before the competent
court, the other party may
hold to the condition of arbi-
tration as an objection to the
non-acceptance of the ac-
tion”
Essentially, this means that
where there is an arbitration
clause in any agreement and
a party to that agreement has,
mistakenly or otherwise, com-
menced substantive proceed-
ings in the court, the other
party may seek a stay of the
proceeding on the basis of
the arbitration clause.
In practice, the courts will
generally stay proceedings on
a valid application pursuant
to this provision. It should be
noted however, that such an
application should be made
at the first hearing, otherwise
the right to object to the court
hearing the dispute on the
basis of an agreement to arbi-
trate is likely to be lost.
Time for arbitration
Article 197 states that:
“The arbitrators shall arbi-
trate within the time set in
the arbitration document un-
less the litigants agree on
its extension. If the litigants,
in the arbitration documents
have not imposed a term for
the arbitration award, the ar-
bitrators shall issue an award
within 3 months starting from
the date of their admissibility
for arbitration.
If the arbitrators did not issue
their award within the time
stipulated in the arbitration
document or during the time
determined in the aforemen-
tioned paragraph, or if they
failed to do so for a coercive
reason, any litigant may sub-
mit the issue to the court ini-
tially competent to examine
the dispute in order to add
a new period or to settle the
dispute or to appoint other ar-
bitrators.
In the event of the decease of
a litigant, dismissal of an arbi-
trator or submission of recu-
sation plea against him, the
time set for issuing the award
shall be extended to the peri-
ods during which this obstacle
should cease to exist”.
The local court has very wide
powers under this provision.
Where an arbitration award
has not been issued in accor-
dance to the timing agreed by
the parties, set out in the ar-
bitration agreement or pursu-
ant to the law (i.e. 3 months
from the “admissibility for
arbitration” of the arbitrators)
the court is able to intervene
to extend the period for ren-
dering the arbitration award,
settle the dispute or appoint
another arbitral tribunal.
Please note the wording of
Article 198 i.e.”Their award
shall be pursuant to the rules
of the law unless if they were
delegated by conciliation, pro-
vided that they will not contra-
vene the rules of the public
order and the good manners”
is akin to the General Prin-
ciple enunciated under Law
No (22) of 2004 (the “Civil
Code”) which allows parties to
agree the terms of their con-
tract provided that such terms
are not contrary to public or-
der or morals.
Making of award
Article 202 states:
“The arbitration award shall
be issued after deliberation
by the majority of the opin-
ions. The award shall be in
writing and shall include in
particular, a copy of the arbi-
tration document, a brief of
the statements of the litigants
and their documents, the rea-
sons for the award, the text of
the award, the place and date
of its issue and the signatures
of the arbitrators.
If one arbitrator or more refuse
to sign the award, this refusal
shall then be mentioned. The
award shall be valid if signed
by the majority of arbitrators.
The award shall be considered
as issued as from the date of
signature of the arbitrators af-
ter the writing thereof even if
before its pronouncement or
deposition.”
Therefore, a majority decision
of the tribunal creates a bind-
ing award.
Execution of an award
Article 204 states:
“The award of the arbitrators
shall not be executable unless
by virtue of an order issued by
the judge of the court where
the original copy of the award
was deposited, pursuant to
the demand of the interested
party.
The judge shall issue the writ
of execution after inspecting
the award and the arbitration
document and after making
sure that, nothing should pre-
vent the execution thereof.
The writ of execution shall be
in an appendix to the original
award arbitrament. The judge
ordering the execution shall
have the competent jurisdic-
tion over all the matters re-
lated to the execution of the
award”.
As mentioned above, in Qatar
the local courts are required
to ratify any foreign or do-
mestic arbitral award for the
purpose of execution against
assets.
Challenging an award
Article 207 deals with
challenge to the award and
states:
“Every interested party may
move for the nullity of the
award of the arbitrators in the
following cases:
1. If it was issued without an
arbitration deed, or pursuant
to a null document or extin-
guished by prescription, or if
the award went beyond the
limits of the document, or
contravened a rule of public
order or good manners.
2. If the third, fourth or fifth
paragraph of article (190) or
the first paragraph of article
(193) were contravened” [Ar-
ticle (190) is stated above and
article 193(1)) states that the
arbitrator shall not be under
age or convicted of a crime or

3. If the award was issued
by arbitrators who had not
been appointed pursuant to
the law, or issued by some
arbitrators where they are not
authorised to arbitrate in the
absence of the others.
4. If a nullity occurring in the
award or in the procedures
had affected the award”.
Article 207, therefore, sets
out the limited grounds for
challenging the arbitration
award and includes the expi-
ry of a limitation period, lack
of capacity or lack of good
standing of the arbitrators or
a procedural error in their ap-
pointment.
One of the major differences
to an arbitration pursuant to
the procedural laws of Qatar
and common law jurisdic-
tions (for example the UK) is
the requirement to have an
arbitration deed as referred
to at Article 207(1) which is
often incorrectly taken to be
the arbitration agreement .
While akin to terms of refer-
ence in an ICC arbitration, the
arbitration deed is a formal
document signed by the par-
ties and the arbitral tribunal.
It generally summarises the
claim and defence and may
deal with the powers of the
tribunal generally, and more
particularly cover areas in
which the rules selected may
be silent, for example costs
and interest. The deed of
arbitration must be filed with
the award on the ratification
application before the court.
Further, a number of court de-
cisions in the GCC (which are
not binding in Qatar but may
be persuasive) have seeming-
ly put form over substance in
nullifying awards at the ratifi-
cation stage. These have in-
cluded decisions nullifying an
award on the basis a witness
was not properly sworn, and
in a more recent decision, on
the basis that the arbitrators
did not sign each page of their
reasons for the award.
Article 210 states:
“ The remunerations of the
arbitrators shall be specified
by an agreement between
the litigants in an arbitration
document or in a subsequent
agreement, or otherwise they
shall be specified by the court
initially competent to examine
the dispute, pursuant to the
demand of one of the inter-
ested parties in the presence
or absence of the remaining
ones after having been sum-
moned; and its decision shall
be final”.
Thus, the parties are able
to agree on the arbitrators’
costs but where there is no
agreement, the court is able
to determine such costs.
Whilst the Civil Procedure
Code is silent in respect of the
inter relationship between its
provisions and institutional
rules, it is common that arbi-
tration clauses in contracts
in Qatar contain institutional
rules and the agreement to
use these rules would likely
be upheld by the local courts.
Whether parties have an ad
hoc arbitration agreement or
an agreement referring to the
use of institutional rules, the
provisions of the Civil Proce-
dure Code should be consid-
ered and applied.

Interior design market sustains growth in Qatar
With 41 new hotels planned for Qatar alone, the sustained pace of development in the region is surpassing other parts of
the world.

espite the rumblings
of the global credit
crunch, the Middle
East continues to wit-
ness steady growth: this was
the view of designers attend-
ing the Concepts Middle East
2010 conference which was
held at Doha’s La Cigale Hotel
in Doha in February.
A large number of commercial
and residential buildings, ho-
tels, retail outlets and mixed-
use developments will reach
completion this year, they
pointed out. With 41 new ho-
tels planned for Qatar alone,
the sustained pace of develop-
ment in the region is surpass-
ing other parts of the world.
The conference website men-
tions that the spending on
interior projects in all six GCC
countries is estimated at $47.1
billion for 2009. This is ex-
pected to touch $56.9 billion
in 2010. Furthermore, official
figures show that imports of
furniture and interior products
to the Gulf region have been
rising significantly. According
to Concepts Middle East 2010
website, this makes the Middle
East interiors market almost
on a par with well-established
markets such as the EU, the US
and Japan.
Concepts Middle East 2010
is the region’s leading interior
design congress designed for
time-restricted design profes-
sionals to network, establish
new contacts, debate the fu-
ture of the sector and most
importantly - conduct busi-
ness. The congress features
strategic, business-focused
face-to-face meetings, panel
discussions, case studies and
presentations as well as five-
star networking opportunities.
The impact of the global eco-
nomic crisis on the design
industry and the efficiency in
delivering projects on time was
discussed at the first day of the
conference.
Karen Hay, Director, Stickman
Tribe, pointed out that when her
company talks to new clients it
doesn’t wait until the end be-
fore telling its team, to comply
with timely delivery of projects.
“To keep motivation alive we
tell them even before we sign
the contract”, she said.
Hossein Vetry, General Man-
ager, Sharq Village and Spa,
agreed with Karen Hay on the
importance of the team spirit.
“When we want to achieve we
stimulate our people. When we
work on big projects we always
give positive incentives to our
team,” he added.
Responding to a question
about how to advise your cli-
ents to approach the market to-
day when there is a slowdown,
Tareq Abusukheila, General
Manager, AIA, Gensler EMEA,
said: “In our industry the client
and consultant is one team,
we are not contractors. When
you have cost cutting, it affects
fees, but we feel we have to
negotiate more with clients.”
He added: “In public projects,
there are feasibility studies
and re-measures. That’s why
sometimes we have to sit and
talk and redesign.”
On the other hand, Aziz Rebeiz,
Founder, Rebeiz & Associates
Interiors, said that in situations
like these, “when a project is
delayed we can take the stuff
and send them elsewhere”.
Karen stressed that when the
times are tough, only the best
will survive through innovative
ideas.
Vetry explained that when
faced by budget constraints
designers have to be very hon-
est in analyzing the cost rather
than giving in to what the cli-
ent needs. “We should be
very honest in showing him the
consequences of his decision.
We have to be very careful in
selecting the methodology and
the material,” he said.
Karen saw the solution in look-
ing for more local products.
“Anything that you wouldn’t
have to use the most expen-
sive products in, you shouldn’t,
but you cannot compromise
with the items that give the im-
pact,” she said.
Abusukheila suggested that
the designer should sit next to
the client and try to find solu-
tions together, whether with
restaging or other issues.
Rebeiz stressed that when
times are hard “we have to
save values in our design.
Sometimes, we have to find a
way to keep the quality of de-
sign between us and the cli-
ent”.
“Budget constraints are always
there, but there are several
factors that affect the client’s
budget like aesthetics, ma-
terials, etc. we have to try to
help the client walk through
the feasibility of the project,”
Abusukheila said.
On the other hand, Karen said
that even in good times, there
is never enough money. “In
this region most projects were
overpriced. Now it is taking a
more realistic view of things. It
is becoming more normal.”
Naheed Younis, Commercial
Manager, Innovative Business
Solutions (Mapie’s UAE sub-
sidiary), responded to Karen’s
statement, saying that: “Over-
budgeting is not new. It is even
seen in construction, in usage
of steel and concrete. Yes to
budgeting and value engineer-
ing, but we have to think what
it will mean for the project.”
Abusukheila noted that clients

are very conservative now.
“Before they could have many
design variations, with some
variations even doubling the
cost. Now they are really look-
ing at what they can afford to
do,” he said.
Vetry described the market
status now as “back to reality”
situation. “Before you could
not find a contractor because
your project is not big enough.
So budget constraints may not
be a bad thing at the end,” he
said.
The conference speakers ex-
plored challenges designers
face when working on public
places like hotels and how to
strike a balance between aes-
thetics and practicalities.
Vetry pointed out that if the
company takes pride in what it
does, its role doesn’t end with
handing over the key. It is im-
portant that operators are in-
volved from the very beginning
of the design, like involving
chefs in restaurants projects.
This makes the product a us-
able one at the end.
Younis expressed his feeling
that the optimization starts
from the construction stage
before the interior designer’s
role does.
Choosing the right materials
was another topic discussed at
the conference.
“When you deal with a local
market, you have to acknowl-
edge what does the market
has to offer for you,” Rebeiz
pointed out.
Karen agreed with Rebeiz that
it depends on the market.
“Some markets have very lim-
ited resources. You have to be
realistic on your choice about
using local products,” she
added.
Is going cheaper a solution?
Vetry said that you can get
something better and cheaper,
but the reputation and relation-
ship you have with your vendor
affects your choice.
Karen noted that interior de-
sign market is becoming a no-
brand market. “We can still get
good quality products now but
not of a known brand. Some
project managers think that
China is the solution. I think
it is better to try to maintain
the quality even if not through
brands,” she said.
Younis expressed his concern
that this might lead to some
designers being dragged by
the client to a cheaper solu-
tion. “We have to be very care-
ful in being cheap or optimizing
the product we are choosing,”
he said.

All sectors have clear focal points
and play an important part in our
growth strategy. However, we cur-
rently see particular growth in
the aerial access sector of our
market. With this in mind we are
investing heavily in this area of
our business. This includes the
addition of qualified and facto-
ry-trained service personnel to
ensure the highest levels of af-
termarket support. Along with
this, we continue to build on the
already firm foothold we have in
the storage market. The need to

space for a given area compared
to selective racking. Drive-in
racks are widely appreciated in

As a general manager, it is my
responsibility to assess the mar-
ket in which we operate. This
is a continual process and one
which I take seriously. Our focus
remains clear and very positive
for 2010. We are witnessing an
encouraging start to the year

Our policy is to constantly back
up the products we offer to the

panies in terms of equipment
supply and aftermarket support.
In the storage sector of our busi-
ness, the trend has been to
maximize storage space. This
has meant a growth in enquiries
relating to very narrow aisle stor-
age systems, mobile storage sys-
tems and bespoke installations
relating to specific customer re-
quirements.

levels based on the nature of
the business. Leasing spreads
the cost of the equipment over
an agreed period of time and
ensures steady returns but at
the same time, it runs the risk
of delayed or non-payment. In
a way, you are linking your suc-
cess to the clients’ performance.
However, the exposure could be
controlled by better risk assess-
ment.
While advances in technol-
ogy may make heavy equip-

persons because Barwa be-

Barwa chose to locate Al Ba-
raha at the Industrial Area due
to the fact that this locale has
now become the residence of

labourers. Al Baraha is a QR3
billion project being built in
an approximate 1, 881, 235
square meter land area. The
built area of the project stands
at 802, 700 square meters with
the rest devoted to landscap-
ing and recreational space.
Al Baraha is a two-phased
construction project. The first
phase is to cost approximately
QR500 million and the second
phase QR2,200 million. Part
one of the project will feature
the construction of the mega
truck parking area, driver’s
utilities, guards rooms, roads,
fencing, street lighting and
landscaping. The second part
is the construction of buildings
and infrastructure.

Qatari Diar, Binladin Group
in joint venture agreement
Qatari Diar Real Estate Invest-
ment Company and the Saudi
Binladin Group Company (SBG)
have signed a shareholders’
agreement to establish the QD
SBG Group. This agreement,
signed at a ceremony held in
the Ritz Carlton Hotel in Doha,
marks the Saudi Binladin
Group’s first business venture
in the State of Qatar.
The QD SBG Group, a joint ven-
ture with an equal partnership
between Qatari Diar and SBG,
will establish two special-pur-
pose companies in Qatar: one
specializing in construction
and the other in industrial ser-
vices.
Qatari Diar’s CEO and Manag-
ing Director Ghanim bin Saad
al-Saad said it was an honor to
be partnering with the Saudi
Binladin Group, the interna-
tionally-renowned construction
conglomerate, in Qatar.

has organized a lecture, “The
maintenance of petrochemical
facilities”, at the Diplomatic
Club as part of its regular ac-
tivities. Engineer Ibrahim Al Su-
laiti, an expert in the field of oil
and gas, delivered the lecture
which was attended by a large
number of professionals and
officials.
Al Sulaiti pointed out that the
maintenance of petrochemi-
cal facilities requires highly-
efficient management skills.
Senior engineers working in
such facilities must have both
technical and administrative
proficiency. It is important that
work at the plants is not halted
even in the event of any emer-
gency circumstances. Team
work is essential for tackling

Qatar Steel continues its expansion
Qatar Steel Company, which is part of Industries Qatar Group, has achieved good financial results despite the global
financial crisis
Qatar Steel occupies a promi-
nent leadership position in
industry since its foundation
in 1974 as the first integrated
factory for iron and steel in the
GCC region. Out of its commit-
ment to meet the growing need
for iron and steel in Qatar and
the region in general, Qatar
Steel has taken a series of
initiatives aimed at increasing
production capacity. The com-
pany, based in Mesaieed, 45
kilometers south of Doha, has
been witnessing continuous
redevelopment since its start.
It operates a subsidiary com-
pany, at the free zone in the
United Arab Emirates
Its Mesaieed factory covers an
area of 707,000 square me-
ters, in addition to 375,000
square meters dedicated to
future expansion.
Qatar Steel Company, which is
part of Industries Qatar Group,
has achieved good financial re-
sults despite the global finan-
cial crisis.
The company moves forward in
production line expansion as a
new factory has recently been
added to the company in the
Jebel Ali free zone in the UAE
for the production of rebar iron.
It started production during
last summer with the capacity
of 300,000 tons per year. At
the same it has been expand-
ing its old factory in Jebel Ali,
which produces 250,000 tons
of wire rolls.
Demand for steel exceeded 1
million tons in the local market
in 2009. Estimated produc-
tion of Qatar rebar steel in lo-
cal factories is 1,400 million
tons per year in addition to the
production of 700,000 tons of
iron blocks, which are all sold
in the form of raw materials to
neighboring and global mar-
kets.
Qatar Steel has also entered
into a partnership in a factory
for the production of ore iron
in Bahrain.
It has carried out a number of
studies to increase the produc-
tion of ore iron as it has com-
pleted the establishment of a
new factory at a cost of $400
million that began operation in
January 2010.
Qatar Steel will form a part-
nership with a large share in
another company in Bahrain,
which is the factory of Bahrain
Stainless Steel.
The company also develops
and establishes internal proj-
ects in Mesaieed.
Sales of iron has been good
during 2009 but the profit
margin was low because of
competition and lower prices
in addition to large stocks
stored by the company that
were manufactured with high-
er cost previously.
For the year 2010, Qatar Steel
principals took notice that it
was difficult to have good ex-
pectations for the beginning
of this year, especially in light
of inconsistencies of analysts
and experts on the status of
the global economy. However,
the company was not largely
affected by the global financial
crisis, thanks to its prudent
economic policy.
The global economic crisis that
began in 2008 and contin-
ued in 2009 led to significant
changes in prices, production

and demand, but the policy
that the company follows with
high guidance to fix steel pric-
es during the boom period was
wise and helped create a bal-
ance in the local market and
the continuation of develop-
ment projects in a rapid way.
It is expected in 2010 that the
prices of ore iron will rise by
30% to 50%, especially since
there is a serious concern

for raw materials from global
manufacturers, particularly in
Brazil, to raise prices.
Qatar Steel has achieved big
sales despite the global finan-
cial crisis, but its profit margin
was low as a result of compe-
tition from Turkish, Ukrainian
and Chinese companies.
One must also note that while
prices had declined during the
crisis period, the company had
previously bought raw materi-
als paying high rates. This had
an impact on the profit margin
of the company. However, the
government has paid an allow-
ance to fix steel prices of the
company. It has been paid in
full and will be included in the
profits of the company.
The production of the company
in Qatar is currently 1,400 mil-
lion tons. During the past year
local market demand exceed-
ed 1million and 50 tons. The
excess output was exported to
neighboring markets.
Qatar Steel purchased a fac-
tory in Jebel Ali i several years
ago for the production of wire
rolls. It also expanded its prod-
uct lines, in addition to the es-
tablishment of a new factory in
the same area in Jebel Ali. In
this way, it has now two facto-
ries there and their production
reaches 300,000 tons of rein-
forced steel per year.
The second factory for wire rolls
produces 250,000 tons. The
total production of the compa-
ny’s factories in the Emirates
currently touches 550,000
tons per year. This is addition
to 1,400 million tons of rein-
forced steel a year, produced
by the company in Qatar.
Investment in the latest project
of the company has reached
$600 million. Also, its invest-
ments in Bahrain amounted
$200 million, and in the United
Arab Emirates Dh150 million
($40 million).

an agreement with Suncor
Energy, under which Cen-
trica will acquire Suncor’s
Trinidad and Tobago portfo-
lio of gas assets for $380
million in cash. This acqui-
sition provides Centrica
with its first producing Liq-
uefied Natural Gas (LNG)
position and significant
development opportunities
for future, long-term LNG
velopment, industrial manufac-
turing, trading and distribution,
managed services.
Aamal Cement is a state-of-
the-art plant equipped with
one of the largest block and
pavement machines in Qatar
supplied by German cement
pioneers HESS. The German
manufactured machinery can
produce different varieties of
building and pavement blocks
tailored to specific customer
requirements. Production in-
cludes curbstone, interlock
slabs and cement bricks.
The plant, says Aamal Cement
GM Parveez Aslam, is one of
the largest in the Qatari mar-
ket. The expected production
of Interlock slabs alone is 6900
m2/day. It plans to produce
strip line (used for decorative
purposes) and thermal blocks
(used for insulation purposes).
There are over 20 manufac-
turers and wholesalers of ce-
ment in Qatar. Would this not
have adverse effects on the
prospective market share of
Aamal Cement? Not at all, it
seems. Qatar is growing at a
very rapid rate and new proj-
ects, cities and developments
are fast coming up.
Aamal Cement’s exact market
share cannot be predicted at
this point. However, one should
note that with the ever-growing
market of Qatar and with de-
mand far exceeding supply,

economic turmoil, (demand

projects are expected to get
underway this year and this will
only mean heightened demand
for cement. And while there
are projects worth $2.5 trillion
in the GCC as a whole, the de-
mand for cement is the high-
est in Qatar. In August 2009,
local production was only able
to meet 50% of the demand in
the state.

Gulf Petroleum ‘to
build $5 billion hub’
A Qatari consortium led by Gulf Petroleum has selected Port
Dickson in the central Malaysian state of Negri Sembilan to set
up a $5 billion integrated oil and gas complex. Nor Azmi Abdulla,

“GPLM has secured crude oil supply among consortium mem-
bers and has finalized initial agreements on products off-take
arrangements with several countries within Asean (Association
of South East Asian Nations) and in the Asia-Pacific,” it said.
ABB wins $2.8 million
safety project in Qatar
ABB, the leading power and automation technology group, has
signed a $2.8 million deal with leading Contractor BlackCat Engi-
neering & Construction to design and develop a major integrated
Safety Integrity Level 3(SIL 3) and process control solution for
a gas pipeline project in Dukhan. Dukhan is home to one of
Qatar’s large oil fields and is located in the western part of the
country. The Dukhan field encompasses four reservoirs, three of
which are oil reserves and one containing associated gas. The
production facilities located in the oil field produce over 335,000
barrels per day. ABB will supply SIL 3 controllers for emergency
shutdown, process control, and fire and gas systems as well as
its SIL3-compliant System 800xA for new and existing plants on
the field as part of an upgrade and development plan. The ABB
system provides a host of new automation functions and gives
operators at Dukhan secured centralised access to these func-
tions. This will result in improved safety standards, less down-
time for the gas transmission network, and lower operating costs
as well. Safety integrity level (SIL) is a standard that allows cus-
tomer to specify exactly how much protection is required for any
given safety function. If a safety system is rated SIL 3, it means
the solution provides the highest level of integration of safety
and control.
Indonesian firm to buy Qatar LNG
Indonesia’s state-owned gas distribution company PT Perusahaan
Gas Negara Tbk (PGN) plans to import between 1.5 and 2 million tons
of liquefied natural gas (LNG) a year from Qatar.
PGN’s vice president for gas supply, Gamal Imam Santoso, said in
Jakarta that the LNG to be imported from Qatar would be supplied to
two LNG floating receiving terminals to be located adjacent to North
Sumatra and Banten. Gamal said that PGN, the main distributor of
gas in the country, was still waiting for the government’s formal ap-
proval to go ahead with the import plan.
“PGN executives, along with government officials will soon go to Qatar
to meet the Qatari officials,” he was quoted as saying by the detik.com
website. PGN plans to build two floating LNG terminals, one off North
Sumatra and another off Banten, to meet the surge in gas demand
in the two provinces. The North Sumatra terminal will have a storage
capacity of 1.5 million tons a year while the one in Banten will have
a storage capacity of 3 million tons a year. Gamal said the import
plan was prepared because the company faced difficulties in getting
enough additional gas supply from Indonesian gas fields and produc-
tion facilities to meet the surging demand from local industries as well
as gas-fired power stations.

US Energy Dept,
QSTP sign MoU
The US Department of Energy (DoE) has signed a memorandum
of understanding (MoU) with the Qatar Science and Technology
Park (QSTP) to co-develop projects of innovation and science.
“The intent of the agreement was to look into wide-ranging proj-
ects from both sides,” US Secretary of Energy Steven Chu said
after delivering a lecture at the CarnegieMellon University in Qa-
tar. “The framework signed between DoE and QSTP (would ex-
plore) energy efficiency, carbon capture, solar technology,” Chu,
a Nobel Laureate, said. According to US Ambassador to Qatar Jo-
seph Lebaron, who accompanied the Secretary to the MoU sign-
ing, the issues that came up for discussion with officials in Qatar
ranged from food security and desalination to animal breeding
and plant genomics. “Qatar, along with Saudi Arabia and the
UAE, are all looking at how to diversify (their resources). Yes, they
have a lot of oil and gas but no one knows when it is going to run
out. They have sun, and that’s a good resource,” Chu said.
He signaled out natural gas as a “transitional” energy as the
shift to renewable energies gathers momentum. “Qatar is the
largest LNG producer in the world. Natural gas emits half the
CO2 as coal and as well as being a cleaner burning fuel, it also
has the potential of very large-scale storages,” Chu noted.
Offshore oilfield
gets rig boost
The $6 billion Field Development Plan at Qatar’s largest offshore
oilfield – Al Shaheen - has got a major boost with the success-
ful installation of the 15th and the last new platform and other
offshore facilities. Together with Qatar Petroleum (QP), Maersk
Oil Qatar is developing the oilfield. The goal is to significantly
increase oil production capacity at Al Shaheen Field from the
current 300,000 barrels per day. Maersk Oil Qatar operates
Al Shaheen oil field under a long-term exploration and produc-
tion sharing (EPSA) in co-operation with QP. Maersk Oil Qatar’s
Field Development Plan encompasses the installation of new
platforms and associated facilities totaling 131,000 tonnes and
the drilling of more than 160 oil production and water injection
wells, of which 131 have already been drilled. Hook-up and com-
missioning of the new platforms is underway and expected to be
finalized shortly, connecting facilities through 300 kilometers of
inter-field pipelines and about 50 kilometers of subsea cables.
The inauguration of the Al Shaheen Field Development Plan is
scheduled for the second quarter of 2010.
The field was originally deemed unviable, due to its “tight thin”
reservoirs, making economic development extremely difficult.
However, Maersk Oil Qatar’s use of horizontal well technology
(HWT) has enabled successful development of the field, with cur-
rent production at some 300,000 barrels of oil per day.

cessing facilities in order to handle the additional volumes.
This project will enable Qatargas 1 to maintain its current pro-
duction level of 10 million tonnes per annum (mtpa) of liquefied
natural gas (LNG). The EPC contract with TCJV covers the design
and execution of the onshore processing facilities scope of the
PMP. HE Abdullah Bin Hamad Al Attiyah, Deputy Prime Minister
and Minister of Energy and Industry, said: “This project is signifi-
cant for the State of Qatar as it stems from the country’s strategy
to achieve optimal utilization of the country’s natural resources.

the annual production capacity to 77 million tonnes by the end
of 2010 reinforcing our position as the world’s largest exporter
of LNG.” The Minister added that such projects would allow the
State of Qatar to make long-term commitments to safely and eco-
nomically supply gas to its customers in almost all parts of the
globe including such distant markets as the United States.
Commenting on the contract, Faisal Al Suwaidi, CEO of Qatargas,
said: “This agreement underscores our commitment towards
achieving the target of 42 million tonnes of LNG production per
annum from seven LNG trains by the end of 2010. The current
production level from Qatargas 1 is roughly 10 mtpa. This three-
year project will ensure that this production level is maintained
for years to come.” He added that the Qatargas 1 facilities were
initially built to produce 6 mtpa of LNG. These facilities were up-
graded in 2005 through a debottlenecking project which resulted
in a new capacity of 10 mtpa.
Opec holds output
quotas unchanged
Opec has frozen its output ceiling at a meeting in Vienna against
a backdrop of recovering oil prices and uncertainty over global
economic prospects. In a statement issued after the meeting,
the Organization of Petroleum Exporting Countries said it “de-
cided to maintain the current oil production ceiling unchanged”.
Nevertheless, “given the uncertainty in the macroeconomic en-
vironment and world oil demand, the secretariat will continue to
monitor closely developments in the months ahead,” the state-
ment said.
Opec, which is marking its 50th anniversary this year, said it
would review the economic situation at its next ordinary meet-
ing in Vienna on October 14. “We have to be very cautious be-
cause what we are seeing at this time, it’s not really (economic)
growth,” Opec Secretary General Abdalla Salem el-Badri told
reporters at a news conference in the organization’s new head-
quarters in central Vienna.
“A lot of money is being thrown into the market and the growth
(we’re seeing at the moment) is because of the stimulus pack-
ages. China is having stimulus packages, the United States, Eu-
rope, Japan. And everyone is putting money into the economy so
they can prevent this recession.”
El-Badri said the main worry for Opec was how it handled “the
exit from those stimulus packages”.
Power generation
surges in Qatar
Qatar will account for 1.69% of Middle East and Africa (MEA)
regional power generation by 2013, Business Monitor Interna-
tional (BMI) has said. In its report BMI has forecast an increase
in regional generation to 1,523 terawatt hours (twh) by 2013,
representing a rise of 29.3% between 2008 and the end of the
period. Thermal power generation in 2008 is estimated by BMI
at 1,100twh, accounting for 93.4% of the total electricity sup-
plied in the region. “Our forecast for 2013 is 1,414twh, implying
35.7% growth that reduces slightly the market share of thermal
generation to 92.8% -- thanks in part to environmental concerns
promoting renewables, hydroelectricity and nuclear generation,”
BMI said. Qatar’s thermal generation in 2008 was an estimated
17twh, or 1.55% of the regional total. By 2013, the country is
expected to account for 1.82% of thermal generation. For Qatar,
gas was the dominant fuel in 2007, accounting for 81.7% of pri-
mary energy demand (PED), followed by oil at 18.3%.
Regional energy demand is forecast to reach 853mn tonnes of
oil equivalent (toe) by 2013, representing 19.6% growth over
the period since 2008. Qatar’s estimated 2008 market share
of 3.25% is set to ease to 3.13% by 2013. Qatar is now ranked
third along with Saudi Arabia and South Africa in BMI’s updated
Power Business Environment rating, thanks largely to the coun-
try’s market size, low level of energy import dependency and a
particularly low proportion of renewables use. The power sector
is competitive, with good progress towards privatization.
Qatar has the longer term potential to break away from its close
rivals and challenge Egypt for second place.

US energy secretary delivers lecture at Carnegie Mellon Qatar
U
S Secretary of Energy Steven Chu, PhD, visited Carn-
egie Mellon University in Qatar and delivered a lecture
and took part in a dialogue session with an audience
of students, faculty, members of the Education City
community and guests from the oil and gas industry. Chu’s visit
to Carnegie Mellon Qatar follows a visit by US Secretary of State
Hillary Rodham Clinton, who addressed students and members
of Education City.
Chu’s lecture was a collaborative effort between Carnegie Mel-
lon Qatar and the United States Embassy. US Ambassador Jo-
seph LeBaron introduced Secretary Chu to an audience of 370
students and VIP guests.
Chu is a distinguished scientist and co-winner of the Nobel Prize
for Physics in 1997. He has devoted his recent scientific career
to the search for new solutions to energy challenges and stop-
ping global climate change. Chu supports an education initia-
tive for training new scientists on basic and applied research on
clean energy, starting at the elementary and high school levels
through postdoctoral study.
“I am delighted to be here at Education City and Carnegie Mel-
lon University in Qatar,” said Secretary Chu. “Innovation and
education can provide the world with a new energy solution. We
have to work together to find the solution.”
RasGas Train 7 starts up
The chief executive of RasGas has announced the successful
completion and start-up of Train 7 of Ras Laffan Liquefied Natu-
ral Gas Company Limited 3.
“Train 7 is a clear demonstration of RasGas’s confidence and
ambition,” said RasGas Managing Director and CEO Hamad
Rashid Al Mohannadi. “These mega facilities are the embodi-
ment of a bold investment and the culmination of years of tech-
nological development and preparation. The start-up of Train 7
also demonstrates RasGas commitment to ensure a secure and
reliable supply of LNG for its customers,” he told reporters at
the second media round table organized by RasGas at its tower
in Doha.
RasGas Train 7 is capable of producing 7.8 million tonnes of
LNG per annum (Mta), boosting the overall production capacity
of all RasGas companies to approximately 36.3 Mta. The project
is a joint venture of Qatar Petroleum (70%) and ExxonMobil Ras
Laffan 3 (30%). It is the fourth 7.8 Mta per annum LNG plant
brought online by the JV partners in the last 12 months.
The latest train matches the capacity of Ras Laffan 3 Train 6,
one of the largest operating LNG production plant in the world,
opened last year. “The startup of Ras Laffan 3 Train 7 is a sig-
nificant accomplishment in the further development of natural
gas from the North field to help supply growing energy demand,”
said Neil Duffin, President, ExxonMobil Development Company.
“Initiating LNG production from Ras Laffan 3 Train 7 marks
another major milestone in the unprecedented effort between
Qatar Petroleum and ExxonMobil to design and effectively imple-
ment the largest liquefaction trains, LNG vessels and terminals
in the world.”
“Train 7 is one of the new generation of mega-trains, each ca-
pable of producing 7.8 Mta,” Al Mohannadi told the second me-
dia round table.
“This is a big step up from the 4.7 Mta production capacity of
RasGas Trains 3, 4 and 5. The project involved scaling up every
aspect of the new train, from pipeline diameters to the machin-
ery used to power the process.
Gas producers may restrict output
Natural gas producers may restrict their output to correct over-
supply and boost prices, the president of the Gas Exporting
Countries Forum (GECF) has said, countering skepticism that
gas countries can’t influence prices the same way as oil produc-
ers. Speaking to reporters ahead of an Opec meeting in Vienna,
Chakib Khelil, who is also Algeria’s oil minister, said if there is
a market imbalance “all you need to do is to take back some of
your production. “It isn’t a problem to shut-in fields,” he said.
The statements are the clearest indication to date of the poli-
cies the GECF could discuss when it meets on April 19 in Oran,
Algeria. Restricting output would be similar to the actions of the
Organization of Petroleum Exporting Countries (Opec), which
has cut or increased production to stabilize markets.
Some gas producers and experts have said cutting output to
boost prices would be harder for gas producers than for oil as
the majority of the deals are tied to long-term prices.
Qatar’s Deputy Premier and Minister of Energy and Industry, HE
Abdullah Bin Hamad Al Attiyah, however, said it was too early
to say whether GECF would cut gas supplies but agreed prices

Chu’s visit to Qatar and the Middle East is part of the US admin-
istration’s efforts to continue strengthening partnerships within
the region. During his visit to Qatar, Chu met with government offi-
cials, research and scientific leaders and members of the private
sector to discuss a range of energy issues.

The Train 7’s production capacity of 7.8 Mta is a quantum leap
from the 4.7 Mta capacities of RasGas Train 3, 4 and 5. The lat-
est project involved scaling up of the machinery used to power
the process. The technology used to generate power confirms to
the company’s commitment to environment norms and engaging
in sustainable development. RasGas has retrofitted dry low NOX
technology on six power-generation turbines.
“We are doing a lot to protect the environment since a gas plant
has many flares,” said Brett Dohertry, RasGas Saftey Health and
Environment Group Manager. “Our strategy is to conserve the
state’s natural resources, eliminate production losses and not to
contaminate the environment with high emission levels. We are
safely below the required limit and the dry low NOX technology
helps reduce the atmospheric emissions of oxides of nitrogen
significantly.”
RasGas has reduced gas flare emissions at Ras Laffan by 40%
last year compared to 2008 levels. The flare reduction has cut
the quantity of carbon dioxide released into the atmosphere by
220,000 tonnes this year.
Al Mohannadi expressed satisfaction at the successful start-up.
“The commencement of supply from RasGas Train 7 underlines
the company’s reputation as one of the world’s premier and
most reliable suppliers of LNG, underpinned by world-class per-
formance in safety, health and environmental management,” he
said.
“RasGas now supplies to customers over three continents and is
continuing to secure its position as a leading LNG supplier,” he

new gas supplies from US non-conventional gas fields. Last year,
the Henry Hub US gas contract was on average 44% lower than
in 2008 at $3.99 per million British thermal units. By contrast,
Khelil said a fair price for natural gas is $13 to $14 per million
British thermal units, but didn’t specify which particular bench-
mark contract he had in mind.
The prices have already led some producers to warn they could
reign in production. Statoil ASA (STO) said recently it might delay
some natural gas output in Norway, the world’s third-largest gas
exporter. But Russia, which holds the forum’s secretariat general
and is the world’s largest gas exporter, has said the GECF has
no immediate plans to co-ordinate output volumes and regulate
prices.
The 11-member GECF - which comprises Qatar, Russia, Bolivia,
Venezuela, Egypt, Iran, Libya, Nigeria, Trinidad & Tobago, and
Equatorial Guinea - controls 73% of global gas reserves and 42%
of production.

QSAS official version available online soon

QSAS, Qatar’s first performance-based sustainability ratings system, has been developed by Barwa and Qatari Diar Real Estate

ll consultants may
start registering their
companies as Qatar
Sustainability As-
sessment System (QSAS) so-
lution providers, even though
the official version of QSAS is
yet to be introduced, accord-
ing to Barwa & Qatari Diar
Research Institute (BQDRI)
Chairman & Managing Direc-
tor Dr Youssef Al Horr.
QSAS, Qatar’s first perfor-
mance-based sustainability
ratings system, has been de-
veloped by Barwa and Qatari
Diar Real Estate Investment
companies. The system aims
to create a sustainable built
environment that minimizes
the ecological impact through
the development of a building
energy standard and sustain-
ability rating system that ad-
dresses the specific regional
needs and environment of
Qatar.
“The manuals for different
applications have been out
from last year. The official
version called V1.0/2010
will be available online within
weeks”, Al Horr said during a
presentation at the Building
Sustainable Communities in
Qatar conference.
The conference, organized by
MEED from March 15 to 18,
gathered industry leaders to
discuss key issues arising
from sustainable develop-
ment.
Al Horr explained in the pre-
sentation that BQDRI had de-
cided to develop a local rating
system for green buildings to
ensure that the one being
developed within the context
of Qatar would take into ac-
count local regulations, cul-
ture, climate, ecology, etc.
“We started very late com-
pared to well-developed coun-
tries. Creating our own rating
system enables us to benefit
from all other available rating
systems and it doesn’t con-
fine itself to a specific one,”
he pointed out.
He explained that the scope
of QSAS covered design,
construction, as well as op-
erational stages of buildings,
expressing his hope that it
would set the stage for intro-
duction of several policies in
the green building field.
Decrease in operating cost
and increase in rent and in
building value were some
of the benefits of adapting
QSAS on individual buildings
as stated by Al Horr.
He said that adaptation of
QSAS so far was not up to
standard. One reason for that
could be that builders wanted
to see incentives.
“A lot of people don’t yet ap-
preciate the impact of build-
ings on our lives. The govern-
ment should be brave enough
to offer incentives to those
who want to adopt QSAS,” he
added.
Barwa Real Estate Company
and Qatari Diar are among
the big developers who ad-
opted QSAS in their new proj-
ects. Given that Barwa and
Diar projects take up 75% of
construction volume in the
country, the new rating sys-
tem will naturally be applied
in many developments.
Al Horr proposed the idea of
establishing a fund to pro-
mote green building prac-
tices. He stressed that this
was just an idea and no ne-
gotiations were taking place
at the moment with specific
parties to start such fund.
Responding to a question
about why wouldn’t Barwa
and Qatari Diar provide the
required funding, Al Horr
said the two companies had
already invested over three
years to develop this piece of
work. “We want other organi-
zations to step in and help in
developing QSAS further,” he
pointed out.
The conference featured oth-
er specialists in sustainable
development from Qatar and
beyond, including Barwa,
Qatar Building Council, Qa-
tar Society of Engineers,
ENOC, Qatar Cool, Schneider
Electric, Sidra Medical & Re-
search Center, and Arup.
During a discussion about
green building regulation
and codes, Engineer Ahmed
Jassim Al Jolo, Qatar Society
of Engineers (QSE) chair-
man, said the burden was
heavily on consultants on
the absence of laws and
regulations.
On the other hand, Emir-
ates Green Building Council
Chairman Jeffrey Willis point-
ed out that a long education
process would still be need-
ed. “Most of green building
councils are looking at a
level above the current laws
and regulations,” he said.
Commenting on the effect of
slowdown on the progress of
sustainable agenda, Willis
said the Dubai Chamber of
Commerce building, which
was built in 1999, was LEED
certified recently without any
extra cost.
“These things are achievable
and the slowdown has made
it more likely to happen,” he
said.
Asked whether tenants might
pay more for housing that has
green building features, Wil-
lis said: “Statistics in the UK
and the USA state that ten-
ants are willing to pay more
for a green building but we
don’t have something mature
enough here in the region.”
Hussein Moussa, P.Eng.,
LEED AP, Project Manager,
ARUP, pointed out that a lot
of entities in Qatar were try-
ing to make a sustainability
base, referring to talks to up-
grade the local systems.
On the consultants’ side, he
noted that every company
was trying to achieve a better
standard on sustainability.
“Consultants should have the
responsibility to follow a sus-
tainable approach on their
designs even if the laws are
not pushing for it,” he said.
