COM 1 COMMUNITY SERVICES MANAGER REPORT: ALTERATIONS


AND ADDITIONS OF MULTIPURPOSE FACILITY AT WINDSOR
COMMUNITY PRECINCT

1) Introduction

The purpose of this report is to consider the tenders received for the
alterations and additions to the multipurpose community facility at
Windsor Community Precinct.

2) Background

The proposed upgrade to the current facility, occupied by Riverside


Olympic Football Club, (ROFC) will provide the Windsor Community
Precinct with a contemporary, functional and sustainable multipurpose
facility.

This exciting project will deliver a vibrant, multipurpose and welcoming


sporting and leisure space for members and visitors of the Windsor
Community Precinct, the Riverside Olympic Football Club and the
wider community. The upgraded and new facilities will provide fit for
purpose amenities within a contemporary, functional and sustainable
multipurpose facility that will be well utilised and can accommodate
the changing needs and demands of the community over time.

Tenders for the construction of the multipurpose community facility


were advertised and 6 contractors submitted tenders. The tenders
received were, GST exclusive:

3) Strategic/Annual Plan/Council Policy

Councils Strategic Plan:


7.2 Community Objective:
An engaged community where partnerships are established,
needs identified and council assists in achieving sustainable
outcomes; and
7.4 Infrastructure Objective:
Ensure the provision and maintenance of an effective infrastructure
network.

4) Statutory Requirements

Tenders have been invited as required by section 333A of the Local


Government Act (1993), and in accordance with Regulation 24 of the
Local Government (General) Regulations 2015. As the prices exceed
$100,000 they are brought to Council for approval in accordance with
Councils Code for Tenders and Contracts.

5) Government Departments

Not applicable.

6) Community Consultation

Extensive community consultation with the Riverside Olympic Football


Club (October 2016 - ongoing) has been undertaken with CMK
Architects, Councillors and council officers to plan a facility that will be
multipurpose and will accommodate the changing needs and
demands of the community over time.

7) Alternative Options

Council is not bound to accept the lowest priced tender and may
accept any tender which it considers to be the most advantageous.
Alternative options are:
Award the contract to the lowest price tenderer
Accept a higher priced tenders
Not accept a tender

8) Risk Assessment

The recommended contractor is a large, well know company who has


carried out projects of this size and type many times.

The risk associated with awarding the contract to this construction


organisation is considered to be low.

On completion of the project the asset will be maintained under


councils ongoing annual operating budget.

9) Financial Impact

The proposed alterations and additions to the Riverside Olympic


Football Club clubrooms, at Windsor Community Precinct, are part of
the approved Capital Works Program for the 2017/2018 financial year.

The project has been approved for interest free borrowings to be


provided for five years under the State Governments Accelerated
Local Government Capital Program.

The 2017/2018 Capital Works Program has allocated a total of


$1,713,595 inclusive of Architects design and project management
fees.

The additional Capital Expenditure and Architects fees incurred in


completing the project will be allocated from the Accelerated Local
Government Capital Program.

10) Officers Comments

Council acknowledges the vital role of sport and recreation clubs in


developing social capital and local community networks. Sport and
recreation clubs are encouraged to work with council to implement
community development initiatives that will strengthen linkages and
relationships with the broader community by the provision of fit for
purpose facilities, sport and recreation grounds.

Riverside Olympic Football Club has aspirations of making application


to be part of the Football Federation State League competition.
Tasmanias top tier mens football competition will be extended to
include 10 teams from 2019.

Preseason training commences in mid-November 2017 and will be


accommodated within the Windsor Community Precinct site. The
2018 competition is scheduled to commence on March 17th and
finishes in September.

The lowest two tenderers, Rosier Constructions and Fairbrother, are


both capable of carrying out the project therefore none of the higher
tenders were further considered. In evaluating the lowest two
tenderers it was deemed prudent to confirm their respective
construction time frames, these are listed below:

Fairbrother 02 October 2017 - 16 March 2018

In light of the anticipated 2018 season commencement date the


Fairbrother tender is considered the most advantageous for Council.
Fairbrother has experience in similar projects and their capabilities are
well known to Council having successfully delivered the $12 million
Windsor Community Precinct project and more recently the $2.7
million Riverside Cricket Club and Windsor Pavilion project.

RECOMMENDATION
That council award contract WTC 24/2017 for the alterations and
additions to the multipurpose community facility at Windsor
Community Precinct to Fairbrother for the tender price of $2,045,328
+ GST.

DECISION
