Humanitarian & civilian activities towards the Gaza Strip -


Monthly Report
July 2010
Following is a report regarding the civilian and humanitarian activities
taken by the Israeli authorities during the month of July 2010:

Expanding the civilian policy towards the Gaza Strip


According to the Cabinet’s decision to expand the civilian policy towards the
Gaza Strip, Israel has implemented the following measures:
The capacity of the Kerem Shalom crossing was increased by 60% so that
150 truckloads will enter the Gaza Strip via Kerem Shalom on a daily
basis (as of August 1st, the capacity increased to 250 truckloads a day).
The list of controlled items to the Gaza Strip was published on July 5th.
The list is located in the Prime Minister's Office website-

The first group of projects was approved-


o 14 projects were approved prior to the Cabinet’s decision (9 of
them in different implementation stages).
o 31 new projects were approved, of which 17 USAID projects.
A Joint COGAT - PA team was established in order to promote projects
that are funded and supervised by the international community.
A joint team between COGAT, the MOD Crossing Authority and the PA
was established in order to enhance the capacity of the existing
operational crossings.

Main Points
During the month there was an increase of 19% in the volume of truckloads
entering the Gaza strip. Overall, 3,665 truckloads entered the Gaza Strip
through the Kerem Shalom crossing and the Karni Conveyor.
During the month 4,140,046 liters of Heavy Duty Diesel, 3,230 tons of
Cooking Gas, 76,438 liters of Gasoline and 345,646 of Diesel fuel were
transferred to the Gaza Strip.
During July the equipment from the Libyan flotilla was transferred into Gaza
(73 truckloads). Also, the transfer of equipment and items from the Turkish
flotilla continued (88 truckloads).
During the month, 2,338 Palestinians entered Israel, West Bank and abroad,
including 161 Palestinian businessmen.
During the month 924 international staff members entered\exited the Gaza
Strip.
100 million NIS were delivered for PA’s employees salaries in the Gaza Strip,
in addition to the transfer of 31.5 million NIS in worn bills (to be replaced
with new bills) .
During the month, several high rank members of the international
community visited the Gaza strip, among them the High representative of the
European Union for foreign affairs and security policy, Mrs. Catherine Ashton
and 62 other diplomatic delegations.

Projects implementation
The transfer of equipment for approved projects in the Gaza strip has continued:
o The rehabilitation of Al- Quds hospital (AFD) - One truckload of ceramics,
pipes and other materials was delivered during the month.
o 151 housing units in Khan- Unis (UNRWA) - 3, 950 tons of Aggregates (98
truckloads) were delivered during the month.
o 900 greenhouses (USAID)- 18 greenhouses (6 truckloads) were delivered
during the month.
o Agricultural Family Plots (USAID)- agricultural inputs (4 truckloads) were
delivered during the month.

Humanitarian Infrastructure
During the month the supply of electricity and water from Israel was
maintained.
During the month 4,140,046 liters of Diesel for the power plant were transferred
according to PA’s requests (increase of 19.6% in comparison to June).
3,230 tons of Cooking Gas were transferred into the Gaza strip.
During July, 76,438 liters of Gasoline and 345,646 liters of Diesel Fuel for
transportation were transferred into the Gaza strip.
During the month 2 truckloads of equipment for the water authority were
delivered according to PWA requests.
During the month 14 truckloads of equipment and spare parts were delivered
according to Palestinian Energy Authority.

Movements and Permits
During the month, 2,338 Palestinians exited the Gaza Strip through Erez crossing.
Overall 2,457 permits were issued for Palestinians to cross through Erez:
o 1,509 permits were issued for medical cases-764 patients and 745
companions, to receive medical treatment in Israel, the West Bank and
abroad.
o 8 permits were issued for embassy visa interviews.
o 3 permits were issued for the attendance of medical seminars.
o 178 permits were issued to travel abroad.
161 businessmen (BMC holders) exited the Gaza Strip.

The activity of the International community


Movement of International staff members- overall 924 movements were
recorded through Erez during the month.
62 diplomatic delegations entered the Gaza Strip during the month. Also, 4
international organizations visit the Palestinian side of Kerem Shalom crossing.
During this month 45 donation requests were approved to the Gaza Strip.
360 truckloads were delivered to the Gaza Strip by the international community.
13.5 million dollars for UNRWA’s salaries were delivered into the Gaza Strip.
During the month replacement of staff and the transfer of supply to the Jordanian
field hospital was conducted.

Money transfer
13.5 million dollars for UNRWA’s salaries were delivered into the Gaza Strip.
100 million NIS for PA’s salaries were delivered into the Gaza Strip.
31.5 million worn-out NIS were replaced in the Bank of Israel.
