Why Indian Railways runs under Losses ?


If you ever walked across the streets of Delhi, some unwanted, unnecessary PROJECTS are taking place. I heard stories
about Dubai and Middle Eastern countries, I heard stories how well paved road would be DUG up and again paved once
again. This would be some unnecessary activity taking place year round.
In the same manner, across Delhi, you will notice that CONCRETE boundary walls are being built, where there is no
necessity. Not only that, they will unnecessarily break a OLD concrete wall, and once again rebuild it. I have seen them
building CONCRETE WALLS, around trees with plaque calling it a GREENING project. Who benefits from it, an
invisible inbuilt contractor mafia, who are close to TOP politicians.Who pays for it ..? The common man.
The same thing is happening in Indian Railways.
They have to introduce NEW TRAINS each year in the name of National Interest, but for that the inbuilt contractor
mafia wont make any money. Everything must be built of CONCRETE, so that cement companies make money.
BJP is a ONE BIG political party that doesnt care for the environment. I once went to Raipur ( Chhattisgarh ) in the
early 90s, there was so much greenery covering the outskirts of the city, but after BJP came to power, they shaved off all
the nearby forests and sold it to the builders. They repeated the same act in Dehradun, where I used to live more than 10
years. They are probably repeating with Dandakaranya forests of Chhattisgarh in the name of development. Salva Judum
was sponsored by an alliance of both BJP and Congress party, which evicted Adivasi tribals from Dandakaranya forests
of Chhattisgarh in the name of fighting Maoism by committing untold atrocities on them. BJP hopes to sell these forested
lands to foreign Mining companies. Vedanta is already Indias No 1 Mining Company. Indians must ask what happened
to government owned MMTC, which had the sole authority to trade in Minerals and metals. Indians must get rid of this
..420.. Hindutva Party BJP, their top leaders are CROOKS and CONMEN, not Hindutva Leaders.
I have noticed that many bloggers have blamed the beggars, eunuchs, hawkers, rag pickers filling up the stations, but
they dont realize that India is a poor country. They have also blamed people traveling with their families without tickets,
but dont realize that most many TOP Ministers, who are millionaires go on foreign Junkets, on tax payers expense. How
many of them know that the every day vegetable vendors or hawkers go to sleep without having a meal. Many of them
go without a daily meal, for days at a stretch. Both The Times of India or The Hindustan Times wont speak about it.

Indian Railways suffers from huge losses, because it caters to the whims and fancies of a few corrupt politicians at the
top. Then there is a bloated bureaucracy that lives off the Indian Railways. They draw huge salaries along with generous
pension given after retirement but Indian public doesnt complain about them. Their salaries increase each year, without
corresponding increase in their work output. After implementation of 7th pay commission, the salary/pension expensed
of Indian Railways now stands at a dangerously and untenably high level of 68% of total revenue generated by Indian
Railways..!!

Apart from common man, even an average TTE believes that poor people traveling with their families without tickets are
the real cause why Indian Railways suffers from huge losses. They dont blame the Indian politicians who dont care
about commercial viability, their imprudent financial decisions, while introducing new unwanted trains every year, for
losses suffered by Indian Railways. For TOP Politicians, whether BJP or Congress Party, Indian Railways is a cash cow.
Poor people traveling with their families without tickets cannot kill Indian Railways, but financially imprudent decisions
costing THOUSANDS of Crores will kill Indian Railways.

Poor people traveling with their families without tickets usually dont have money to pay for it, but it cannot kill a
mammoth organization like the Indian Railways with a huge budget. Indian Railways runs under losses because
operational cost is very higher than earnings.

These trains are running under losses, which remain hidden in the absence of a train-wise cost-benefit analysis done by
the transporter. The high-level committee on railway restructuring under NITI Aayog member Bibek Debroy has said in
its report eight of the 16 Rajdhani, Shatabdi and Duronto express trains are incurring operational losses per trip.
The committee, therefore, got the rail ministry to do a tentative per-trip cost analysis for 16 trains, including six Duronto,
five Shatabdi and six Rajdhani express trains. All the five Duronto trains were found to be running at costs higher than
revenue generated per trip. The losses ranged between Rs 33,204 and Rs 10,90,480 for individual trains. Also, while two
of the six Rajdhani trains were making losses, only one Shatabdi train of the five studied had costs higher than revenue.
This is part of a broader malaise, since the Railways does not follow a commercial accounting system. Therefore, one
does not quite know the accounts for fixed railway infrastructure, passenger traffic, freight traffic, suburban railways and
the production and construction units, the report said.

Another reason is the unnecessary electrification projects mainly because of the vociferous electrification lobby in Indian
Railways. Single line sections without significant traffic are being electrified. Every electric locomotive of 4.5 MW
(6000 HP) deprives 15000 households of their electricity needs. 14.7% villages in the country are yet to get electricity.
Electric traction requires huge capital investment of Rs. 63 crores per loco in Overhead Wires, Transmission Lines,
Power Plants as against only Rs. 3 crores on Diesel traction. For the price of 100 energy units (kilowatt hour), one could
buy 10.9 litres of HSD in 1963 against 41.2 litres in 1999. This amounts to a 16 times hike in diesel prices while
electricity prices have gone up by 60 times in the same period. Electrification projects are being justified based on
inflated ROR (Rate of return) worked out on the basis of wrong assumptions benefits are overstated and costs
understated. Indian Railways are losing Rs. 1900 crores per year on account of electrification Rs. 600 crores per year as
running losses (due to higher operating costs on electric traction as compared to diesel traction ) besides Rs. 1300 crores
per year as the interest on capital cost of electrification.

If Indian Railways has to start making profits, it must bring down its operational costs, but that would mean big losses to
the inbuilt contractor mafia that lives off the Indian Railways and ..CORRUPT.. Politicians at the top. Cutting down
operational costs would mean, no new bogies, new coaches for existing trains. No ..new.. unnecessary trains that needs
to be introduced without working out cost-benefit ratio and commercial viability. There is a reason, why Indian
Government runs State Roadways buses, DTC buses, while introducing new buses each year in the name of national
interest or public service, because they make money for TOP Politicians and BIG Business Houses, EACH YEAR.
