Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

K to 12 Program covers Kindergarten and 12 years of basic education (six years

of primary education, four years of Junior High School, and two years of Senior High

School [SHS]) to provide sufficient time for mastery of concepts and skills, develop

lifelong learners, and prepare graduates for tertiary education, middle-level skills

development, employment, and entrepreneurship.

K-12, a term used in education and educational technology in the United States,

Canada, and possibly other countries, is a short form for the publicly-supported school

grades prior to college. These grades are kindergarten (K) and the 1st through the 12th

grade (1-12). (If the term were used, "13th grade" would be the first year of college.)

Most communities in the United States and Canada (and wherever else the term is used)

are just beginning to provide modern information technology at the K-12 levels.

According to Cornell, 2010, almost everybody knows about the current education

system that regulates the public schools. This system is already popularly known as the

K-12 education. There are thirteen grades that make up the K-12 system starting from

kindergarten up to twelfth grade, thus the name K (kindergarten) to 12 (12th grade). This

kind of education system is not just applied in United States. Even those who are living in

United Kingdom, Canada, and other parts of Europe use the K-12 at the same time.

Faced with stiffer economic competition and worried about the skills of the future

work forces, the government lead by the President of the Philippines and his Department

of Education Secretary are trying to connect education from preschool through post-

secondary so that more students are prepared for further study and work. In October 5,

2010, the recent program on Philippine Education as part of President Benigno

NoynoyAquino IIIs Educational Reform Program was the instituting of the K

12Education Plan.The goal of the K 12 Basic Education Program is to create a

functional basic education system that will produce productive and responsible citizens

equipped with the essential competencies and skills for both life long learning and

employment. This program will enhance the basic education system to full functionality

to fulfill the basic learning needs of students.

Truly, the implementation of K 12 program of the Department of Education is

a great help to every students. But, some which has a noble purpose for every Pilipino

pupil or student. But then, some parents were not convinced of this program. From their

own view this is another burden on the part of the students and parents. It will add to the

financial problem of the family, and the advantage of implementing this program are for

the people who wants to continue studying or work abroad because the curriculum is

almost parallel to another country. This is some of the problems that this study is going to

focus on and to hear the sentiments of the students regarding the implementation of K

12 programs.

As a student, do you agree with the new curriculum? Will you be convince with

the advantages you can get while studying in K-12 and also the advantage after you finish

it? Every student has different opinions and different perceptions and that must be

respected by every one of us.

Above all, the researchers decide to conduct a study about the Perception of the

Grade 10 Students of Casimiro A. Ynares Sr. Memorial National High School in Taytay,

Rizal to the K-12 Program and who will be the next batch to enter the Senior High

School.

Statement of the Problem

The study aims to know the perception of the grade 10 students of Casimiro A.

Ynares Sr. Memorial National High School in Taytay, Rizal.

Qualitative:

1. What do the grade 10 students think about K-12 Program?

2. Advantages and disadvantages of the K-12 Program based on the grade 10 students?

Quantitative:

1. Number of students who agree and disagree to the present curriculum.

2. Number of students who are willing to continue this curriculum.

Scope and Delimitation

The study focuses on the perception of selected grade 10 students of Casimiro A.

Ynares Sr. Memorial National High School in Taytay, Rizal with three (3) specific

sections (Pilot section, Middle section and Lower section) not including the other schools

in Rizal or schools outside Rizal, other grades and other sections regarding the

implementation of K-12 Program which have been implemented under the administration

of President Benigno Noynoy Aquino. We decide to survey three (3) sections of

Casimiro A. Ynares Sr. Memorial National High School so that we can have answers that

we can focus and rely on. This is also to get the specific answer of the specific persons

that are involved with this study and to really know their perception on the curriculum.

There are one hundred (100) students who will be survey and including their

advisory teachers who will be interview. Only the grade 10 students are part of this

survey because they are the one who will be entering the Senior High School next year

(S.Y. 2018-2019) which is the added 2 years of study in high school based on K-12

Program. However, we will also include the advisory teachers in the process of interview

so that we can hear their sides about the perceptions of their advisory class.

Significance of the Study

The result of the study will be beneficial to the following:

For the Students, because with this study the co-students in all section, other

grades and from other schools will know the perception of the grade 10 students of

Casimiro A. Ynares Memorial National High School in Taytay, RizalS.Y. 2017-2018to

the K-12 Program.This study will also contribute information to the students about the K-

12 Program, why do former President Benigno Noynoy Aquino III needs to implement

this kind of curriculum, what are the advantages and disadvantages of this and in what

way this program beneficial to them so that the students will be encourage to continue

their study on Senior High School and for them to change their negative perception with

the K-12 Program and contribute positive knowledge about our new curriculum. Also this

study will help the students to know the strand to be based on their course when they

enter Senior High School.

For the Parents, because with this study the parents who have enrolled their

daughter/son in Casimiro A. Ynares Memorial National High School in Taytay, Rizal

S.Y. 2017-2018 will know what is the perception of their daughter/son about the K-12

Program, for them to encourage their children to continue their study in Senior High

School. They will also know what are the advantages and disadvantages of this program

and why this program needs to be implemented so that the parents will be aware with this

Program and at the same time to be inspired to send their children to Senior High School

that is very beneficial.

For the Teachers, because with this study, the teachers and advisory teachers of

the grade 10students of Casimiro A. Ynares Memorial National High School in Taytay,

Rizal S.Y. 2017-2018 will know the perception of their students about the K-12 Program.

This will encourage the teachers to encourage their students to continue their study in

Senior High School and for the teachers to add knowledge to their students about the K-

12 Program because we all know that the teachers are very familiar with the K-12

Program.

For the School Administration, because with this study they will know the

negative and positive perceptions of their grade 10 students that really need to be heard

by the school so that they will have an idea with what their grade 10 students are

expecting with their school when they enter their Senior High School and to have an idea

on how they will implement the K-12 Program in their school and how they can manage

and encourage their students to continue their study in Senior High School.

For the Future Researchers, because with this study the future researcher can

get some information about the perception of the grade 10 students of Casimiro A.

Ynares Memorial National High School in Taytay, Rizal S.Y. 2017-2018. This study can

serve as a basis of their research and as a useful resource of their curiosity.

REVIEW OF RELATED LITERATURE

This chapter composes of related literatures, studies and related readings that can

benefit to the readers. The researcher has gone through intensive readings of materials,

both printed and downloaded through internet which has a great significance to problem

duringthe course of thesis writing.

Foreign Literature

According to Marston (2011), his study is about the Perception of Students and

Parents involved in Primary to Secondary School Transition Programs. Transition

programs, of different formats and complexities, based on both Australian and

international research, have been introduced in some schools to facilitate transition. The

aims of this research were to investigate and compare the perceptions of students, parents

and teachers involved in several of these programs and to examine the extent to which

transition programs can alleviate issues associated with transition between primary and

secondary schools. Although executive staff and teachers also provided valuable

information and perceptions. This study is related to the researchers study for this also

focuses on the perception of parents but differ because it focuses on both the perception

of students and parents regarding the transition programs from primary to secondary

school.

According to Nartates (2011), the Effects of Broken Homes among Early

Teenagers to their Academic Performance this study cited by the researchers have also

shown that the countrys education program is equivalent to the 12-year education cycle

followed abroad except that it is being completed in only 10 years. These researches

analyze and study what will be the effects of the K+12 educational systems to the

country, parents, and students. This study becomes related to my study in the sense that it

is concerned on the effects of K 12 programs to the parents. The only difference is that

thisstudy is focused on the effects of K 12 programs to the students whose parents are

workingabroad, and how it affect to their academic performance.

According to Zellman (2012), the implementation of the K 12 Education

Reform in Qatars Schools, this study is a reform of education for a new era, because it

views education as the key to the nation's economic and social progress. This study, one

of a number of RAND studies that trace and document the reform process in Qatar, was

designed to assess progress made in the first years of the K12 reform's implementation

in Qatar's schools and the perception of the parents on the Implementation of the K 12

program. This study has a relation to the researchers study because it also get the

perception of the parents on the K 12 implementation.

According to Waugh (2013), high standard of living, is an important part of

culture and values. The education system has a significant and direct impact on the

quality of our workforce our economic productivity and ultimately, our ability to prosper

as businesses, as people, and as a nation rely on our public schools to provide highly

skilled and educated talent. K to 12 is a solution to create opportunities that will help all

children from the time they enter the classroom to when they join the workforce.

Local Literature

We need to add two years to our basic education. Those who can afford pay up

to fourteen years of schooling before university. Thus, their children are getting into the

best universities and the best jobs after graduation. I want at least 12 years for our public

school children to give them an even chance at succeeding. (Aquino III, 2011)

Conducted a study on the Most Perceived Problems on K 12 Implementation of

the Students Luzon Elementary School, Tagkawayan Quezon. This study is related to

the researchers study as it also focuses on the problems perceived about the K 12

program which affects the students performance and parents perception. Related

Readings the operation of our educational system revolves around laws legislated by

congress. The primary source of these laws is the 1987 constitution. Aseparate Article of

education is provided in the 1987 constitution. It prescribes that the state shall assign the

highest budgetary priority to education and ensures that teaching will attract and retain its

rightful share of the best available talents through adequate remuneration and other

means of job satisfaction and fulfillment. (Tan, 2011)

DepEd has finalized its work plan for the implementation of its K+12

(Kindergarten plus 12 years) proposal, which aims to add two years of senior high school

to the current 10-year cycle in line with international standards. The department

willstudy which courses and competencies should be introduced in the additional two

years, and review items that appear redundant in the current 10-year program.The

department will be looking at the most important skills and subjects that ought to be

learned by students in junior high, and what other skills ought to be added for grades 11

and 12, where there would be specializations, (Quijano, 2013)

DepEd should get support from Congress for an additional P45-billion funding

for the government-subsidized Grade 11 either in the 2012 or 2013 budget for some 1.5

million high school graduates in 2016 that will be the first batch to enter the first year of

senior high school.Valisno issued an appeal as well as a challenge to all senators and

congressmen in the two houses of Congress, whether allies of President Aquino or from

the political opposition, to support the governments move.The program would add

another two years to the current 10-year BEC which has only six years of elementary and

four years of high school, aside from the mandatory kindergarten or pre-school.We need

to start K+12 as early as possible so we can produce high school graduates that are more

employable by the local and foreign industry, (Valisno, 2012)

Expressed support to the DepEds K 12 as he agrees with the proposal because

the country needs to increase its competitiveness at the international level. We are

underrated by other countries, our educational system. It is painful for others. But for the

country we have to do it. To implement the program, the DepEd has to work with

Congress to amend the existing law, Batas Pambansa 232 or the Education Act of

1982, which states that the basic formal education is a 10-year program. (Enrile, 2011)

We have created technical working groups (TWG) to study the proposal and call

for a wider consultation regarding the matter. (Angara, 2010)

I opposed the proposal of the Department of Education (DepEd) to amend the

law on the countrys basic education to increase the number of school years to 12 from

the present 10- year program. "I oppose the addition of two years to basic education.

There is no clear benefit to adding two years to basic education," The national budget

can't even provide sufficient funds to maintain the present number of years of basic

education, but now the DepEd wants to add more to it. Adding two years to basic

education will further increase our budget deficit. We need quality education, not

quantity of years in education. We need more schools, not more years in school. (Sotto,

2011)

In a poverty- stricken country like the Philippines, the implementation of the

K+12 was a "question of survival", especially for parents who could barely send their

children to school. This new education plan will not address the escalating number of

out-of-school youths, nor lift the employment rate, because the real problem is the low

employment opportunities. Senators ChizEscuderowas also against the implementation of

the K+12 Education plan. (Palatino, 2010)

It is not in the length of educational years, but the quality of education a student

can acquire. And this has to begin by training teachers to be competitive, create more

classrooms and improve learning facilities, and provide budget for textbooks. (Escudero,

2011)

The paradigm shows the conceptual framework of the study. The Input shows

about the questions of this research that the respondents are going to answer. It also

includes the Profile of the Respondents consisting of age, gender, and section and the

Advantages and disadvantages of K-12 Program. The respondents must analyze the

question carefully so that they can answer it with a specific and clear answer that can

sought this research.The Process tells us about the strategy that we will follow and the

materials that we will use to get the answer of our respondents. It consists of

questionnaires, surveys, and we will also conduct some interviews to get some

information we need and to get a clear, specific, and documented answer. The Output

tells us about the main focus of this research which is the Perception of the Grade 10

Students of Casimiro A. Ynares Sr. Memorial National High School S.Y. 2017-2018 to

the K-12 Program.

Definition of terms

To understand better, there are terms, particular words and phrases given to be

defined by the researchers. Terms that can be encounter in this which were very useful

and conducive to be discuss about. Terms here are conceptually and operationally define

for better understanding.

Administration is a collection of assets that make up the estate of a deceased person by a

court-appointed administrator to pay off the deceased's debts, and to distribute the

remaining assets to the estate's beneficiaries knows; the body of facts.

Competency is fitness; sufficiency; enough to live on with comfort; capacity; legal

power or capacity.

Conducive means providing the right conditions for something to happen or exist.

Curriculum refers to the lessons and academic content taught in a school or in a specific

course or program.

Deficiency is a state of not having, or not having enough, of something that is needed.

Devoted means give all or a large part of one's time or resources to (a person, activity, or

cause).

Financial is pertaining to monetary receipts and expenditures; pertaining or relating to

money matters; pecuniary.

Functional is designed with special, or exclusive, regard to the purpose which is to serve

Implement is to put a decision, plan, agreement, etc. into effect.

Knowledge is a facts, information, and skills acquired through experience or education;

the theoretical or practical understanding of a subject.

K-12 Program is a term used in education and educational technology in the United

States, Canada, and possibly other countries, is a short form for the publicly-supported

school grades prior to college. The grades are kindergarten (K) and the 1st through the

12th grade (1-12).

Noble is a famous or renowned; high in character or quality.

Numerous means great in number; many.

Parallel means exactly analogous to another; a comparison to show resemblance.

Perception is the process by which people translate sensory impressions into a coherent

and unified view of the world around them.

Qualitative is designed to reveal a target audience range of behavior and the perception

that drive it with reference to specific topics or issues.

Quantitative is the systematic empirical investigation of observable phenomena via

statistical, mathematical or computational techniques.

Reform is to remove defects from (e.g. a political institution, a practice).
