OBJECTIVES OF THE PROGRAMME :

To assist the Ministry of Health of Indonesia and other relevant partners in the development and
implementation of national programmes for Child Health. This will be carried out through:
1) Implementing the MoH/WHO collaborative programme:
2) Coordinating activities with other UN agencies and developing partners;
3) Providing technical assistance in priority areas on Child Health, such as: Integrated Management
of Childhood illness, Essential Newborn Care, Community IMCI, Baby Friendly Hospitals, Hospital
Care for Children;
4) Assisting in monitoring and quality assurance of various nutrition programmes;
5) Planning and facilitating national, province and possibly district level activities;
6) Capacity building; and
7) Advocating new initiatives of WHO in the area of Child Health.

Description of duties:

Under the direct supervision of the Medical Officer Child Adolescent Health (MO-CAH) and the
WHO Representative to Indonesia, with the broad guidance of Director (FCH), and the Regional
Advisor (Nutrition) of SEARO, the incumbent will work as National Professional Officer (Child
Health and Development), in which capacity he/she will:

 Assist the Ministry of Health in the implementation of MoH/WHO collaborative programme


in the area of Child Health, which includes:
 Formulating the biennium work plans for the MoH/WHO collaborative programme
in Indonesia
 Providing technical assistance to MoH in developing detailed proposals as per
work plans
 Monitoring, evaluating and reporting on the progress of work plan implementation
 Preparing administrative and technical reports
 Documenting successful interventions and synthesizing lessons learned for wider
dissemination
 Advocate with concerned national counterparts of technical units/departments of MoH on

the need for Child Health policies and programmes on the basis of public health and
economic benefits which accrue from investing in Child Health.
 Provide technical assistance to MoH on technical matters related to Child Health, with
emphasis on Integrated Management of Childhood Illness, Essential Newborn Care,
Community IMCI, Baby Friendly Hospitals, Hospital Care for Children. This includes
technical assistance to MoH in building capacity at various levels and quality monitoring of
programmes.
 Assist in adaptation of WHO guidelines, tools and training materials at the country level and
use these materials in training, and assist in the development of training programmes.
 Provide orientation to counterparts on important international developments in the area of
Child Health in Indonesia, and assure a flow of information about developments in
Indonesia to RO and HQ.
 Liaise with donors, development partners (bilateral and UN) and civil society, to harmonize
WHO recommendations on policies and strategies relating to child health, and provide
technical support in development of Child Health programmes to all stakeholders in
Indonesia.
 Prepare background material and participate in inter-agency working group meetings and
workshops, and strengthen inter-agency collaboration and liaise with external
supporting/donor partner agencies.
 Assist in mobilizing more resources for the MoH/WHO collaborative programme in the area
of Child Health.
 Promote carrying out operational research projects on priority areas of Child Health, in
collaboration with WHO CC, national research institutes and disseminating new research
findings.
 Provide support to monitoring and evaluating program effectiveness, including the review
and synthesis of information for Child Health fact sheet, quality coverage of services for
Child Health.
 Undertake any other tasks/duties as may be assigned by WR-Indonesia.

Achievement activities include:


- Good implementation of MoH/WHO collaborative programme in the area of Child Health
- WHO recommendations on Child Health are incorporated into national health policies and
strategies
- Additional resource mobilized for Child Health
- Regular monitoring and evaluation on Child Health programme

REQUIRED QUALIFICATIONS
Education:

Essential: Medical degree from a recognized university.


Desirable: Post-graduate training in paediatrics, public health or related field.
Functional Skills and Knowledge:

1) Thorough knowledge of the country’s needs and priorities in the area of child health;
2) Good communication skills;
3) Proficiency in use of computer (word processing, spreadsheets, presentations);
4) Ability to work in harmony with national/international staff

Desirable:
1) Have a public health perspective
2) Good administrative knowledge of the functioning of MoH of Indonesia and other related
departments/agencies

Experience:

Essential: Professional experience (minimum 5 years) in the filed of child health and development
at national level. Experience in programme implementation related to Child Health, this includes
developing plan, proposals, monitoring implementation and writing reports.

Desirable:
1) Experience in working with international agencies;
2) Familiarity with WHO policies and practices;
3) Familiarity with government structure and procedures;
4) Working experience with WHO or other UN Agencies at the national and international level is an
asset.
Languages:

Essential: Excellent knowledge of spoken and written English and Indonesian.


Other Skills (e.g. IT):

Good communication skills ability to work with people of different national and cultural
backgrounds.
Proficiency in computer applications
Ability to make oral and written presentations on technical issues, ability to draft reports.
