calls 1-888-767-6424, he or she has the ootion of having leaving a phone number to have the system call them
back when a representative is available. i explained that the calls then ring into her desk, however
she does not receive the call back phone number. indicates that her office uses a protocol to
establish the identity of the callers. In this case asked for the callers full name, Date of Birth and
Address. The caller identified himself as i with an address of
indicated that she was comfortable, based on the information provided, that
she was speaking to advised that ‘was upset that he had received a letter
from treasury indicating that his license was to be suspended on 07-04-2016 for failing to make a drivers
responsibility fee payment. further indicated that didn't think it was fair, as state offices
were closed on 07-04-2016. xplained to that his license would have been suspended
anyway as the payment had not been received prior to 07-04-2016. indicated that, became
upset and mumbled something that she thought sounded like "blow up", she asked him to repeat what he had
said and stated "I'm a terrorist and I'm going to blow this place down". He then hung up the phone.

INFORMATION:
Undersigned Officer was advised by F/Lt. Thomas Draves that a subject had come in to the Wayland post to
advise that the below suspect (who is the father of his grandchild) had posted a threatening video on facebook.
F/Lt. Draves asked Undersigned Officer to investigate and interview the suspect to see if the threat was
credible. Undersigned Officer viewed the intemet post and found the post to be concerning but believed that it
did not reach a prosecutable offense without clarification of intent by the suspect.
ACTION TAKE!
‘The suspect was wanted on several warrants out of Ottawa County. Undersigned Officer contacted the Sth
District Fugitive Team for assistance in apprehending the suspect so he could be interviewed about his
facebook video post. On 06-25-2016 Undersigned Officer was advised that the Sth District Fugitive Team had
arrested the suspect and that he was currently lodged in the Ottawa county jail. Undersigned Officer went to
the Jail and conducted an interview.

On 06-25-2016 Undersigned Officer interviewed in the Ottawa County Jail. ‘was read his miranda
‘warnings and agreed to speak to Undersigned Officer. admitted to posting the video but advised that he
‘was encouraged by a Kalamazoo Police Officer that had recently arrested him. stated that the Kalamazoo
police officer told him to ask the Governor for a trillion dollars. In speaking with _“Undersigned Officer got
the impression that _had a skewed sense of reality but spoke coherently and was understandable.
advised that he was upset with a system that would lock him up for not paying child support that he could not
afford and this confinement would cause him to lose the job he had causing him to get further behind.
wanted the Governor to help him and advised that this is why he posted the video. Undersigned Officer asked
ifitwas intention to threaten the Governor and he advised that it was not. seemed to be under the
impression that the Governor or Undersigned Officer could absolve _from paying his back child support or
fines and cost on his several past felony convictions. _advised that when he got out he would take the
video off facebook and assured Undersigned Officer that he was no threat to the Governor. He then again
asked Undersigned Officer for help with his debt, Undersigned Officer advised that his court cost and
child support could only be waived by a judge and that Undersigned Officer did not have the power to assist
him with these matters. At the end of the interview ruff asked Undersigned officer for a business card and it

September 9, 2016 the complainant went to leave work and found the suspect screaming obscenities into a
megaphone and the suspect had placed a cardboard sign against her vehicle. The complainant believed that the

INTERVIEW SUSPECT:
Undersigned Officer approached the suspect on 09-13-16 while he was protesting on the north end of the
Capitol. The suspect became agitated and began recording the encounter with his cell phone. Undersigned
Officer advised the suspect that his behaviour was unacceptable when it came to the staff members of the
State House. The suspect was advised that elected officials expect to be ridiculed and protested when they
choose to run for office so a high level of harassment and civil protest is accepted when they take the office.
The suspect was advised that the staff members are civil servant citizens that do not have to accept the type of
behaviour that the suspect was doing and could make a stalking complaint against him if he kept harassing
them, Undersigned Officer advised the suspect to leave non-elected employees alone or that he could face
criminal prosecution. It should be noted that the suspect had .
Neither police agency was willing to pickup the suspect and Clinton Twp. PD would not
accept him if delivered.
ADDITIONAL INFORMATION:
‘During the week that the suspect was at the Capitol there were several complaints about the language he was
using and the tactics he employed to make his protest. The suspect made a complaint on 9-14-16 claiming that
he had been assaulted by Representative Complaint #16-389-16 was filed by this department on that
incident.
STATUS:
Unfounded. The suspect did not harass or have contact with the complainant after the initial incident.

water crisis, Undersigned Officer informed that it is a felony to post a terrorist threat on the internet and

Capitol Post regarding threats made against a State of Michigan employee who works at the listed venue,

hhand verbal threat through a friend. Information provided told her husband

suffering from mental health issues but was not agitated told me while the interaction took

‘At approximately 0900 hours, I spoke via telephone with D/Sgt. Britvec of the Michigan State Police
Capitol Security Section regarding the envelope addressed "Too Mr Governor Snyder". D/Sgt. Britvec asked if
the envelope was heavy, I told him the envelope felt like it had several full sheets of paper and did not make a
sound when shook, D/Set. Britvec advised in an effort to gain intelligence on a possible threat within the
envelope to go outside, upwind of the envelope, cut it open and let the contents fall onto the pavement. It
should be noted the previous steps were taken to prevent effects of a possible biological agent, At
approximately 0905 hours, in the parking lot of the JOC, 615 W. Allegan Lansing, MI 48909, I activated my
body camera and cut the envelope open. 17 pieces of yellow legal pad style paper fell to the pavement with

handwriting contained on all pieces. After I determined the pages did not contain any suspicious powders, I
retumed inside of the JOC to read the contents of the handwritten documents. It should be noted some of the
writing within the documents was illegible and was not able to be understood by the undersigned Officer.
Undersigned Officer did not find any specific threats within the contents of the letter. The documents will be
reexamined at a later date by D/Sgt. Britvec in order to determine if a threat was made to a State of Michigan
Employee.

UNFOUNDED THREATENING TELEPHONE CALL
SUMMARY:
On Tuesday, November 29, 2016 at approximately 1230 hours, Officer Hiser and I (Officer George) were
dispatched to the Michigan State Housing Development Authority (MSHDA) for a threatening telephone call
from a previous landlord, Our subsequent investigation led to the following information.

INFORMATION:
While in the ground floor east wing of the listed venue at approximately 1440 hours, the complainant
approached the undersigned officer with a letter she considered to be
suspicious and threatening. told me the letter arrived with the daily mail at approximately 1000
hours to room S-106 in the listed venue. asstaffer in S-106 told me she did not know why the
letter was addressed to Michigan State Senator Arlan Meekof's office because the contents of the letter were of
a federal nature, Undersigned Officer read the handwritten letter and also found it to be of a federal nature.
Undersigned Officer also believes the letter is a copy due to consistent ink disruptions in the zip code given at
the bottom of the page.

I talked to the Victim via tx on 12-22-16, She said that she was followed from work by an individual who
recently got fired from the Department of Natural Resources for making threats against other employees.
SUMMARY:
The below listed suspect has recently been fired from the Department of Natural Resources. He has a history
of threats against co workers. The person from the Human resources Section of the DNR dealing with the case
thinks that over the weekend he tried to get into the building where he previously worked. On Wednesday the
victim, a former co-worker of the Suspect at the DNR dispatch center, thinks that she was followed home by
the Suspect.

INTERVIEW VICTIM:
states that while leaving after work for home, she noticed that the vehicle behind her was a tan
Chevy Silverado that had a State of Michigan employee sticker in the windshield, The driver was a white male
who had a baseball cap that was pulled down low so that she could not see his face. She noticed the suspect
again while driving on I-496. She got into the wrong lane for exiting onto Pennsylvania Avenue, then switched
to the proper lane to exit. The suspect made the same maneuver, staying in the same lane behind her vehicle.
fora test, changed lanes twice while driving south on Pennsylvania to see what the person behind
her would do. Each time the suspect would change lanes to to stay directly behind her. The suspect stayed
behind her vehicle until she stopped after tuning into her apartment complex. She then watched him drive
slowly away. reported the incident to the Lansing Police Department.
said that she had no direct problems with the Suspect when they worked together, but would note
his violent language and occasional threats. One time in particular, the suspect screamed about his supervisor,
and made vague threats against her. gave a written statement regarding that
incident. She was told that her statement was recently FOIA'd, probably by the suspect.

T examined DIMB video footage of the victim leaving her parking lot. Her vehicle is seen as she describes,
but there is no pickup truck in the area. No vehicle follows hers near the exit from her parking lot.

FURTHER INVESTIGATION:
The suspect shows An alpha vehicle query shows that he owns
a Toyota 4runner and a jeep. He does not own a chevy or a pickup. says that the suspect has a
stepfather that was once a Conservation Officer whose name she could not recall. She thinks he owns a truck.
She also said that the Suspect's mother was a state employee who recently retired who may own a truck.
