Does the PARAD has jurisdiction over the present case?

1. Argricultural tenancy does not exist in the instant case

The jurisdiction of a court or tribunal over the nature and subject matter of an action is
conferred by law or the Constitution.
2. The fact that the PARAD found that there is not existence of a tenacy relationship
between parties, it should have dismissed the case of lack of jurisdiction.
3. But instead, it declared that blah blah blah
4. The CA Decision, did not tackle the jurisdictional impediment notwithstanding
that the petitioner raised said issue in our petition.
5. Without a doubt, PARAD acted without jurisdiction when it held that the subject
land was no longer covered by agrarian laws because there was the issue of
ownership.
6. The Honorable Court of Appeals acted without jurisdiction when it ruled that
the land..
