Management Practices (BMPs) for RAMJ Construction L.L.P. for the above
referenced project. The plan includes a description of the proposed landfill, waste
controls, and a system for inspections and record keeping.

Purpose:
Contractor compliance IAW Section 1.14 Environmental Protection, of the City of New
Orleans Emergency Catch Basins specifications.

Description:
Gentilly Landfill is located in New Orleans, Louisiana. This organization primarily
operates in the Sanitary Landfill Operation business / industry. Its solid waste
management falls under the refuse disposal system.

Endangered Species:
As per the U.S. Fish and Wildlife Service Orleans Parrish currently has two species on
the threatened and one on the endangered species list. (Manatee, West Indian /
Sturgeon, Atlantic / Sturgeon, Pallid)

Controls:
1.) All trucks will be registered with the State of Louisiana as commercial solid waste
transport vehicles.
2.) Most catch basin waste is of acceptable quality for landfills. If it is suspected that a
catch basin waste contains hazardous material, RAMJ will immediately notify Royal
Engineering staff who will then notify the proper Louisiana Department of Environmental
Quality (LDEQ) personnel for proper disposal action.
3.) A stabilization pond will be used on location, at the Gentilly site to separate the storm
drain water from the sand and silt primarily being removed from the basins. The
stabilization pond will be an aerobic process allowing the water to evaporate or infiltrate
through the bottom of the stabilization pond. The pond will be surrounded by a clay
berm with two to three feet of freeboard as protection against overflow during periods of
heavy rainfall. The pond will be constructed and maintained by Gentilly personnel. All
other specifications will be agreed upon between LDEQ and the City of New Orleans.

Best Management Practices (BMPs):


1.) Inspections of both trucks and offloading facility.
2.) Separation of foreign objects such as trash, tires, C&D materials before offloading.
3.) Communication through proper notifications of supervisors and stakeholders.
4.) Driver and labor training.
5.) Documentation through photographic evidence.
6.) Exercising the decanting process when feasible.

Inspections & Record Keeping:


1.) Catch Basin site inspections will be conducted by Royal Engineering personnel.
2.) Stabilization Pond inspections will be conducted by Gentilly personnel.
3.) Truck inspections will be conducted by RAMJ personnel.
4.) Record keeping for catch basins will conducted through Https://
placemakingnola.my.salesforce.com/index.jsp?ec=20037&eco=1 software application.
5.) Record keeping for the stabilization pond will be conducted through Gentilly
inspection logs and offload tickets.

Site Notice:
Site notice was made 9/15/17 by/to all parties including City of New Orleans, RAMJ,
Royal Engineering, LDEQ, Gentilly Landfill.

Certification:
Pends.
Notice of Intent:
Complete.

Permits:
1.) LDEQ will acquire any needed permits related to the offloading of storm water and
debris (Storm Water General Permit is included).
2.) No permit is required for the construction/ clearing of the stabilization pond as it will
not meet the >1 acre threshold.
