1.0 SCOPE
This Material Standard Specification shall be read in conjunction with the SCECO-East
General Specification No. 01-SMSS-01, titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this SMSS.
This SMSS shall also be read in conjunction with SCECO-East Purchase Order or
Contract Schedules for project, as applicable.
The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this SMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and
Standards quoted hereunder without jeopardizing the requirements of this SMSS.
3.1 IEC 60465 Specification for unused Insulating Mineral Oils for
Cables with Oil Ducts
3.4 ASTM D-4059 Test Method for Analysis of PCBs in Mineral Insulating
Oils by Gas Chromatography.
4.3 The oil shall maintain its functional characteristics in its application in the
LPOF power cables.
4.4 The mineral insulating oil shall generally conform to Class II, sheet 1 of IEC
60465.
4.6 The synthetic oil shall conform to class II, sheet 1 of IEC 60867.
4.8 The oil shall comply with the specific requirements as indicated in Data
Schedule. The limiting values indicated apply only to unused oil as delivered
prior to its introduction into cable.
5.0 TESTS
All test results shall be provided for review and acceptance by SCECO-East.
5.1 All tests prescribed in IEC-60465 or IEC-60867 shall be performed on the first
of every new batch of oil to be supplied in drums or to be used in the new cable.
Insulating oil shall also be tested for PCB content per ASTM D-4059.
5.2 Mineral insulating oil or synthetic oil complying with this specification shall
meet the limiting values specified in Data Schedule when tested in accordance
with the prescribed methods.
5.3 SCECO-East also reserves the right to request for a separately sealed sample
before delivery for own analysis.
5.4 Sampling of oil shall be carried out in accordance with the procedure described
in IEC 60475.
6.1 Oil shall be supplied in non-returnable drums having capacity of 200/160 liters
especially cleaned and reserved for this purpose. The drums shall be abrasion
and/or corrosion resistant. Immediately after filling with oil the drums shall be
effectively sealed (weatherproof).
6.2 Each drum shall be permanently marked with the following information in
addition to those specified in 01-SMSS-01 :
6.2.1 Class of mineral insulating oil or synthetic oil along with reference to
industry standard
6.3 Each oil delivery shall be accompanied by a document from the supplier
specifying at least the following information:
