A central theme to the allegations was the ‘existence of ¢ covert unit in SARS. ‘The allogations were made internally, externally, to the press and also through high ranking politicians (not directly responsible for the ‘operations of SARS). Some of the persons, who ‘made the allegations or implicated in the allegations, ere not in the employ of SARS anymore. In some instances the allegations were raised possibly, but with ulterior motives such as career aspirations of causing possible distrection of attention to the person's own irregular behavior: In response to the allegations, SARS did not at all times perform diligent investigations which might, ‘eve resuited in actions agaist the aieged perpetrators. ‘There are instances where allegations were ignored, denied 01 dissected to determine who ‘made the allegation and whether its part of a conspiracy. SARS requires the capability to investigate instances, schemes or economic circumstances that mey lead to decreasing revenue collected. Examples of economic circumstances are the ict tobacco industry, illegal abalone trade, ilicit {drug industry ete. One such capability was the Unit (at some point referred to as the NRG! with investigative capebilties, extending beyond the ‘conventional including covert operations which may and will be regerded es uniawtul in instances).
