MOVANT'S OBJECTIONS AND REQUEST FOR RECONSIDERATION WITH

MOTION TO SET ASIDE MAGISTRATE'S RECOMMENDATION TO DENY
MOVANT SWEIGERT'S MOTION TO INTERVENE
INTRODUCTION
Movant, George Webb Sweigert (from now on known as Sweigert), hereby objects to the
Magistrate's recommendation for the denial of intervention by the applicant Intervenor(s) in this entitled
case. The operative issue is that the rights of the Movant Sweigert, acting as an intervenor, will be
divested of all or a part of his rights protected under the Espionage Act of 1917, originally found under
Title 50 of the U.S. Code (War), now being found under Title 18 Crime. Movant Sweigert seeks to
apply the general principles of the private attorney general doctrine to protect the interests of the Citizens
of the United States of America.
Movant(s) and applicant Intervenor(s) Objections and Motion for Reconsideration
OBJECTIONS TO THE MAGISTRATE JUDGES RULING AND/OR OPINION:

1. Magistrate exceeded her authority and abused her discretion. Movant
Sweigert affirms and avers that the Magistrate took an oath to protect and defend the
U.S. Constitution. Therefore, the recommendation (see Minute Order and/or opinion
ruling) to deny Sweigert's Motion to Intervene, which requires the analysis of
dispositive matters, ignores and disregards matters related to national security.
Sweigert has claimed that Constitutional matters are present in this case. As denial of
Sweigert's motion to intervene would divest each of the applicant Intervenor(s) (and all
members of the class or classes they seek to represent, that being all Citizens of the
United States of America) of valuable rights to a secure homeland. Sweigert's claims of
a National Security interest cannot be dismissed as a matter of judgment on mere
pleadings, which is an abuse of discretion. Further, this flawed over-simplification of a
review of pleadings, without an evidentiary hearing, appears to violate Local Civil
Rules 72.2 (a) and 72.3 (a) as this instant objection by Sweigert has been timely filed.
2. Movant Sweigert, evoking the general doctrine of private attorney general,
affirms and avers that the Magistrate has misunderstood the operative practical effects
of United States v. Appeal of Joanna Kollintzas, Interested Person, No. 06-2034, 7th.Cir. The
Seventh Circuit ordered supplemental briefings and oral arguments to determine: "(1)
whether intervention by a private party is proper in a criminal case; and (2) whether there is a
basis for continuing jurisdiction in the district court to make further rulings in the criminal
case." The Magistrate has not recommended such an action plan. Further, unlike
Movant Sweigert, Mrs. Kollintzas never gave notice or service of Motion to Intervene. It

is instructive to note the wisdom of the Seventh Circuit, "We need not decide whether
intervention is ever appropriate in this situation; as we have noted, Mrs. Kollintzas never
sought to be recognized as an intervening party, a step which can only be accomplished by
motion."
3. Movant Sweigert has a property interest in the security of the homeland as
provided by the aegis of "National Security". If Movant Sweigert rightly believes, and if
circumstantial evidence and meta data validates this belief, that a complex computer
espionage network of hackers are presently entrenched within the computer networks
of Congress, then this Court should hear supplemental arguments and conduct an
evidentiary hearing on the merits. Movant Sweigert has invested approximately 500
hours investigating the alleged criminal hacking activities of the Defendant Awan, Et
al., which clearly violate the Computer Fraud and Abuse Act (CFAA), 18 USC Sec.1030.
Sweigert has spent over 20 years in the high technology field of computers, networking
and operations and is well placed to speak confidently about the illegal activities of the
Defendant Awan, Et al. Further, as this Court is well aware, the CFAA has both a
criminal and civil component and therefore would allow a private plaintiff to bring suit
against a defendant for the exact same fact pattern that would be relied upon by a
public government prosecutor. Therefore, the Magistrate has erred by not recognizing
Sweigert's standing and recommending the submission of additional pleadings and oral
arguments. Exhibits 1, 2 and 3, previously submitted by Sweigert, clearly indicate that
classified information has been misappropriated by the Defendant Awan, Et al., which
is a gross violation of the CFAA.

4. The recommendation of the Magistrate is in err as it ignores the need to allow
introduction of newly disclosed evidence and fails to provide for a determinative process to
protect the interests Intervenor(s) and the Citizens of the United States as codified by
the CFAA. The private Citizens of the United States have standing in this case as they
have property interests to protect from the likes of Defendant Awan and his hacking
activities on Government computer systems. It can be conservatively estimated that
Awan's hacking activities and his creation of this computer espionage network have
resulted in millions of dollars of losses in tax payer monies. Therefore, private Citizens
have standing to sue Awan pursuant to the CFAA, and Sweigert has a right to claim the
doctrine of private attorney general to represent these tax payers with his expert
computer and networking knowledge as well as his 500 hours of independent
investigation of Mr. Awan. To deny intervention by Sweigert as a private attorney
general under the provisions of the CFAA is a gross error.
5. The Magistrates recommendation was erroneous on the merits, as to Movant's
and Intervenor(s) allegations of transaction and situation similarity (with respect to
Rule 24 intervention). The identity of transactions required by Rule 24 has nothing at all
to do with class certification. Rule 24 (a)(2) states:
(a)...... the Court must permit anyone to intervene who:
(2) claims an interest related to the property or transaction that is the subject of the
action, and is so situated that disposing of the action may, as a practical matter
impair or impede the movants ability to protect its interest, unless existing parties
adequately represent that interest.

"Unless the existing parties adequately represent that interest" is the statement at issue for the
Movant. The Prosecution has not brought to light all of the crimes of Awan, Et al and the
Movant in his motion has attempted to right the inadequacy for the prosecution.
6. The Magistrate Judge also made statements that the Applicant Intervenor(s) misplaced the
Federal Rule of Civil Procedures findings that the proposed Appellant Intervenor(s) have failed
to make the showing required by constitutional or other federal rights. First, the Rule does not
contain any requirement of a showing constitutional or other federal rights, Second, in the
absence of discovery (as here) all factual allegations of the proposed Intervenor(s) must be taken
as true. The Appellant Intervenor(s) in their motions to intervene have in fact alleged, averred,
and met, all necessary elements required to prevail under both Rule 24 (a) and (b). There is
simply no support nor any valid argument by the Magistrate Judge as to any missing element in
Intervenor(s) motion or failure to meet a requirement of Rule 24. Also, the U.S. v. Carmichael
case cited by the Appellant Intervenor(s) was not misplaced, as in the findings in U.S. v.
Carmichael, the Court did accept and/or allow the Intervenor into the case.
ARGUMENT
I. Intervention for the United States and by George Webb Sweigert ex rel. is now
effective pursuant to Rule 44 of the Federal Rules of Appellate Procedure (FRAP) in
pari materia with Federal Rules of Civil Procedure (FRCP) Rule 24(c) (George Webb
Sweigert not yet a party); and Article III, Section 2, Clause 1 (3:2:1) in the
Constitution for the United States of America (hereinafter U.S. Constitution) and
Movant comes now to:

ENTER WITH NOTICE
Mr. George Webb Sweigert, the Movant (Intervenor(s)), who seeks to intervene into the
Awan, Et al. prosecution .
II. The Rights of Movant Intervenor(s) George Webb Sweigert and the Citizens of the
United States will be forfeited by the Action of the Magistrate and since this is a
Dispositive Action beyond the power of the Magistrate to deny.
III. The Magistrate has misapplied the wisdom of the Seventh Circuit by not suggesting
an action plan to conduct an evidentiary hearing and oral arguments to evaluate the
merits of the Movant Sweigert's claims.
IV. The Magistrate has erred in not recognizing the doctrine of the private attorney
general and allowing Sweigert to bring important evidence to this Court that indicates
gross violations of the CFAA by Defendant Awan, Indeed, a September 11, 2014
Memorandum by the Attorney General (see attached Exhibit 4, "Intake and Charging
Policy for Computer Crime Matters", supports Sweigert. This document is available at

CONCLUSION
The Movant (aka. Applicant Intervenor(s)), George Webb Sweigert, has attempted to
intervene and give evidence for prosecution and did so by notification to this Court in a
timely fashion. The Movant (Applicant Intervenor(s)) then, receiving no relief via
interface with Congressional Members, requested intervention into this existing case.
An intervention was denied by this Court; however, the matter is dispositive as to him,

and the Citizens of the United States as members similarly situated to him. The rule
cited above is violated by the actions of the Magistrate Judge. Without intervention,
those rights also will be lost. But the rule does not require an absolute divestiture of
rights, only that rights may be lost. Therefore, the Magistrates ruling and/or opinion to
deny entry to Movant Sweigert is beyond the scope of the power of the Magistrate to
enter.
MOTION TO THE COURT
All premises having been duly considered, the Movant, George Webb Sweigert
(also known as Applicant Intervenor(s)), respectfully requests this honorable Court, on
behalf of the United States of America, to allow Sweigert's Intervention to present
additional evidence to be heard for the prosecution of Awan, et al. and motions this
Court to set aside this Court's opinion and/or ruling to deny Movant Sweigert
entrance into the Awan et al. case.
AND
(1) If the Movant Intervenor(s) is once again denied entrance, Movant Sweigert asks
this Court to certify to the Office of the U.S. Attorney General that the
constitutionality of all of the illegal Acts of Awan, Et al. have now been properly
drawn into question with regard to Exhibit 4 hereto attached, to wit:

(2) to certify Movants Intervention for presentation of all evidence known to him
admissible in the above entitled case, and for argument(s) on the question of the

constitutionality of said Acts of Awan, Et al. The Intervenor seeks no monetary
equity, as stated in prior motions to any monetary claim. He seeks only justice

D.C. Code 1-301.81(a)(1) permits the Attorney General for the District of Columbia
to intervene in legal proceedings on behalf of the public interest.
APPLICANTS MOTION TO INTERVENE AS PLAINTIFFS
Pursuant to Fed. R. Civ. P. 24, the Open Source News Investigator, George Webb
Sweigert (collectively, Applicant(s)) respectfully move to intervene in this case with
party Plaintiff evidence.
For the reasons set forth in the accompanying Memorandum, Applicant(s) are
entitled to intervention as of right under Fed. R. Civ. P. 24(a); in the alternative, this
Court should permit Applicant(s) to intervene under Fed. R. Civ. P. 24(b). Also, the

right of intervention in a criminal proceeding is much more circumscribed, and is
generally limited to attorney client issues. United States v. Bergonzi, 216 F.R.D. 487,

2d 1070, 1072 (M.D. Al. 2004), summarized, a journalist may intervene:
"Intervention in criminal cases is generally limited to those instances in which a third party's
constitutional or other federal rights are implicated by the resolution of a particular motion,
request, or other issue during the course of a criminal case. For example, courts sometimes
permit the press to intervene in a criminal case where a decision to close criminal
proceedings to the public may affect its First Amendment rights. In addition, third parties
are occasionally allowed to intervene in a criminal trial to challenge or request the
production of documents on the grounds of privilege, or to protect other rights implicated
by a particular proceeding. "
With regard to this case, the rights of the Citizens of the United States are
impacted with regard to espionage and the production of evidence that must be
heard and surrendered from the Journalist George Webb Sweigert is a Matter of
National Security.
I, GEORGE WEBB SWEIGERT, under the ground of privilege and with regard to
a matter of NATIONAL SECURITY, RESPECTFULLY REQUEST that the Court grant

MEMORANDUM
I, George Webb Sweigert, being duly sworn, depose and state:
INTRODUCTION
As a citizen journalist, I have personally participated in this investigation by personally visiting

most the homes and businesses of the defendants, and interviewing many of the occupants. I
have made a videotape record of most of these interactions. Also, I have researched business
relationships and online news articles about the defendants over the last 150 days, sharing the
results daily on YouTube with over 40,000 subscribers in a crowd sourced investigation.
The findings from this investigation have uncovered misuse of government resources, illegal
access to classified information, fraudulent borrowing, and the possible use of a car dealership to
launder money for operations for terrorists organizations such as Hezbollah.
BACKGROUND
In this process, I have identified numerous documents that might be help to shed light on the
totality of the States case against Imran Awan and Hina Alvi.
SOURCE OF INFORMATION
1. A Congressional investigative report exists implicating Imran Awan and conspirators in

twenty burglaries of House of Representative Members offices and committee rooms.
this report was prepared by James Kaelin, CIO of the Sergeant of Arms of the House of
Representatives and Board Chairman on the Congressional Federal Credit Union.
2. A Congressional Auditors report from interviews conducted in September of 2016 of
Abid Awan (Defendants brother) and possibly Imran Awan outlining an extraordinary
purchase and shipment of 150 iPhones and iPads to the 9667 Hawkshead Drive, Lorton,
VA home of Imran Awan in February 2016 from the budget of Yvette Clark, the House
Representative of the 9th District of New York.
3. On April 10th, 2017, I conducted a personal interview of the US Marine Andre Taggart
who was renting the 9667 Hawkshead Drive home with his wife after Imran had moved
out. I believe Mr. Taggart would be an excellent witness for the State given the fact he
rented the Hawkshead Drive directly from the Defendants Imran Awan and Hina Alvi.
He reported to me that Mr. Awan gave him a false name in this transaction.

4. Additionally, an early January police report was filed after Samina Gilani, the stepmother
of Imran Awan and his brother Abid Awan, called the police for imprisoning her against
her will, tapping her cell phone, forcing her to turn over her inheritance to them, and
finally enforced by making threats to kidnap members of the stepmothers family in
Pakistan.
5. I also have reason to believe the Capitol Police have a report in the matter of receiving
the government property from the Hawkshead home that could shed light on the charge
of mishandling classified information from key Congressional committees.
6. An equipment list from the TSA search of Hina Alvis belongings conducted at the
Dulles Airport in early March 5th, 2017 when she exited the United States to Pakistan
exists and could provide critical information to the court.
7. Additional purchasing documents exist from CDW and other IT equipment resellers that
other deliveries were made to the Hawkshead Drive Awan home, and these purchasing
documents and the deliveries to other Imran Awan properties could help inform the court
as well.
FACTS SUPPORTING PROBABLE CAUSE
8. I was informed by Mr. Taggart that he had called the FBI about a pile of Blackberries,
three or four laptops, pried hard drives, and a printer router with government markings he
found after Imran had already been banned from the Congressional computer network.
NCIS (US Navy Investigative Services) became involved in the investigation because
Andre Taggarts wife, Vernaye Taggart, is a Chief Petty Officer in the US Navy. After
she was cleared of any wrongdoing, the equipment was finally seized by Capitol Hill
Police.
9. The Daily Caller has reported Imran Awan used unvetted intermediaries to delivery
secure Blackberry phones to Members of Congress will become readily apparent
including Rao Abbas and Haseeb Rana
10. Upon discovery of these documents, I believe the relationship of Suraiya Begum, Hina
Alvis mother, and the company she formed with Imran Awan, Nanoset Technologies,
will come to light. I believe Hina Alvis mother to be a top satellite scientist for the
country of Bangladesh. Hina Alvis relationship with the company SUPARCO, a
satellite data provider with their relationship to Middle Eastern nations oil and defense
applications, should be explored, I believe the Pakistan Intelligence Service (ISI) has
engaged the US to resell key satellite technology through US corporations for the
NADRA surveillance systems. Leaking these key satellite secrets regarding Nanoset
design and deployment for the benefit of private corporations should be explored.
11. Upon inspection, I believe Imran Awans use of a private Blackberry Enterprise Server to
store all the email and documents of the Members of Congress Imran worked for at his

Lorton, VA home will become readily apparent, All documents relating to IP addresses
and procurements for the collection system at the Hawkshead Drive home of Imran Awan
should be explored.
CONCLUSION I believe Mr. Andre Taggart could be an excellent witness for the State
establish the facts in the case for both Bank Fraud and the Distributing of Classified Information.
I believe Congressional Reports, Capitol Police Reports, and CDW-G purchase and shipment
records could shed like on the totality of the fraud perpetrated by Imran Awan and Hina Alvi.
REQUEST FOR PROSECUTION UNDER CITED LAWS BROKEN
18 U.S. Code 798 - Disclosure of classified information
(a)Whoever knowingly and willfully communicates, furnishes, transmits, or otherwise makes
available to an unauthorized person, or publishes, or uses in any manner prejudicial to the
safety or interest of the United States or for the benefit of any foreign government to the
detriment of the United States any classified information
(1) concerning the nature, preparation, or use of any code, cipher, or cryptographic system
of the United States or any foreign government; or
(2) concerning the design, construction, use, maintenance, or repair of any device,
apparatus, or appliance used or prepared or planned for use by the United States or any
foreign government for cryptographic or communication intelligence purposes; or
(3) concerning the communication intelligence activities of the United States or any foreign
government; or
(4) obtained by the processes of communication intelligence from the communications of
any foreign government, knowing the same to have been obtained by such processes

Shall be fined under this title or imprisoned not more than ten years, or both.
(b) As used in subsection (a) of this section
The term classified information means information which, at the time of a violation of
this section, is, for reasons of national security, specifically designated by a United States
Government Agency for limited or restricted dissemination or distribution;
The terms code, cipher, and cryptographic system include in their meanings, in
addition to their usual meanings, any method of secret writing and any mechanical or
electrical device or method used for the purpose of disguising or concealing the contents,
significance, or meanings of communications;
The term foreign government includes in its meaning any person or persons acting or
purporting to act for or on behalf of any faction, party, department, agency, bureau, or military
force of or within a foreign country, or for or on behalf of any government or any person or
persons purporting to act as a government within a foreign country, whether or not such
government is recognized by the United States;
The term communication intelligence means all procedures and methods used in the
interception of communications and the obtaining of information from such communications
by other than the intended recipients;
The term unauthorized person means any person who, or agency which, is not authorized to
receive information of the categories set forth in subsection (a) of this section, by the
President, or by the head of a department or agency of the United States Government which is

expressly designated by the President to engage in communication intelligence activities for
the United States.
(c) Nothing in this section shall prohibit the furnishing, upon lawful demand, of information to
any regularly constituted committee of the Senate or House of Representatives of the United
States of America, or joint committee thereof.
(d) (1)Any person convicted of a violation of this section shall forfeit to the United States
irrespective of any provision of State law
(A) any property constituting, or derived from, any proceeds the person obtained, directly
or indirectly, as the result of such violation; and
(B) any of the persons property used, or intended to be used, in any manner or part, to
commit, or to facilitate the commission of, such violation.
(2) The court, in imposing sentence on a defendant for a conviction of a violation of this
section, shall order that the defendant forfeit to the United States all property described in
paragraph (1).
(3)Except as provided in paragraph (4), the provisions of subsections (b), (c), and (e)
through (p) of section 413 of the Comprehensive Drug Abuse Prevention and Control Act of
1970 (21 U.S.C. 853(b), (c), and (e)(p)), shall apply to
(A) property subject to forfeiture under this subsection;
(B) any seizure or disposition of such property; and

(C) any administrative or judicial proceeding in relation to such property,
if not inconsistent with this subsection.
(4) Notwithstanding section 524(c) of title 28, there shall be deposited in the Crime Victims
Fund established under section 1402 of the Victims of Crime Act of 1984 (42 U.S.C.
10601) all amounts from the forfeiture of property under this subsection remaining after the
payment of expenses for forfeiture and sale authorized by law.
(5) As used in this subsection, the term State means any State of the United States, the
District of Columbia, the Commonwealth of Puerto Rico, and any territory or possession of
the United States.

APPLICANTS MOTION TO INTERVENE AS PLAINTIFFS
With regard to this case, the rights of the Citizens of the United States are irreparably
harmed by the actions of these Defendants and their surrogates by conducting a spy
ring in the United States House of Representative. With regard to espionage, I believe
the Prosecution has misled this Court by presenting a relatively insignificant bank fraud
case instead of the far more pressing threat presented by the Defendants exhilarating
information from the US Congress to Pakistan and the UAE. This production of

evidence must be heard and surrendered from the Journalist George Webb Sweigert is a
Matter of National Security. In light of this irreparable harm to our National Security
and there being no immediate remedy at law, I motion for this Court to invoke its
powers of Equity to declare Equity Jurisdiction in this urgent matter to impose
immediate remedies.
I call for the Courts consideration in issuing the following remedies:
1. An immediate investigation of the email traffic from the recently discovered
second email address used by Imran Awan to access the House of
Representatives network. This 123@mail.house.gov was active until Tuesday of
this week after Mr. Awan was barred from the House network in February and
after his arrest while trying to leave the United States on July 27th, 2017. This
illegal email activity represents a clear and present danger to our National
Security and national economic interest. (Exhibit A)
2. An immediate investigation into the surrogate Imran Awan picked to be his
replacement in the House of Representatives IT Staff to configure phones and
email passwords for Members of Congress such as Rep. Andre Carson, who sits
on the sensitive Emerging Threats Subcommittee for the House Permanent Select
Committee on Intelligence. I believe this Subcommittee performs oversight for
the Office of the Director of National Intelligence which in turns oversees all the
key intelligence agencies in the US Federal Government. Also, all password

work performed for Congress while under the employ of Congressman Ted
Deutch should be reviewed. (Exhibit B)
3. An immediate investigation into the seven mortgages Imran Awan and Hina
Alvi took out on the Hawkshead Drive home in Lorton, Virginia with a follow-
up investigation into the numerous other properties the couple procured in the
Northern Virginia area. (Exhibit C and D) We recommend FBI background
checks and vetting for all inhabitants of these properties for valid visas and
passports.
4. Immediate release of all interviews conducted by the FBI of Imran Awan, Hina
Alvi, Abid Awan, Natalia Sova, Jamal Awan, Rao Abbas and Haseeb Rana to
determine the damage to National Security. (Exhibit E and F)
5. Rescind the Protection Order motioned by the Prosecution to shed light on the
passports Mr. Awan carried during his attempt to leave the US. A full travel
history of Mr. Awans and Hina Alvis travel history to Pakistan and the UAE
should be released to assess the possible damage to US National Security and
intellectual property. (Exhibit G)
6. Immediate recusal and replacement of the current Prosecution team for gross
incompetence, neglect, and obstruction of justice.
7. Removal of this case to an impartial jurisdiction.
8. Production of arrest records for all the Defendants.

9. Release a complete accounting of all false names used by the Defendants with the
Office of Personnel Management Name check capability.
10. Release and publication of mug shots of the Defendants.
11. Grant of a continuance of thirty day for a new Prosecution to properly prepare a
case by gathering relevant evidence, preparing charges, and properly presenting
this information at trial.

MEMORANDUM
I, George Webb Sweigert, being duly sworn, depose and state:
INTRODUCTION
As a citizen journalist, I have personally participated in this investigation by personally visiting

most the homes and businesses of the defendants, and interviewing many of the occupants. I
have made a videotape record of most of these interactions. Also, I have researched business
relationships and online news articles about the defendants over the last 150 days, sharing the
results daily on YouTube with over 40,000 subscribers in a crowd sourced investigation.
The findings from this investigation have uncovered misuse of government resources, illegal
access to classified information, fraudulent borrowing, and the possible use of a car dealership to
launder money for operations for terrorists organizations such as Hezbollah.
In my experience as a journalist, I believe the Prosecution to be obstructing justice in this case,

and I call for the Court to allow me to stand in the shoes of the Prosecution. The Prosecution has
suppressed Imran Awans involvement in an investigation into Rep. Yvette Clarkes office for
the malfeasance of $120,000 by shipping iPhones and iPads to the private residence of Mr.
Awan. The Prosecution has suppressed Mr. Awan and Mrs. Alvis involvement of US
Congressional Credit Union loan activity with the possible undue influence of Debbie
Wasserman Schultz. The Prosecution has suppressed the publication of mug shots for Mr. Awan
and Mrs. Alvi as well, fully knowing Imran Awan used false names in his real estate dealings.
The suppression of these mug shots crippled the ability of other victims to come forward in this
period before arraignment. The Prosecution has suppressed the multiple visas and travel records
of Mr. Awan. A responsible Prosecution would have published TSA travel photos and dates to
help other victims of fraud to come forward.
BACKGROUND
In this process, I have identified numerous documents that might be help to shed light on the
totality of the States case against Imran Awan and Hina Alvi. All of these documents are
available at the fingertips of the Prosecution, and the Prosecution should be compelled to publish
them.
SOURCE OF INFORMATION
1. A Congressional investigative report exists implicating Imran Awan and conspirators in

twenty burglaries of House of Representative Members offices and committee rooms.
this report was prepared by James Kaelin, CIO of the Sergeant of Arms of the House of
Representatives and Board Chairman on the Congressional Federal Credit Union.

2. A Congressional Auditors report from interviews conducted in September of 2016 of
Abid Awan (Defendants brother) and possibly Imran Awan outlining an extraordinary
purchase and shipment of 150 iPhones and iPads to the 9667 Hawkshead Drive, Lorton,
VA home of Imran Awan in February 2016 from the budget of Yvette Clark, the House
Representative of the 9th District of New York.
3. On April 10th, 2017, I conducted a personal interview of the US Marine Andre Taggart
who was renting the 9667 Hawkshead Drive home with his wife after Imran had moved
out. I believe Mr. Taggart would be an excellent witness for the State given the fact he
rented the Hawkshead Drive directly from the Defendants Imran Awan and Hina Alvi.
He reported to me that Mr. Awan gave him a false name in this transaction. A videotape
deposition from Andre Taggart is available now from an interview two days ago and can
be produced for the Court.
4. Additionally, an early January police report was filed after Samina Gilani, the stepmother
of Imran Awan and his brother Abid Awan, called the police for imprisoning her against
her will, tapping her cell phone, forcing her to turn over her inheritance to them, and
finally enforced by making threats to kidnap members of the stepmothers family in
Pakistan. A life insurance case against Imran Awan was also filed by Ms. Gilanis
attorney, and the proceedings of that matter are available to this Court.
5. I also have reason to believe the Capitol Police have a report in the matter of receiving
the government property from the Hawkshead home that could shed light on the charge
of mishandling classified information from key Congressional committees. The
videotape interview which attests to these facts has been made by Andre Taggart, the
Marine who rented this home from Imran Awan and Hina Alvi, is available to this Court.
6. An equipment list from the TSA search of Hina Alvis belongings conducted at the
Dulles Airport in early March 5th, 2017 when she exited the United States to Pakistan
exists and could provide critical information to the court.
7. Additional purchasing documents exist from CDW and other IT equipment resellers that
other deliveries were made to the Hawkshead Drive Awan home, and these purchasing
documents and the deliveries to other Imran Awan properties could help inform the court
as well.
FACTS SUPPORTING PROBABLE CAUSE
1) I was informed by Mr. Taggart that he had called the FBI about a pile of Blackberries, three
or four laptops, pried hard drives, and a printer router with government markings he found after
Imran had already been banned from the Congressional computer network. NCIS (US Navy
Investigative Services) became involved in the investigation because Andre Taggarts wife,
Vernaye Taggart, is a Chief Petty Officer in the US Navy. After she was cleared of any
wrongdoing, the equipment was finally seized by Capitol Hill Police. A videotape deposition of
these facts now exists, and can be made available to the Court.
2) The Daily Caller has reported Imran Awan used unvetted intermediaries to delivery secure
Blackberry phones to Members of Congress will become readily apparent including Rao Abbas
and Haseeb Rana.

3) Upon discovery of these documents, I believe the relationship of Suraiya Begum, Hina Alvis
mother, and the company she formed with Imran Awan, Nanoset Technologies, will come to
light. I believe Hina Alvis mother to be a top satellite scientist for the country of Bangladesh.
Hina Alvis relationship with the company SUPARCO, a satellite data provider with their
relationship to Middle Eastern nations oil and defense applications, should be explored, I
believe the Pakistan Intelligence Service (ISI) has engaged the US to resell key satellite
technology through US corporations for the NADRA surveillance systems. Leaking these key
satellite secrets regarding Nanoset design and deployment for the benefit of private corporations
should be explored.
4) Upon inspection, I believe Imran Awans use of a private Blackberry Enterprise Server to
store all the email and documents of the Members of Congress Imran worked for at his Lorton,
VA home will become readily apparent, All documents relating to IP addresses and
procurements for the collection system at the Hawkshead Drive home of Imran Awan should be
explored.
CONCLUSION I believe Mr. Andre Taggart could be an excellent witness for the State
establish the facts in the case for both Bank Fraud and the Distributing of Classified Information.
I believe Congressional Reports, Capitol Police Reports, and CDW-G purchase and shipment
records could shed like on the totality of the fraud perpetrated by Imran Awan and Hina Alvi.
Additionally, an investigation of email traffic for the multiple email addresses for Mr. Awans
and Ms. Alvi to Pakistan should yield that proof and classified information was mishandled.

(a)Whoever knowingly and willfully communicates, furnishes, transmits, or otherwise makes
available to an unauthorized person, or publishes, or uses in any manner prejudicial to the
safety or interest of the United States or for the benefit of any foreign government to the
detriment of the United States any classified information
(1) concerning the nature, preparation, or use of any code, cipher, or cryptographic system
of the United States or any foreign government; or

(2) concerning the design, construction, use, maintenance, or repair of any device,
apparatus, or appliance used or prepared or planned for use by the United States or any
foreign government for cryptographic or communication intelligence purposes; or
(3) concerning the communication intelligence activities of the United States or any foreign
government; or
(4) obtained by the processes of communication intelligence from the communications of
any foreign government, knowing the same to have been obtained by such processes
Shall be fined under this title or imprisoned not more than ten years, or both.
(b) As used in subsection (a) of this section
The term classified information means information which, at the time of a violation of
this section, is, for reasons of national security, specifically designated by a United States
Government Agency for limited or restricted dissemination or distribution;
The terms code, cipher, and cryptographic system include in their meanings, in
addition to their usual meanings, any method of secret writing and any mechanical or
electrical device or method used for the purpose of disguising or concealing the contents,
significance, or meanings of communications;
The term foreign government includes in its meaning any person or persons acting or
purporting to act for or on behalf of any faction, party, department, agency, bureau, or military
force of or within a foreign country, or for or on behalf of any government or any person or

persons purporting to act as a government within a foreign country, whether or not such
government is recognized by the United States;
The term communication intelligence means all procedures and methods used in the
interception of communications and the obtaining of information from such communications
by other than the intended recipients;
The term unauthorized person means any person who, or agency which, is not authorized to
receive information of the categories set forth in subsection (a) of this section, by the
President, or by the head of a department or agency of the United States Government which is
expressly designated by the President to engage in communication intelligence activities for
the United States.
(c)Nothing in this section shall prohibit the furnishing, upon lawful demand, of information to
any regularly constituted committee of the Senate or House of Representatives of the United
States of America, or joint committee thereof.
(d) (1)Any person convicted of a violation of this section shall forfeit to the United States
irrespective of any provision of State law
(A) any property constituting, or derived from, any proceeds the person obtained, directly
or indirectly, as the result of such violation; and
(B) any of the persons property used, or intended to be used, in any manner or part, to
commit, or to facilitate the commission of, such violation.

(2) The court, in imposing sentence on a defendant for a conviction of a violation of this
section, shall order that the defendant forfeit to the United States all property described in
paragraph (1).

through (p) of section 413 of the Comprehensive Drug Abuse Prevention and Control Act of
1970 (21 U.S.C. 853(b), (c), and (e)(p)), shall apply to
(A) property subject to forfeiture under this subsection;

(B) any seizure or disposition of such property; and
(C) any administrative or judicial proceeding in relation to such property,
if not inconsistent with this subsection.
(4) Notwithstanding section 524(c) of title 28, there shall be deposited in the Crime Victims
Fund established under section 1402 of the Victims of Crime Act of 1984 (42 U.S.C.
10601) all amounts from the forfeiture of property under this subsection remaining after the
payment of expenses for forfeiture and sale authorized by law.
(5) As used in this subsection, the term State means any State of the United States, the
District of Columbia, the Commonwealth of Puerto Rico, and any territory or possession of
the United States.
