Description The technical assistance (TA) aims to strengthen the institutional capacity of the National Economic
and Development Authority (NEDA) to formulate strategy, plan and manage development, and
provide policy analysis and advice.
Project Rationale and Linkage NEDA is the principal socioeconomic development planning and policy coordinating body for the
to Country/Regional Strategy Government of the Philippines. It provides policy advice on development issues through its
development budget coordination committee and investment coordination committee. NEDA
spearheads government strategic planning and coordinates formulation of the 6-year Philippine
Development Plan (PDP). It also takes the lead in preparing the country's Public Investment Program
(PIP), programming and managing ocial development assistance (ODA), and monitoring and
evaluating public investment projects. Recent assessments of NEDA and consultations with its sta
and ocials indicate a need to enhance its internal processes and capacities. The TA is in response
to Government's request for ADB to support capacity development of NEDA.

Stakeholder Communication, Participation, and Consultation

During Project Design ADB conducted a fact-nding mission on 23-27 September 2010 to (i) conrm the timeliness, relevance,
and usefulness of the CDTA; (ii) agree with the stakeholders on the scope, objectives, outputs,
methodology and activities, implementation arrangements, cost estimates and nancing plan, and
consulting services for the CDTA; and (iii) brief on and obtain support for the CDTA from the Embassy of
Japan (EOJ). The Mission met with key ocials of NEDA and DILG. NEDA and ADB agreed on the Mission's
ndings and recommendations through a Memorandum of Understanding.
During Project After the TA was approved by ADB in April 2011, ADB conducted an inception mission on 11 October - 5
Implementation December 2011 to discuss and agree with the stakeholders on the TA implementation plan and work
programs, elding of consultants, and renements in the outline of terms of reference (TOR) of
consultants. The Mission met with key ocials and sta of NEDA, the Department of Interior and Local
Government (DILG), the Municipal Development Fund Oce (MDFO), the Japan International Cooperation
Agency (JICA), and the World Bank. The Mission's ndings and recommendations were presented to the
Socioeconomic Planning Secretary and NEDA Director General (DG) at a wrap-up meeting on 5 December
2011.
