Medical Liaison Officer

The Job

Mdecins du Monde (MdM) is an international humanitarian organization whose

mission is to provide medical care for the most vulnerable populations, the world
over, including France. It seeks to stimulate voluntary commitment from doctors,
other health care providers, and from those whose expertise in other fields is needed
for its activities, to enlist all competent support required for the achievement of its
projects, and to seek at all times to encourage close working relationships with
populations in its care.

For our program in Yemen, we are looking for (1 Medical Liaison Officer),
based in Sanaa, to start as soon as possible.

MAIN RESPONSIBILITIES

Under the supervision of the Medical Manager, the Medical Liaison Officer will act
as a link between the MdM medical program activities and the local Health authorities
ensuring that all required agreements, MoUs, meetings with the health authorities and
facilitating good cooperation between the authorities, beneficiaries and MdM.

He/She will be responsible for the following main activities:

Communicating with (District Health Office DHO)/ (Governorate Health

Office GHO)/ (Ministry of Health - MoH Focal Points), and follow up program
related issues or activities.

Organize and hold stakeholders regular meeting, follow up action and give
timely feedback.
Act as a referral focal point for all cases referred by MdM program team.
Conduct the quarterly/unit quality assessment checks.

TASKS DESCRIPTION:

Communicating with different stakeholders and following up program related

issues
 Take lead in internal communications between the program and the operation
departments on issues involving authorities and external partners
Liaise and follow-up with DHOs, GHOs, and their focal points on different
program related issues and provide regular updates of the same to the MdM
team.
Ensure always to have the updated demographical and population data sources
Coordinate with GHO/ DHO for joint assessment visits either for a new
location or to assess an ongoing activity.
Coordinate meetings between the MdM program team and the different
stakeholders.
Update and invite officials representing different stakeholders about the
different types of trainings provided by MdM program team to community
health volunteers or health workers in targeted districts

Organize and hold stakeholders regular meeting, follow up action and give
timely feedback

Establish good relationship with the different stakeholders in order to have a

smooth implementation of MdM project
Organize and hold regular meeting with the authorities updating them of MdM
program activities, achievements and challenges if any
Submit the monthly reports to the DHO/GHO and achieve signed copies of the
same
Organize sensitization meetings with the beneficiaries and community leader
to discuss progress of MdM activities, relay feedback to and from the
community.

Act as a referral focal point for all cases referred by MdM program team

Review and update the referral protocols semi-annually in collaboration with

the medical team.
Follow up all cases that are referred by MdM program team to different
referral points in all targeted districts on case by case management and update
the medical manager on weekly basis
Verify referral where possible and follow up-dates with the respective referral
focal persons
Provide regular update reports on all referred cases to the team and the
authorities (admitted cases, and discharged cases)
Follow-up, verify and submit invoices of the discharged patients to the finance
department

Conduct the quarterly/unit quality assessment checks

Conduct internal program audit (data and reports)

Plan and conduct quality service surveys on different MdM service deliveries
on quarterly basis at the
Conduct Facility assessment survey on a quarterly basis and submit findings to
the medical manager

I.OTHERS:
 Participate in a pro-active way to MdM internal meetings (medical,
security).
Be flexible in performing his/her duties to ensure that beneficiaries are getting
good quality services.
Inform immediately the security focal point in case of any security problem in
the field.
Perform other additional duties on request of the medical manager and
coordination team.

PROFIL REQUIRED:

Education

Bachelor degree in medicine or other kind of medical diploma (Nursing,

pharmacy)
Public health / community health Diploma

Professional experience

Minimum 2 years experience in a position with similar tasks.

Experience working with (Ministry of Health MoH).
Clinical medicine experience.

Skills and qualities required

Good negotiation skills

Leadership Skills and attention to details.
Active listening skills and good problem solving skills
Ability to adapt to the context (flexible in performing his/her duties).
Openness : knowing ones limits and being capable of seeking information
from others (opinion of experts, reference works, etc.).
Able to create and maintain good and long term professional relationships
with different stakeholders.
Proficiency with word, excel and other special software.
Data management and analysis including reporting skills.

Languages

Fluency is Mandatory in both Arabic and English

French is an asset
