Simply the best!
The Senior Darley Devils were crowned
premiers in the Ballarat Football League on
Saturday, crushing cross town rivals Bacchus
Marsh by 50 points.
Playing coach and former AFL star Heath
Scotland capped off a stellar first year in
charge, joining Luke Delaney in being voted
best on ground.
With supporters from both sides filling the
Mars Stadium, it was labelled the Ultimate
Battle of the Bridge. Darley were eager to
recreate their premiership win from 2015,
while Bacchus Marsh was chasing back to
back flags.
The windy conditions were a key feature
throughout the day, but Darley were
impressive to keep Bacchus Marsh goalless.
The Devils led by the 14 points at the end of
the first term after kicking against the wind.
Bacchus Marsh coach Travis Hodgson told
his team to work hard to create and use
your body to clear the way for teammates as
they worked hard to get back into the game.
Inaccurate kicking by the Devils in the
second quarter halted their efforts to extend
their lead, kicking two goals four, before
Bacchus Marsh sealed their first goal of the
game in the 28th minute.
Hoping to capitalise, the Cobras scored early
in the third, before the Devils put the foot
down extending the lead by eight goals.
Cobras coach Travis Hodgson told the team
to win the ball and go hard.
The wind is swaying both ways; dont be
too concerned with the scoreboard, have
faith in what you go.
The tension between the teams escalated as
successive big hits by both teams resulted in
the first brawl of the game, before Dean Heta
from Bacchus Marsh was yellow carded for
15 minutes, leaving the Cobras a man down.
Bacchus Marsh later begun to show their
frustrations when a free kick was reversed
due to a Cobra player dragging an opponent
across the ground.
With the premiership almost in their reach,
Scotland used the third quarter huddle to
encourage his team to hold their man and
trust their teammates before enthusing there
were only thirty minutes to go.
The Cobras didnt fold over, kicking goal
for goal alongside the Devils. But with
no way back into the game, it was only a
matter of Darley running down the clock.
Supporters began chanting the team song
several minutes before the siren, as a massive
celebration for the entire club followed in the
middle of the ground.
After the game, Scotland said to his team
that there was nothing better than this and
it was reward for all the hard work they had
put in since last October.
Final score - Darley (14.13.97) defeated
Bacchus Marsh (6.11.47)

The Darley Reserves
started off a successful day
for the club, claiming the
Ballarat Football League
Reserves Premiership with
a comeback performance
against Bacchus Marsh in
the Grand Final.
Held at the new Mars
Stadium, Darleys Brad
Inglis was named Best
on Ground, as the Devils
turned a 24-point deficit into
a 14-point win.
Bacchus Marsh got off to a
flying start, winning the toss
and kicking the first goal of
the game within a minute of
the first bounce. Free kicks
proved costly for the Devils
as their undisciplined play
resulted in Bacchus Marsh
rushing to a four-goal lead.
At quarter time Devils
coach Travis Minns told his
team that the chase and
tackles and pressure are on,
but we cant be giving away
those free kicks.
In the Cobras huddle coach
Rick Miller demanded

All students had multiple pieces of art
works on display during a colourful and
stimulating art show held on campus on
Wednesday September 13.
Works included painting, collage,
drawing, construction, weaving, and
papier-mch, with some creations based
on books, such as Nick Blands Cranky
Bear.
Grade five and six students also created
papier-mch puppets that were part of a
number of performances throughout the
evening.
Ballan Primary School offers yearly art

The pedestrian refuge on Grant St may be

the subject of an upcoming safety audit.
East Ward Councillor Jarrod Bingham put
forward a Notice of Motion at the September
6 council meeting requesting that council
write to VicRoads Western Region seeking
the audit on the refuge, on Grant St adjacent
to the swimming pool.
The letter will request that the audit
specifically look at the installation of safety
barriers at this site, and that a response be
provided outlining the results of the safety
audit and any associated implementation
actions.
Given the commencement of $45M worth
of upgrades to Bacchus Marsh Geelong
Road (then turning into Grant Street) and
the approval of the road as a double road
train route, the pedestrian refuge on Grant
Street, Bacchus Marsh needs further work
to improve safety for users, including
installation of adequate safety barriers, Cr
Bingham said.
Concerns have also been raised by
the Tracks and Trails Committee on the
adequacy of existing safety measures.

Council is set to insure a range of non-
council owned assets but its leaving
contents insurance to the occupiers.
The move is contained within a new policy
now out for public exhibition.
The policy covers mostly halls and reserves
that are owned by either the Department of
Environment, Land, Water and Planning or
by community co-operatives.
Drugs are not for fun
The DELWP does not insure Crown
assets and committees are responsible for
arranging insurance for damage to buildings
The responsibilities of the Council and
Committees of Management are defined in
the draft policy.

When it comes to illicit
drugs, everyone has their
own motives for using.
For Nathan*, he con-
siders his drug use to be
recreational.
The 22-year-old was just 17
when he smoked marijuana
with a group of friends. He
has since dabbled in a va-
riety of illegal substances
including ecstasy, MDMA,
speed, ketamine, acid, magic
mushrooms, cocaine and
gamma-hydroxybutryrate
(GHB).
Nathan says ketamine,
otherwise referred to as K
drugs he considers to be out
of bounds such as crystal
meth and heroin.
Im not stupid. Ive seen the
effects that it has on people.
I would never inject myself
with a substance, he said.
In 2016, crystal ice was the
main form of methampheta-
mines used in Australia,
with 57 per cent of users in-
jecting the drug, up from 22
per cent in 2010 and 50 per
cent in 2015.

drugs and has, in the past,
chosen not to, despite be-
ing in a group environment
where others were using.

Bungaree Public Recreation Reserve
A report tabled at the September 6 council
meeting noted that the lack of insurance
coverage raises concerns that if a severe or
catastrophic loss occurred, Council may
be liable to fund the full replacement cost
without the assistance of its insurer.
Council had made a resolution, back in
2005, to cover contents insurance, however
the new policy recommends that council no
longer pays for it.
It is proposed that the committees
purchase their own content insurances
through the operational grants provided to
the Committee by the Council.

Nathan says he uses drugs
on a fortnightly to monthly
basis. He usually takes the
substances while at a friends
house or at a party and can
spend up to $500 on drugs
on a big weekend.
He says taking drugs is
very popular among his
age group, with the appeal
being an escape from real-
ity and the good times and
memories it generates.
I guess no one is scared of
the consequences anymore,
once you try it you have a
good time.
While Nathans list of drug
use may be perceived as ex-
tensive, he says there are still
symptoms, she said.
The move from recrea-
tional use to addiction can
sneak up on a person gradu-
ally because most addictions
progress. People are not nec-
essarily in denial about their
drug use, they are in denial
that things can or will get
worse.
The Bacchus Marsh resident
said people using drugs
should be aware that there
are several risks associated
with illegal drug use.
Contrary to what many
young people may imagine,
using some drugs, even just
occasionally for recreational
purposes, can pose an im-
mediate threat to the health
and life of a person.
When a persons drug us-
age switches to using drugs
more often and for psy-
chological rewards, there
seems to be a major chemical
change in the brain. When
there has been long term use
the chemical changes associ-
ated with the abuse may be
so strong that an addiction
has taken hold and this is re-
cepted in people in their 20s.

Parking woes addressed

is, in part, expected to move the
problem to nearby streets.
A 34-signature petition was
presented at the April council
meeting, seeking council action on
traffic congestion, on-street parking
and pedestrian safety on Manor St
in Bacchus Marsh.
Although it is a residential street, it
is also home to a large church and
opp-shop, and is in the vicinity of
the Bacchus Marsh Primary School,

and Bacchus Marsh Kindergarten,
with the street recording an average
of 246 traffic movements per day.
A report tabled at the September
council meeting recommended
a restricted parking strategy for
the street, following problems
identified when a traffic study
was conducted, with the strategy
involving specific parking time
allowances and a no-stopping zone.
These arrangements would deter
long-term parking from occurring
on Manor Street, whilst maintaining
report stated.
Councils Community Safety
Department will issue permits
to the Manor Street residents; the
maximum number of permits to
be issued is one per household.
However, the permit does not
allow the holder to park or stop any
vehicle in any statutory restricted
zone, other than the permit zone
area.
Once the new restrictions are in
place, residents will have a two
week grace period where offenders
will be issued a Warning Notice
and following that, infringement
notices will be issued.
But council admits that the
problem will, in part, be shuffled to
other streets.
Though the above arrangements
are considered to be satisfactory for
the subject area, the new restrictions
will still displace long-term parking
demands onto nearby local streets.
These issues will be considered in
the proposed Local Area Traffic
Management study to be completed
this year.
Councillors voted unanimously to
adopt the traffic restrictions.

board outside the local library.
The new board will help advertise
local programs and events in and
around the Shire, including Baby
Rhyme Time at the library; play-
groups and pram walks; courses at
the Community House and infor-
mation to help inform and support

The notice board frame was put to-
gether by Petes Welding, with the
sculptural overlay being designed
and created by Mt Egerton artist,
Paul Blizzard.

Councillors have voted
against picking up the tab
for a local events public li-
ability insurance, fearing it
may set a precedent.
East Ward Councillor Jar-
rod Bingham put forward a
Notice of Motion at the Sep-
tember 6 council meeting
asking that council pay the
$1,175.90 cost of public liabil-
ity insurance for the upcom-
ing Marsh Monster Mash.
Cr Bingham said that if
council paid the amount,
then it would allow the
event to donate more of its
proceeds to local charities.
Since its inception in 2014,
the Marsh Monster Mash
event has offered the com-
munity a Halloween themed
family event, while raising
funds for local charities. Pre-
viously, they have donated
to the Marsh Food Bus,
Steps for Sienna and Emeri-
kus Land Foundation, all of
which are registered chari-
ties with the ACNC and lo-
cal to Bacchus Marsh, Cr
Bingham said.
The committee consists
only of local residents, who
volunteer hundreds of hours
of their time throughout the
year to make this event a
success.
West Ward Councillor Tom
Sullivan spoke against the
motion, saying that it would
create a community expecta-
tion that council would then
pay for the public liability
costs for other events.
This creates a precedent
for other groups to pay their
public liability. Where do we
draw the distinction? Coun-
cil has been asked to fund
this so then the group can
give the profit to someone,
we may as well just cut out
the middle man, Cr Sulli-
van said.

Paul Tatchell agreed.
The reality is, it is not our
money. Thats sometimes
forgotten in government
- we get the privilege to
distribute that money, Cr
Tatchell told the meeting.

Poisons still polluting

I am currently reading the
life of Rachel Carson (Linda
Lear, (1997); Rachel Carson:
Witness for Nature. New
York: Henry Holt), the writer
of Silent Spring. In brief, Si-
lent Spring was published in
1962 and it documented the
detrimental effects on the
environment of the indis-
criminate use of pesticides.
Carson accused the chemi-
cal industry of spreading
disinformation and public
officials of accepting indus-
try claims unquestioningly.
Silent Spring was met with
fierce opposition by chemical
companies, but it spurred a
reversal in national pesticide
policy, led to a nationwide
ban on DDT for agricultural
uses and inspired an envi-
ronmental movement that
led to the creation of the
U.S. Environmental Protec-
tion Agency. In 2006, Silent
Spring was named one of the
25 greatest science books of
all time by the editors of Dis-
cover Magazine.
While Silent Spring did have
an effect on the use of pesti-
cides, Georgina Downs from
the UK Pesticides Campaign,
who has been engaged in
a long-running legal case
with the UK government
over pesticides says: If Ra-
chel Carson were still alive
today I am in no doubt that
she would be quite horrified
at the continued dependence
and heavy use of pesticides
in the countryside, and the
continued lack of action by
those in power to protect
our health and environment
from such poisons. Unfor-
tunately, DDT is currently
still being produced in at
least three countries: India,
China, and the Democratic
Peoples Republic of Korea.
What I would like to centre
on, in this opinion piece, and
the next, is the opposition to
this book and the ramifica-
tions of this ongoing issue
for our planet. Our depend-
ence on chemicals is endemic
and has been for quite a long
time, but then again, in terms
or our history on the planet,
not all that long. However,
since we really went into
overdrive with these won-
der chemicals the rise has
been phenomenal and un-
fortunately not always for
the good. Popular Mechanics

In a flurry of reporting-
season paperwork, council
has approved financial and
performance statements to
be sent to the Auditor Gen-
eral, and a checklist has been
completed as well.
All three items were heard
at the Wednesday 6 Septem-
ber council meeting.
The financial statements
show that council had an
income increase of nearly
$15 million, which came in
the form of a range of grants,
mostly for the Halletts Way
extension and Darley Early
Years Hub projects, how-
ever the increase does also
take into account the early
payment of the state govern-
ment Financial Assistance
Grants to councils this year.
Council also had a net $1.431
million decrease in Interest-
Bearing Loans and Borrow-
ings which reflects principal
repayments in 2016/17, and
the deferral of new borrow-
ings to the 2017/18 financial
year.
Meanwhile, as of the end
of the financial year council
was waiting for developer
contributions in relation
to the Halletts Way exten-
sion to be paid, estimated at
$2.385 million.
The Stonehill Estate has a
milestone of 500 lots that
triggers its first development
contributions towards the
Halletts Way/OLeary Way
project; the estate has not yet
reached the milestone and is
currently anticipated to trig-
ger the first contributions in
2018.
It was also noted that coun-
cil spent about $500,000 less
on footpaths this financial
year as compared to the last,
with the drop attributed to
that years large footpath
projects including on Main
St, Bacchus Marsh.
The performance state-
ment noted that the average
amount paid for residen-
tial rates, per property, is
$1,512.85.
The Unrestricted cash lev-
el was considered low, how-
ever the statement notes that
it would have been better if
not for, at least in part, coun-
cil having overpaid $972,000
to the State Revenue Office
as part of the Fire Services
Property Levy, which was
repaid after the end of the
financial year and so could
not be taken into account in
the statement.
It was also partly attributed
to the flood recovery money,
from events in September
last year, which were valued
at $1.6 million and which the
state government had not
paid to council by the end of
the financial year.
As of 30 June 2017, loans and
borrowings totalled 43.93
per cent of rate revenue
its a decrease from 2015/16,
but its due to the deferral of
$2.79m in loan borrowings
to the 2017/18 financial year.
Also, as part of local gov-
ernment reporting, a Gov-
ernance and Management
Checklist has to be signed-
off on by both the Mayor and
CEO, and for the financial
year it contains 24 items re-
lating to Council plans, poli-
cies, strategies, frameworks
and reporting.
Overall, from the 24 listed
items on the Checklist, 23
items are established and in
operation, with the remain-
ing item in progress; the item
currently in progress relates
to a Disaster Recovery Plan
with this plan expected to be
finalised early in the 2017/18
financial year, read a report
on councils checklist.
The financial statement,
performance statement and
checklist were all approved
to be certified, with the
checklist to be available on
the Know Your Council
website.

We were treated to some fantastic spring weather for the
Junior Presentation Day last Sunday. The day was enjoyed
by all and was a good way to finish of the season. We would

A Two Premiership Cup Result

Well, footy seasons come and go
and everybody knows how rare
premierships can be. Season 2017
resulted in two Grand Final wins for
the mighty Darley Football Netball
Club and all we Devils realise what a
fine achievement that is.
Both the Seniors and Reserves Football
teams pulled off the ultimate victory
with two convincing, Grand Final wins
at Mars Stadium on Saturday, in front of
a large crowd.
Bacchus Marsh was gracious in defeat
typifying that clubs strength and
culture but it sure was Darleys day. A
day to remember!

Despite the Cobras low, first half score,
the game could have gone either way
after half-time. The Devils upped the
ante with a 6 goal 3rd quarter and then
matched a resurgent Cobras team in
the last stanza to win convincingly.
With 10 more scoring shots than their
opposition, Darley could have claimed
the game a lot earlier than they did
but the strong winds, together with
the Cobras early persistence, kept the
game alive for 3 quarters.
A clear BOG effort from a skilful Heath
Scotland was almost matched by the
Brick Wall defence put up by Kyle
Docherty. Docherty was strong, fast
and superb, marking and repelling time
and again to clear the ball away from
our danger zone. Darren Leonards
strength in marking and tackling set up
our attack during the game. Shane Page
and Brian Graham were everywhere
with fast attacking play. Luke Delahey
got the trophy for runner-up BOG
showing his usual brilliance with his
hard, running game.
All in all the Devils can claim that a
significant, team performance resulted
in their fantastic win and this type of
team effort had become their mantle for
much of the season.

The Devils partied hard and long in

Saturday night. After a jubilant time
in the rooms at Mars stadium where
everybody present joined in to sing Bacchus Marsh Golf Club
the club song, the Darley players
returned to their home base for a quiet ONLY $17

in the clubrooms and each man entered
the room to rapturous applause.
