Dear Chief Anderson:

Ever since my son, Jocques Scott Clemmons, was killed by Officer Joshua Lippert, I along with
other concerned Nashville residents, have been working tirelessly to see some form of justice
happen for my son. This past week, you might have gotten reports of us sitting outside the East
Precinct on Trinity Lane every evening, holding signs and chanting. We have been holding vigil
outside of the precinct because we still have some hope that there may be some kind of justice
for my son. Of course the ultimate form of justice would be that my son was never killed in the
first place. However, short of that happening, I want to make sure that Officer Lippert does not
have the opportunity to kill other Nashville residents.

You see, I, and the rest of Jocques family, are still searching for answers. We still do not
understand what he did that was so bad that day that the only way to resolve the situation was
to kill him. We had hoped we would get answers in court but that opportunity was denied to us.
We had hoped we would get answers through an open internal investigation, which would
include us, but that has not happened either. Because the information that we have been able to
piece together through media reports and the confusing and lengthy reports that have been
made public still do not make sense to us. Nothing that I have seen adds up or matches what I
know about my son. None of it gives me a satisfactory explanation that I can give to his children
who cannot understand why their father is dead.

You have it within your power to give us some peace. I understand that you have opened up a
Use of Force investigation into the incident. I would love to meet with you so that you can
explain to me exactly what that is and the present status. I would also like to talk to you about
my concerns regarding Officer Lipperts continuing employment with the police department and
personally ask you to terminate him immediately.

As you know, I believe that he is a dangerous individual and an ineffective police officer. I
believe that he presents a very serious public threat to all residents of Nashville. You are aware
of his previous record of suspensions even before he killed my son. I would think that you and I
would agree that a person who is that recklessly violent, routinely putting the public and other
officers in danger, has no place working within the police department in any capacity. I am sure
that you would agree with me that it does not look good for the department to retain him on the
force because it gives the appearance that violent, out-of-control behavior is tolerated and
condoned.
If Officer Lippert is terminated, it would go a long way toward helping me feel as if there was
some kind of justice for my sons death. Until such time, we, his family who loved him and miss
him, will continue to advocate for him in the best way that we know how. My sons death has to
have some meaning. He was my only son. While he was not perfect, he was a good man.
