Boach Rosort, and letter dated November 18, 2005 regarding recommendations to.

Dear Mr. Pusanii:
We appreciate your continuing interest in working with the County on improving
coordination for events that occur in the Avila Beach area. As you are aware, our office
is currently in the early process of revising the temporary events section of the land uso
ordinance and would like to thank AVAC’s representative, Sherri Gooding, for her help in
giving comments and recommendations for the revised ordinance.
With regard to current events at the Avila Beach Resort, you wanted to know about the
“grandfathered” nature of the events. The Board of Supervisors did not discuss
“grandfathering”, but rather at the August 17, 2004 meeting gave a general approval for
the non-profit events until such time as the new ordinance is in place. The Board's
motion did not direct staff to interpret the current temporary Svents ordinance, and it did
not include “grandfathering” of temporary events; but rather the approved motion stated
the following: “A motion by Supervisor Pinard, seconded by Supervisor Achadjian to
direct that this be a general approval fo cover all other non-profits that have been
traditionally served". As this was an action taken by the Board of Supervisors, itis not
an appealable action,
AVAC has also had questions regarding the handling of future permits for temporary
events in the Avila Beach aroa. This type of application will normally require a
discretionary permit that would always be referred to AVAC for comment prior to
approval. However, for existing facilties such as the Aviia Resort that have
authorization for nonprofit events, there is no discretionary permit requirement. As
previously discussed, the larger nonprofit events that have historically occurred on the
property are allowed to continue until such time as the ordinance is changed. However,
we have passed along your request to the property owner that providing advance notice
of major events to AVAC would be useful for keeping the community aware of upcoming
activities.
Regarding your other letter dated November 18, 2005, our office greally appreciates
comments and recommendations from community members with “hands on experience”
implementing ordinances, conditions of approval for projects, and updates of new
ordinances. tis helpful for us to know what is and is not working in the field so

Wwe can make informed and tested recommendations to our decision makers for future
projects. We will also save your recommendations for parking in urban areas wi
narrow streets and your comments regarding commercial standards in the “inland’
ordinance. We can hopelully incorporate these comments into future projects and/or
ordinance amendments as necessary.
We will continue to keep you informed if we receive new discretionary permit
applications and will also let Sherri Gooding know when there is a revised draft available
of the proposed changes to the temporary events standards. Please feel free to contact
