Council added OMFE area to shelter

exploration list prior to April 17, 2017, in


advance of Sound Transits concept
design for the TOD parcels, which was
developed via the confidential RFP
process and was not released until June.

After initially evaluating five sites the


city is now looking only at three:
Eastgate, Lincoln Center and Bel-Red
Site #1 Lincoln Center

Winter Shelter is currently located at the Lincoln Center property in Wilburton.

Building is on its last legs, is not code-compliant and can only be used on a temporary basis.

Shelter need is to get to a facility that can be operated year round as soon as possible.
Site #2 - Eastgate

Discussion of potential Eastgate Homeless Shelter has


been going on since at least August 1, 2016, when the
Council had a public discussion of it.

Eastgate would require a complex, 4 party structure


between Bellevue, King County, Congregations for the
Homeless and Imagine Housing.

The location has been met with significant community


opposition.

Proposed shelter features include:


100 beds
Drop-in Day Center & Cafeteria 125 seats
Complementary associated services on-site
50-60 units of affordable housing for low income households, with
50% set-aside for individuals exiting homelessness.

Goals for Proposed Shelter Design
Adjust the boundaries of the Bellevue Railspur Parcel to enable the TOD with as
little impact to the concept design as possible.
The new parcel should be the same size as the existing parcel 47,284 sq. ft.
Buildings 4 and 5 on Sound Transits property should be viable for residential
development.
Attain as much of the desired 1.2 million square feet of development potential as
possible.
Incorporate all elements from Eastgate Shelter proposal, and more.

Response to Sound Transits Points:
MOU calls for 1.2M square feet of TOD development.
Proposed revision actually increases gross floor area above 1.2M.
Sound Transit has no interest in revisiting its planned designs.
The concept designs were developed in a confidential RFP process and
not revealed to the council or public until June, 2017.
The city council and public has had no opportunity to respond to the
design.
This is the earliest and most appropriate time we could be discussing a
solution to the inclusion of Bellevues railspur parcel into the TOD plan.
Changes to the south end of the TOD site have no impact on Sound
Transits construction of the maintenance facility. It can still start next
summer as planned.
The discussion must happen because Bellevue has made no
commitment to transfer its railspur parcel to Sound Transit, and that
transfer, or Boundary Line Adjustment, must happen for the TOD site
to work, or for that matter for Sound Transit to use it for construction
staging.
The Implementation agreement and MOU must be honored.
Nothing about this proposal is inconsistent with either agreement.
Late breaking introduction of a shelter into the OMF-East development will
undermine the chances of realizing the envisioned TOD.
The proposal is not calling for the introduction of the shelter into the
OMF-East development, nor is it late-breaking.
Cant recommend we endanger the TOD vision by issuing an RFP for developers
that includes, or seeks to incentivize, a shelter.
The RFP would not include the shelter. It would be built on city
property after completion of the BLA that is necessary for the TOD.
