1.0 SCOPE

1.1 This Specification describes the requirements governing engineering, design, manufacture, inspection/
testing at works, packing, and delivery at site of 2 sets of Stationary 110V DC Lead-acid Storage Battery and
Battery Charger complete with all required accessories. The equipment shall be manufactured in accordance
with latest Indian/IEC Standards applicable to such equipment and components and requirements detailed
in this technical specification. The work shall be executed according to most stringent of these
requirements.
1.2 This Specification covers the general as well as specific requirements for the equipment, as detailed in
Annexure # 2, Technical Data Sheets to be completed by the Bidder. The final document shall be
included as part of the Purchase Order.
1.3 Irrespective of fact whether it is specifically mentioned or not, all the components shall be deemed to have
been included in the specification and shall be provided by the Bidder as required for proper functioning of
the offered equipment.

2.0 CODES AND STANDARDS

2.1 The battery set, battery charger and components used in entire equipment shall be constructed, wired and
tested in accordance with, but not limited to, this Specification and the applicable portions of the latest
edition of the Standards and Codes listed below.

2.2 The Bidder shall be responsible to be, or to become, knowledgeable of the requirements of these Standards
and Codes. Any alternations or changes to the equipment to make it meet Standards and Codes
requirements shall be at his expense only.
2.3 A broad statement that any equipment being supplied is generally in accordance with this Specification or
any part of it shall not be acceptable. Any exceptions, deviations or omissions from this Specification
proposed by the Bidder shall be itemized from this quotation and subject to approval by the Purchaser
before commencement of manufacture.
2.4 Compliance by the Bidder with the provisions of this specification shall not relieve the Bidder/Manufacturer
of the responsibility of furnishing apparatus and accessories of proper design, electrically and mechanically
suited to meet the operating requirements under the specified service conditions and be suitable for the
purpose of which they are intended.
2.5 The Bidder should seek clarification on any aspect of the Specification, where it is believed that obscurity or
ambiguity exists in the meaning or intent stated. Where a conflict occurs between the Bidders standard, this
Specification and other documents listed, the following shall apply in order of preference:

3.0 DESIGN CRITERIA AND SITE CONDITIONS

3.1 The stationary battery, battery charger and all the components shall be suitably designed for installation and
satisfactory operation in a covered room, which shall be surrounded by dusty, humid, tropical and heavily
polluted atmosphere and site conditions and electrical system parameters/variations specified in the Data
Sheets, Annexure # 1.
3.2 The Bidder shall suggest size of room required for installing the stationary battery and indicate the specific
requirements to be created inside the room for satisfactory performance of the equipment and for human
safety as well.
3.3 The Type Test Certificates for the offered type of battery set and battery charger shall be furnished by the
Bidder along with the bid. The tests must have been performed during last 5 years from the date of bid
document. The certificate shall contain complete details of the tests performed and results obtained.
3.4 The Bidder shall state the maximum short circuit current of each battery along with the safe duration in
seconds which it can withstand. Methods, proposed to be adopted for protecting the batteries from the
short circuit conditions should also be stated to avoid damage to the battery and loss to the associated
equipment.
3.5 The 110 V DC system is -ve earth system.

4.0 TECHNICAL SPECIFICATION FOR STATIONARY BATTERY

4.1 Design Requirements for Stationary Battery

4.1.1 The batteries required under this specification shall be high discharge type, with tubular type positive plates,
suitable for supplying auxiliary DC power supply to control circuits of circuit breakers, indicating lamps,
emergency lighting, relays, alarms, etc. The battery shall be capable of withstanding heavy discharge
current due to simultaneous operation of 66 kV SF6 circuit breakers and 11 kV vacuum circuit breakers.

4.1.2 The batteries shall normally remain under floating condition with the trickle charger supplying the
continuous load. However, the batteries shall be capable of supplying DC loads as required for closing
and/or tripping of circuit breakers, emergency lighting load, etc under emergency conditions without any
assistance from the chargers and without their terminal voltage falling below 99 V [90% of rated voltage].
The batteries shall be capable of meeting practically all the heavy current demands.
4.1.3 The rating of the batteries is specified at 27 0C temperature. However, the battery shall be capable of
operating satisfactorily installed indoor in a room (size and ventilation requirements to be specified by the
Bidder) and ambient temperature between 10 to 45 0C (at reduced capacities) and in location where the
relative humidity is between 35% to 95%.
4.1.4 The ampere-hour capacity of battery at ten-hour rate of discharge shall be based on the requirements of DC
loads mentioned in the data sheet. The Bidder may assume that the battery cells are fully charged to 2.15
volts at the start of the cycle and are discharged to a voltage of 1.75V/cell at the end of the cycle.
4.1.5 Number of cells for 110 V batteries shall be so chosen that the battery voltage shall be 121V for the nominal
floating voltage of the cells, and shall not be less than 99V for the minimum [discharged condition] voltage
of the cells of the battery, while the assigned rating of the battery bank can not lowered below its rated
voltage of 110 volts.

4.2 Constructional features - General

4.2.1 The battery shall be of rugged construction designed for long life and for working satisfactorily under the
severest operating conditions.
4.2.2 The stationary battery offered shall be of tubular type positive plate construction, sealed, valve regulated
lead-acid (VRLA) type, low maintenance, suitable for indoor installation.
4.2.3 The battery shall be supplied complete with all required accessories for their efficient operation and
satisfactory service and all such parts/components/accessories shall be deemed to be included in the scope
of this specification whether specifically mentioned or not.
4.2.4 All removable parts/components in the battery shall be interchangeable with each other.
4.2.5 Each stationary battery set shall be suitable to operate in conjunction with the dedicated battery charger
specified elsewhere in the inquiry.

4.3 Constructional features - Components

4.3.1 Cell container

4.3.1.1 The containers shall be made of impervious, moulded high density hard rubber. The hard rubber material
shall be robust, heat resistant, leak proof, non-absorbent, acid resistant and free from flaws, bubbles or
foreign matter. The surface of the containers shall have a finish substantially free from blisters, rough
spots, scales, blow holes and other imperfections or deformations.
4.3.1.2 Level indicator-cum-vent plug shall be provided on the lid of the container.
4.3.1.3 The handle bars, if provided, shall be of such that sufficient sediment space shall be available and the
batteries will not have to be cleared out during their normal life.
4.3.1.4 Adequate sediment space shall be provided under plates in the containers so that the cells will not have
to be cleaned out during their normal life.
4.3.1.5 The labels shall be attached firmly to the containers and the labels shall be marked with the information
as follows.
i. Manufacturers name, type and trade mark.
ii. Nominal voltage.
iii. AH capacity at 10 hours rate with specified end cell voltage.
iv. Cell number.
v. Type of positive plate.
vi. Type of container.
vii. Date of manufacture [month and year].

4.3.2 Cell lids

4.3.2.1 Lids used with sealed or closed type cells shall be of material that of containers. Terminal post shall be
suitably sealed at the lid by means of rubber grommets or sealing compound or other suitable means to
prevent escape of acid spray.
4.3.2.2 The float type level indicator with marking for low, normal and high level shall be provided on the lids to
monitor electrolyte level in the cells.
4.3.2.3 The vent plugs shall be provided on the lids to avoid spillage, spray and emission of acid vapors and. The
vent plugs shall be of anti-splash type, having more than one exit hole and shall allow the gases to
escape freely, preventing acid from coming out.

4.3.3 Positive and Negative Plates

4.3.3.1 The positive and negative plates shall be designed for maximum durability and shall not buckle during all
service conditions including high rate of discharge and rapid fluctuations of load. The construction of
plates shall conform to latest revisions of IS:1652 as applicable.
4.3.3.2 The positive plates shall be of pure lead lamelle type with tubular formation. The negative plates shall be
pasted antimony-lead grid type and shall be so designed as to hold the active material securely in place
and in firm contact with the grid during service.
4.3.3.3 The separators shall maintain the electrical insulation between the plates and shall allow the electrolyte to
flow freely. The positive and negative terminal posts shall be clearly and indelibly marked for easy
identification.
4.3.3.4 Suitable buffers / springs shall be provided in the cells to keep the end plates in position. These shall have
adequate length and strength.

4.3.4 Plate group bar with terminals

4.3.4.1 The plate group bar with terminals shall conform to IS:1652-1991. The positive and negative terminals
shall be clearly marked for easy identification. The legs of the plates of like polarity shall be connected to
the load, turned to a horizontal group bar having an upstanding terminal post adopted for connection to
the external circuit. The group bars shall be sufficiently strong to hold the plates in position.

4.3.5 Separators

4.3.5.1 The separators shall be of synthetic material conforming to the latest edition of IS:6071-1986. The
separators shall permit free flow of electrolyte and would not be affected by the chemical reaction inside
the cell and shall last for indefinite time. The internal resistance factor of the separators shall assure high
discharge characteristics under all operating conditions.
4.3.5.2 The sketch for the battery cell showing arrangement to keep end plates in position shall be furnished by
the Bidder along with his offer.

4.3.6 Electrolyte and Distilled water

4.3.6.1 The electrolyte shall be prepared from the battery grade sulphuric acid conforming to IS:266-1993 and
shall have a specific gravity of 1.2 at 27 0C. The sulphuric acid of battery grade shall be colourless liquid.
The concentrated sulphuric acid on dilution with an equal volume of distilled water shall be free from
suspended matter and other visible impurities.
4.3.6.2 The requisite quantity of acid shall be dispatched in non-returnable containers suitably packed and
marked as per the requirements of the applicable Indian Standards. The container materials shall not be
affected by sulphuric acid.
4.3.6.3 Sufficient quantity of distilled water conforming to IS:1069-1993 shall be supplied in non-returnable
containers to correct the level of electrolyte during initial testing and commissioning of the battery.

4.3.6.4 The electrolyte shall be prepared from battery grade sulphuric acid and distilled water (see Clause
5.2.6). Generally, the battery cells shall be shipped dry and uncharged. The electrolyte for initial filling
shall be furnished separately. Minimum of 10% extra electrolyte shall be supplied for use after completion
of initial charging.

4.3.7 Cell Terminals and Inter-cell, Inter-raw connectors

4.3.7.1 All cell terminals shall be of lead alloy or lead alloy reinforced with copper core inserts and shall have
adequate current carrying capacity. The cell terminal posts shall be equipped with bolts and nuts having
acid resisting coating for making connections.
4.3.7.2 Inter-cell and inter-row, inter-tier connections bars shall be tinned copper lead connectors. The bolts, nuts
and washers shall be effectively lead coated to prevent corrosion.
4.3.7.3 End take off connectors shall be provided for end connections from positive and negative poles of the
batteries suitable to connect single core stranded Copper power cable.
4.3.7.4 All connectors and lugs shall be capable of continuously carrying the 30 Minute discharge current of the
respective batteries and shall be capable to carry 4 kA for 1 sec.

4.3.8 Battery mounting arrangement

4.3.8.1 The battery shall be supplied complete with the battery racks along with mounting insulators for cell
containers in single or double tier arrangement as required.
4.3.8.2 The battery racks shall be constructed from the best quality seasoned teak wood and shall be painted
with two coats of approved acid resisting and flameproof paint. The construction of the racks, unless
otherwise specified, shall be suitable for fixing on a flat acid-proof tiled floor. The racks shall be rigid,
freestanding type and free from wraps and twists. The complete rack shall be suitable for being bolted
end to end to form a continuous row.
4.3.8.3 Height of these racks shall be such that cells are located at convenient height to facilitate maintenance
and they may be so constructed so as to promote free access to the floor directly beneath the rack to
facilitate easy cleaning of the floor. These shall be designed and arranged in such a way that easy
handling of the cells is possible while in operation. Numbering tags for each cell shall be attached on to
the racks.
4.3.8.4 The Bidder shall furnish the drawing showing proposed arrangement of the batteries, arrangement for
fixing and mounting of inter-bank, inter-row, inter-cell and tap-off connectors etc.

4.3.9 Accessories

4.3.9.1 The battery shall be supplied complete with accessories and devices as follows.

i) Porcelain insulators for wooden stands, rubber pads/insulators for cell containers, etc. with 10%
extra for cell insulators, 1 set of stand insulators extra.
ii) 2 nos. of -3 to +3 volts DC Voltmeters with suitable leads for measuring cell voltage.
iii) 4 nos. of syringe Hydrometers for measuring specific gravity of electrolyte in steps of 0.005.
iv) 2 nos. of filler hole thermometer fitted with plug and cap having specific gravity correction scale.
v) 2 nos. of laminated specific gravity correction charts.
vi) 2 nos. of Acid- resisting funnel.
vii) 2 nos. of acid-proof rubber aprons.
viii) 2 pairs of acid-proof rubber gloves.
ix) 2 sets of cell lifting straps.
x) 5 sets of cell terminals, 2 sets of each inter-cell, inter-raw, 1 set of inter raw connectors.
xi) 10 nos. of spare vent plugs.
xii) 1 lot of spare nuts and bolts.
xiii) 2 nos. of suitable PVC spill trays under the battery cells.
xiv) 2 sets of insulated spanners suitable for bolts/nuts used.
xv) Battery log and maintenance record book.

xvi) Diluted sulphuric acid of specific gravity according to relevant IS and 10% extra in non-
returnable acid proof containers, suitable packed.
xvii) Distilled water according to relevant IS and 10% extra in non-returnable containers.
xviii) O&M manuals as specified.

5.0 TECHNICAL SPECIFICATION FOR BATTERY CHARGER

5.1 Design Requirements for Battery Charger

5.1.1 The float charger shall supply the continuous DC load at the bus bars, in addition to keeping the tubular
batteries floated in a healthy condition in the state of full charge. In case of failure of AC mains or sudden
requirement of additional DC power, the battery shall meet the demand as the battery shall be connected in
parallel with the charger. After the battery has discharged to a considerable extent, it shall be fully
recharged by the boost charger unit in a short period so as to prepare it for the next emergency. Even
during the boost charging of the battery, the continuous DC load at the bus shall be met by the trickle-
charging unit. The boost charging unit shall however be provided with suitable control arrangement to
function as a standby for float charging unit in case of necessity.
5.1.2 The battery charger shall be capable for both automatic and manual control of output voltage and current.
5.1.3 When the float charging shall be on automatic control mode, the charger output voltage shall remain within
+1% of the set value for AC input voltage variation of +10%, frequency variation of +5%, a combined
voltage and frequency variation of +6%.
5.1.4 When the float charger shall be on automatic control mode, the battery chargers shall have constant voltage
characteristics throughout DC load variation from zero to full load to keep the battery fully charged, but
without harmful overcharge.
5.1.5 It shall be possible to do uniform and step less adjustments of voltage setting in manual and automatic
mode covering the entire float charging output range specified. Similarly, step less adjustments of the load
limiter setting shall also be possible from 80% to 100% of the rated output current when the charger is in
boost charging mode.
5.1.6 During boost charging, the battery charger shall operate on constant current mode (when automatic
regulator is in service). It shall be possible to adjust the Boost charging current continuously over a range of
50 to 100% of the rated output current for Boost charging mode.
5.1.7 The charger output voltage shall automatically go on rising, when it is operating on boost mode, as the
battery gets charged. For limiting the output voltage of the charger, a potentiometer shall be provided on
the front of the panel, whereby it shall be possible to set the upper limit of this voltage anywhere in the
output range specified for boost charging mode.
5.1.8 Suitable filter circuits shall be provided in the battery charger to limit the ripple content (Peak to Peak) in
the output voltage to 2%, irrespective of DC load level, when it is not connected to a battery.

5.1.9 Float (Trickle) Charger

5.1.9.1 The trickle charger shall have arrangement for regulation of DC output voltage by automatic voltage
regulation system, which shall be of thyristor control type with both auto/manual control arrangement.

5.1.10 Boost (Quick) Charger

5.1.10.1 The boost charger shall be similar type as trickle charging equipment, but shall have the additional
features, i.e. higher capacity to deliver DC output as stipulated in this specification for quick charging of
the tubular batteries, provided with control arrangement for auto/manual current regulation features,
necessary for quick charging, auto/manual voltage control arrangement for use when the charger
working as a trickle charger.

5.2 Constructional features - General

5.2.1 The Float and Boost charger shall be metal enclosed, free standing, floor mounting, self supporting cubicle
type with front door suitable for mounting instruments, switches, indication lamps, etc. and interiors suitable
to house incoming AC circuit breaker with thermal and instantaneous releases, relays, contactors,
transformers, rectifiers and other equipments, accessories, etc. as stipulated in this specification. The panels
shall have access from the backside also.
5.2.2 The enclosure of the charger shall be made of CRCA sheet steel of thickness not less than 2.5 mm for load
bearing members, 2 mm for door and non-load bearing members and 3 mm for gland plates. The panels
shall be offered with integrated base frame made of angle or channel as per weight, painted black all
around, suitable for bolting/welding on to the embedded foundation.
5.2.3 The doors, inspection cover plates (if any) and gland plate shall be lined with neoprene rubber gaskets to
make it vermin proof.
5.2.4 The panel shall have hinged front and back doors with concealed type hinged locks and latches.
5.2.5 The panel shall have adequate cross ventilation arrangement to avoid any undue rise in temperature.
5.2.6 The maximum temperature, attained by any part of trickle charger and quick charger, when in service at
site under continuous full load conditions shall not exceed the permissible limits as fixed by relevant
standards and as corrected to site condition.
5.2.7 The selection of electronic components shall be made on the basis of design ambient temperature of 50 0C
and shall be of worst-case design to ensure continuous and trouble free service. The control electronics shall
be built on plug in type glass epoxy printed circuit boards of modular design.
5.2.8 All components and wiring used in the panel shall be tropicalised, dust proof and vermin-proof.
5.2.9 The float charger shall be capable of floating each cell of the battery bank at the specified voltage and
supplying specified float current continuously under normal system operation.
5.2.10 The Float charger and Boost charger shall be complete with silicon controlled rectifier units, dry type air-
cooled transformers, control electronics, smoothing filters etc. suitable for operation at input power supply
parameters specified in Annexure # 1 Design Criteria.

5.3 Constructional features - Components

5.3.1 Rectifier transformer

5.3.1.1 The rectifier transformer shall be continuously rated, dry air cooled (AN) and of Class F insulation type.
The rating of the rectifier transformer shall have 10% overload capacity. The transformer shall be suitable
to perform satisfactorily for the specified input power supply parameters and variations.
5.3.1.2 The transformer shall be provided with adequate number of taps on primary and secondary side.

5.3.2 Rectifier units

5.3.2.1 The silicon controlled rectifier assembly shall be fully/half controlled bridge type and shall be designed to
meet the duty as required by the respective Charger. The rectifier shall be provided with heat sink so as
to dissipate heat generated during operation with natural air-cooling. Necessary surge protection devices
and rectifier type fast acting HRC fuses shall be provided in each arm of the rectifier connections.
5.3.2.2 The float voltage shall be adjustable from 80% to 115% of nominal voltage. The boost voltage shall be
adjustable from 80% to 135% of nominal voltage. Ripple voltage shall be less than 2% RMS voltage.
5.3.2.3 The rectifier units shall be capable of supplying an impulse load of 6/7 times its rated capacity. The trickle
charger in conjunction with automatic voltage regulators shall have drooping characteristics, so as to
transfer the load beyond its capacity to the battery.

5.3.3 Selector switch

5.3.3.1 The selector switch shall be of adequate current and voltage rating.
5.3.3.2 A rotary selector switch shall be provided on the front door of the panel for selecting the mode of output
voltage/current control, whether automatic or manual selection.
5.3.3.3 Necessary selector switches for Trickle Charging and Quick charging shall be provided.

5.3.4 Potentiometers

5.3.4.1 The potentiometers shall be provided on the front of the charger panel for uniform and step less
adjustments of voltage setting in manual and automatic mode covering the entire float charging output
range specified.
5.3.4.2 Similarly, step less adjustments of the load limiter setting shall also be possible from 80% to 100% of the
rated output current when the charger is in boost charging mode.
5.3.4.3 The potentiometer rating shall be selected by the Bidder as per the system requirement.

5.3.5 Protections to the Battery Charger

5.3.5.1 The incoming circuit shall be provided with 415V, 50 Hz, TPN Moulded Case Circuit Breaker of suitable
current rating with static releases for overload, short-circuit and earth fault protections.
5.3.5.2 The output 110V DC supply circuit to battery shall be provided with HRC fuse protection over a suitably
rated load break isolator switch and reverse protection circuits.
5.3.5.3 All power and control fuses shall be HRC link type. Fuses shall be mounted on fuse carriers, which are in
turn mounted on fuse bases. Wherever it is not possible to mount fuses on carriers, fuses shall be directly
mounted on plug-in type base. In such case, one insulated fuse pulling handle shall be supplied for each
charger. The fuse rating shall be selected by the Bidder depending on the circuit requirement. The semi-
conductor fuses in the charger shall be monitored by fuse failure annunciation, which shall be provided on
the failure of fuse.
5.3.5.4 Each charger shall be protected against any damage from over voltage/load currents and shall be so
designed that it can continuously deliver at least rated current output without operation of the protective
over-load device for abnormal conditions of low battery voltage down to 82.5V (80% of the rated
voltage).
5.3.5.5 The charger shall be disconnected from AC input supply through an over-voltage relay, if the input
voltage exceeds 10% of the rated voltage of the equipment.
5.3.5.6 Blocking diode shall be provided in the positive pole of the output circuit of each charger to prevent
current flow from the DC battery into the charger.
5.3.5.7 Any other protective device, besides make before break type blocking diodes, otherwise found necessary
for charging the battery without increasing the voltage beyond safe value across the load shall also be
supplied by the Bidder. This includes all the relays essential to achieve the objective.

5.3.6 Load limiter

5.3.6.1 The battery charger shall be provided the load limiter having drooping characteristic. When the voltage
control shall be in automatic mode, the load limiter shall cause a gradual lowering of the output voltage
when DC load current exceeds the load limiter setting of the charger. The load limiter characteristics shall
be such that any sustained overload or short circuit in DC System shall not damage the charger, nor shall
it cause blowing of any of the charger fuses. The charger shall not trip on overload or external short
circuit.

5.3.7 Instruments

5.3.7.1 Following instruments shall be mounted on the front door of the charger cubicle.

i. 1 no. Digital 96x96 AC Voltmeter of range 0-500V with selector switch for input power supply.
ii. Digital 96x96 AC Ammeter of suitable range with selector switch 1 no. each for input power supply
to FLOAT CHARGER and BOOST CHARGER with current transformer of required rating.
iii. DC Voltmeter for output voltage, 1 no. each for FLOAT CHARGER and for BOOST CHARGER.
iv. DC Ammeter (with shunt) of suitable range for output current, 1 no. each for FLOAT CHARGER and
for BOOST CHARGER.
v. 1 no. Battery voltmeter, 1 no. Battery ammeter.
vi. 1 no. Ammeter for earth leakage current monitoring.

5.3.7.2 All the instruments shall be flush mounted type, dust proof and moisture resistant. The instruments shall
have easily accessible means for zero adjustment. The instruments shall be of 1.0 accuracy classes.

5.3.8 Cubicle Earthing and Earthing Bus bar

5.3.8.1 Adequately sized independent continuous copper bus shall be installed horizontally at the bottom along
the entire length of the cubicle for earthing purposes. All metallic non-energized parts of the cubicle,
cubicle doors, cable glands, etc. shall be bonded to the earth bus.
5.3.8.2 Provision shall be made to connect the earthing bus bar to the plant earthing gird at two ends. Both ends
of horizontal earth bus shall be extended outside the cubicle. Holes suitable to terminate Purchasers
earthing strip shall be drilled at both ends on extended portion of earth bus.
5.3.8.3 All doors shall be earthed using flexible copper connections to the fixed frame of the panel. All non-
current carrying metallic parts of the mounted equipment shall be earthed.

5.3.9 Annunciation System and Indication Lamps

5.3.9.1 Audio-visual indications through bright cluster LED lamps shall be provided in the charger for the following
abnormal conditions.

i. Input AC power failure


ii. Input fuse/phase failure
iii. Rectifier/charger fuse failure
iv. DC over voltage across the battery when boost charging

5.3.9.2 Potential free NO Contacts of above abnormal conditions shall also be provided for common remote
indication CHARGER TROUBLE in the Purchasers Control Board.
5.3.9.3 ACCEPT, TEST AND RESET push buttons shall be provided and necessary control circuits using control
contactors/relays shall be provided.
5.3.9.4 Cluster LED lamps for following indications shall be provided on the front door of the charger cubicle.

5.3.10 Miscellaneous accessories

5.3.10.1 Following miscellaneous accessories shall be provided in the charger cubicle.

i. CLF type cubicle illumination lamp and door operated control switch.
ii. Anti-condensation heater with 2-pole, 240V, MCB for manual switching and thermostat for auto
switching.
iii. 1 no. of MCB of suitable rating shall be provided in the cubicle for tapping AC control supply from
incoming power supply for annunciation and other circuits.
iv. Industrial 16A, 240V, 3-pin plug and socket with 16A, 2-pole MCB switch.

5.4 Control supply and wiring in the battery charger cubicle

5.4.1 Control supply at 110V DC shall be tapped from DC output as required through protective device such as
HRC fuses. AC supply shall be drawn as per Clause 5.3.9.1.iii above.
5.4.2 The control wiring shall be carried out using minimum 2.5mm2 size, 650V grade, PVC insulated, multi-
strand, flexible copper wire conforming to applicable Indian Standard.
5.4.3 For 415V, 3-ph & N, 50 Hz incoming power supply, suitable size of 1 core, 1100V grade, PVC insulated, red,
yellow, blue & black coloured flexible stranded copper wires, duly lugged on both ends, shall be used.
5.4.4 Similarly, for DC output from float and boost charger, copper wires as per Clause 5.4.3 having red colour for
positive and black colour for negative shall be used.
5.4.5 The control wiring shall be carried out using colour codes for wires ands sizes as follows.

i. CT wiring - Red, Yellow, Blue for phases, Green for earth, wire size 2.5 mm2.
ii. Control circuits - Grey, wire size, 2.5 mm2
iii. Earthing circuits - Green, wire size 2.5 mm2
iv. AC control circuits - Grey for phase and neutral, with coloured bands, wire size 2.5 mm2
v. DC control circuits- Red for +ve, Black for -ve, wire size 2.5 mm2

5.4.6 Internal wiring conductors within the cubicle shall be combined into cables, or bundles, and shall be tied
securely together or accommodated in a PVC channel trunking. Particular attention shall be paid to the CT
secondary wiring.
5.4.7 Each wire shall be identified at each end with self locking PVC ferrules of size in accordance with the wire
size. Wiring identifications shall be identical to those shown on the schematic and/or wiring diagrams.
5.4.8 All the control wiring shall be brought to the terminal blocks. All spare contacts in all devices shall be wired
up to the terminal blocks.
5.4.9 The terminal blocks shall be of moulded thermosetting plastic body, CST stackable type, DIN rail mounted
and suitably rated and marked as per wiring diagrams. No two wires shall be terminated in a single
connector.
5.4.10 Pin type insulated copper compression type cable termination lugs shall be provided for all control wiring
terminations. Soldered terminals shall not be accepted.
5.4.11 All internal wiring in the cubicle for interlocking and control between components shall be completed in all
respect by the Bidder and brought to the terminal blocks and connectors in the Bidders workshop. No
wiring shall be left to be completed in the field by the Purchaser or Bidders specialist, unless specially
authorized by the Purchaser.
5.4.12 Each current transformer (CT) secondary terminal shall be wired to the test block and then connected in
accordance with wiring diagrams to the specific main terminal block with disconnecting type CT shorting link
so that meter or other device being connected with CT can be removed without disturbing CT or power
supply. Neutral point of each 3-phase set of CT shall be separately grounded in the test block.
5.4.13 Auxiliary contacts, terminals and any other necessary accessories shall be provided to meet the complete
requirements established in this Specification and the Data Schedules.
5.4.14 All terminals associated with the anti-condensation heaters wiring shall be shrouded.

5.5 Rating/Nameplate and Labels

5.5.1 Nameplate s shall be provided on the front and back of the battery charger showing its designation/Tag No.
These labels shall be black plastic with minimum 15 mm high white engraved letters. The details shall be
given to the successful Bidder at the engineering stage.
5.5.2 All devices installed in the charger shall be adequately and correctly identified as per the relevant schematic
and/or wiring diagrams.
5.5.3 Labels shall be provided to identify the devices located externally and within control equipment cubicle. Each
component, instrument, switch, meter and relay shall be permanently marked with best quality identifying
label or indelible marking. Exterior mounted labels shall be engraved black plastic with white letters
attached with rivets or stainless steel screws. Interior equipment may be identified by means of indelible
marking, etching or stamping.

5.5.4 Engraving on component identifying labels shall not be less than 6 mm high for main equipment and not
less than 3 mm high for subsidiary components or operating instruction labels.
5.5.5 Danger or warning labels Boards shall be fixed on all unsecured covers or door sections giving access to live
conductors during routine operation and shall be red plastic with 6 mm high white engraved letters and
symbol. Stenciled warning labels with a red danger sign may be utilized on fixed covers, which are not
normally removed during routine operation.
5.5.6 Anodized aluminium nameplate shall be provided on left hand side door of the charger cubicle at visible
height with the following information.

i. Manufacturers Name.
ii. Manufacturers type designation making it possible to get all relevant information.
iii. Year of Manufacture.
iv. The charger rating in amp.
v. Rated input AC voltage.
vi. Rated output DC voltage.
5.6 Painting and Anti-rusting Requirements

5.6.1 The charger cubicle shall be applied dry powder coated epoxy painting after seven tank process and
thorough cleaning of all metal surfaces/structures inside and outside, degreasing, pickling and phosphatising
to remove mil scale, rust, grease, dirt and then rinsing to remove any trace of acid. The under surface shall
be prepared by applying two coats of red oxide primer and shall be made free from all imperfections before
undertaking the finishing coat.
5.6.2 After preparation of the surfaces, the panel shall be applied two coats of final paint. Colour shade of final
paint shall be as mentioned hereunder.

Inside semi glossy white
5.6.3 The Bidder shall supply paint in two nos. of 0.5 litre each aerosol spray cans for each matching colour used,
for field touch-up after installation of the equipment.
5.6.4 Electrical and Electronic control equipment, windings and components shall be tropicalised in order to
prevent fungus attacks and for uninterrupted operation in the environmental conditions specified.
5.6.5 All hardware such as screws, bolts, nuts and washers shall be cadmium plated or zinc passivated to prevent
corrosion.

6.0 INSPECTION AND TESTING

6.1 Testing of Battery

6.1.1 All routine tests conforming to relevant Indian/IEC standard shall be carried out at the manufacturers works
at his expense. Shop tests shall be witnessed by the Purchaser or by the agency authorised by the
Purchaser. Prior notice of minimum 2 weeks shall be given to the Purchaser for witnessing the tests.

6.1.2 Acceptance/Routine tests shall be carried out as follows.

6.1.2.1 General visual checks for overall dimensions of battery, verification of marking, accessories, etc.
6.1.2.2 Test for capacity for 10 hours discharge rate along with the Test for voltage during discharge.
6.1.2.3 Ampere-hour and watt-hour efficiency test.
6.1.2.4 Submission of test reports and certificates for all the bought out components and other accessories,
testing instruments, etc.

6.2 Testing of Battery Chargers

6.2.1 Acceptance/Routine tests as follows shall be carried out on both chargers in presence of the Purchasers
representative as provided in Clause 6.1.1. No sampling shall be allowed. Measurement of voltage regulation
/AVR Regulation Efficiency and Power factor measurement, Temperature rise test shall be carried out so as

to determine the temperature rise of SCR, Transformer primary, secondary and core, diode, capacitor,
choke and cabinet etc.

6.2.1.1 Measurement of insulation resistance - AC input to earth, AC input to DC output, DC output to earth.
6.2.1.2 Test for rectifier transformer (all relevant tests as per corresponding IS)
6.2.1.3 DC voltage current characteristic.
6.2.1.4 High voltage tests.
6.2.1.5 Determination of voltage regulation.
6.2.1.6 Measurement of ripple.
6.2.1.7 Tests for indications and alarms as per this specification.
6.2.1.8 Tests for indicating instruments.
6.2.1.9 Determination of system set points.
6.2.1.10 Temperature rise test
6.2.1.11 Submission of test reports and certificates for all the bought out components and other accessories, etc.

7.0 ENGINEERING

7.1 The Bidder shall develop his own General Arrangement (GA) and Schematic Drawings, adding necessary
auxiliary devices, accessories, component particulars of the supplied equipment, etc., which are required for
a safe, convenient, efficient and proper operation of the lightning arrestor and shall submit for the
Purchasers Review/Approval.
7.2 The Purchasers concurrence of the said drawings is an essential requirement before proceeding with the
any manufacturing activity. The Purchasers review of the Bidders drawings shall not relieve the
manufacturer of his responsibility for supplying equipment conforming with the relevant specifications and
standards or for any mistakes, errors or omissions in the Bidders drawings.
7.3 The Bidder shall submit the prints of all the drawings and documents in required number of prints and
reproducible as well as soft copy indicated in the Drawing and Documentation Requirement, Annexure #
7 placed in the technical specification.

8.0 PACKING AND TRANSPORTATION

8.1 The battery chargers shall be shipped to site packed in fully enclosed box type wooden crates. The
equipment shall be wrapped with heavy polythene so as to be enclosed on top and sides and ventilated
underneath and to prevent damage to the finish.
8.2 The equipment shall be packed in accordance with the best of modern day practice, consistent with the
destination, method of transport and shall withstand rough handling and outdoor field storage. Fragile
items, particularly front of cubicle mounted devices, e.g. meters, protective relays etc., shall, after Works
Inspection and Testing, be removed from the equipment, individually labeled and separately packed for
reinstallation at site. Internally mounted fragile items shall be suitably braced and protected.
8.3 The box shall be sturdily built and framed, reinforced with steel bands and the equipment within adequately
supported and braced so as to withstand transport via truck and handling by a crane or fork lift.
8.4 The equipment shall be bolted to a platform mounted on heavy wooden skids to eliminate close contact with
the ground in transit, or in storage. The top and sides of the box shall be internally lined with heavy
waterproof paper so as to prevent the entry or rain.
8.5 Small loose parts shall be packed in a separate sturdy wooden box with steel strapping and marked with
proper identification. Any such box may be shipped with the main equipment provided that it is securely
attached to the main skid or within the main box.
8.6 The battery shall be transported in dry and uncharged condition. The acid and distilled water shall be
supplied separately in non-returnable sealed containers.

9.0 GUARANTEE AND WARRANTY

9.1 The Bidder shall stand guarantee for the performance of entire equipment and components for twelve (12)
months from the date of commissioning or eighteen (18) months from the date of dispatch, whichever is

earlier, as agreed up on and as reproduced in the purchase order data sheets within the tolerance specified
or as permitted by relevant standards for the equipment in his scope of supply. In case of failure of
equipment supplied by him to meet the guaranteed performance, the Purchaser reserves the right to reject
the equipment and ask for the free replacement of the entire equipment or any part thereof as the case
may be. However, the Purchaser also reserves the right to use the rejected equipment or part thereof until
the new equipment meeting the guaranteed performance is supplied by the Bidder.

10.0 SPECIFIC REQUIREMENTS

10.1 The Bidder shall quote the price for deputing the Service Engineer at site for the supervision of erection,
testing and commissioning of the battery and battery charger. The electrical contractor to be hired by the
Purchaser shall extend other assistance in the form of manpower as required, tools-tackles, testing
instruments, testing arrangements, etc. during total course of work.
10.2 The Purchaser may at his discretion undertake test for capacity and voltage during discharge after
installation of the battery at site without any extra cost.
