Dear Mr. Longacre:

Complying with your request, EFI Global, Inc. (EFI) visited the Chabral residence to
inspect the roof coverings and determine the extent of the damages that can be
attributed to wind. We were also asked to comment on the age of the roof and
particularly if the roof had ever been replaced. Our inspection was conducted on April
21, 2017.

Background

The Chabral residence is a two-story single-family structure that faces approximately


west. The lot is sloped towards the front of the property. Mature trees are sparsely
distributed around the property but no trees are overhanging the roof. The property is
situated in a residential neighborhood with similarly sized dwellings.

The house is rectangular in plan with the long axis oriented north-south. The wood-
framed structure is constructed on a concrete basement foundation. Exterior walls are
clad with cement siding. The dwelling is covered by a gable-style roof. The front of the
residence includes a raised first-floor front porch with access stairs and railings that
extends to the south elevation. Columns supporting the porch roof extend to the first

floor. Beneath the porch, decorative vinyl fence panels cover the porch columns,
enclosing a storage space. The front porch is covered by a mildly sloped roof of 4:12
pitch attached to the front slope. Two dormers are placed above the front porch roof
and a raised wood deck is attached to the back (east) elevation. The north elevation is
connected to an access drive way and includes an attached chimney. Refer to Figure
1.

The dwelling is covered by a gable-style roof having a pitch of 12:12. The roof eaves
are fitted with gutters and downspouts and included vented wood soffits and wood
fascia.

The hip roof is surfaced with three-tab, asphalt composition shingles. Field shingles
are 36 inches long with an average of 5 inch weather exposure and is fastened to the
roof with nails. Ridges are covered with individual shingle tabs. Roof appurtenances
included exhaust vent, a dish antenna, a chimney and plumbing vent stacks flashed
with rubber boots.

Background

Mr. Chabral was present during the inspection and he provided the following
background information. He also communicated with his wife, Ann through his cell
phone.

He stated that recent storms, approximately 8 weeks from the date of inspection, as
he recalled, had caused damage to his roof. Such damage can be roughly dated at the
end of February or beginning of March. The owner noted shingles lying on the ground
after the storm. He also noticed small ice crystal, which he identified as hail. We
learned that the property was built in 1997 and the Cabrals have owned it since June
2007. The roof was reportedly original construction. Mr. Cabral stated that repair work
was performed to the roof shingles by a local individual after a hail storm that damaged
the shingles. Such repairs were performed approximately 9 years ago after the owners
moved in. No other alteration or repair work was made to the exterior. No leaks were
reported inside.

Weather

We were provided with a date of loss of April 10, 2017.

We obtained weather data from PAULDING NORTHWEST ATLANTA AIRPORT about


7 miles southwest of the site, and CARTERSVILLE AIRPORT about 11.8 miles south
of the site. Paulding Airport recorded wind gusts up to 30MPH while Cartersville airport
recorded wind gusts up to 36 MPH. Weather data was selected between January 2017
and April 2017.

We researched Storm Events Database available online from the National Weather
Service. The data in the database typically lags the current date by several months.
We searched the NCEI and SPC databases for reported hail and severe category
thunderstorm wind occurring in Paulding County between 01/01/2012 and 01/31/2017
(approximately five years). Several wind events were recorded with wind speeds
ranging from 50 to 65 knots (approximately 58 to 75 MPH). Hail up to 1 inch size was
reported in Paulding County on July 2012, at a location approximately 3 miles away
from the residence.

Additionally we searched the Storm Prediction Center for weather events near
Paulding County on April 10, 2017. No reports were available for that day.

Observations / Inspection

The exterior and the roof surface of the house were inspected for storm damage and
particularly for evidence of hail- and wind- related damage. Observed conditions were
documented with photographs and field notes. We sketched and measured the roof.
Photographs of representative conditions are attached to this report.

Exterior

We inspected the exterior of the house for evidence of wind related damage. Along the
exterior, fascia and soffit trim had not been displaced or otherwise damaged by wind.
No windows were broken and none have been reported to us. Gutters, downspouts,
and soffit panels susceptible to wind had not been displaced. Screens were not torn,
though a few had age-and mechanical-related tears. The decorative vinyl fence panels
below the porch were not detached or loose. The satellite dish was attached to the roof
and intact. Some of the window trims and roof fascia boards on the dormers were
weathered and rotten at the edges.

We inspected the ground AC unit, wall attached downspouts, windows screens and
roof gutters for evidence of hailstone impact and spatter marks. Additionally we
inspected the roof appurtenances and surfaces to determine any hail stone impact. No
dents or spatter marks consistent with hailstone damage were found.

Roof

The roof shingles were in fair to poor condition with respect to weathering. Overall,
shingles exhibited a general granule loss on all slopes but remain in serviceable
condition. Excessive granule loss, scuffs, and surface blemishes commonly found on
asphalt shingles were generally found along the ridges, low slopes and easy access
areas. We observed blisters, tears, areas of concentrated granule loss, and blemishes
typical of aging asphalt roofing. Additionally, we observed a few protruding nails that
lifted the overlying shingles. We noted roof areas of repairs where shingles have been
replaced. A total of four shingles were replaced on the west slope.

The shingles were generally bonded to one another and this condition was found on
all slopes. Shingles had been installed in a racked pattern, which alternates the shingle
side laps in a nearly vertical pattern up the entire roof slope. We noted that seal strips
at shingle ends located on all directional slopes had separated, and further inspection
revealed these loose ends occurred over underlying joints between shingles.

The roof was checked for missing, creased, and torn shingles due to wind forces.
Rake, and eave shingles were intact, but the following conditions were noted and
documented:
two missing ridge shingles
six missing field shingles on the west (front) slope.
five shingles with creased tabs consistent with wind forces on the west slope.

Additional shingles tabs had a crease appearance but the edges were sealed, as an
indication of a previous repair.

No other storm related damage was encountered on the roof. The wood trims around
architectural features were old and weathered. The chimney had weathered and rotten
trims at the first junction with the roof slope. Peeled paint, cracks in the paint, backed-
out nails and flaking fiber cement siding boards were found on the chimney and we
attributed such conditions as weathered related.

Dormers exhibited paint and sealant cracks around window trim. The dormer fascia
boards were severely weathered at the contact end with the west slope. Paint
exhibiting cracks, peeling, and occurring lumber delamination were present at the trim
junctions with the roof slope. Additional weathered wood trim was found on the wooden
windows.

PVC stack pipes were covered with rubber boots and improperly terminated with
exposed nails. The exposed nail heads were corroded, and some exhibited traces of
weathered sealant.

We found no wind damage or spatter marks on the attached satellite dish antenna that
would indicated hail impact. However the one thin gauge metal vent cover on the east
slope had very small dents that could have been caused by and consistent with small
(less than inch) hail stones.

A few creased shingles were found on the east slope, however such shingles were
bonded and sealed. It appears that previous creases were repaired and shingle were
resealed.

We examined and tested the shingles with a 3-TAB fiberglass shingle thickness gauge.
The device, similar to a metal ruler, measures the thickness of a shingle and correlates
that thickness to a warranty level. By examination, we found consistently on various
slopes that the shingles although still serviceable, exhibited advanced wear and were
relatively close to their end of service life of 20 years.

Document Review

Photographs provided by the adjuster and taken from a 2008 inspection were reviewed
and compared with current conditions. The adjuster stated the photos depicted the
original roof. In the photographs, we could see the front elevation of the house and the
high pitch roof slope above. We were able to observe with a relatively high level of
detail, roof features and individual shingle bundle variation. We compared the front
elevation photo taken in the past with a similar stance photo taken at the time of our
inspection. We found similarities in the two pictures that made us conclude that the
inspected roof by EFI Global was original to the construction of the house.

Discussion

A building structure subjected to strong wind redirects air flow around it, resulting in
varying magnitudes of negative and positive wind pressure over building surfaces. In
general, inward acting pressures (positive) are produced on windward surfaces and
outward-acting pressures (negative) are produced on leeward surfaces. Wind forces
are the greatest at sharp angles surfaces and building discontinuities such as wall
corners, gables, eaves, hips and ridges.

When the shingles are lifted, wind forces that develop under the lifted shingles help
to tear them loose. Typically, when winds have reached levels where roof
coverings/cladding damage occurs, there is some combination of missing shingles,
torn shingles, and shingles folded back against the overlying shingle (creased).

A shingle tab lifted by wind will typically hinge about the bottom edge of the overlaying
shingle, resulting in a horizontal surface crease at the hinge point. Continued back
and forth motion of the creased tab will eventually cause the tab to fail and break off.

In the case of Chabral residence we found shingles that were creased and torn in a
manner consistent with wind, but we found generally random locations of shingle loss
that were not concentrated near the rakes, ridges or eaves and the roofing loss has
clearly been influenced by the condition of the shingles. Further we noted that wind
susceptible features like windows screens, gutters, trims, vinyl fence panels were not
damaged. The loss of shingles tabs on the roof was due to wind, but the physical
evidence indicates that the damage did not result from particularly strong winds.

Roof damage was observed on the west slope only. Inspection revealed 8 missing
shingles and 5 creased shingles on the roof. Shingles were damaged consistent with
wind effects and can be replaced individually using standard insert repair techniques.

We were asked to comment on the age of the roof. The found the following:

a) By inspection the shingles were in fair to poor condition in respect to weathering,


and repair areas were found on the roof. The roof appeared to be original to the
construction of the house.
b) The testing of various slopes shingles with a 3-TAB shingle thickness gauge
indicated that the shingles are worn and relatively close to their end of service.
This is consistent with a 20 year old roof of this type.
c) By examination, the provided photograph had similar shingle bundle variations
placed in similar locations and some of the previous roof damage and shingle
repairs were located in similar areas. This was a strong indication of a previous
roof, likely to be original to the construction of the house.
d) Finally the owner had mentioned that the roof was original and repairs were
made to the roof by a local individual after the new owners had moved in,
approximately 9 years ago.

In respect to hail, we found no evidence of large hailstone impacts. We inspected roof


surfaces, appurtenances, and other surfaces around the property to determine the size
of hailstones that had fallen recently. We did not find any hail spatter marks on ground
or roof-level surfaces. (Hail spatter marks are surface conditions created by removal
of oxides, sediment, and grime by hailstone impact. Spatters dissipate with time and
typically remain visible for one to two years depending on exposure.) Gutters and
downspouts were not visibly dented by hail. Window screens were not torn by hail.

Conclusions

Based on our inspection and the information discussed above, we have reached the
following conclusions in regards to the Chabral residential roof:

1. Shingles were not damaged by hailstone impact.


2. A total of 13 shingles were damaged by wind effects. The damage did not result
from particularly strong winds.
3. The wind damaged shingles can be replaced using standard insert methods.
The shingles were in serviceable condition such that repairs could be
completed.
4. The roof is original to the construction of the house, shingles in a poor to fair
condition and previous repairs have been made in the past.
