TRIPLE RINSE PLASTIC CONTAINER RECYCLE POLICY

In an effort to meet the recycling goal established in our Comprehensive Plan from 2014
of a 25% reduction in waste being brought into the facility, we are implementing a
new recycling program for this facility. Recycling has additional benefits of reducing
our waste disposal expenses, which helps lower the buildings operating costs, and of
course,
recycling helps preserve natural resources.

With this in mind, in our Landfill is encouraging businesses and individuals to actively
participate in our Landfill's recycling effort. The following policy is being implemented
for the situation where a company or individual does not voluntarily participate
in this recycling endeavor.

Now, therefore, be it resolved by the Floyd Mitchell Chickasaw Solid Waste


Management Agency :

1. The following words and phrases used in this Policy , unless the context clearly
indicates
otherwise, shall have the meaning ascribed to them in the Section.

a. "Floyd Mitchell Chickasaw Solid Waste Management Agency "


(FMC Landfill), means the Solid Waste Agency Created under the Iowa Code Chapter 28
E by all
the Cities of Floyd , Mitchell and, Chickasaw counties as well as the towns of Elma and
Chester in Howard County.
b. "Triple Rinse Plastic Containers"
Rigid high density polyethylene (HDPE) containers: embossed with resin code #2 and #7/
Container originally held and EPA registered pesticide labeled for micronutrient fertilizer
animal health, agriculture, forestry, vegetative management, specialty pest control
or a non-EP registered crop protection adjuvant , crop oil or surfactant. Contents of each
container were used by a farmer, commercial applicator or a person under the direct
supervision of a farmer or commercial applicator.
c. "Person"
Any individual:, municipality, public subdivisions or government or public agency;
public or private corporation; partnership, firm or association, other organization;
receiver,
trustee, assignee, agent; other legal representative of the forgoing; or other legal entity.
d. "Recyclable Materials"
Materials comprising of solid waste that can be collected, processed, and used in the
manufacturing of products or goods.
e. "Recycling"
Any process by which waste, or materials that would otherwise became waste, are
collected, separated, or processed or returned to use in the form of raw materials or
products. "Recycling" does not include any form of energy recovery.
f. "Solid Waste"
Garbage, refuse, rubbish, and other similar discarded solid or semisolid materials,
including(but not limited to) such materials resulting from industrial, commercial,
agricultural, and/or domestic activities. Solid waste may include vehicles as defined by
Iowa Cod 321.1 (90). Solid waste does not include : [1] Hazardous waste as defined in
the Iowa Code 455B.411;[2] source, special nuclear, or by-product material as defined
in the Atomic Energy Act of 1954, as amended to January 1, 1979; or [3] petroleum
contaminated soil that has been remediated to acceptable state or federal standards.

2. As a part of the establishment and operation of a comprehensive solid waste reduction


program consistent with the waste management hierarch set of in Iowa Code (2009), all
Recyclable Triple Rinse Containers shall be separated by the Generator from all other
garbage, refuse and rubbish for the purpose of Recycling.

3. Recyclable Triple Rinse Plastic Containers will not be accepted into the FMC Landfill.

4. All other plastic containers are exempt from this policy. The determination whether a
container is non-recycle shall be made by the landfill staff.

5. Any Person, firm, or corporation who violates, disobeys, omits, neglects or who
refuses to comply with, or who resists the enforcement of any of the provision of the
Policy shall be prohibited from disposing of triple rinse containers.

Preparation of containers will be as follows:

1. For containers holding 55 gallons or less; containers must be empty and triple-rinsed
or pressure-rinsed to remove all residues. Immediately after rising the container, look
inside and make sure that all the formulation has be rinsed out. Also inspect the outside
of the container and the pour spout and thread to be free of formulation, residues, that
flake smear or come off on a glove when touched. The interior of the surfaces of
containers must be dry.

2. Caps and other non-HDPE parts, such as metal handles and rubber linings, cannot be
recycled so they must be removed. Booklets and labels must be removed.

3. All containers smaller than 5 gallons must be in bags for recycling.

4. Containers 5 gallons and larger will need to have a rope tethered through the handle to
keep all loose containers together. This is for ease of loading as well as keeping
containers from becoming litter by blowing from the designated storage area.

5. IBC totes in cages need to be pulled out of the steel cage and cut down to flat pieces

6. Ag 375 to 500 gallon tanks need to be cut down to 1 ft by 1 ft pieces with no metal
pieces.
Repercussions for not following this policy:

1. First Offense: Warning to hauler about the jugs being in load, if it can be safely done
the jugs will be removed immediately from the working face and put in the triple rinse
area. If it cannot be safely done they will be landfilled and the hauler charged double for
the entire load.

2. Second Offense: Warning to hauler about the jugs being in load, if it can be safely
done the jugs will be removed immediately from the working face and put in the triple
rinse area. If it cannot be safely done they will be landfilled and the hauler charged triple
for the entire load.

3. Third Offense: Hauler band from using facility.
