Whispering Leaves, past the Old Courthouse Museum,
and all the way to Kiener Plaza. PRIDE TO GROW ON
This is a practical Midwestern plan designed to quickly generate
sustainable economic growth for the region within eyesight of
the Gateway Arch. It is also a globally audacious plan designed
to delight residents with pride of place and to surprise tourists
with an abundance of uniquely American experiences.

TIME TO BE BOLD
This is also a complex plan of delicacy and boldness. Delicacy
in the graceful enhancement of the double masterpieces of the
most iconic of modern monuments and the landscaped grounds
from which it soars.

HERITAGE OF GREATNESS
This is a plan to renew our understanding of and appreciation
for the expansive vision of Thomas Jefferson, who foresaw and
pursued a single continent-spanning nation bound into one by
the political concept of liberty.

OUR PLAN TO SOAR

And most importantly, this is a plan that was “co-designed”
by the people of the St. Louis region with whom we informally
spoke on video at the start of this project. This is truly a plan
that we can make better by working on it together.

We are eager to get to work, if you are prepared to soar.

AMERICAN, MIDWEST PRECEDENTS
There is adequate proof in other Midwest communities that public and private collaboration can repurpose and revitalize urban
waterfront areas into dynamic regional visitation and hospitality attractions – with significant revenue, employment, population,
and image benefits. This has happened not just in a Millennium Park in Chicago, but in other cities similar in size and characteristics
to St. Louis, such as Minneapolis, Milwaukee, and Duluth. St. Louis has the added advantage of having the first and most prominent
urban National Park in the U.S. located in the middle of its waterfront – with the National Park Service committed to investing for
a new generation of visitors and users.

MINNEAPOLIS has converted its historic grain milling area The Mill City Museum was created within former grain mills

LET’S THINK BIGGER

There are predictable costs and measurable benefits to strategic investment in the Arch Memorial – and these should be
well understood and utilized in making program and improvement decisions. Because the level of public monies needed to
carry out a transformative investment are not available – and will not be available in the foreseeable future – a significant
additional level of private philanthropy, business investment, and corporate leadership will be required. As demonstrated in
St. Louis and other similar communities, the visitation revenues, employment gains and image benefits can be significant,
and these benefits can more than outweigh the significant upfront costs of the project.

by analogy in similar Midwest markets and in waterfront/
park revitalization efforts worldwide, these benefits include
sustained new levels of retail sales, population and employment
gains, household income increases, and a variety of revenues
including sales taxes, casino revenues and hospitality revenues.
An expanded “entertainment district” on the east side could be
a particularly powerful economic development strategy because
of the high revenue and employment impacts of those type
of uses.

REFLECTING STEWARDSHIP
OF THE GATEWAY ARCH
AND GROUNDS WHILE
ENLIVENING THE EXPERIENCE
56 RELAUNCH ŢST. LOUIS CAN SOAR
Renewing the Arch Grounds
A Living Legacy
The design for the renewed arch grounds will preserve the original landscape, restore certain elements that do not currently
meet the original intent and discretely insert new access in ways that will help transform the grounds into an active and more
environmentally sustainable park. The existing allees of trees, their relationship to paving and landscape, lighting and benches will
be preserved and restored as key elements of the Saarinen/ Kiley proposal. Allee trees may ultimately be replaced by a new species
by the National Park Service, but should maintain the high canopy so important to the original proposal.

New warm toned pervious concrete paving and decomposed granite will replace broken aggregate paving and tree grates, thereby
addressing the current disrepair and drainage of the pathways and assisting in stormwater management. Additional limestone or
concrete slab benches, in keeping with the Modernist design language, provide areas of rest along the route to the Arch, and new
energy efficient lighting fixtures will maintain the appearance of the original design while employing contemporary technology.

The ponds, their sculpted topography, and surrounding shade and flowering trees will thus be preserved as key elements of the
historic Kiley landscape. Additional native trees (of limited species), meadow grasses (replacing some areas of lawn), and wetland
planting along selected pond edges will be incorporated in ways that restore the original design proposal to create distinct forest
and meadows.

The new landscape will be more sustainable, reducing the maintenance and operations effort and providing a natural system that
more effectively manages stormwater and provides habitat. Contemporary filtration systems may be employed in conjunction with
natural systems to improve water quality in the ponds.

Access will be added to and around the ponds, making places for people to enjoy the park in ways currently not possible. Improved
access will also be provided from the Arch to the river via gently sloping walks and river viewing terraces that offer places of rest
surrounded by a series of riparian garden galleries. These gardens present collections of regional species historically found along
the alluvial plains of the Mississippi River.

RESPECTING THE HISTORICALLY
SIGNIFICANT LANDSCAPES
As a historically significant landscape and a mark of the mid-
century Modernism, architectural form and site at the Arch
Grounds were conceived of and designed as a single entity.
One of Kiley’s important visions for the Arch Grounds was
“to develop a sense of movement of spatial continuity” and
“to use tree massing to reinforce the plan of the walks”.

The design proposal is one that fosters respect and stewardship

of these primary features.

AREAS FOR REFINEMENT:

AN APPROACH OF RESTORATION
AND RENEWAL
The Arch Grounds also include areas for refinement, where
Kiley’s original design intent has been diluted over the
years, and where present day goals of improved accessibility,
sustainability, and stormwater management should be
integrated into the overall plan, per the recommendations of
UIF$VMUVSBM-BOETDBQF3FQPSU*OHFOFSBM ,JMFZśTQMBOXBTUP
employ planting and topography to define occupiable spaces,
thresholds, and experiences .

Proposed interventions at the Arch Grounds are subtle yet

powerful, focus on the edges, and in all cases are compatible
with the intent and character of the Kiley/ Saarinen proposal.

Covering the Freeway
with a “Magic Carpet”
The first barrier to cross and the first land to claim is the space
above of the sunken I-70 highway. Like a magic carpet a new
urban pavement for public life spreads out extending the
courthouse lawn onto the Arch grounds mall. To create shelter
from the elements and to shield the noise from the highway
underpass, the ends of the carpet are folded up to create little
pavilions for cafés or kiosks spilling their activities out on the
public realm of the folded carpet. A generous overhang and
a gently sloping surface invites for informal gatherings and
spontaneous performances.
The west edge of the park is cut off from the city

Memorial Drive will be transformed into a plaza that will allow
north/south traffic, but that will also become a place for
festivals and civic life, made possible by the partial capping of

freeway below, providing program and activities in and upon the

STREET IMPROVEMENTS

Memorial Drive
As an integral part of the design for the cap over I-70,
Memorial Drive should be redesigned to ease vehicular
conflicts with pedestrians and emphasize pedestrian
connections from the city into the park. We propose a concept
to keep Memorial Drive open, but reduce the number of vehicle
lanes on either side from 3 to 2. Traffic will be deliberately
slowed to allow pedestrians safe and easy movement across
the street. Widened sidewalks along Memorial Drive, as well
as Chestnut and Market Streets, will promote a more walkable
downtown, with ample space for landscape, for walking,
jogging, sitting, and meeting others.

The North Pavilion
The Confluence Pavilion
The north of the park is the point of confluence for all the
main flows of people arriving by train, bus, car or on foot. An
artificial landscape designed like an infrastructure for public
life according to the demands for equal access as well as the
turning radii of buses, cars or bicycles, appears like a confluence
of various streams of public movement frozen and captured in
concrete form.

3 sloping planes accommodate a bicycle rental facility at

the north west entrance of the site, a public auditorium
and conference center as well as a welcoming facility with
FYIJCJUJPOTBOEBSFTUBVSBOUPWFSMPPLJOHUIF.JTTJTTJQQJ3JWFS
and the Arch itself.

The central slope rises from the park extending across

Washington Avenue to connect with the MetroLink station
allowing train passengers to arrive directly in the park without
having to navigate across the street or through the parking.
The curving roof garden gently kisses the pedestrianized Eads
bridge allowing people to spill across and into the park, without
interfering with the integrity of the historical structure of the
bridge itself.

The bicycle rental allows visitors to experience the Mississippi

waterfront from a completely different vantage point, riding
through the arch grounds and across the waters on the linear
park of the car-free bridge.

Echoing the elegant organic language of the arch the swooping

curves and gentle slopes form a natural backdrop for the iconic
arch impregnating the site with accessibility and activity
without competing for attention or urban identity.

CELEBRATING HUMANITY
AND LIFE...“MISSISSIPPI SOUL”
258 RELAUNCH ŢST. LOUIS CAN SOAR
“Mississippi Soul”
In symbolic descriptions, the face is the only part of our body
made as a give to the others.

We cannot see our face directly but we can see the face of
others.

The head is the palace of wisdom, the house of knowledge.

The place in where matter and spirit meet: The portrait of our
soul.

My project aims to connect with the ancient tradition of

heads throughout art history: Buddha’s heads, Eastern Island
moais, Olmec heads, Angkor heads, faces in the surface of
Mars planet, etc., etc.

To represent my wish to create a dialogue between tradition

and future, I’m working with portraits of young girls coming
from different cultural and racial origins as a metaphor of our
global world and community diversity.

The group of heads is the soul of the river: A poetical link

between East and West, history and avant-garde.
They are creating a landmark in East St Louis that can open
a new dialogue with the Saarinen’s Gateway Arch: people in
other side of the river.

Mississippi’s Soul is a celebration of humanity and life.

Projects Beyond 2015
Many projects have been identified that will have a profound impact on the success and revitalization of the Arch. Some of these
projects will be a result of the investments made in the next 5 years. Others will likely take a longer time to realize, but are no less
important. Transforming industrial sites with new uses and removing associated rail lines, realizing public access to the both sides
of the river from the Eads Bridge to the MacArthur Bridge, and improving access to the East Bank with a new Illinois Route 3 are all
critical to the success of both riverfronts and providing a living legacy for both cities and the region.
