TECHNICAL GUIDELINES

I. TOURNAMENT FORMAT
The tournament shall be divided in two divisions:
1. Boys Division
2. Girls Division
The tournament shall be played in three events
1. Standard Chess sixty (60) minutes per player to finish the game. (Mandatory Recording of
Moves)
2. Blitz Chess three (5) minutes to finish the game.
II. TOURNAMENT RULES
A. The tournament shall be governed by the FIDE Laws of Chess.
B. The initial ranking of players will be based on the latest NCFP rating list, unrated players will be ranked
alphabetically.
C. Swiss System Format (6 rounds) using the Game Point Scoring System will be used. Swiss-Manager
pairing program shall be used.
D. Tie-Breaks the following tie-break systems, in descending order of priority, shall be used to determine
the final ranking of players after the competition:
1. Direct Encounter
2. Buchholz System
3. Median Buchholz System
4. S.B. System
5. More number of wins (unplayed games included)
E. The use of mobile phone or any electronic means of communication is not allowed during a game. A
player who will violate the afore-mentioned rule shall lose his/her game by forfeiture.
F. The starting rank of players shall be based on the latest NCFP Rating List.
G. Players, coaches and spectators are not allowed to make post games analysis, play against each other or
discuss finished or unfinished games within 10 meters radius of the playing area.
H. Players who have finished their games shall arrange the chess pieces and vacate the playing area and
report to the designated tournament officials.
I. CONDUCT OF THE PLAYERS and SPECIFIC OFFENSES AND ILLEGAL MOVES shall be strictly observed.
a. CONDUCT OF THE PLAYERS
i. All the participants should be dressed in their respective uniforms.
ii. A player is not allowed to use his/her cell phone while playing. A text or ring sound from
his/her cell phone will be penalized.
iii. A player is not allowed to speak with his/her teammates while his/her game is in progress.
A player may speak only as permitted in the Laws of Chess and Tournament Regulations.
iv. A player is not allowed to distract or annoy his/her opponent by creating noise.
v. A player is not allowed to make analysis of his/her game with his opponent after their
match has been ended.
vi. A player having the move is not allowed to leave the playing area. He must make his move
first before leaving with the permission of the arbiter.
b. SPECIFIC OFFENSES AND ILLEGAL MOVES
i. Making a move with his King remaining under checked;
ii. Capturing a King;
iii. Castling using two hands;
iv. Pressing the clock without changing a promoted pawn into another piece of higher value;
v. Using unnecessary force in pressing the clock like use of pieces or the palm of the hand;
vi. Hovering two hands over the board, as if one hand will be used in moving the piece and
the other hand in pressing the clock; and
vii. Pressing the clock without first rearranging the displaced piece/pieces in its correct
square/squares during the course of the game,
SHALL BE PENALIZED AS FOLLOWS:
MAJOR/MINOR OFFENSES:
FIRST offense oral warning to the offending player;
SECOND offense game shall be declared loss to the offending
player.
J. STANDARD CHESS
1. Time control shall be One (1) hour for each player to finish the game using the digital clock.
2. Recording of moves in algebraic notation is mandatory throughout the game. Violation of this rule
shall be considered as a minor offense.
3. Illegal moves Major Offenses: Wrong movement of piece, exposing the king to an attack; capturing
opponents king and non-replacement of piece after pawn promotion. Minor Offenses: such as using
two hands in making a move; displacement of piece/s on the chess board; use of force in pressing
the chess clock and non- recording of moves, etc.
4. Penalties Major Offenses 1st offense addition of two minutes to the opponents time 2nd offense
loss of game Minor Offenses 1st offense warning 2nd offense addition of two minutes to the
opponents time 3rd offense loss of game
5. The defaulting time is FIFTEEN (15) minutes after the start of each round. The wall clock inside the
playing area shall be the official clock during the tournament.

K. BLITZ CHESS
1. Time control shall be Three (5) minutes for each player to finish the game using the digital clock.
2. Penalties
a. Major Offenses i.e wrong movement of piece, exposing the king to an attack; capturing the
opponents king and non-replacement of piece after pawn promotion, shall be penalized by
immediate loss of the game.
b. Minor Offenses such as using two hands in making a move; displacement of piece/s on the
chess board; use of force in pressing the chess clock, etc. shall be penalized by oral warning
on the 1st offense and loss of the game on the 2nd offense.

L. SCORING SYSTEM, A Player is credited 1 point for a win, .5 for a draw and 0 for a loss
M. When using a chess clock, the hand used in moving the piece(s) shall also be using in punching the clock.
N. It is the responsibility of the player to call the attention of the Arbiter of any dispute of his/her game.
O. The Arbiter is empowered to declare a game drawn if in his judgment a player is trying to win on time
alone.
P. The Chief Arbiters decision on a point of law shall be deemed FINAL.

***All other matters not covered in the rules shall be decided by Tournament Director, reserves the right to
amend or alter any provision of the above mentioned Rules and Regulation for the success and interest of
the tournament.
