TASK FORCE BANGON MARAWI: Emergency Response

and Rehabilitation Efforts

The people of the Islamic City of Marawi were stunned and overwhelmed when ISIS-
Daesh inspired terrorist group attacked the city on the 23rd day of May, 2017. Countless
innocent lives perished and properties were lost due to the conflict. In addition, thousands of
people were displaced from their homes to several evacuation centers in nearby municipalities
and cities with some being able to go to their relatives homes. Due to this tragic event,
President Duterte ordered Martial Law in the island of Mindanao to contain the conflict. An
inter-agency task force for the citys recovery, reconstruction, and rehabilitation was created
under the virtue of Administrative Order No. 03 issued on June 30, 2017 to help Marawi City.

Out of the sheer volume of Internally Displaced Persons (IDPs) or Evacuees, the
Evacuation Centers (ECs) swelled and various issues surfaced. Basic necessities like food,
clothing, shelter, sanitation, education, and healthcare fell short or was lacking. To address
the issues, the task force intensified its efforts. DPWH, in particular, conducted several
responses to help the evacuees.

DPWH, in coordination with UNICEF, constructed a total of 54 temporary latrines in


the different evacuation centers costing a total of around P1,000,000.00 which were
completed in 5 days. These latrines undergo regular dislodging activities as prompted by the
DOH and NGOs. Temporary water systems for wash areas and for general usage were also
constructed in 3 evacuation centers, costing around P 377,000. General improvement for the
Evacuation centers were also conducted costing more than P8,000,000.00 including
improvement of the access roads and premises, expansion of evacuation areas, gravel
bedding, and delivery of plywood to elevate sleep areas of IDPs.

As evacuation centers are not suitable in the long-term while waiting for the
reconstruction of Marawi City, transitional shelters have been in the works to provide housing
for evacuees. As of now, site development in Sagonsongan, Lanao del Sur has been conducted
by DPWH. Originally 11 hectares, it is going to be 13 hectares as an additional 2 hectares is
proposed through the efforts of the LGU of Marawi City and Provincial Government of Lanao
del Sur. The transitional area is expected to accommodate around 1,100 houses. Last
September 8, the preconstruction meeting for the construction of the transitional shelter was
conducted with the National Housing Authority, the Korean Contractor with its local
counterpart: Golden Gate Construction, and the DPWH representatives. At present, the NHAs
General Contractor is now in the foundation layout activities.

Overall, an estimated amount of P 190,000,000.00, more or less, is needed to


substantially address the concerns in the evacuation centers and the transitional shelters. Of
these amount, 86% or P165,000,000.00 should be allocated to the transition shelters.
