Adding a prohibited subject on the employers right to assign staff. This would
affect several contractual provisions on bumping, transfers, recall, scheduling,
overtime assignment, and seniority.
Ending mandatory statewide recall lists, while preserving agency recall lists.
Adding a prohibited subject on employer-paid union leaves and a new rule allowing
each recognized union paid leave for one employees full-time absence.
Adding prohibited subjects of critical-position premium and performance-pay
systems.
Standardizing the process by which employees can authorize dues deductions.
Reorganizing and streamlining the list of prohibited subjects.
Reinstituting rules of general applicability to allow emergent situations to be
promptly addressed. A similar rule allowing these actions was rescinded in 2007.
The proposed amendments also include a new rule creating a pilot program to allow
agencies to adjust compensation for a small number of critical positions occupied by
NEREs to recognize outstanding performers in mission-critical positions.
Except for rule 5-6.12, any changes would not take effect until January 1, 2019, when
currently approved contracts expire.

6-2.1 Collective Bargaining Authorized

(c) Intent; retention of authority. The civil service commission intends to defer to and approve
collective bargaining agreements negotiated in good faith between the employer and an exclusive
representative when permitted by this chapter. However, the commission is obligated to retain
and exercise its constitutional authority in all matters. The commission expressly retains the
authority to do all of the following:
(1) Review, modify, or reject, in whole or in part, each proposed collective bargaining
agreement.
(2) Determine, during the term of a collective bargaining agreement, if a provision previously
approved has been applied or interpreted to violate or otherwise rescind, limit, or modify a
civil service rule or regulation governing a prohibited subject of bargaining,
notwithstanding any contrary provision of the agreement.
(3) Approve rules of general applicability during the term of a collective bargaining agreement.

GR Vets Home Met All But One Standard In 2017 Federal Review
For the "first time in recent history," the Grand Rapids Home for Veterans (GRHV) met nearly every standard set by
the federal government in its most recent survey of the home.
The survey taken by the U.S. Department of Veterans Affairs (USVA) found that the GRHV met 230 out of the 231
standards. The survey was taken in April and the results were publicized in May, and again today in a newsletter
distributed by the Michigan Veterans Affairs Agency (MVAA).
In 2016, the GRHV provisionally met 12 standards and did not meet 11, and in 2015, the home provisionally met 21
standards and didn't meet seven.
The one finding from 2017 was that the facility failed to ensure residents who sustained falls had received
appropriate and timely assessments, according to the USVA.
With that, the standard was considered only "provisionally met," but after the state submitted its corrective action
plan, it received full certification from the feds in a letter dated June 1.
MVAA spokesperson Dan WAUN said the facility's federal funds are tied to the survey results and a poor survey
could lead to decertification and lost federal funding, but he said that type of action is rare.
The D.J. Jacobetti Home for Veterans met all the standards for the second year in a row, according to the MVAA.

Bolger added a section to HB 4992 of 2011 that allows "common law" names to be used on the ballot, something he
insisted upon after the Secretary of State in 2008 and 2010 declined to let him run as "Jase" Bolger when his birth
certificate and driver license identified him as "James."
Here's the back story. Bolger was named after his father, James BOLGER, but to avoid confusion as a child, his
family always called him Jase BOLGER (See "Bolger Plays To Win," 10/15/08).
When Bolger ran for county commission, the local clerk let him run as "Jase" since that's what he was known as. But
when he ran for state representative, Bolger and the Secretary of State went back and forth about the issue.
Bolger even sent the Bureau of Elections copies of a pair of dictionary pages that listed "Jas." as a New Testament
abbreviation of James. The Bureau of Elections wasn't convinced and wanted to see more modern-day references.
"It seemed like pretty silly bureaucracy," Bolger said. "Jas was good enough for the Bible, but baby name books
were gospel to the Bureau of Elections."
Bolger begrudgingly went as "James Bolger" on the 2008 and 2010 ballot. In 2011, after he became Speaker,
Bolger had the power to change things and that's what he did.
An omnibus elections bill, sponsored by Rep. Eileen KOWALL, was amended to allow for the use of nicknames and
"common law names" on the ballot. Gov. Rick SNYDER signed the bill. Bolger went by "Jase Bolger" on the 2012
ballot.
Fast forward to 2017. With Kid Rock toying with a U.S. Senate run, Mark GREBNER of Practical Political
Consultants dug up this new law and questioned whether Robert RITCHIE could use his stage name on the ballot
since, arguably, most people know the musician as Kid Rock.
"He may be able to convince a court that 'Kid Rock' is a 'common law name,' not used with intent to defraud
anybody, and should be allowed because that's how he is generally known," Grebner said.
"I think the Secretary of State would initially reject the request, but there's better than a 50 percent chance a court
would grant an order allowing it," added Grebner, who received his law degree in the 1980s from the University of
Michigan and is a current member of the Michigan Bar.
Secretary of State spokesperson Fred WOODHAMS said if Ritchie submitted enough valid signatures to make the
ballot and indicated that he wanted to be listed as "Kid Rock," the Bureau of Elections Staff would have to research
further the question of whether that name would be allowed, particularly the common law portion of the law.
Elections lawyer Steve LIEDEL of the Dykema Law Firm told MIRS that his reading of the law is that Ritchie would
need to legally change his name before he could be listed on the ballot as "Kid Rock" (See "Could Kid Rock Appear
On Ballot As 'Kid Rock?'" 7/28/17).
Liedel said he's aware of the new "common law" portion of state law, but isn't convinced that Kid Rock would apply.
Is "Kid Rock" what appears on his driver license? Is that what name he uses in legal transactions?
"Without knowing all the details, I'd say the chances are pretty unlikely," Liedel reiterated. "That's probably not an
available option for him."
Nonetheless, even the possibility piqued the interest of Bolger, who met Ritchie at a pair of Republican fundraisers,
including one in Oakland County for U.S. House Speaker Paul RYAN.
"He told me, 'Just call me Bob tonight," Bolger remembered. Bolger said the musician showed a genuine interest in
politics, policy and the opportunity to help others. Whether that means putting his music career on hold to represent
the state of Michigan in the U.S. Senate is a different question altogether.
As to whether his nickname law helps Ritchie get on the ballot as "Kid Rock," he said, "Well, if so, that'd be the first
time anyone accused me of being Kid Rock's wingman."
Grebner said even if Ritchie could appear as "Kid Rock," he's not convinced that the stage name would appeal to
the average Michigan Republican voter, which is a white male in his 60s.
Ritchie does have some voting history, having participated in the 2012 presidential primary and the 2006
gubernatorial primary. He's also voted in the last four general elections (2010, 2012, 2014 and 2016). Prior to that,
the Independence Township (Oakland County) resident's voting history was spotty, according to Practical Political
Consultants.
MIRS polling with Target Insyght last week showed Kid Rock easily winning a Republican primary and being within
eight points of U.S. Sen. Debbie STABENOW (D-Delta Twp.) (See "Poll Shows Kid Rock Up In GOP Primary, Down

At its most basic, it's a referral program. Employees call in and ESP employees screen them to determine what kind of help they need and then work with
their insurance to find a doctor or therapist in their area. That can be especially important in the Upper Peninsula and rural areas, where doctors can
be scarce.

The eight-employee (https://www.michigan.gov/documents/ose/Meet Our ESP Team 199655 7.pdf), $1 million program housed within the Civil Service
Commission also trains human resources employees and managers about how to refer employees to the program, Yerke said. There's an hour-long
presentation during new employee orientations, web services employees can access any time, and the agency consults with employees or
managers who have concerns about coworkers. They also run a special team that responds when something traumatic happens in an office.
Yerke said confidentiality rules forbade from even saying how many state employees access the services.
The Michigan State Police, for example, has for decades offered its Office of Behavioral Science to troopers or others who need help with stress,
depression or other mental health issues, spokeswoman Shanon Banner said. In 2015, the agency launched a "peer support program," with 20 specially
trained employees in the field for troopers who don't feel comfortable reaching out to strangers.
The Michigan Department of Health & Human Services, which runs the state's child abuse and neglect investigations and foster care programs, in 2015
piloted a program in eight counties to help employees deal with "secondary trauma," the heartache and stress that can come from witnessing heartache
and stress in others.
The program helped employees and the department's mission, said Stacie Bladen, deputy director of DHHS' Children's Services Agency. In Osceola and
Mecosta counties, for example, the program helped halve the amount of time cases were open and cut the number of kids in state care by 68%, she
said.
DHHS now plans to take the program statewide through a contract that will offer "an assessment of local office culture and climate and secondary trauma
training" from Western Michigan University, DHHS spokesman Bob Wheaton said in an email to the State Journal.
In the Corrections Department, officials have partnered with the union to look for ways to address PTSD and suicide risk. Spokesman Chris Gautz said
the department's director ta ks about the risk at every corrections officer school graduation, encouraging officers and their families to help one another.
"One (suicide) is too many; I know we've had several already this year," Gautz said. "It's definitely an issue that we're very mindful of."
Separately, the state House where many members are still reeling from the May 9 suicide of state Rep. John Kivela recently launched a task force
to look for improvements to the state's mental health programs for all Michiganders.
Cary Johnson stood recently at the new monument to fallen officers (/story/news/local/capitol/2017/05/07/124-years-4-deaths-memorial-honors-
corrections-officers/101018154/) installed outside the Corrections Organization's downtown Lansing offices. The veteran officer the department's
2017 Officer of the Year (http://www.michigan.gov/corrections/0,4551,7-119-1441_26969-405733--,00.html) said she takes new recruits there to
remind them of the physical dangers they'll face working inside prison walls.
But, she'll tell them, "There are more ways this job can kill you."
Corrections officers see fights and sexual assaults. They're assaulted themselves. Inmates throw bodily fluids at them. Johnson said she's called a fat
bitch every day.
But corrections officers have to block their emotions because they can't appear weak in front of the inmates. Add to that a fear expressed not only in
Corrections but other departments, as well that talking about job-related stress or depression can get you fired, and many workers aren't l kely to deal
with their mental health, Johnson said.
State officials said they work hard to promote mental health resources. In addition to orientations for new hires and training for managers, ESP
brochures are available throughout state offices. At least twice a year, the agency sends statewide emails with information about self-screening for
depression or alcoholism, with links to online resources.
To employees worried about discipline, they stress confidentiality: No supervisor can know whether any of their employees are accessing ESP, Yerke
said.

Schuette's charges come as the result of an investigation he started after a 2016 audit of
the home, which found it to be understaffed, not properly investigating abuse cases or
checking on residents when they fall (See Audit Pans Understaffed Grand Rapids Vets
Home, 2/18/16).
A press release from Schuette's office said the charges flow from one finding in the audit
that dealt with falsification of room checks. Evidence showed that staff did not perform
the checks, yet falsely charted that they did, according to the release.
The AG filed the charges in the 61st District Court in Kent County against the following
former caregivers:
- Tyisha TOLIVER, 40, of Grand Rapids, is charged with four counts of violating MCL
750.492a, intentional inclusion in patient medical records or charts of misleading or
inaccurate information.
- Doris PENNY, 59, of Grand Rapids, is charged with three counts of violating MCL
750.492a, intentional inclusion in patient medical records or charts of misleading or
inaccurate information.
- Eric ANDERSON, 59, of Holland, is charged with one count of violating MCL 750.492a,
intentional inclusion in patient medical records or charts of misleading or inaccurate
information.
- Jasmine FERRER, 27, of Wyoming, is charged with one count of violating MCL
750.492a, intentional inclusion in patient medical records or charts of misleading or
inaccurate information.
- Cary GERENCER, 52, of Sand Lake is charged with one count of violating MCL
750.492a, intentional inclusion in patient medical records or charts of misleading or
inaccurate information.
- Sheryl HILLYER, 62, of Lansing, is charged with one count of violating MCL 750.492a,

When and where do consumers seek out health care information?
What special barriers do vulnerable consumers face seeking health care information?
How can health care information be made more accessible and useful?
Consumers have an increasing responsibility for understanding their own health care, but
health care information is often complex and difficult to understand. The Right Place,
Right Time project investigates how vulnerable consumers search for and use health
care information, and how that information can be made more useful and accessible.
This report focuses on the needs of lower-income consumers, Medicaid beneficiaries,
the uninsured, caregivers, and Spanish speakers, and how health care information
can be delivered at the right place and right time to maximize consumer value. A
complementary report* explores similar issues from the perspectives of payers, providers,
and other health care marketplace organizations.
Our survey results find that most consumers seek health care information from providers,
friends and family, and online searches. Of all information types, consumers are most
dissatisfied with health care cost information. This is especially true for lower-income
and uninsured consumers. Consumers believe online booking, easy comparisons
of procedures and facilities, and plain language explanations would be especially
useful improvements to their health care experiences. Consumers views on health care
information differ significantly based on income level, insurance status, and caregiver
status; these differences can guide future decision-making on how best to provide
vulnerable consumers with the information that they need. This report includes detailed
results by consumer demographic group and by different patient decisions, such as how
consumers seek information when deciding if care is needed, or when deciding where to
seek care, choosing a doctor, or using online resources.
METHODOLOGY
Altarum Institute conducted this research with support from the Robert Wood Johnson
Foundation and Oliver Wyman. Altarum Institute conducted interviews and focus
groups with 65 consumers and a nationally representative mail and web survey
of 4,068 consumers, fielded in June through August, 2016. Results are weighted to be
nationally representative based on US census demographic characteristics. Detailed
methodology, including specific survey questions, responses, and definitions, is available

ThelowestpercentagesofratingscompletedcomparedtoaveragefulltimeFTEswere
28.4%(AG),48.0%(MDE),52.3%(DTMB),65.4%(DCH),and65.7%(DMVA).MCSCisat
71.2%inthepreliminarydata.
In2016,severalagencies(MDE,LARA,MSP,TED,andMDOT)hadthenumberofNI,ISR,
andunsatisfactoryorextensionProbationaryratingstotaling0.5%orlessofthenumber
ofannualandfinalprobationaryratings(i.e.,1in200ratingsorfewer).MDEdidnot
haveasinglenegativerating.SOShadthehighestnumberat2.9%.MCSCistentatively

MIRS has learned that Mark BERNSTEIN will not run for governor in 2018.
In the end, the well-known southeast Michigan attorney could not run because of his two
young children and his spouse who was reluctant about him running for this statewide
office.
In addition, "The last thing we need is an expensive and divisive primary," and so, "I will
not run for governor."
The news leaves Whitmer as the clear frontrunner for the 2018 Democratic gubernatorial
nomination with former Detroit Public Health Director Abdul EL-SAYED and Bill COBBS
being the only other Democrats running active, visible campaigns.

Facebook at noon today.

Re: Interpretation and Application of Section 38.68c of Public Act 240 of 1943 -
Public Act 185 of 2010 (Enrolled Senate Bill 1226)
I am a former State of Michigan employee and current retiree. I retired October 1991 and
began receiving a retirement allowance at that time. I am also an attorney and serve as an
arbitrator for labor disputes, primarily with public employers and public employee labor
organizations. A brief history of my employment and work as an Arbitrator is:
- 1967- 1983 - State employee
- 1983 1985 - left State employment and began law practice
- 1983 - I was accepted as a panel member by the Michigan Employment Relations
Commission (MERC) to serve as an arbitrator for Fact Finding and compulsory
arbitration proceedings for police and fire departments under Act 312 of 1969.
- 1985 1991 - Returned to State employment MPSC retired October 1991
- 1991- present returned to practice of law and other non- state govt. employment
(resumed taking cases as a member of arbitration panel for MERC and conducted
numerous fact finding and Act 312 Arbitration proceedings)
- 2003 to present I was accepted as an American Arbitration Association (AAA)
panel member on its Labor Arbitration panel. (Have conducted numerous
Grievance Arbitration proceedings including those between MSEA & MCO &
Departments of Corrections, Transportation, Technology Management & Budget.
- 2010 Sec. 38.68c of PA 240 of 1943 was amended by PA 185 of 2010 effective
Sept. 30, 2010.

- During 2011 I continued to receive both Fact Finding and Act 312 cases from
MERC but late in 2011 I had discussions with MERC staff regarding Section
38.68c. MERC advised that they felt Section 38.68c as amended would not allow
me to receive pay for fact-finding hearings (which are paid for by MERC) without
jeopardizing my right to receive my retirement allowance. MERC paid me for a
fact-finding proceeding I was appointed to March 17, 2011 and which was
concluded October 17, 2011. I continue to conduct Act 312 hearings for MERC
because no State funds are paid. The employer (local governments) and the union,
share the costs of arbitration for Act 312 cases equally.
- I continued to receive Grievance Arbitration cases as a panel member of AAA
involving local units of government including those involving State Departments
and State public employee unions.
- 2012 - (Feb. 6) - The Office of State Employer and MSEA selected me to serve
on their arbitration panel to resolve grievances in the Labor and Trades and
Regulatory Units. I continued to conduct arbitration Grievance hearings between
MSEA and State Departments. The Union and State Office of Employer contracts
generally provide that The expenses and fees of the arbitrator shall be borne by
the losing party or The expenses and fees of the arbitrator shall be borne
equally by the parties. Therefore, depending upon the outcome of the
arbitration, sometimes the employer pays part or all of the arbitrators expenses
and fees.
As I was preparing my tax return for the 2016 tax year I received a 1099-Misc. form from
the State Department of technology, management and budget for payment of $1934.00
from DTMB and $100.00 from DOC for arbitration services I provided in 2016. I dont
recall receiving any 1099-Misc forms from the State in previous years and it didnt occur
to me that my arbitration work as a member of the AAA panel would be considered
employment by this state within the meaning of Section 38.68c of Public Act 240 of
1943. I have reviewed my files and compiled a summary of what I believe is the total
payments by state departments for arbitration services I provided from the period
between October 1, 2010 to January 1, 2017. See attached summary.
Or, does subsection 38.68c not apply to me because I was a retirant who was indirectly
employed on October 1, 2010 through a contractual arrangement with other parties [the
American Arbitration Association (AAA)] as an independent contractor and remain
engaged in the same contract that was held by me on October 1, 2010. ?
My hope is it is determined that subsection 38.68c does not apply to me based on the
language in the section that addresses who it does not apply to. But if it determined that
it does apply to me I believe a simple and fair remedy would be for me to reimburse the
retirement system an amount equal to the amount of payments I received from the state
for the period October 1, 2010 to January 1, 2017 ($13,351.80).
I have notified the Office of State Employer and MSEA that I am seeking clarification of
my ability to continue to serve as a member of their panel of arbitrators and have
requested I not be assigned any cases until I have more clarification from you. I will also
inform the AAA of my inability to serve as an arbitrator on cases involving state
departments until I get more clarification from you.

Could Bolger Have Helped Ritchie Run As 'Kid Rock?'
If rock musician Kid ROCK wants to use his stage name on the 2018 ballot for a U.S. Senate run, a
5-year-old law put on the books thanks to former House Speaker Jase BOLGER could possibly
make that happen.
Bolger added a section to HB 4992 of 2011 that allows "common law" names to be used on the
ballot, something he insisted upon after the Secretary of State in 2008 and 2010 declined to let him
run as "Jase" Bolger when his birth certificate and driver license identified him as "James."
Here's the back story. Bolger was named after his father, James BOLGER, but to avoid confusion as
a child, his family always called him Jase BOLGER (See "Bolger Plays To Win," 10/15/08).
When Bolger ran for county commission, the local clerk let him run as "Jase" since that's what he
was known as. But when he ran for state representative, Bolger and the Secretary of State went
back and forth about the issue.
Bolger even sent the Bureau of Elections copies of a pair of dictionary pages that listed "Jas." as a
New Testament abbreviation of James. The Bureau of Elections wasn't convinced and wanted to
see more modern-day references.
"It seemed like pretty silly bureaucracy," Bolger said. "Jas was good enough for the Bible, but baby
name books were gospel to the Bureau of Elections."
Bolger begrudgingly went as "James Bolger" on the 2008 and 2010 ballot. In 2011, after he became
Speaker, Bolger had the power to change things and that's what he did.
An omnibus elections bill, sponsored by Rep. Eileen KOWALL, was amended to allow for the use of
nicknames and "common law names" on the ballot. Gov. Rick SNYDER signed the bill. Bolger went
by "Jase Bolger" on the 2012 ballot.
Fast forward to 2017. With Kid Rock toying with a U.S. Senate run, Mark GREBNER of Practical
Political Consultants dug up this new law and questioned whether Robert RITCHIE could use his
stage name on the ballot since, arguably, most people know the musician as Kid Rock.
"He may be able to convince a court that 'Kid Rock' is a 'common law name,' not used with intent to
defraud anybody, and should be allowed because that's how he is generally known," Grebner said.
"I think the Secretary of State would initially reject the request, but there's better than a 50 percent
chance a court would grant an order allowing it," added Grebner, who received his law degree in the
1980s from the University of Michigan and is a current member of the Michigan Bar.
Secretary of State spokesperson Fred WOODHAMS said if Ritchie submitted enough valid
signatures to make the ballot and indicated that he wanted to be listed as "Kid Rock," the Bureau of
Elections Staff would have to research further the question of whether that name would be allowed,
particularly the common law portion of the law.
Elections lawyer Steve LIEDEL of the Dykema Law Firm told MIRS that his reading of the law is that
Ritchie would need to legally change his name before he could be listed on the ballot as "Kid Rock"
(See "Could Kid Rock Appear On Ballot As 'Kid Rock?'" 7/28/17).
Liedel said he's aware of the new "common law" portion of state law, but isn't convinced that Kid
Rock would apply. Is "Kid Rock" what appears on his driver license? Is that what name he uses in
legal transactions?
"Without knowing all the details, I'd say the chances are pretty unlikely," Liedel reiterated. "That's
probably not an available option for him."
Nonetheless, even the possibility piqued the interest of Bolger, who met Ritchie at a pair of
Republican fundraisers, including one in Oakland County for U.S. House Speaker Paul RYAN.
"He told me, 'Just call me Bob tonight," Bolger remembered. Bolger said the musician showed a
genuine interest in politics, policy and the opportunity to help others. Whether that means putting his
music career on hold to represent the state of Michigan in the U.S. Senate is a different question
altogether.
As to whether his nickname law helps Ritchie get on the ballot as "Kid Rock," he said, "Well, if so,
that'd be the first time anyone accused me of being Kid Rock's wingman."
Grebner said even if Ritchie could appear as "Kid Rock," he's not convinced that the stage name
would appeal to the average Michigan Republican voter, which is a white male in his 60s.
Ritchie does have some voting history, having participated in the 2012 presidential primary and the
2006 gubernatorial primary. He's also voted in the last four general elections (2010, 2012, 2014 and
2016). Prior to that, the Independence Township (Oakland County) resident's voting history was
spotty, according to Practical Political Consultants.
MIRS polling with Target Insyght last week showed Kid Rock easily winning a Republican primary
and being within eight points of U.S. Sen. Debbie STABENOW (D-Delta Twp.) (See "Poll Shows Kid
Rock Up In GOP Primary, Down 50%-42% To Stabenow," 7/28/17).

LANSING, Mich. Gov. Rick Snyder is leading a nine-day investment mission to China, focusing
on promoting job-creating business growth and attracting investment in Michigan, while also
pushing the state as a tourism destination.
Snyder will meet with government officials, industry executives, educational leaders, and key
media in China, departing Michigan on Sunday, July 30, and returning Tuesday, Aug. 8.
We have built strong relationships in China since our first mission in 2011. Chinese investment in
Michigan has increased dramatically since then and well continue to make the case that there is
no better place in North America for Chinese companies to expand and create jobs than in
Michigan, Snyder said. As Chinese travelers are now going all over the world and the United
States more, this is a great opportunity to tell people about Pure Michigan tourism.
Snyder will visit Beijing, Guangzhou, Shenzhen, Chengdu, Shanghai, and Hangzhou, where he will
promote Michigan business opportunities, make a series of company visits, and connect with
senior government leaders. He will participate in exchange forums in Guangdong and Sichuan that
will include mutual foreign direct investment, trade, tourism agriculture and education. Snyder also
plans to hold media roundtables following the forums, and will meet with business reporters while
in Shanghai.
The investment mission will be led by the Michigan Economic Development Corporation.
Concurrent with the governors mission, MEDC is leading 10 Michigan companies to China to meet
with prospective business partners, distributors and buyers to increase export opportunities from
Michigan to China.
Also joining Snyder on the mission is Michigan Department of Agriculture and Rural Development
Director Jamie Clover Adams, who will continue to explore opportunities for Michigan food and
agriculture products in the Chinese market. This is Clover Adams fifth trip to China.
In 2016, Michigan ranked number two in the nation for number of investment projects from China.
Michigan also ranked number three in the nation for number of jobs created by Chinese investment
and number four for total capital investment. Between January 2010 and July 2017, Michigan
received $1.1 billion in new business investment from China. Recent Chinese investments in
Michigan include:
Kingfa Science & Technology (USA), Inc.: In February 2017, Kingfa, a subsidiary of
China-based Kingfa Sci & Tec Company, Ltd., announced it was planning to expand its
manufacturing operations in Canton Township, investing $60 million and creating 150 jobs
related to the production of engineering plastic resins. The project was supported by the
Michigan Strategic Fund with a $1 million Michigan Business Development Program
performance-based grant.
Yanfeng Automotive Interiors: In January 2017 Yanfeng, a subsidiary of Wenzhou,
China-based Yanfeng, announced it was planning to establish a state-of-the-art southeast
Michigan headquarters and technical center for instrument panel engineering and testing in
the city of Novi, investing $8.45 million and creating 60 jobs. The project was supported by
MSF with a $600,000 Michigan Business Development Program performance-based grant.
Zhongding USA Cadillac: In August 2016, Zhongding, a subsidiary of Anhui Zhongding
Sealing Parts (Ningguo, China) announced it is expanding its manufacturing facility in
Cadillac, investing $4.3 million in a new building and new equipment to venture into the
heavy truck and agriculture industries. The project is expected to create 125 jobs. The
project was supported by MSF with a $600,000 Michigan Business Development Program
performance-based grant.
Karma Automotive LLC: Karma designs and manufactures luxury hybrid vehicles. In
June 2016, the company, which is a subsidiary of Chicago-based Wanxiang North America,
will establish an automotive engineering and purchasing hub in Troy to house operations
supporting its California-based supply chain activities and automotive production. The
project is expected to generate more than $3.6 million and create up to 150 jobs, resulting in

The trip marks the Snyder administrations seventh mission to China. Other missions led by
Snyder or Lt. Gov. Brian Calley have included France, Japan, South Korea, Canada, the
Netherlands, Brazil, Mexico, Israel, Chile, Columbia, India, Switzerland, Germany, Italy, Ireland
and Great Britain. The missions have resulted in hundreds of millions of dollars of investments in
Michigan by foreign companies adding jobs to Michigans workforce.
