3.Scope of Work
General
The project will be constructed on a full design and build, turnkey basis, and it will be the
responsibility of the Contractor to ensure that all equipment, scope of work and services are
provided in order to render the power plant fully complete and functional for safe, reliable and
commercial operation under all conditions and respects.
Summary scope of work comprises from the following:
Externals Works outside the plant fence which will be the scope of work of others and the
Contractor have no responsibility upon.
Equipment supplied by Siemens under Siemens contract with MOE (The Contractor shall be
responsible for installation, commissioning and put into operation as per Siemens drawings &
vendors erection instructions)
All items specifically excluded from Siemens scope of supply and necessary for a correct operation
of the plant, should be assessed fully & carefully by the contractor and included in its scope of
works, all systems inside the plant fence shall be installed by the Contractor.
Balance of Plant (BOP) Systems necessary to complete Siemens scope of supply and all Civil Works.
The Contractor shall be responsible for the design, manufacture, testing in workshops, packaging
for export, shipping, transport, delivery to Site, unloading at Site, install, commissioning, putting
into operation and testing these systems as well as design all Civil Works and construct of these Civil
Works of the plant .The installation works of the Contractor cover all plant items up to the terminal
points indicated here in 3.1.1, including Siemens furnished equipment.
Technical field assistant and supervision for equipment furnished by Siemens will be provided by
contractor and approved by Siemens.
The warranty obligations of the Supplier (Siemens) which will be the responsibility of
contractor to maintain are conditioned upon:
All of the TFA (Technical field assistant) as recommended by the Supplier for the erection and
commissioning performed by contractor(s) should be approved by Supplier (Siemens).
Proper storage, erection, installation, commissioning, operation, use and maintenance of the Scope
of Work in conformance with the Erection/commissioning and operation manuals and operating
criteria and procedures provided by the Supplier, and Documentation of all installation and
commissioning check/test steps on quality plans and/or commissioning programs provided with the
erection/commissioning manuals by the Supplier, and submittal of these compiled on site quality
assurance documentation to the Supplier by the Purchaser .
Timely repair or modification pursuant to the Supplier's instructions and approval.

The Contractor shall be also responsible for health and safety management during the
erection and commissioning period, final paintings and touch-up painting of items
supplied by others, instructions to Employers personnel and obligations for the defects
liability period.
All material, plant and equipment supplied by the Contractor shall be new and of a class
suitable for the purposes specified. Equipment shall be selected to ensure high reliability
and availability of the complete plant with low forced outage rates and minimal
maintenance. Permanent, safe access to all items of plant designed by the Contractor shall
be provided for inspection, operation and maintenance. The Contractor shall be responsible
to check and propose modifications, if necessary, of the proposed general arrangement
with the exception of the power island.
The Contractor shall assess the proposed termination points for all services and shall agree with the
Employer an appropriate tie-in point and tie-in schedule. The location and schedule shall, where
applicable, be designed to minimize inconvenience to other users of the systems. The Contractor
shall clearly identify in the contract program the date it requires the terminal points to be available.
Fuels supplies
The Contractor shall be responsible for the connection of the fuels supplies to an agreed
termination point located adjacent to the site boundary. The exact location of the termination point
will be finalized during Contract negotiations.
The expected analysis of the fuels is annexed to these specifications. The Contractor shall be
responsible, as soon as the external connections will be available, to check, with measurements and
analysis, if fuels satisfies the expected characteristics and, in case discrepancies are found, he shall
immediately inform the Employer of such discrepancies.
The supplier of the fuel forwarding systems has to ensure, that the fuels fulfill all the attached
requirements (chemical properties, temperatures, pressures in forward and also in return flow,
mass flow, maximum allowable speed of changes in pressure etc). It has also to be considered, that
in return flow mixtures of water and fuel are to be expected in DENOx operation and that in case of
fuel oil dosing the return flow oil will contain the dosing chemicals .Regarding the ignition gas
supply we want to highlight that it must be ensured that the pressure range is kept within allowable
range during the full ignition process (tank quantity needs to be large enough and tank heating
system is recommended, quality of ignition gas must meet spec., piping to turbine must be of
sufficient size and maybe trace heated etc.).

Again: it is of the essence, that all requirements are completely fulfilled. Therefore it is import that
whoever designs these pre-systems for the supply of fuel, and ignition gas studies the enclosed
documents carefully and contacts SIEMENS in case of questions to make a hundred percent sure
that no details are overlooked or misunderstood.
ATTACHED SIEMENS REQUIREMENT (ANNEX TO CHAPTER 3)
Water supplies
The Contractor shall be responsible for the connection of the water supply to an agreed termination
point located adjacent to the site boundary. The exact location of the termination point will be
finalized during Contract negotiations.
The Contractor shall be responsible, as soon as the external connections will be available, to check,
with measurements and analysis if the water satisfies the expected characteristics and in case
discrepancies are found, it shall immediately inform the Employer of such discrepancies.
The supplier of the WATER TREATMENT systems has to ensure, that the TREATED WATER fulfill all the
attached SIEMENS requirements (ANNEX TO CHAPTER 3).
Electrical connections
Electrical power from the gas turbine generator packages shall be exported to, and be compatible
with, the electrical connection provided by the Employer. The HV switchyard outlet gantry structure
will be the terminal point of its supply.
The Contractor shall establish communication protocols and liaise with the Ministry of Electricity to
ensure that all appropriate safety requirements are fulfilled.
Communications
All connections to the public telephone network shall be the responsibility of the Contractor. The
Contractor shall ensure that all communication systems used during construction and operation of
the Site meet appropriate regulations and do not cause interference with any communication or
electrical equipment on the surrounding site.
Drainage
The termination points for the drainage systems shall be sub-divided into surface water, sewage
water, chemical and oily water systems as per the paragraphs here below.
Surface water
The surface water system should collect rainfalls on the whole station into a system of
underground pipes, manholes and discharge it into an existing system if available, providing
sufficient capacity is available. If no existing surface water system is available, the discharge
shall be arranged to a soak away to be agreed with the Employer.

Sewage water
Sewerage treatment plant shall be provided to process the sewage drainage on site. Where
there is an existing public sewage drainage system available, the treated fluid shall be
discharged into the public system, otherwise the treated effluent shall be pumped to an
evaporation pond which supply shall be agreed during the Contract negotiations.

MENTIONED IN APPENDIXES( APPENDIX 1 ,APPENDIX 2,APPENDIX 3 ).(EXCLUSION,TERMINAL POINTS,CLARIFICATION)
WHICH ARE NECESSARY TO RENDER THE POWER PLANT FULLY COMPLETE &RELIABLE FOR COMMERCIAL OPERATION.

1.1.1.1. Conceptual Design
The basic drawings for the conceptual design of the plant are the following:
- Plant layout
- General single line diagram (SLD)
The drawings are herewith annexed in the revision available at the date of issue of these specifications.
Additional separate notes, which shall be considered as a revision, are listed here below
Notes on Plant Conceptual Layout
The shape, position and dimensions of buildings are approximate. The Contractor shall verify them
in order to fulfil all design requirements. Pathways shall be provided all around buildings and
equipments. Access entrances and escape doors are not indicated. Roads and accesses for suitable
vehicles to buildings and equipments are not indicated in the lay-out and shall allow safe
manoeuvrability and hard standing for all necessary deliveries, transporting and positioning plant
equipment.
The Contractor shall consider the number and position of main doors of store and workshop
buildings in order to provide the most suitable road arrangement as described above.
The conceptual layout indicates the site boundary fence and main entrances to the Power Station.
The Contractor shall provide other necessary access points around the perimeter as required for
normal operation and maintenance and for emergency vehicle access.
The conceptual layout doesnt show all the buildings listed in the table above. The Contractor is
aware that these buildings are to be located within the plant area.
