ORGANIZATIONAL OVERVIEW
DRCC began in 1966 when a group of concerned parents and professionals organized a
private nonprofit corporation to meet the residential needs of developmentally disabled
teenagers and adults. They believed that individuals with disabilities could live successful
and meaningful lives in the community. With the efforts of the Board, support from St.
Louis County Social Services and financial and volunteer support from area organizations,
Baldwin House was developed and the first people entered the program in 1971.

The Boards vision has served as DRCCs guiding principles for over 50 years:
People with disabilities need and want the same types of things that everyone
wants: a nurturing home; supportive friends; a satisfying job; and freedom to
make decisions about ones life.

Over the years, DRCC has grown and now supports more than 400 individuals in group
homes, apartments and in their family homes and has more than 700 employees. In
addition to the administrative office, DRCC owns 40 homes, 3 offices, 1 maintenance
building and a lake cabin for client use. Locations are in Duluth, Two Harbors, Cloquet and
the Range cities of Mountain Iron, Virginia and Aurora.

ORGANIZATIONAL OVERVIEW
SERVICES PROVIDED
DRCC utilizes a person centered approach to the services and supports provided. Utilizing
a modified Essential Life Style Planning tool, the individual, their family, guardians, friends
and case managers meet to develop a plan that balances what is important to and
important for the individual.

ICF/IID Residential Services Individuals served in Intermediate Care Facility for the
Intellectually Disabled facilities often have the most significant needs and need high levels
of support staff. All individuals residing in an ICF/IID require 24 hour a day supervision.
DRCC has two homes under this service model.

Home and Community Based Service Waivered Homes Services focus more on
developing small, comfortable homes where individuals may fully participate in the homes
routines and more effectively learn meaningful skills. DRCC has 36 waivered homes,
supporting over 120 individuals.

Community Support Services (SILS, SLS, ILS) Services are available for individuals who
have many of the skills necessary to live independently in the community but still need
some supports to ensure they can be successful. Services focus on developing and
maintaining positive relationships, staying healthy and safe, entertainment, managing
money, and successfully maintaining an apartment/house.

In-Home Family Support and Respite Services IHFS and Respite Services are based on
the goal of supporting individuals and families within their existing family unit.
Individualized training is provided which focuses on the acquisition of independent living
skills, education to the family members, and respite which allows family members time
away from the demands of caring for an individual who has a disability.

Consumer Director Community Support CDCS offers individuals and their families more
flexibility and control over how the available financial resources are allocated for their
support services. DRCCs role is to support the individual/family in paying staff and other
invoices, billing the State of Minnesota, and assisting in tracking expenditures.

POSITION OVERVIEW
DRCC has rich history and an exciting future. The organization is searching for a new
Executive Director to take a long-term view and lead the organization in its work of
advancing opportunities for individuals with disabilities.

The Executive Director is responsible for providing leadership to guide all aspects of DRCCs
operations. This leader will be responsible for maintaining excellence in services, building
and maintaining relationships with nonprofit, business and community leaders across
northeastern Minnesota. He or she will also seek out new collaborations and partnerships.

The Executive Director reports to the DRCC board of directors which is made up of a variety
of community leaders. The position oversees a highly tenured and committed staff of full-
time, part- time and volunteer professionals. Roles reporting directly to the Executive
Director are one Chief Financial Officer, seven Program Managers, IT and Maintenance.

DRCC is seeking a visionary, empathetic, and enthusiastic leader, with a background in


nonprofit or community leadership and a passion for the mission of DRCC and the individuals
served. The Executive Director will lead DRCC in defining and executing its strategic plan and
will oversee the implementation of annual operating objectives. The Executive Director will
also oversee the continued emphasis on quality and innovation.

The position is open due to the upcoming retirement of long-time leader Michael Mills.

PRIMARY RESPONSIBILITIES
The Executive Director serves as the chief executive officer of the organization and is
responsible for overall professional leadership and administration. This includes establishing
and maintaining an overall organizational philosophy and standards to guide managers and
staff in carrying out their responsibilities

This position is responsible for strategically assessing the external environment and
recommending growth opportunities that will help DRCC continue to achieve its mission. He
or she also organizes and plans for the operational efforts that carry out the work of DRCC.

PRIMARY RESPONSIBILITIES
Specific responsibilities include:
Personnel
Establish and implement personnel guidelines and practices that are fair and comply with
all applicable laws.
Recruit, hire, and guide management team in carrying out their responsibilities.
Meet regularly with the management team and address issues submitted for
consideration by all team members.
Keep all DRCC staff well-informed about issues having an impact of their employment
with DRCC. Solicit input/feedback when appropriate.
Assure that staffing levels for all positions are appropriate for the services being
provided.
Work to make sure that supervisors are maintaining appropriate documentation as they
work with employees to improve work performance.
Review and discuss employee terminations prior to implementation.
Maintain a Wage and Benefit system that maximizes the use of available resources and is
implemented fairly.
Maintain systems to assure ongoing compliance with Wage and Hour guidelines.
Respond to concerns and complaints in a timely manner.
Participate in the hiring of all Program Directors

Client Services
Work with management team to assure that DRCCs homes and apartments are
maintained in good condition and have the necessary resources to operate.
Establish and maintain a system of program planning that guides staff in the provision of
quality services and that complies with all licensing standards.
Respond to request/referrals for new services and develop new services in conjunction
with the Board of Directors and management team.
Insure that staff are well-trained in implementing DRCCs philosophy of service provision.
Insure that there is timely communication with families, guardians, licensing agencies,
and other agencies.
Work with Program Managers to investigate and address concerns related to client
services.

Financial Management
In conjunction with the CFO, Program Managers, and the Board of Directors, develop a
sound annual budget for DRCC.
Throughout the year monitor the revenue and expenses to assure the ongoing financial
well-being of DRCC. Work with CFO, Program Managers, and Program Directors to make
appropriate adjustments when needed.
Oversee expenditures and financial procedures for DRCC. Includes check-signing and
approval of major expenditures.
Work with CFO to assure that DRCC is getting the best value for the available resources
(soliciting bids and reviewing major benefit purchases).

Coordination with Board of Directors


Keep the Board of Directors informed of significant incidents/issues.
Coordinate meeting agendas with Committee Chairs and the Board Chairperson.
Provide information to the Board of Directors concerning trends and future issues that
will need to be addressed.
Provide the Board of Directors with recommendations and options for consideration on
an ongoing basis.

Communication/Coordination with Other Agencies


Establish and maintain positive relationships with county and state staff. Make regular
contact with supervisors and contract personnel. Address all issues of concern as they
come up.
Negotiate rates and contracts with County staff.

Regulatory Compliance
Maintain current knowledge of regulations and work to insure ongoing compliance
throughout the organization.
When licensing citations are issued, assure that steps are taken to correct the specific
problem and also throughout the organization.
Submit all required paperwork and documentation.

Legislative
Advocate for legislative action that will benefit the services provided by DRCC. Meet
with legislators, write, and/or testify as needed.

DESIRED QUALIFICATIONS
The Executive Director will be a proven leader who has a passion for creating person-
centered, innovative supports and services for people with disabilities. The ideal candidate is
focused on continued excellence in current programs and services as well as increased
visibility and viability for the organization. Collaboration and positive long-term relationships with
multiple stakeholders is vital.

The requirements listed below are representative of the knowledge, skill, and/or ability
required. The Executive Director will:
A bachelors degree is required with at least 5 years of management experience in
disability services, private or public sector health and/or human services or other
related disciplines;
Have experience and understanding of the regional and national disability services
community or related sector, and the role of consumer-directed support organizations
within that landscape;
Bring a passion and experience in resource development including having met and
exceeded fundraising/advancement goals;
Experience creating and successfully executing a new resource development plan and
activities;
Demonstrate a proven ability to build lasting relationships with funding entities, such as
state, county and federal government officials;
Financial-experience with budgets/financial reports and possess the ability to assess
financial data and use in making decisions.
Experience with managing, hiring, and effectively structuring staff and staff positions;
including executive oversight of metrics relating to all employees (compensation,
turnover, recruiting, etc.);
A commitment to on-going development of staff skills and abilities;
Experience managing successful strategic initiatives, partnerships and collaborations in
public, nonprofit and/or for-profit sectors;
Demonstrate excellent communication and interpersonal skills with experience in public
speaking and communicating DRCCs vision of full and rich lives for all people;
Establish credibility within a wide range of communities from demonstrated
commitment to working with people from a wide range of cultural, socio-economic, age
and professional backgrounds.

The Executive Director will be a capable and thoughtful leader of people and will
demonstrate the following leadership characteristics:
Strategic management skills with demonstrated experience formulating and
implementing strategies to serve a variety of constituents.
