OFFICE MEMORANDUM

SUB: Recovery of damage caused to weapon due to unfair wear and tear.

The undersigned is directed to say that GFR 124 (1) (V) stipulates
that in case of loss of Govt. property due to negligence, fraud or mischief
011 the part of Govt. servant, responsibility should be fixed and losses
made good. However, the rule is silent as to whether any recovery is to be
made from the personnel who is responsible for such negligence. In the
absence of any specific provision available in the GFR in this regard, there
appears a need to lay down instructions for dealing with cases of damages
due to incorrect handling, use care. maintenance etc. In order to have a
uniform procedure in CPMFs for such matters, it has been decided to lay
down the following guidelines:-

i) Subject to COl and other usual inquiries prevalent in the


CPMFs the penal recovery in such cases should be made to the tune of 5%
to 10% of the cost of weapon subject to maximum of RS.5000/- in each
case.

ii) As far as possible the damaged weapons be converted in to


DP/DPBF/ Skelton/sect ionised etc. for their further use in some training
institutions.

iii) In case of gross misuse on the part of the users, suitable


punishment to be awarded to the delinquent official over and above
recovery of cost limited as per SLNo( I) above.

GRNERAL INSTRUCTIONS FOR PARTY IN-CHARGE


Party In-charge will keep the foDowing points in his mind at the time of conection of
stores Ord. origin (Explosive!Bombs, Arms & Ammunition) from Ordnance factory/other

places:-
a) Part). In-charge. will conect the quantity of Arms & Ammunition as per authority
letter /Proforma lnvoice from Ordnance factory. .

b) Rate and total cost of item shown in the lllsue voucher lallied with Proforma
Invoice. If any correction made.
c) Signatlm of issuing authorit)' should be done with Ink penlBall pen duly affixed
Rubber stamp on each page of 1uue voucher.

d) Original copy of Issue voucher is required for onward!! submission to Bill section
for adjustment of advanCe,
e) In cw: of weapons, the Party In-charge will ensure that the inspection of weapon
has been carried out b}' an Armourer and the condition of each weapon is clearly
mentioned. The Party 1n-charge will no! accept the weapon if there is any defect in it.
In case of Ammunition, he will check and take-over the Ammunition as per
PIfAuthority letter.

PRACTICE AMMUNITION: REGARDING
Instances have come to the notice where a Unit had not rotate
service ammunition of older lots for more than twenty years with a fresh 10
of ammunition released by this Directorate for Annual Range Classificationi
R~sultin~, the effectiveness of seryice ammunition:~1<eepi~g.for suc~ ~
.Ionger time, has come under question which may cause incident dunngl'
operational duty as ammunition contains self life five to seven years. ..

02 In addition to this, attention is also invited to the instruction contained]


under Para 2(d) •of circular No 49/2000 issued under No EJ
42011/Circular/FHQr/99/0rd/1897 dated 27.12.2000, where it has Clearl~
been mentioned that practice Ammunition of older lots is to be expende~
first for ARC on the basis of FIFO (first in first out) method instead of L1F9
(last in first out). But the same are not being followed properly by the field!'

03 Hence you are requested that Units falling under your jurisdiction ma~
be directed to rotate the service ammunition of all caliber every year wit~
ammunition released for Annual Range Classification and servic .,
ammunition converted into practice ammunition may be used for ARC a~
well as to adhere to the instruction contained under Para 2(d) of circular N .•
49/2000 issued under No E-42011/Circular /FHQr/99/0rd/1897 date '
27.12.2000. This will help to keep the fresh lots of ammunition to avoid an 'I
untowar~ incident. )

Sub: - INSTRUCTIONS REGARDING COLLECTION


'OF ARMS & AMMUNITION
In supersession of all previous instructions issued by
this Dte on the subject, the following instructions are
issued for strict co'mpliance:-

a) Whenever an escort party is detailed for the


collection of Arms & Ammunition, the Unit
Commander will ensure that the Escort
Commander is properly briefed about the
transportation of the Arms & Ammunition and is
in possession of the following documents:-

i) Movement Order;

il) Authority letter duly signed by a Gazetted


Officer indicating his name and rank clearly;

iii) Copy of Release Order;

iv) Credit note for booking of stores from


workshop to destination, if necessary.

2 On arrival, the Escort Commander will report to


DC/AC of the concerned workshop for the said purpose

3 In case of weapons, the Escort Commander will


ensure that the inspection of each weapon has been
carried out by an Armourer and is clearly mentioned in E-
05. Under no circumstances, the Escort Commander will
accept any defective weapon(s). Similarly, as far as
collection of Ammunition is concerned, he will physically
count and take over the Ammunition by signing the
voucher when fully satisfied with its correctness.

4 There are three options for transportation of these


Arms & Ammunition, which are as under:-

a) By Govt I hired vehicle


b) By train
c) By air (Applicable only for Tripura based Units)

a) Govt I hired vehicle

The CJSF Res Bns/RTCs and PSUs, having Govt.


vehicles can transport Arms & Ammunition from workshop
to Res Bns/RTCs/PSU Units and vice versa. The Escort
Party Incharge will adhere to the following instructions
enroute:-

I. It should be ensured by the Unit Commander that


the Vehicle is fully free from any defect

ii. Sufficient money should be made available to the


escort party Incharge to meet any emergent
requirement enroute as well as POL.

iii. Party will undertake day journey only.

iv. Party will make night halt at nearest Police


Station or any other CPO's unit.

v. In case of any eventuality, escort party (ncharge


will immediately intimate the same to his Unit
Commander and will seek necessary assistance
from nearby CISF unit, if there is one, or the
local Police station

VI. During transportation, the sole responsibility for


the safety and security of the Arms & Ammunition
will be of the Escort party Incharge.

In case Govt. vehicles are not available then


vehicles will be hired.
Since sector IsG are competent to hire vehicles for
transportation of Arms & Ammunition from workshops to
destination falling under their jurisdiction,

to destination and vice versa, may be done by hired
vehicles, if adequate numbers of Govt. vehicles are not
available. To facilitate the collection party to have hired
vehicles available at the destination, the responsibilities

vehicles will be borne by respective zone/unit.

b) BY TRAIN

As far as possible, the Arms and ammunitions shall


be transported by train and following instructions will be
strictly adhered to by the escort party Inchar~e:-

i) Prior to departure of Escort Party for collection


of Arms & Ammunition by train, Unit Commander
will ensure that reservation for to and fro journey
of Escort Party is confirmed and intimated to Dy

ii) To avoid any communication gap and have a

iii) Escort party will remain vigilant and alert to face

ammunition have been booked in brake van.

v) Escort party Incharge will also ensure the


presence of the sentry so detailed at brake van
as and when train halts at any station and will
remain there till departure.

vi) Escort party Incharge shall make efforts to get


the reservation of escort party personnel in
compartment near brake van, if possible.

vii) Escort party will be divided into two parts so that


while one party remains on duty, the other may
relax as per approved and authorized timings.

viii) Escort party Incharge will ensure that unloading


from one train to other is done under his
personal supervision and proper sentries should
be detailed to the local requirements.

This will be applicable only for Tripura based Units.


On receipt of Release Order of Arms & Ammunition, Unit
Commander will intimate the same to AIG/Ops, who in
turn will liaise with BSF Authorities to make the
arrangements for shifting of Arms & Ammunition in
respect of Tripura based Units from Delhi to Agartala
through BSF Aircraft and will intimate the schedule
programme/timing to Unit Commander as well as to
AIG/Ord Representative of the Unit will collect the Arms
& Ammunition from the concerned workshop and will be
responsible for the loading/unloading of Arms &
Ammunition in BSF aircraft, with the assistance of
manpower cum escort party to be provided by

Commandant CISF 2 Res. Bn. Unit Commander will be
responsible for transportation of Arms & Ammunition from
Agartala airport to unit.

5. However. the Unit Commander shall further strengthen the


escort party if required keeping in mind the prevailing Security
scenario of the state through which consignment is to move.

N.B - It may be noted that in future all movement of Arms &


Ammunition from one place to another will be carried out under the

Sub :- REPAIR OF RIFLE 5.56 INSAS SENTENCED FR : REG

Field Units are repeatedly approaching this Dte for issue of instructions for
repair of the Rifle 5.56 INSAS sentenced Factory Repair either by AlA team or
workshop. In this regard, it is intimated that consequent upon implementation of
decision of Rifle factories to undertake repairing work for those weapons only which
are manufactured by them i.e. RFI, SAF & OFT. Matter was taken up with OFB
Kolkata to look into the matter and issue instructions to Rifle Factories to undeitake
repairing work of the Rifle 5.56 INSAS sentenced FR in respect of CISF Units
geographically located to nearest Rifle factory, but no further directions of OFB
Kolkata has bel'lnreceived till now.

02- Since considerable period has been elapsed for want of reply from OFB
Kolkata and any further delay would create operational difficulties for want of
serviceable rifles. As such, it has been decided that CISF Units holding Rifle 5.56
INSAS sentenced FR may be directed to send the Rifle in question to such Rifle
factory having the mark of that particular factory alongwith relevant papers and
under proper escort as per FHQ Circular No 19/2004 issued under letter No PR-
II 0 18/07/Ord/P.olicy/2004/1653 dated 10.11.2004.

03- Apart from above, Units holding UNSV magazine of Rifle 5-.56 INSAS (due
to development of cracks in it) may also be instructed to produce the same at
ordnance factory having the mark of that particular factory for replace ent. c-

In suppression of all previous instructions. revised instructions for Ime


Unit transfer of Arms and Ammunitions and clearance of Voucher are la'o
down in the succeeding paragraphs: -

2. Inter Unit Transfer of Arms and Ammunitions:


(a) No items of arms and ammunitions will be transferred from one
Unit to another without the proper approval of FHQ. This is
necessary for proper accounting of arms and ammunitions wiln
records held wit~ Base Workshop.
(b) In urgent cases, Zonal DlsG may order inter-Zonal transfer Of

weapons temporarily within respective zones with intimation of


Force HQrs (Ordnance Branch;. In case weapons are required :c
be transferred on permaneRt basis, ex-past-facto sanction fa,
transfer of such weapons would be obtained from Force HQ ,
Pending regular transfers of such arms & ammunitions. the parent
unit will continue to account for the same.

c) For detailed instruction on inter Unit transfer of Arms anc


ammunition refer Circular NO.6/99 dated 12899.

3. Deficiencv/Surplus holding of Arms & Ammunitions:


In case of any deficiency of Arms and ammunitions with any Unit, the
demand of additional items should be forwarded to Zonal DIG fcc
onward transmission to this HQrs with his recommendations Whilp
forwarding the demand for additional Arms and Ammunitions, i: WDU:"

be certified by the Unit that necessary facilities of "KaTE" for Safe


custody of Arms and Ammunitions are available.

4. In the event of any surplus stock, the Unit would refer such cases to thiS
HQrs for Issue of necessary orders for the transfer to Units/Centra~
Stores. as the case may be.

5. Clearance of Issue/Receipt Vouchers:

Classification for various admirlistrative/operational reasons Besides movement
of personnel from the units they are attached to their parent unit for conduct of
ARC also causes avoidable expenditure to the exchequer.

2. The matter has been examined and also discussed in the Senior Officer's
Conference held on 15-16 Jan'2007 ARC being on essential requirement for the
force personnel, it has to be ensured that everyone goes through it withOUTfail It
has therefore been decided that the attached personnel will carry out the ARC In
the formation/unit they are attached and will not be sent back to their parent unit
for this purpose. However. such attached personnel. whose parent units are
located in the same station, may go to their unit for ARC. In case of
FHQ/formatlon HQrs where arms and ammunition are not kept,..a particular unit
will be assigned the task of pJtting such personnel through ARC by conducting
necessary musketry training and also iSSUingarms and ammunition. No physical
movement of arms and ammunition from the parent unit to the unit conducting
the ARC will take place. The unit wrlch put the attached personnel through ARC
will iSSUEweapons/ammunition and raise the bills for the amount spent to the
parent unit of the indivldt..al cOllCerned.

3 The above instructions will come into the force With immediate effect. Any
instructions on the subject issued earlier may be modified accordingly.

02. In this rega-ci it is intimal.ed that due to the Moderisation plan effected over the years in
CISF, III oS! ofthe old weapons are being replaced with Modern sophisticated weapons which is
now in regular service/lbployment in ClSF since. last rn3ll' years as a resull there is constant wear
and teal' to the metallic parts of the \WapOllS. Due to the d,unage/breakage of lIJinor parts and
components ~ich occur in the Units, the weapons become unfit for dep\{'yment for considerable
period oftime for wanl of Court of Inquiry and critical examination by workshops etc.

03. Hence 10 simplif)' the procedure of regularization of dallaged spares and },eep the
weapons operationally fit at all times and also minimise the time/duraion ~ere Ii weapons is
kept idle in Units for wanl of COl, it has now been decided that damage of parts oftbe different
\'I'eapOllS ll£ mentioned in Appendix hB" (enclosed with this letter a10ngwith cost including
taxes ) and which are of minor mture and within the financial powers of the Gp.

Sub: -Demand of Deficient Arms and Ammunition for Augmented Strength.

It is to bring to your kind notice that subsequent on augmentation of strength, field


Units are approaching this Dte for release of deficient Arms and Ammuntion for
additional strength. But in the absence of authorized Security Wing and
STF/QRT/COMMANDO strength in their demand letter, this Directorate is unable to
release the authorized weapon!)' to them, as for Security Wing and
STF/QRT/COMMANDO has separate authorization of weaponry. Moreover the demand
of Arms and Ammunition from field Units are being received by Ordnance branchlFHQ
in piece meal without their present weapon holding.

02. Further, it is reiterated that instructions had already been issued vide this Dte. letter
No. PR-1HH8/il3IOrd/2006/3SS dated 28.3.2006 and PR-H618/il3/0rd1ZOO7/619 dated
19.12.2007 that Consequent upon reduction of strength of an existing unit, they must
deposit surplus weaponry with nearest CISF Ordnance workshops without seeking any
approval from this Directorate. This may also be brought to the notice of all unit
concerned under your jurisdiction for compliance as the same weaponry has to be
transferred to needy units whose strength is augmented.

03. In view of the above, a consolidated demand of deficient Arms & Ammunition(Unit
wise) with full details as per scale authorised in accordance with MBA Lr.No.PR-
11013/S/2002-03/0rd/-Prov.1J dated.30th June, 2003 may be sent to this Directorate by
20.04.2009 repeat 20.04.2009 for needful action at this end.

Of late, it bas been noticed that field units are approaching this Directorate to
recoup the resultant defICiency ef service ammunition fired/used during Guvt.
bonafied duties. The service Ammunition should not be kept deficient in the fIeld
units due to obvious reasons as instruction/guidelines has already been issued vide
CISF Circular No 011Ord196 dated 13.10.96 which is again re-produced below for
information and necessary action please :-
-' It has now been decided that whenever any deficiency in Service
Ammunition reported due to any reasons, the same may be recouped immediately
eut of the available stock ef latest lot of practice ammunition in the Unit and
resultant deficiency of practice ammunition may be included in the half yearly
demand of Practice Ammunition giving full justlTlCation and authority. "

An additional belt of nylon/ polyester weaving with minimum width of 10
cm should be pro,~ded around the waist to properly seCUIethe B.P. jackets
with Ihe body of the wearer around waist so that weight of jacket.is
distributed on waist/shoulders. Kamarbandh should be of same material
as outer caIt'ier with Velcro.
(lX) Two pouches(one each on front and rear of outer carrier) should b~ provided
to accommodate two 305 mm x 254 nun Hard Armour Plates so that jacket
protects \ilal organs of body. .
(x) Ballistic panels (SAPs & HAPs) shall be removable from outer carrier
(xi) Outer carrier shall be machine washable.

(xii) TRAUMA PAD FOR TRAUMA ATTENUATION


(a) Trauma pad must be p,"ovided behind the SAPs, so that it remains to
body surface-to provide proper cushioning.
(b) It must cover uniformly up to edge level of the SAPs.
(c)'rrauma pad will be made of "Non-woven 100% pDlyester synthetic
wadding". Placement of trauma pad/additional layer al any other
'place is not permissible.
(d) Trauma level should not eXceed 25mm -in plastidne blDck at 30+-2.9'
degree centigrade temperature of plastiane.
(e) Drop test will be carried out as specified in N1J standards. :

MATERIALS

• The fabric shall be treated for protection against water, fire (fire retardant)
and ultra ~olet ray's exposure.
• The fabric must be suitable to wear in the Indian conditions of heat, rain
and humidity.
• The inner cover (body side) shall also be of a similar fabric and shall be
treated for moisture and water repellency.
• The cloth of the carrier must be pre-shrunk before stitching.

Note;
j. The methods of testing criteria for measuring the properties of outer
carrier shall be as per IS ; 11871-1986, IS: 3417-1979 (reaffirmed 1997),
IS: 392-1989 and IS 391-197 5.
