Essay One

Read through the following paragraphs and mention the


function of each sentence

Governments should have the legal right to limit the size of


families. Discuss this issue.

Family planning is an issue which is currently being


debated in many countries.(1) The subject has become one
which concerns each human being because the worlds
resources are being depleted at the same time as the birth
rates continues to soar (2).It has been conjured that the
world will be unable to provide adequate clothing, food,
shelter and care for this vast number of people.(3) One
solution would be for governments to pass laws making it
illegal for married couples to have more than a certain
number of children so that the population growth can be
controlled. (4)However, there are compelling arguments put
forward both in favor of and against this solution. (5)

Those who support the government regulation of family


size argue that people will only limit the number of children
they have if they are legally constrained to do so (6).In other
words, mere persuasion will not be effective.(7) India is cited
as an illustration of government failure to persuade people
to have fewer offspring (8).The Indian government launched
a costly campaign to inform population about
overpopulation (9).In addition to this ,gift were given to
couples who had small families(10). Despite the publicity
and the gifts, the Indian birth rate continues to increase at
an alarming pace. (11) It is therefore
reasoned that people will not limit their families by
themselves no matter how many incentives they are offered.

On the other hand , there is the argument opposing the


legal enforcement of birth control.(13) The opposition cites
texts from many religions which forbid any form of
contraception.(14) Thus governments would be forcing
people to act against their religions, which is totally
unacceptable.(15) Moreover, every democratic constitution
has allows people to raise a family ;by interfering in a
couples decision to procreate, it is maintained that this
government would be acting unconstitutionally by denying a
basic human right.(16) For these reasons it is thought that
legal government control over the birth rate is
unacceptable.(17)

It is clear that there are strong arguments in support of


both sides of this issue (18). If governments assume the legal
right to limit the size of families, they will be able to protect
the people from the evils of overpopulation. (19)Conversely,
if they carry out this legislation, they may be opposing
religious and democratic values (20).Non-intervention is
probably the better and more humane course of action to
take.(21) Therefore governments should educate their people
so that the benefits of having small families is apparent to all
;governments should not try to control the population by
law, but by education.(22)
Essay Two

Read through the following paragraphs and mention the


function of each sentence

Describe the scene of a fire to someone who did not witness it

The building which caught fire was a block of flats in


Mailee Street. (1)The cause of the fire is still unknown
(2).Some people believe that the fire started when a gas pipe
exploded. (3)However, the authorities have denied this (4).
The fire broke out at five o' clock in the morning, turning
the normally deserted street into a scene of unnecessary
chaos. (5)

The top of the building was blazing; at the same time,


thick black smoke was pouring out of all the windows. (6) At
the bottom of the block, the entrance was jammed with
screaming people trying to escape the flames and fumes.
( 7 ) While they were trying to exit, firemen were
attempting to enter.(8) This caused the frightened
inhabitants even more problems. (9) Meanwhile, the people
inside the building were throwing their belongings out of the
windows. (10)Cars driven by brigade vehicles were still
attempting to reach the burning building (11).Since the
street was blocked by the cars, they were unable to do so.
(12)

The scene would not have been so disorganized if


the police had put up barricades to keep back the spectators.
(13) Moreover ,the traffic police should have kept the traffic
moving so that the street did not become blocked
(14).Finally ,the firemen should have organized the entrance
of the building so that people leaving kept to one side, while
others entering kept to the other(15). If this had happened,
fewer people would have
been hurt and the building probably would not have burnt
to the ground. (16)

Essay Three

Read through the following paragraphs and mention the


function of each sentence

Governments are responsible for providing a program of


basic childcare for all parents. Discuss.

The healthy development of children is a major


concern of all responsible
and caring parents. (1)The parents naturally worry that
both the mental and physical growth of their offspring is
occurring normally (2). There is nourishment , hygiene and
discipline to be considered in the upbringing of a child (3).If
governments do not provide parental education in these
three areas, there is a danger that children may be
improperly raised. (4)

Guidelines for nourishment are essential (5). If a


government fails to inform people about correct eating
habits, a child may suffer nutritional deficiencies which
result in bad teeth, weak bones and poor eyesight (6) .These
in turn will place a financial burden on the state, which has
to provide treatment and care for the ailing child.
(7)Moreover, they will place an emotional strain on the
parent of the child who is sick (8). Nutrition education will
prevent these problems.(9)

Hygiene is one of the factors which affect the childs


development (10).Research has shown that children, who are
not taught cleanliness habits ,develop unhygienic habits
which tends to stay with them throughout their life.( 11 )
They then pass on
these habits to their own children (12). It is, therefore, vital
for the state to provide education about hygiene. (13)

Lastly, there is the problem of discipline (14). Parents,


who refuse to exert any authority over their children , risk
creating a child who is spoilt ,selfish and rude.(15)
Conversely, a mother or father ,who are too authoritarian
could make the child frightened ,introverted and lacking in
self-confidence(16) . It is necessary to give parents guidelines
so that they can decide on a balanced approach to ensure the
healthy mental and emotional development of the child. (17)

To summarize ,each government has the responsibility


to provide information about childcare.(18) Parents could be
informed through pamphlets, childcare centers, television
and radio announcements ;this would ensure that none of
the parents has the excuse that he or she does not know
about the subject.(19)
