My back and hip required a few days before I could lift a single box so wasnt able to do much at all for a while. Im now
making some progress here and have to say that Im quite disappointed with the condition of #6 on move-in 4/27/16. I
dont know whether you knew what the situation was here on 4/27. The photos that follow describe the situation fairly
well.
The back door lock jams/sticks and the metal frame on the bottom of the door fell off after it caught the edge of
the torn linoleum leaving a gap between door and floor.
The bathtub dripping/running situation uses 1 tanks of hot water every 24 hrs even if no hot water is actually
turned on which is going to have a significant impact on the gas bill.
The window situation with bent frames, holes in screens, missing screens, dead bugs, dirty, and non-functional
status..the pictures speak.
I thought Chutney was lost in the move as he was missing for 2 days. As it turns out, he was under the trailer as
the panel behind the tub was not tacked in place.
Only one of the two trees has been removed. As far as Im concerned, the remaining one stays put.
The front steps have only a temporary remedy.
The self-cleaning oven was turned on and all the black charred gunk was left for me to clean out.
The trip to the post office to get keys required one of their employees to come out to re-key the box and I
needed to be here so he could deliver the keys to me.
Im also quite concerned re the water as it continues to be orange rather than the usual clear as seen in the
picture of the toilet bowl. It is particularly disconcerting that the orange water morphs into particles that land
on the bottom of the glass. An explanation and rectification of this situation is necessary.
I really did not expect to have to clean every cupboard, drawer, and shelf, remove dead bugs and scrape crusted
dirt off every window and out of the oven.
In my relocation search, I was not looking for glamour or luxury. I am fine with the space that #6 provides. I do think
functioning doors, windows & screens, clear water, etc., are rather reasonable expectations. Re rent - As I mentioned to
Joseph on 4/27, given car repair (finally got in shop today) and cost of move exceeding estimates/projections by a bit
over 200%, the rent would be paid on 5/11. Of course, including the late fee that he mentioned although he could not
provide a receipt for the security deposit, pet deposit, and April rent.
I received your text re the water heater/pipe; please provide sufficient notice so I can adjust my schedule accordingly in
order to be present. I had my hair cut short to accommodate the shower/shampoo situation for now. Finding a
mechanic in this town was not a terrific experience and I am hopeful that the car will soon be repaired and Ill be able to
get back to work tomorrow or Thursday.

I haven't been in contact with Joseph lately having issues in Minnesota that I've been dealing with so I
apologize that I was not aware of the arrangement for the later payment. Under the circumstances, we
would normally not charge a late fee as it was anticipated and the first month. Regarding the issues you've
pointed out, I was not aware of many of the problems with the trailer, the last tenant never said anything
so I tried to address things as I found them. The water heater for example was not something I knew about
until the plumber brought it to my attention last week. The water issues must be related to the pipes in the
trailer itself and the new lines should remedy that. The water from our well is tested each year and does
not have any problems with color, odor, chemical or minerals. I am forwarding your pictures on to our
maintenance manager, Delbert so he is aware. I will make sure that these are all addressed as soon as
possible. Please accept my sincerest apology.

I am pretty far beyond merely disappointed at this point. Please see pages 3-5 re orange water, not
finished pipes. I waited day after day for Kurt to show up to no avail. Water
The repair of the torn linoleum prior to repairing/replacing the back door had the predictable result.
After being rained on through the space between door and floor, the old linoleum is peeling back and
will need repair again after the door is replaced/repaired. Re the back door sticking/jamming: this
situation has, not surprisingly, deteriorated and now the doorknob has to be turned back and forth very
quickly several times (resulting in a swollen wrist) though it usually also requires a shoulder slam into
the door to get it to release and open. Back Door
Its great to have screens on the windows, though when the windows cant be opened they actually
serve little purpose. It gets pretty dang hot in here especially in the south end as the west windows in
red bedroom and living room dont open so there is no cross-ventilation. After a couple hours cleaning
every part of the office window I could, I have managed to get that to open/close somewhat more
easily, i.e., without risking breakage, though it still appears to be in the track crooked so will not close
completely. As you know from your visit on 5/11, other windows do not open at all or will not remain

Its good to know that on 5/26 Joseph & Delbert were coordinating about the red carpet/door situation
too. However, today is 6/30 and I have heard nothing about that repair. The steps have yet to be
replaced though that was scheduled to be done prior to 4/27. While the water pressure has improved
in the sinks, the improvement in the bathtub is minimal insofar as showering is concerned. While I
would like to proceed with a washer/dryer, that is not an option given that I do not want an all-orange
wardrobe and I dont know that the pipes have been installed or that the water pressure would be

Given that the situation remains largely unchanged since 4/27 and 5/10, I am nevertheless increasing
my rent payment for July to $225 half of $450. Seems appropriate to me. As so much of my time has
been invested otherwise over the last seven weeks waiting on plumber, Charter, gas company, etc, I will
need a minimum of 48 hours notice to accommodate any repairs. I need to get back to work on my
schedule rather than trying to fit my work around everyone elses schedule. That hasnt been working
well for me at all.

Following up on a couple points raised in your email above:
Joseph (7121) called yesterday and 6/9. No voicemails were left. When no message is left, I generally
conclude that it was a misdial. His text of yesterday is the first I have received from him. I've found that
email is preferable when the conversation is a bit more complex.
The email I sent to you on 5/20 about the windows, door, steps, etc is attached.
Given that Kurt schedules visits and chooses not to show up or let me know that he (or someone) won't
show up wasting day after day of my time, the last text of 6/17 is the last text that was sent. As I've not
heard from him since, I concluded and continue to conclude that he had no real intention of showing up
despite his previous texts otherwise.

My partners gave agreed to waive your late fees for June but the rent will only be reduced to $250.00 so
provided you make up the shortage by July 5 there will be no late fees incurred. Your June shortage is
$35.00. As long as $250.00 is paid for July by the 5th there is also no shortage for this month.
Our primary concern is the water quality at your unit and that will take priority for us, if that can't be
corrected the other issues are moot. While I am here I will be coordinating with Delbert and establish a
schedule to address everything.
The rent will unfortunately not be discounted any longer beginning in August. If this is unsatisfactory, we
are willing to terminate your lease and return your security deposit upon confirmation that the utility bills

In response to your inquiry regarding entry into a home to fix a utility. Your lease and the law allows you
to enter into a home with proper notice to make a repair, your lease says 24 hours. The law indicates that
this must be done at a reasonable time.
Your tenant seems to feel that this means at a time convenient to her. That is not what the law requires.
Your tenant has indicated that you failed to respond to her demand to remedy her claimed water issue
within the arbitrary time frame she announce in a letter. She also indicates this may be a health hazard to
her and yet she now seeks to deny you access to the home to abate the issue. This is nonsense. The park
would be within its right to immediately enter the premises to abate the claimed safety issue with or
without her consent and without 24 hour notice if you reasonably deem it to be an actual safety issue.
To the extent that she refuses you access to the premises to abate the claimed water issue she will
probably forgo in any courts eyes any remedy she might seek. You could initiate an eviction based upon
her action denying you access to the premises to make the repairs..
Hopefully your tenant will allow you to entry into the home when the repair is scheduled. If she refuses,
start the eviction process. If you believe that the water currently provided to the home might present a

No one (Kurt, Delbert, or you) have emailed, texted, or called to indicate that you are going to

As we discussed on 3/27 and as discussed with Kurt, I do need always to be present whenever any repairs need to
be done in order to assure the safety and well-being of my two cats.
Given the time and lack of contact this morning, I will consider all 3 of you to be in the "no show" option and I
will proceed with my day.
The water situation cannot be considered an emergency or safety issue as you have known about it (and other
issues) since 5/10/16 and were updated through 7/16/16 and again on 9/6/16.

is not an "off the book plumber" as you have stated. Wisconsin requires a 12 hour notice for entry except

The current condition of mobile home unit 6 that I rented from you 4/27/16 has to present date not received the
necessary and promised repairs. Four months a full third of the lease has elapsed. The progress on the repairs
to be made prior to moving in 4/27 and since is close to nil but for:
screening that was placed over the old, torn screens on five of ten windows (5/21) keeps insects out
and cats safe while decreasing air ventilation.
pin replaced on the bedroom door hinge so it wouldnt fall off again.
You wrote on 5/10: The water from our well is tested each year and does not have any problems with color, odor,
chemical or minerals. On 3/27/16, a reasonable conclusion based on a quick glance into the toilet bowls and tanks
belies that assertion. Per your email of 5/10: ..the new lines should remedy that. Obviously and as documented,
that has not happened.
You were notified by Kurt on 5/13, and I provided photos on 5/20, 6/17, and 6/30 of the current water
conditions
Joseph and Delbert observed the actual bowls filled with a variety of brown or orange or rusty
particles water on 7/16 (six weeks ago)
Your email of 7/3: Our primary concern is the water quality at your unit and that will take priority for us, if
that can't be corrected the other issues are moot. That does not comply with Wisconsin code or statute.
To date, Five Skies has done absolutely nothing to assess, mitigate, or correct the rusty water in #6.
Large rust particles, orange scum, and/or brown bits floating in the water here support the assertion
that the water is not safe. Nor is this water managed well by my compromised lymphatic system
though I would have trouble believing that anyones system is designed to manage the levels of iron
in this water. Swelling (lymphedema) in my arm, wrist, and ankle occurred post-operatively for
about a year in 2009. Now, again in 2016, I am dealing with the same type of swelling only since I
moved in to #6.
Water pipe connections were not completed by mid-May and have not been completed to date. Your
off-the-books plumber (Kurt) forgot to connect the outdoor water. I cannot say whether he also
forgot to connect the laundry pipe. I advised you of my intention to purchase a washer/dryer on
3/27 and we discussed the washer/dryer venting options. Whether Kurt did or didnt connect the
laundry water pipe, I cannot proceed, as I planned, to install machines as I do not wish to have an all-
orange wardrobe.
When the pipe behind Art & Lisas trailer disconnected on 8/22, Kurt was here to reconnect the pipes within 48
hours. When the hole again filled with water the next day, dirt was placed on top of it. On 8/24, the pipe nearest
the reconnected (?) pipe spewed sewage onto the lawn. Six days later: Kurt reappeared the evening of 8/30 to
deal with the sewage spewing pipe and, to date, sewage remains on the lawn.

8/22 or 8/23: Joseph told me that hopefully the stairs would be replaced Labor Day weekend.
Joseph also informed me that he has now looked at a couple of doors to replace the broken back door
(three and one-half months later having informed you 5/9).
Jambalaya does find it interesting to watch various insect life appear through the 1/2 space
between floor and door. To date, only insect life. Gophers decided to burrow on the east side of
the trailer and may have other plans.
When rain falls, it puddles under the door spreading as far as the end of the kitchen counter. This
is due to the missing screen door and the inch gap.
My shoulder aches as a result of having to slam it into the door in order to open the door; my
hand has been bruised repeatedly due to the multiple knob cranks it requires to function; the key
cannot be inserted into the lock. In the event of an emergency, this door would be useless.
The torn linoleum in front of the back door was repaired. On their visit of 7/16, I showed Delbert & Joseph
how the rain had undone the glue on the old linoleum which is curled up again creating again a tripping hazard.
Delbert said he thought that would probably happen.
The west living room window required a drill to open on 7/16 and now it cannot be closed. The east window does
not remain in an open position but has slammed itself down a half dozen times. Fortunately, neither Jambalaya
nor I have been injured to date.
You mentioned in your email of 7/1 that I have not been available at the home when we have been over there.
That is not true. In the two weeks prior to your 7/1 email: Delbert was whacking weeds on the area behind the
gray building; Joseph was here mowing the weeds behind the gray building; and, a few days prior to your email
I was standing on the lowest back step when Joseph drove by me (about 3 away) in the silver pick-up truck.
Neither Joseph nor Delbert attempted to speak with me on any of those three occasions.
Sixteen weeks have gone by since the email you sent to me with your apologies and your assurance that the
repairs are all addressed as soon as possible. I have contacted you on the following dates:

I received no response to the document submitted on 8/5/16 via your mail drop at #15 requesting that Five Skies
provide the date by which the previously described repairs would be completed. You have made repeated
promises to fix the problems and deal with communication issues amongst the agents of Five Skies.
I rented this unit in good faith that necessary and essential repairs would be made. I can ill afford the time
necessary or the mileage to search for another affordable trailer, do the research and demographics for my
business, take the time required to pack & unpack, the expense of hiring movers, and re-establish my business
from another location having just completed this process Feb-Apr 2016. At 66 and given my current physical
limitations, I am not able to manage the packing, lifting, unpacking, and move.
Your failure to perform is no longer an option. Health and medical issues aggravated again now by my 2008-
2010 treatment of invasive breast cancer require me to consider alternatives. Your failure to perform is affecting
my work, my emotional health, and my well-being with the stress of these conditions.
From the tracked delivery of this letter, I am providing a seven (7) day period of time in which I expect every one
of these issues to be resolved properly and up to code. Five Skies is in violation of DATCP 125, DATCP 134, and
Wisconsin Statutes 710 and 704.

I was amazed by the audacity of Five Skies demand for full payment of rent for August as necessary and
essential repairs had not been performed in accordance with Wisconsin Code and Statutes and remain
unperformed to date.
Enclosed please find my check #10228 in the amount of $50.00 in payment of September 2016 abated
rent for #6 in accordance with Wis. Stat. 704.07.
This payment adjusts the rent of $450 paid in August 2016 for a total of $500 for August & September @
$250.00/month in agreement with the previous abatement.
