Introduction
Community
Organizational History and Purpose
TheCaliforniaIndianMuseumandCulturalCenter(CIMCC)wasfoundedin1991and
incorporatedasanonprofitorganizationin1996,CIMCCisastatewide,issuesbased
museumthatgivesCaliforniaIndiansavoiceinthetellingoftheirhistories.Withthe
experienceandtransformativepowerofexhibitsasguidingfactors,theCIMCCsgoalis
toprovideauniqueeducationalresourceonCaliforniaIndiansandaworldclass
destinationforthepeopleofCalifornia,thenationandtheworld.
Californiatribesarevitalcommunitiesandtheycontinuetoshape,transformand
contributetothedynamicculturallifeofCaliforniaandthenationasawhole.While
CaliforniaNativepeoplecomefromdiversecultures,theyhavemanycollective
historicalandcontemporaryexperiencesincommon.Thesesharedexperiencesform
thecoreoftheCIMCCinterpretivestrategy.Inmanyexistinghistoricalinstitutionsin
California,thehistoriesandculturesofCaliforniaIndiansaregenerallypresented
throughartifactbasedexhibitionsfocusingonpasthistories.Whilethepastis
considered,theCIMCCusescontemporaryCaliforniaIndianoraltestimoniesto
illuminateunderrepresentedthreadsofCaliforniaIndiancollectiveexperiencesviewed
throughthecontextofstatewideandnationalissues.CaliforniaIndianshavealways
reliedontheiroraltraditionstoexpresstheirhistoriesandcultures.Theseoral
traditionshavemostlybeensharedintertriballywithlimitedaccessbythegeneral
public.
CIMCCenrichesthepublicbyprovidingNativeperspectives.Usingstorytellingconveyed
throughsophisticated,interactivemultimedia,themuseumhelpsvisitorsexplorethecollective
experiencesofCaliforniaIndiansstatewide.

civicspace,adialogueforideasthatimpactthehistoryandfutureofAmericanIndians.

countryandthestate.

Sonoma,MendocinoandLakecountiesspansover6,400squaremiles.Community
membersaresomewhatisolatedfromeachotheronaregionallevelbecauseof
geographybuttheymaintainclosecommunityties.WhilethePomotribalcommunities
areseparate,sovereignnationstoday,thecommunityasawholeisrelatedintertribally
throughmarriage,socialaffiliations,culturaltraditionsandthe7Pomolanguages.
CIMCCsvisionasexpressedinourstrategicplan,tobealivingtributetoCalifornia
Indians,theircultures,lifestyles,andstrengthinovercomingextremeadversity,
anchorsourstrategicplantoourtribalaudiencesandtheirculturalcontinuity.
NutritionrelatedchronicdiseaseisanextremeadversitytoPomotribalcommunities.
Tribalcommunitymember,MeyoMarufo,summarizedthisissuebystatingkillthe
food,killtheculture.Theabilitytohealourselveslieswithinourtraditional
knowledgeandthecapacitytorestoreresourcesthroughoutourancestrallands.
Restorationandaccesstoculturalinformationandfoodsourcesisourprimarypathto
wellbeing.ThroughoutthisreportCIMCCreliesonthestrengthsofcommunityculture
bearersinaddressingchallengesasnutritionalhealthisathispressingdangertoour
currentandfuturegenerations.
History
ThelossoffoodsecurityamongPomotribal
communitiesisthedirectresultoffederaland
statepoliciesdesignedtobreakupIndian
familiesanddisenfranchiseNativepeoplefrom
theirlandsandculturalcommunities.Inthefirst
yearofCaliforniastatehood,legislationwas
passedwhichallowedU.S.citizenstopurchase
landsincludingthoselandsthatwerepartof
traditionalIndianterritory.In1851,Federal
governmentagentsenteredinto18treatieswith
someCaliforniatribeswhichsetaside7.5million
acresoflandforIndianuseandoccupancy.
Althoughthetriballeaderssignedthetreaties
andbegantomovetheirpeopleontotheselands,
thetreatieswereneverratifiedbytheUnited
StatesSenate.Thetreatieswerejudicially

orderedtobesealedfor50years.Tribalmemberswhoweremovingtothenewtreaty
landsfoundthemselvespawnsinamajorlandtheftandwereleftlandless.Thiscaused
manyexistingIndiantribestodispersealongfamilygroupingstoanyunoccupiedlands
thattheycouldfind.By1905,thefederalgovernmentbecameawareofthelandless
statusofCaliforniatribes,causedbystateandfederalpolicies,Itbegantosetaside,
purchaseandputintotrusttheparcelsoflandthatCaliforniaIndianswereinhabiting.
AlthoughtheCaliforniaRancheriaActfundedthepurchaseoftheseparcelsforlandless
CaliforniaIndians,italsoinstitutedthefurthersplittingupoftribalcommunitiesand
hadadevastatingimpactontribalculturalpractices,includingtraditionaldiets.Thisis
oneillustrationofalonghistoryofinstitutionaleffortstocolonizeCaliforniaIndian
cultureandidentity.Centuriesoftheseviolenteffortshaveslowlyerodedthe
foundationsoftribaltraditionsandaccesstoculturalresources.Californiatribestoday
findthemselvesembroiledinmultigenerationalcyclesofdrugandalcoholabuse,
socialisolation,familyviolence,negativeeconomicopportunityandchronicdisease.
TheseconditionscriticallyseparateCaliforniaIndianpeoplefromtheirtribaltraditions
andculturalidentities.Inthiscontext,Pomotribalcommunitiestodayfaceacrisiswhen
itcomestohealthandtheissueofmaintainingandrevitalizingtribalculturaland
nutritionalpractices.
Historydrivesourfoodsovereigntyandsecuritystrategies.Ourcommunities
succumbedtodisease,starvation,murder,displacementandotheratrocitiesatamass
scaleduringthecolonizationofCalifornia.In1769,aconservativeestimated310,000
NativesinhabitedinCaliforniapriortotheintroductionoftheSpanishMissionSystem.
By1900,itwasestimatedthattherewereasfewas20,000Nativepeopleleftin
California.Thechangeinourdietsbroughtaboutbyforeignagriculturalpractices,gold
mining,deforestation,urbanizationandotherconditionsfiguredgreatlyinthe
diminishmentofourpeopleduringthistimeperiod.Ourdietarychallengesoftoday
areassociatedwiththehealthdisparitiesinourcommunities.Weseektorestoreour
dietsandwiththemthehealthandwellnessofourcommunities.Ourtraditionaldiets
werefoundedontherichanddiverselifewithinourplaces,andourtendingofour
homelandstosustainlife.

Wearedriventoprotectourcommunitiesplaces.Ouroncesustainablerelationshipsto
ourlandsandwaterwayshavebeendisrupted.Thensomeofourcommunitieslosttheir
landsagainduringtheTerminationEraofthe1950sand60s.Ourancestrallandsand
waterwaysholdthefruitsofourdiets.Weseektorestoreouraccesstothemthrough
creativestewardshipswithotherstohelpputourhomelandsbackintobalancewithour
knowledge.
DiabetesisepidemicamongAmerican
IndiansandAlaskaNatives(Native
people)andcausesotherhealth
conditionsthatresultindisabilityand
death.Moreover,itisanincreasingly
globalhealthproblem.Accordingtothe
WorldHealthOrganization,therewere
422millionpeoplewithdiabetes
worldwidein2014andtheglobal
prevalenceofdiabetesamongadults
over18yearsofagerosefrom4.7%in

1980to8.5%in2014.IntheUnitedStates,Nativeadultsexperiencea15.9%prevalence
rateofdiabetescomparedto11.7%ofalladults;theratesvarywidelybytribaland
urbanIndiancommunities(CenterforDiseaseControlandPrevention,2014).In
California,whichhasthelargestpopulationofNativepeopleinthenation,13%of
Nativesreportedbeingdiagnosedwithdiabetesand11%reportedbeingprediabetic
(CaliforniaRuralIndianHealthBoard,2014).Theageadjusteddiabetesmortalityrate
forNativepeopleinCaliforniawas33.9per100,000in2010andthesecondhighestof
allracialgroups(Conroy,Pendleton&Bates,2014).ThemajorityofNativepeoplein
CaliforniahaveTypeIIdiabetes.ComplicationsfromTypeIIdiabetesinclude
cardiovasculardisease;nerve,kidney,eyeandfootdamage;skinconditions;hearing
impairmentandAlzheimersdisease.Nativepeoplealsoexperiencedisparitiesinsome
ofthesehealthconditions.Forexample,NativepeopleinCaliforniahavethehighest
prevalencerateofcardiovasculardisease(44.2%)ofallraces.Concurrently,many
Nativepeoplearechallengedtomaintainhealthyweight,nutrition,eatinghabitsand
physicalactivity.NativeadultsinCaliforniahavethehighestobesityprevalencerate
(38.7%)ofallracialgroups(Conroy,
Darsie,Ilango,andBates,2016).
Diabetescanbepreventedand
controlledthroughhealthyeatingand
exercise.Historically,CaliforniaIndians
didnthavediabetes.Wehadavaried
dietandengagedinmuchphysical
activitytosustainourfoodresourcesin
areciprocalrelationshipwithour
homelands.Acornswerecentralinour
dietsandeateneveryday.Historically,
anestimated75%ormoreofCalifornia
Indiancommunitiesateacornsasaprimaryfoodsourceandacornscomprisedan
estimated50%ofourdiets(Kroeber,1925;Conti,2006).Muchofourfoodactivities
revolvedaroundtheveryphysicallydemandingpracticesofcultivating,gatheringand
processingacornsfromCalifornianativeoaks.Today,themajorityofNativepeoplein
Californiaeatacornsonlyonspecialoccasionsifatall.Researchproposesthatthehigh
fiber,lowcaloriedietsoftraditionalNativeculturesgreatlyslowedsugarabsorption

intothebloodstream,therebyprotectingusfromdevelopingdiabetes(Reinhardetal.,
2012).Nativepeoplehavehighratesofdiabetestodaybecauseofdrasticchangesinour
dietscausedbycolonizationandtheimpositionofforeigndietsandcommodityfoods
onourtribalcommunities,income,accesstohealthyandtraditionalfoodsandother
factors.
Sovereigntyisgenerallydefinedastherighttoenforcelawsoveronespeopleand
territory.Foodsovereigntyisoftendefinedastherightofpeoplestohealthyand
culturallyappropriatefoodproducedthroughecologicallysoundandsustainable
methods,andtheirrighttodefinetheirownfoodandagriculturesystems(Declaration
ofNylni,thefirstglobalforumonfoodsovereignty).Whenitcomestoboth
sovereigntyandfoodsovereigntyourcommunityiscurrentlyexperiencingadeficit.
Welackamajorityofcontroloverourancestralterritorieswhereourtraditionalfoods
canbecultivatedandharvestedtonourishourpeople.Diabetesandothernutrition
relateddiseasesarecontributingtoadminishedqualityoflifeandhighermortality
rates.CIMCCsseekstoidentifygapsinourabilitytoaccesstraditionalfoodsand
createstrategiestoaddresstheseissues.Ourgoalistoenableapathtofood
sovereigntyandhealthfortribalcommunitiesthroughoutMendocino,Sonoma
andLakeCounties.

MendocinoandLakecountiestodisseminateassessmentdataandgatherinterviews
relatedtoidentificationofhealthyfoodresourcesandgapstoobtainingthoseresources
throughoutthecommunity.Projectstaffparticipatedincommunityeventsand
conductedfoodsovereigntythemedprogrammingthroughouttheprojecttoengage
communitymembersinthecontributionofdataanddialogueaboutcommunity
responses.
Pomotribalcommunitiesaremadeupof23tribesacrossthreecountiesinNorthern
California.Assessmentrespondentsarecomprisedoftribalmembersanddescendants
from20federallyrecognizedand3unrecognizedPomotribes.ThePomotribes
constituteapproximatelyonefifthofCalifornias109federallyrecognizedtribes.
Accordingtothe2005BureauofIndianAffairs,LaborForceReport(themostcurrent

reportavailable),thereareatotalof11,699enrolledmembersinthe20federally
recognizedtribes.Thetribesrangeinsizefromthosewithaverysmallpopulationsuch
asthePotterValleyBandofPomoIndianshavingatotalenrollmentof6membersto
theRoundValleyTribeswith3,785membersenrolled.
Nativepeopleareonlyafractionoftheoverall
populationwithinthethreecounties.Accordingtothe
U.S.Census,thereare13,307NativepeopleinSonoma
County.Thepopulationofthisrural,coastalareain
NorthernCaliforniaexceeds490,000.Alargepercentage
ofSonomasNativepopulationareyoungpeople.At
29.5years,themedianageoftheNativepopulationin
theCountyisaboutthesameasthestatewidemedian
ageforNativepeople(30.5years),butmuchlowerthan
themedianagesofthegeneralpopulationinSonoma
County(39.9years)andCalifornia(35.2years).Over
34%ofthetotalNativepopulationinSonomaCountyis
youthages0to24.Thereare5federallyrecognizedtribesinSonomaCounty:
CloverdaleRancheriaofPomoIndians,DryCreekRancheriaofPomoIndians,
FederatedTribesofGratonRancheria,LyttonRancheriaofPomoIndiansandStewarts
PointRancheria.Withatotal3,386membersamongallofthemperthemostrecent
BureauofIndianAffairsAmericanIndianPopulationandLaborForceReport(2005),
themembershipofthesesmalltribescompriseaboutonequarterofSonomasNative
population.About40%ofthetotallocaltribalmembership(1,378people)isbetween16

topics,manycommentedonthestatusofopenspaceandnativeplantsbeing
overgrownwithunderbrush.Wheretraditionallyourpeoplewouldhavepracticed
controlledburnseverycoupleofyearstoreducegrowthandcareforresources,
Californiastatelawshavepreventedthispracticeforover100years.Thus,openspace
thathousesnativeplantsisripeforforestfires,twoofwhichhaveimpactedourLake
Countytribesinrecentyears.Communitymemberswanttolearnmoreabout
identificationandstewardshipandworkwithstateandcountypartnerstofosterthe
growthofculturalresources.
Theaffordabilityofhealthyandorganicfoodsisaprevalentissueforthecommunity.
Communitymemberscitedtheexpenseofthesefoodsasabarriermultipletimes
throughouttheassessment.Farmersmarketsandorganicfoodstoreschargehigher
pricestocoverincreasedcostsofproduction,marketingandsales.Nothavingtimeto
gather,harvestorpurchasetraditionalandhealthyfoodswasanothercommonthread
inthefindings.Traditionalfoodpracticestaketimetogainknowledgeandconduct
stewardshipandharvestactivities.Communitymembersneedtodedicatetimeand
labortotheprocess.Communitymembersoftencitedwork,schoolandextracurricular
activitiesasconflictingwiththeirabilitytocommittothisprocess.
Controloflandisanotherbarriertoincreasingaccesstotraditionalfoods.Manytribes
havesmalllandbasesandcommunitymembersdonotoftenownlandasthecostis
higherthanmostpartsoftheUnitedStates.Mostofthelandinourregionisprivatized
bythewine,cattleandtimberindustries.Creatingamarketeconomyfornativefood
vendorsisanotherbarriertoincreasingaccess.Someculturebearersindicateda
negativeviewofsellingtraditionalfoods,suchasacorn,inexchangeformoney.
Viablebusinessmodelsforvendorsaredifficultconsideringtheseasonalgatheringof
traditionalfoods,thelaborintensivenatureofharvestandthecostoraccessibilityof
lands.Competitionforresourceswithsurroundingwineandfoodindustryalsohinder
accesstotraditionalfoods.Forexample,abaloneisatraditionalfoodbutviewedasa
delicacybyotherculturesandthefinediningindustry.Thus,traditionalfood
harvestersareindirectcompetitionwithindividualsseekingthisresourceforprofit.
Additionally,culturebearersindicatedthatPomopeopleplantedoaktreesinrowsfor
harvest.Whilesomeofthesetreeshavebeenprotected,themajorityofthemare
locatedonprivatelandsthatarenowgrapevineyards.Anativevendorseekingto

growandmaintainanoakorchardwouldbeindirectcompetitionwiththemulti
milliondollarwineindustryseekingtodevelopacashcrop.
Eligibilityforfoodassistanceprogramsemergedasaclearbarrierinthefoodsecurity
findings.Manyrespondentscitedthattheirincomemadethemineligibleforassistance.
Duetothehighcostoflivinginourregionfamiliesmayappeartohavehigher
incomesbuttheircostsarestretchedamongrent/mortgages,energy,transportationand
otherexpensesthatmakeverylittleleftoverforobtaininghealthyfoods.Climate
changeisanotherissuethatispreventingincreasedaccesstohealthyfoods.Existing
foodresourcesarebeinglimitedbytheimpactsofclimatechange.Abalonewerenot
abletobeharvestedthisyearduetoincreasedoceantemperaturesandtheimpacton
theoceanfoodchain.Suddenoakdeathisanotherresultofclimatechangereducing
theacornfoodsupply.Thediseaseistheresultofafungusthatthrivesinwarmer
temperatures.
Lastly,foodsovereigntyisnotoftenviewedaspoliticalpriorityfortriballeadership.
Manytriballeadershipsareworkingonmanypressingissuesrelatedtoeconomic
development,culturalrevitalization,socialservicesandeducation.Foodchoicesare
oftenviewedasindividualorpersonal.Nutritionrelateddiseases,whileabundant,
