NOTICE OF PRE-QUALIFICATION
Introduction
China Communications Construction Company Ltd. and China Communications Construction
Company (M) Sdn Bhd. (the EPCC Contractor) is pleased to invite all experienced local
sub-contractors (CIDB Grade G3 G7 possessing minimum CIDB Score Rating of 2 Star &
possessed Suruhanjaya Syarikat Malaysia (SSM) registration) to participate in the pre-
qualification (Pre-Q) exercise for the potential tenders to be called for the construction of the
EAST COAST RAIL LINK PROJECT (the Project).

About Us
The EPCC Contractor has entered into a contract with Malaysia Rail Link Sdn Bhd (the
Employer) for the Project as further described below.

Brief Description of Project

ECRL Project is a new electrified standard gauge railway for design speed of 160kph, on a
double track formation with mainline distance of approximately 532km from Wakaf Bharu in
Kelantan to ITT Gombak in Selangor.

Purpose of this Pre-Qualification

To provide an opportunity for the local sub-contractors to participate in this prestigious

Project; and

For EPCC Contractor to select and identify qualified and experienced local sub-
contractors through this Pre-Q exercise to be shortlisted to tender for upcoming works
packages in this Project.

Submission Date
Sub-contractors are to submit their Pre-Q documents by hand in sealed envelope to the
respective locations as follow :-

The EPCC Contractor intends to sub-contract the following works packages to qualified local
sub-contractors :

Site offices, labour quarters and temporary works

Site clearing, Earthworks, formation works
Temporary works sheet piling, cofferdams,
Utilities relocation works TNB, Telekom, Gas, Fibre network, watermains, etc
Soil improvement works
Foundation works piling works
Structural works bridges, viaducts, box culverts, retaining walls
Drainage works
Roadworks earthworks, pavement works, streetlighting
Building works - Depots & Stations, mechanical & electrical works, external works,
landscaping works
Tunnelling works blasting works, mucking, grouting works
Track laying works supply of sleepers & ballast
System & signalling works substations construction, poles, pits & ducts installation
Other works site security, fencing, signages, traffic management & temporary facilities.

Mandatory Requirements of applicants before submission of Pre-Q documents

A company registered with Suruhanjaya Syarikat Malaysia (SSM);

Registered with CIDB with a minimum G3 and above; and
Obtained from CIDB SCORE Rating of a minimum of 2 Stars.

Applicants who possessed the mandatory requirements above are required to submit
the following as their Pre-Q information. :-
Duly completed forms together with any supporting documents are to be submitted on the day
of the submission at the respective locations in plain sealed envelopes marked Pre-
Qualification of Local Contractors for ERCL Project. Applicants are also requested to
provide a soft copy (in PDF format) of their submission to be emailed to the following email
address at pre-q@cccecrl.com on or before the date of submission.

Important Notice :
i) Applicants who DO NOT meet with the mandatory requirements or DO NOT hand
deliver their Pre-Q documents on the date of submission at the respective locations
will automatically be disqualified and rejected.

ii) Applicants must take note that participation in this Pre-Qualification exercise does
not guarantee invitation to the subsequent tender exercise.
iii) All Pre-Qualification documents submission will be reviewed and scored on the
basis of the content, completeness and quality. Only applicants who are successful
in this Pre-Qualification exercise will be notified to proceed to the subsequent
stages leading to the tender submission.
