1 Preface
As a major player in the information & communication infrastructure industry, Huawei
Enterprise provides robust, adaptive and cost-effective solutions to worldwide port
customer. With its series of outstanding multimedia broadband trunking products,
successful end-to-end solutions, experienced radio frequency planning as well as
excellent services, port customer can be best assured to enjoy everlasting benefits from
the long-term partnership with Huawei.
To meet the requirements of [****] broadband port private network construction, this
document is crafted to provide a comprehensive description of offered system,
comprising of integrated eLTE solution proposed to [****](hereinafter referred to as [****])
in accordance to the requirements stated in tender documents.
The contents of this proposal are organized as follows:

2.1 Background
Requirements Analysis

(Here briefly introduce the background of project. More emphasize should be weight on
the driven forces both inside and outside that shape the desire for the current project
investment and how current investment will support the core business of customer in
future. Background refining over the abstract of related chapter will be highly appreciated
in terms of implementing the value matching between customer and Huawei. Please note
that the following contents are only an example and should be modified with real project

information, rather than simply copy.

2.2 Requirements analysis

(This section here briefly introduces the business model of port scenario. We should
summarize the key requirement information based on tender documents and business
model mentioned here for quick overview of the requirement as a benchmark. Do not land
any assumptions. Please note that the following contents in purple are only an example

and should be modified with real project information, rather than simply copy.

2.2.3 Coverage Area

The system shall provide radio coverage to cover the whole franchise area, It include
[****] .

2.2.4 TOS Data Service

TOS (Terminal Operating System) is computer management system which manages and
controls dock operation, it includes ship plan, stacking plan, load and unload ship control,
gate operation and counting, etc.

TOS terminal receives the work order from TOS system and returns the operation results
to TOS system, the data rate is about 20kbps.

TOS terminal is a kind of wireless access terminals including handset, car-mounted


terminal, gantry crane terminal and quay crane terminal.

Handset: be used by tallyman, speed is about 3km/h.

Car-mounted Terminalbe used by Car-mounted driver, placed on the car, about 2

meters height, work at 60km/h.


Gantry Crane Terminal: be used by gantry crane driver, placed on the operating room
of gantry crane, about 30 meters height, work at 20km/h.
Quay Crane Terminal: be used by quay crane driver, placed on the operating room of
quay crane, about 60 meter height, work stationary.

2.2.5 PTT Trunking Service

Supply PTT trunking service for {Customer} port, the coverage area is about 2400700
meter, focus on the office building, gate, container yard, gantry crane field, quay crane
field and berth.

As the most important application, PTT trunking service can provide daily communication
services. Professional voice services are ensured with end-to-end QoS and the call setup
delay is less than 300ms. The functionalities of PTT network includes:

2.2.6 Wireless Video Surveillance

Gantry Crane Video Surveillance: one camera on each RTG (Rubber Tyre Gantry)
to monitor the loading area and the video stream should be no less than 2Mbps, one
camera on each RMG (Rail Mounted Gantry crane) to monitor the loading area and the
video stream should be no less than 2Mbps;
Quay Crane Video Surveillance: cameras for gantry crane, one camera monitors
berth working area and the other monitors loading area. The video stream should be no
less than 2Mbps.
Maintenance Building: dome cameras for operation department and half-dome
cameras for security defense at first floor; dome cameras for security defense for second
floor: one is for staircase and the other two is for corridor.

2.2.7 RCMS Data Backhaul Service

RCMS(Remote Crane Monitoring System) Data Backhaul: Need to haul back the RCMS
data of quay and gantry crane in real time to the wired network; the stream is no more than
1Mbps;

2.2.8 Other Requirements(Option)


Reliability is the most important for wireless product network, redundancy coverage is
demanded for the key area such as wharf apron area, container yard and port gate.
The protection grade of wireless broadband network equipments and protect boxes
should be equivalent or higher than IP55 and configures lightning proof box.

Wireless broadband network solution should be a viable solution based on the pier
existing venues and facilities (including light poles, pipes, buildings, etc.)

3 Technical Proposal
3.1 Proposal Principle

3.1.1 Seamless Coverage

The signal attenuation and wireless signal propagation environment changes all the time
in the terminal port scenario. Seamless broadband wireless coverage which coverage
front edge of the berth area, ground and low level of the stack area is crucial for the daily
operation of the port business.

3.1.2 Reliability

Port production need to continuously operate for 24 hours. This raise great demand for the
reliability features like: shock proof, dust proof, water proof, lightning proof, So the
technique and product adopted must be mature and high quality. System should withstand
interference and intensive attack from both inside and outside to guarantee the availability
of the whole system.

3.1.3 High Performance

To guarantee the XX terminal can enjoy the mobile multimedia service at the same,
proposed wireless network must provide no less than xxxMbps bandwidth per cell to meet
the peak rate data transmission requirements of port. Meanwhile, current network design
must provide future oriented expansion capability.

3.1.4 Advanced Technique

Advanced technique can provide not only the leading solution which can fully adopt to the
requirements of port business but also the protect the ICT infrastructure investment to the
maximum extend. Advanced here refers to not only the leadership of the solutions and
equipment worldwide but also the prospective of the technology itself.

3.1.5 Security

All the physical equipment of proposed solution must satisify the related security
requirements. The network infrastructure must be dedicate private network for the port
business only.

After studying the situation of port business requirement, Huawei proposed following
eLTE broadband trunked radio solution for the [****].

3.2 eLTE Solution Overview


According to the customers' requirements, the proposed overall network architecture is
shown as following:

The solution is divided into 3 layers: the first layer is core network, the second layer is the
wireless access layer and the third layer is the device layer.

The solution supports the TOS data service, voice trunking & video dispatching video
surveillance, RCMS data backhaul and Wi-Fi access in one network. CPE carries RCMS
data backhaul service/video surveillance and supplies indoor Wi-Fi coverage of Office
Building and Maintenance Building. The PTT handset provides PTT voice and video
service.

Currently, dispatch system adopted in ports operating field can only offer traditional
voice dispatching. The eLTE system can provide not only voice dispatching, but also
broadband service, such as data transmission, video transmission and video dispatching.
Commander or manager can realize flexible and high efficient dispatch according to the
video of the real scenarios.

The eLTE system is a private network of port. It ensures dedicate resource for ports
routine dispatch communication, and it also meets the requirement of emergency
communication in port.

Unified network management, supply end-to-end managements from CPE to core


network element, maintain conveniently, and lower maintenance complexity

3.3 Proposed Typical Scenario in Port

The eLTE multimedia broadband trunking network solution for port offers broadband
communication service including voice, data and video to different command groups, such
as STS, moving STG and container truck in port. Each node of operation process in CY
(stacking yard) can be managed in high efficiency and high security. With the eLTE
solution, the information of each node can be exchanged accurately. It reduces the
number of nodes of process, shortens message delivery time, and makes whole process
more accurate. So not only operation efficiency of loading, discharging, gate in, restore
and transportation, but also space utilization and equipment utilization are improved. With
the eLTE system, manger can make effective decision based on accurate information, and
cost can be reduced while service level can increase.

3.3.1 TOS Data Service Solution

The eLTE TOS data service solution is shown as follow:

TOS Data Service by Tallyman

Tallyman in dock need inquiry operating command, and input cargo number, so
HD-HWT7003 is selected as handset. With the eLTE network, HD-HWT7003 supports
TOS information interactive with central control room

TOS Data Service by Container Truck Driver

Container truck need to be drove flexible in narrow path in Container yard, so


HD-RWT8003 of small volume with keyboard is selected as vehicle carried terminal. With
eLTE network, terminal realizes that TOS operation information interacts with central
control room.

TOS Data Service by RTG Driver

RTG has wide working scope and high work load, and it needs high accuracy and close
cooperation while working. HD-RWT8002 with graphical interface is selected as
vehicle-carried terminal. Dispatch center generates work plan automatically through TOS
operation system, and then sends command to vehicle-carried terminal via the eLTE
network. RTG driver executes the received command via GUI.

3.3.2 PTT Trunking and Video Dispatching Solution


The eLTE PTT trunking and video dispatching solution is shown as follow:

Voice trunking and video dispatching service is applicable in central control room
(dispatch, security surveillance, maintenance), commander for hook, leader of trailer
group, trailer driver, RTG (rubber tyre gantry) driver, STS (ship to shore) driver and etc.

Below is the flow of video dispatching, it can improve the dispatching efficiency, for
example, one worker sends the video or picture of operation field to other workers or
command center to inform them the status of operation.

3.3.3 Wireless Video Surveillance Service Solution


The eLTE wireless video surveillance solution is shown as follow:

To meet the modernization management and security requirement, real-time video


surveillance for RTS and STS (ship-to-shore) is needed to report status of operating field
and ship information to dispatch center. Digital video surveillance can increase work
efficiency and decrease the number of work staff.

With the eLTE system, surveillance center can monitor RTG from program, equipment and
security aspect, which ensures the ports productivity and security.

CPE is installed on quay crane, gantry crane, RMG and office building, connecting the
camera through the network cable and send the data back to the base station via radio to
meet the requirements of the mobile video surveillance service. The total quantity of CPE
is 20PCS.

3.3.4 RCMS Data Backhaul Solution


The eLTE RCMS data backhaul solution is shown as follow:

Functions of RCMS are based on data which are generated by PLC periodically. These
periodic data are transmitted from PLC to RCMS server via the eLTE network. RCMS
sever handles and computes these data to realize different functions.

The eLTE network can help technical department of dock to realize remote monitor and
maintenance. Display the status information of RTG such as status of raise-up, pitch,

work status, location, action of hook, wind speed and other electronic parameters.
Related technical staffs get to know the machines work status, position of malfunction
part and other information without going outside. It improves maintenance and repair
efficiency for RTG machine.

CPE is shared with video surveillance, connecting the PLC through the network cable
and backhaul the data to base station via radio.

3.3.5 Other Requirements SolutionOption

This part introduces the client requirements which are from the clients biding. The product

manager should update this part according the clients bidding or delete this part.

Reliability

eLTE solution mainly ensure the network reliability through board level backup, it
performance as follow aspects:

eBBU and eSCN is telecommunication level equipment and has 99.999% reliability.

The internal power supply and business board of eSCN are all 1 +1 configuration to
ensure eSCN equipment reliability;

eSCN two interface boards supports active/standby and load sharing mode,
recommend the adopt the active/standby modes, respectively connect with the two
aggregation switches, active and standby ports use the same IP address;

Aggregation switch adopts active/standby modes; aggregation switches enable


VRRP to core network side. The interface address of aggregation switches

connecting to the core network and VRRP virtual address are in the same network
segment as the IP address of core network, core network configures static route, the
default gateway address is the VRRP virtual address;

Core network enables ARP protocol to layer2 detection function, when the physical
state of primary interface is normal but the actual link is failure, the master interface
detect peer device fails, system will activate switching of active/standby port.

Access layer switches adopt dual homing way connecting to the aggregation
switches and detect link status by Smatlink to ensure the reliability of the access link;

Same coverage dual network backup solution can be used to meet the high demand
for reliability project. Same coverage dual network backup solution is meaning that
in the original site deploys a two-layer network: core network adopts board level
backup, DBS3900, APM30H power system, antenna system and site resources
double: Under normal circumstances, the main base station is in working condition,
backup base station is in charged but not working; Once the main base station
breakdown for some reason, it need to manually activate the backup base station to
support the business requirements, the time of business interruption depends on the
staff of network management.

Except the base station near to quay crane needs to be built a tower to support, the
rest of network equipments can be deployed on the existing building or lighthouse.

3.4.6 Coverage Assumption

According the programming of CIF video-subframe configuration 0. Using Huawei U-NET


simulation tools to simulate the coverage of DL-RSRP. D1 video DL RSRP requirements
for above-116.22dBm and CIF video DL RSRP requirements higher than -117.91dBm,
trunking DL RSRP requirements higher than-123.49dBm, specific simulation results see
below:

Green and within region can provide D1 video business, light blue and within region can

3.6 Huawei eLTE Solution Highlight

3.6.1 One Network, Convergent Services

eLTE solution is a highly integrated system in terms of services, network architecture and
devices. Except for the voice trunking service, eLTE system also provide video and
broadband data transmission services. eLTE combines all three types of services in one
network and a single frequency, and all services can be provided concurrently. In the
mean time, users can handle all functions in just one terminal, which can be subscribed as
an unified dialing number. Through this number, user can trigger off various services like a
voice call, a video call, and a GIS.

3.6.2 Ultimate Performance

eLTE system is designed and developed based on the proven advantage LTE technology.
It provides highly reliable wireless broadband data access with theoretically peak data
throughput of 100Mbps downlink and 50Mbps uplink in 20MHz bandwidth.

Inherently, the uplink/downlink bandwidth can be configured upon scenarios. This offers
flexible solutions for industrial users, where the uplink multi-stream video transmission is
always a crucial demand.

The LTE cellular based network provides optimal mobility management algorithms to
ensure terminal users soft handover in high speed movement. eLTE is capable to
guarantee steady data transmission on the high speed railway travelling at 350KM/H.

eLTE solution is capable of improving users performance even in the cell edge area due
to various of anti-interference algorithms. Especially for situations like high background
noise and interference from both intra and inter frequency networks. By adaptive allocate
the wireless resources with optimization, eLTE solution maximize the spectral efficiency
and maitain a good performance for all users in the cell.

3.6.3 Flexible Network Deployment

eLTE offers multiple spectrum solutions from 1.8GHz, 1.4GHz, 800MHz to 400MHz.
Besides, eLTE support network deployment in 3MHz, 5MHz, 10MHz or 20MHz
bandwidth. The widely harmonized frequencies ensure highly efficient implementations,
while minimizing the deployment complexity.

For various industry scenarios, eLTE promotes full scalable network dimensions. For large
scale network, the large core network is capable of support up to 1500 base stations, 200
thousands users, 20000 trunking groups, which satisfies the needs of state-wide or
nation-wide network deployment. For medium scale network, the medium core network is
capable of support up to 30 base stations, 20000 users and 4000 trunking groups.

Furthermore, platform based devices of eLTE support flexible network deployment


scheme. For example, to expand network coverage and to decrease the costs of network
construction, RRUs can be installed far away from a BBU(maximum distance is 20 KM). In
the meanwhile, the Node B can be connected in star or chain topology.

3.6.4 Professional Voice Trunking, Best User Experience Ever

The eLTE commercial network is designed with more focus on high volume of data
transmission, while voice service is adapted via VOIP. The performance may hardly
satisfy the need of industry professional users in terms of call setup delay, trunking group
functionality etc.

Special noise reduction design is adapted according to the requirements of industry,


providing high-definition voice quality; although in the strong background noise its
performance is still excellent.

3.6.5 Video Dispatch, Seamless Surveillance between Field and Commanding Center

Enhanced by the wireless broadband trunking system, eLTE offers the best-ever
communications solution with video dispatch. The 1080P HD camera is embedded into the
multimedia trunking handset, transferring front-line video back to the commanding center
in real time. The dispatcher and commander in the commanding center monitors video
streams from the handset and other fixed CCTV cameras, which can be projected onto the
screen walls or be dispatched to a specific video stream to other handsets, informing
troops and leaders in different fields of the front-line situation.

Real-time, bi-directional voice and video dispatches between front line and commanding
center allows for fresh on-the-ground knowledge for instant troop dispatch and control.

3.6.6 Professional Broadband Trunking Handset

Designed specially according to the characteristics of industry customers, one terminal


can support professional trunking, video dispatching and broadband data access, SMS /
MMS, positioning and other functions.

The handsets protection is IP67 in order to meet the requirement of industry customers for
using varieties of harsh environment, it means that it can be normally used after
marinating in 1 meter depth water for 30 minutes. Shock, vibration, solar radiation and
many other indicators meet the highest level of military standard of reliability.

3.6.7 Classified QoS for Service Assurance

To meet the needs of different business types and user grades for different transmission
demand (bandwidth, priority, time delay, throughput, etc.) and use the cyber source
reasonable, eLTE solution provides end-to-end QoS guarantee mechanism for users to
ensure the quality of services. eLTE QoS guarantee mechanism can define the
corresponding QoS grades according to the user by the business needs of maximum

3.6.8 Three levels of Protection to protect System disaster recovery capability

When the system is damaged in different degree in the event of a fire, earthquake, flood or
other force majeure, eLTE solution provides a three level of protective measures as much
as possible to ensure that users can continually use wireless to keep communication.
The three level protections are: single station operation, DMO and emergency
communication vehicle.

When the core network equipment fails or the transmission between the core network and
one base station interrupts, the base station will automatically enter into the single station
operation mode and guarantee the user under the base station coverage can still use
trunking service. Once the fault recovery, the base station automatically restores the
original work mode.

When the base station that one terminal belongs to fails, the terminal automatically enters
DMO mode, users can still use trunking service in a certain range.

In the absence of network or the network facilities destroyed, customer can also use
emergency communication vehicle to set up a small communication network on the spot,
provide emergency, mobile communication and command function.

3.6.9 Stable, Secure and Sustainable Network

eLTE system is developed based on a highly-mature product platform that has been
delivering over 100,000 sets globally. It features fault-tolerant redundancy design and high
level ingress protection design to keep network productive all the time and maximizing
system availability. The products have been proven working stable and reliable in severe
circumstances like extremely hot temperature in India and extremely cold in Canada.

eLTE provides bidirectional wireless authentication. The authentication feature prevents


unauthorized users from using the network, to improve system security. The users can
also use the authentication function to prevent access to unknown networks, to avoid
possible security risks.

Except supporting the authentication and encryption mechanisms that LTE protocol, eLTE
solution also support the application layer end-to-end encryption, embedded the

The terminal is also specially designed to meet the security requirements. It can be
remotely disabled temporarily or permanently. The terminal can no longer access the
network immediately after being disabled. The network can identify whether a deactivation
has taken effect. This feature ensure that our customers information wont get lost even
the terminal is owned by other people.

4 Equipment Datasheet
The products of eLTE system include: Core Network, Radio Access network, and
Terminal. The Core Network includes eCNS (Enterprise Core Network System), MDS
(Multimedia Dispatch Sever) and eOSS. The Radio Access Network includes eBBU
(Base Band Unit) and eRRU (Remote Radio Unit). And the terminal includes CPE
(Customer Premise Equipment), and PTT handset (Voice & Data supported).

4.1 eCNS

4.1.1 eCNS210(large scale network)

The eCNS210 uses the large-scale commercial and mature ATCA hardware platform that
has many outstanding features.

ATCA (Advanced Telecommunications Computing Architecture) is Advanced Telecom


Computing Architecture standard of hardware. At the same time, the hardware platform is
a high density, high-performance professional server systems for the professional
application of industrial customers to provide reliable data processing and computing
services.

4.2 eOMC

The enterprise operation and maintenance center (eOMC) provides centralized operation
and maintenance on communications elements of a private network. Specifically, it
manages two network elements: eNodeB and eCN. The eOMC includes an EMS-level
OM center, single-NE maintenance tool, and offline NE log analysis tool. The OM center
supports centralized configuration management, centralized alarm management,
centralized performance management.

A typical eOMC910 comprises: a server, O&M client, operation client, terminal


management client, alarm box, OMC platform and some other devices.
Based on network scale and performance specifications, eOMC910 provides two
versions (server version and PC version) to facilitate deployment and save costs.

4.3 Multimedia Dispatching

The dispatch platform is a fast command transfer system that is widely used in
manufacturing and command fields. The system is easy-to-use and achieves real-time
allocation of personnel and resources.

The dispatch platform provides the Graphical User Interface (GUI) for comprehensive
dispatching. Dispatchers can monitor the status of each terminal on the GUI and use
voice and video for communication and dispatching.

The dispatch platform is implemented based on pure IP transmission networks. It


provides a complete set of application programming interfaces (APIs) for secondary
development, easily integrated with other application systems to better satisfy diverse
professional requirements. The dispatch platform comprises a dispatching server and
clients. The dispatching clients are also called dispatching consoles.

The dispatching server is customized server. The dispatching consoles are terminal

eDC610 provides man-machine interfaces (MMIs) for dispatching trunking voice services,
high definition (HD) video, and high speed data. On the intuitive, flexible, and expert GUI,
dispatchers can view user information, group information, camera information, video
messages, SMs, and MMs, and process video such as transferring video to a TV wall and
transcoding, distributing, monitoring, and recording video.
eDC610 is installed in a common computer and used in a dispatch center or a vehicle.

4.4 eBBU

The LTE eNodeB uses a distributed architecture to support component sharing to a


maximum extent. The eNodeB consists of two basic functional modules: eBBU(enterprise
BaseBand control Unit) and eRRU. (enterprise Remote Radio Unit). The eBBU and
eRRU transmit CPRI signals via fiber optic cables that connect them through common
public radio interface (CPRI) ports . This kind of architecture satisfies the requirements of
setting up enterprise wireless communication networks .The eBBU is a baseband control
unit and provides the following functions:

Provides physical ports connecting the eNodeB to the eCN for processing related
transmission protocol stacks.
Provides CPRI ports to communicate with the eRRU for processing uplink and
downlink baseband signals.
Manages the entire eNodeB in a centralized manner, including operation and
maintenance(OM) and signaling processing.
Provides an OM channel towards the local maintenance terminal (LMT) or
eOMCProvides clock ports for clock synchronization, alarm monitoring ports for
environment monitoring, and a Universal Serial Bus (USB) port for
commissioning the use of a USB storage device.

4.4.1 eBBU exterior

The eBBU box is 19 inch in width and 2 U in height and can be installed in 19"-width and
2U-height indoor space or an outdoor cabinet providing protection.
The eBBU includes functions boards, such as the LTE main processing transmission unit
(LMPT), LTE baseband processing unit (LBBPc), and universal power and environment
interface unit (UPEUc). The boards support plug and play, which can be configured as
required.
The following figure shows the dimensions of the eBBU.

4.4.2 Boards of the eBBU

LTE main processing and transmission unit (LMPT): Manages the entire E-UTRAN NodeB
(eNodeB) in terms of OM, processes signaling, and provides clock signals for the eBBU.
LTE baseband processing unit (LBBP): Processes baseband signals and CPRI signals.
CNPU (Core network processing unit): Provides fallback mode capability.
Fan unit (FAN): Controls the rotation of fans, checks the temperature of the fan module,
and performs heat dissipation for the BBU.
Universal power and environment interface unit (UPEU): Converts -48 V DC power into +12
V DC, and provides ports for transmission of two RS485 signal inputs and eight Boolean

signal inputs.

Note:
Fallback mode means that when the Core Network Device is down, the eBBU starts the
CNPU which works as a Core Network, it will ensure that all the services under the
eNodeB work normal. CNPU is an optional board

The eRRU is a remote radio unit and forms the RF unit of a distributed base station. The
RRU can be installed on a pole, wall, or rack and can also be installed close to the
antenna. That helps reduce the feeder length and signal loss and improve the coverage
and capacity of the system. The eRRU provides functions, including modulation and
demodulation of baseband signals and RF signals, data processing, power amplification,
voltage standing wave ratio (VSWR) detection.
