1.0 THE UNIVERSITY


1.1 Introduction

The Indira Gandhi National Open University was established by an Act of Parliament in 1985
to achieve the following objectives: democratising higher education by taking it to the
doorsteps of the learners
_ providing access to high quality education to all those who seek it irrespective of
age, region, religion and gender
_ offering need-based academic programmes by giving professional and vocational
orientation to the courses
_ promoting and developing distance education in India
_ setting and maintaining standards in distance education in the country as an apex
body.

1.3 Important Achievements

_ Launch of a series of 24 hour Educational Channels 'Gyan Darshan'. IGNOU is the
nodal agency for these channels and regular transmissions are done from the
studio at EMPC, IGNOU.
_ Launch of 'Edusat' videoconferencing channel (2 way video, 2 way audio)
_ Launch of Gyan Vani and other dedicated educational FM channels.

1.4 The Schools of Studies


With a view to develop interdisciplinary studies, the University operates through its Schools of
Studies. Each School is headed by a Director who arranges to plan, supervise, develop and
organise its academic programmes and courses in coordination with the School staff and different
academic, administrative and service wings of the University. The emphasis is on providing a wide

1.5 Academic Programmes
The University offers both short-term and long-term programmes leading to Certificates,
Diplomas and Degrees, which are conventional as well as innovative. Most of these
programmes have been developed after an initial survey of the demand for such
Programmes. They are launched with a view to fulfil the learner's needs for:

_ acquisition of professional qualifications,
_ continuing education and professional development at work place,
_ self-enrichment,
_ diversification and updation of knowledge, and
_ empowerment.

1.6 SRI ANGALA PARMESHWARI EDUCATIONAL TRUST


The SRI ANGALA PARMESHWARI EDUCATIONAL TRUST (SAPET) is trusts registered at Chennai vide
Reg. 119-2008 on the file of SRO, Triplicane, Chennai. SAPET runs a non-profit organization aimed at
rendering educational services. It focuses on educationalof Engineering, Architecture, IT and Management
Educational. SAPET intends to provide flexible, accessible and affordable education throughout the
country.
It encourages innovations in Teaching and Learning. SAPET has entered into a Memorandum of
Understanding (MoU) with IGNOU to promote Vertically Integrated Engineering Programme through
IGNOU-SAPET Centres for Engineering Studies across the country and in due course outside the country
for the benefit of the learners.

2.0 VERTICALLY INTEGRATED ENGINEERING PROGRAMME


(Full Time in Flexible Time Mode)

2.1 INTRODUCTION
In India, a student who passes the 10+2 examination with Physics, Chemistry & Mathematics
as subjects of study in the +2 level can gain admission to full time engineering degree
program. Lateral entry directly to the 2nd year of the engineering program, up to the extent of
10% of the available seats, is also possible for 3 year Diploma holders. There is a lower and
upper age limit for admission to these engineering programs as well a time limit for
completing the program. Additionally, 4 year Part time Degree program is also offered by
some Universities for the Diploma Holders. This program, however, does not have any age
limits.

The present system does not offer ample opportunities to a large number of 10+ITI pass
students / vocational trades B.Sc. BCS, BCA, as well as Diploma Holders to advance their
careers, as these Diploma/Certificate in Engineering are unable to acquire higher Technical
Education at a later stage in their careers or even immediately after acquiring first degree/
Diploma /Certificate Owing to a number of constraints.

On the other hand, many bright students miss the opportunity to enter an engineering college
after passing out from 10+2 system due to factors such as weak socio - economic condition in
the family, lack of awareness due to limited access to information and low accessibility of
higher technical education in rural area and small towns.

The recent growth in the Indian economy has triggered an increased demand for skilled and
trained human resource in the industry. The Conventional System of Higher Technical
Education so far, has been unable to cope with this situation and it is highly likely that this gap
between demand and supply may retard the growth of Indian Economy in the coming years.
It is in this context that a fresh look-in is needed to create a more accessible technical
education program in India that can enhance the employability. This can be done through
Stepped up Technical Knowledge and Skill Development Program based on practical
training that establishes a vertical linkage between technical educational programmes being
offered after 10th standard and the Engineering Degree Programme of Universities.

2.2 PROGRAMME
IGNOU has initiated Vertically Integrated the Engineering Programme(VIEP) to create a
system of education that allows students a greater choice in education. This Programme
allows students who have passed the 10th Standard, 12th Standard Examinations and
also those who already hold ITI certificates, Diploma, B.Sc., BCS, BCA or equivalent, to
pursue a higher qualification starting from Diploma and going up to Bachelor's Degree in
Technology.

VIEP allows students to enter the stream of technical education upon passing the 10th
standard examination. In this programme a student can obtain a diploma in Engineering or a
Degree in Engineering from IGNOU and then exit the programme to join an industry for
employment with the option of re-entry at a later point in time for pursuing a higher
certification/ degree.
However, the student will also have the option to continue education without breaking off for
employment or otherwise and earn the balance credits for obtaining a Diploma. Further, after
meeting the requirements for Diploma, the students may again exercise his option of breaking
off or he/ she may choose to continue technical education towards the goal of obtaining a
Degree in Engineering. Also, the student may exercise his option of stream after diploma.
In effect, a student may join VIEP programme after passing the 10th standard examination
and remain a part of the programme continuously for 6 years till the time he/ she gets a Degree
in Engineering. This scheme is being promoted under Public Private Partnership Programme
initiative of IGNOU. The Programmes are being offered on face-to-face/ Full time mode at
IGNOU-VIEP Centres for Engineering Studies in flexible timing mode.

2.3 SALIENT FEATURES OF THE VIEP

1. Vertical mobility and integration of technical training, technician education and


technical education.
2. Greater opportunities for students from rural areas and small towns to acquire
technical education.
3. Multiple entry levels.
3. Multiple exit levels.
5. Modular Programme.
6. Course duration identical to conventional education.
7. Every stage (Diploma/ Degree) to be a comprehensive capsule, leading to
employability and /or improved employability.
8. Certification after every stage. i.e. Diploma/ Degree.
9. Focus on practical training and skill development rather than on theory
alone. Project based functional assignments and industrial visits
essential parts of the Programme.
10. Encouraging earn and learn routes i.e. flexible time table,

The University has adopted the following system for this Programme

2.4 Credit System


The University follows the 'Credit System'. The number of credits per subject Indicate the
number of hours of lecture tutorials the student has to attend per week. For practicals one
hour of class is equivalent to 0.5 credits. The total number of credits per semester is 25+/- 2
credits. Completion of an academic programme (Degree or Diploma) requires successful
completion of the assignments, practicals, projects and examination during at the end of each
semester.

2.5 Programme Delivery


The methodology of instruction in this University is different from that of the conventional
Universities. The Open University system is more learner-oriented and the learner is an
active participant in the pedagogical (teaching and learning) process Face-to-Face mode is
adopted for the VIEP.

The VIEP is conducted by IGNOU throughout the country through the Engineering study
centres which are known the IGNOU study centres for Engineering studies. IGNOU approves
a study centre after the inspection of the infrastructural and Academic facilities crated for
successful conduct of the courses. The centres are well equipped with all the infrastructure
facilities required for conducting the programme. The main stress is given in the pedagogical
process i.e. teaching and learning.
2.6 Evaluation System
The system of evaluation in IGNOU for this programme is on the basis of continuous
evaluation system which comprises of the following three of the systems,
1. Continuous evaluation mainly through tests, assignments,
Practicals seminars/ workshops.
3. The End semester examinations.
4. Project works

The evaluation of learners depends upon various instructional activities undertaken by them.
A learner has to write assignment responses compulsorily before taking term end
examination from time to time to complete an academic programme. Term-end examination
will be conducted at the study centre/exam centers, where as the project submission will be
done at the study centre.

The weightage of TMA (Tutor Mark Assignments) and TEE for all the courses is 30% and 70%
respectively in the overall evaluation scheme of the programme.
A student will be awarded marks for the TMAs and for Term End Examination (TEE) part for
each course. To clear a course, a student will have to clear both the segments of the course.
Following table gives minimum percentage of marks required for the clearance of a course:

To facilitate statement of overall performance at the end of the programme, the calculation of
overall percentage will be based on the weighted average system and the precision will be up
to the one point after the decimal. Calculations will be carried out using the following scheme :

Where C1, C2 … denote credits associated with courses taken by the student, and
P1, P2 … denote the percentage of marks awarded in respective courses.
Depending on the over all percentage of the marks secured by a candidate the division will
awarded as follows
· 1st Division (With Distinction ) - 75% and above
· 1st Division - 60% to 74.9%
· 2nd division - 50% to 59.9%
· Pass - 40% to 49.9%
· Unsuccessful - Below 40%

2.7 Examinations and Payment of Examination Fee.


End Semester examinations are conducted in the months of December and June by the
University for VIEP.
Students have to submit duly completed examination form along with the fee of Rs. 50 per
course. For the details the students are advised to go through the website www.ignou.ac.in
Students can also submit On-line examination form as per guidelines through IGNOU website
at www.ignou.ac.in Examination fee @Rs.50/- per course is required to be paid either through
online payment gateway, cash deposit on designated banks and also through demand drafts.
The last dates for submitting the filled-in examination forms are as follows :

After receiving the examination form, the University will send the intimation slip before the
commencement of TE Examinations. If you do not receive the intimation slip 15 days before
the commencement of examinations, you must contact either your Regional Centre or
Student Evaluation Division (SED) at the Headquarters. If your name is registered for
examinations in the list sent to the Examination Centre, even if you have not received
intimation slips or misplaced the intimation slip, you can take the examination by showing your
Identity Card to the Examination Centre Superintendent.

Your enrolment number is your Roll Number for examinations. You should be careful in
writing it. Any mistake in writing the Roll Number will result in non-declaration of your result.
Final term end examination will be conducted at selected IGNOU examination centres.
To be eligible to appear at the term end examination in any course, you are required to fulfil the
following conditions:
$ You should have submitted the assignment responses for the respective courses.
$ You should have submitted the Examination Form in time in which you would like to
write examination.
$ You should have valid registration at the time of submission of Examination form.
$ You should complete a minimum duration of the programme.
Examination Date sheet and schedule which indicates the date and time of examination for
each course is sent to all the Study Centers in advance. The same is also notified through
IGNOU Website from time to time.
It is essential pre-requisite for you to submit the examination form for taking examination in
any course. You can obtain the form from your study center. Only one form is submitted for all
the courses in one-term examination. You are required to pay a fee of Rs. 50/- for each course
as examination fee. The filled in examination form is to be submitted to the Registrar, SED,
Indira Gandhi National Open University, Maidan Garhi New Delhi 110068 or at the Regional
Centre. You can also submit TEE form online at www.ignou.ac.in.

4.0 ADMISSION TO VIEP

4.1 INTRODUCTION
Application are invited online from the eligible candidate in following levels and disciplines.

4.2 APPLICATION FORM FOR VIEP 2010-2011

1. Student Hand Book and Prospectus for IGNOU-VIEP 2010 is available at


www.ignouviep.org

2. The application form for Admission 2010-2011 is to be filled only in online mode. The
applicant has to follow the easy instructions that will appear in the screen for each and
every serial number. The candidate will be guided through each and every point of the
two page application which is to be filled. For fill in the application form please log on to
www.ignouviep.org . Before filling application form DD of Rs.500/- in favour of
IGNOU-VIEP Institute Fee A/c payable at New Delhi must be ready.

3. The candidates who do not have the access to fill online application have to go to the
nearest Engineering study centre / Computer Care to get the online application form
filled. After filling the form the candidates have to take 2 printouts.

4. The students have to send the first printout along with the demand draft for Rs.500/-
drawn in favour of “IGNOU-VIEP Institution Fee A/c” to IGNOU . The candidate has
to keep the second copy of the print for his record and for future reference.

5. No request for hardcopy of the form will be entertained as the processing of hard copy
of the application is discontinued from 2010. Therefore, the candidates are advised to
fill in the online application forms only.

6. After the receipt of D.D. and the Printout of the submitted application, the Candidates
will be e-mailed a registration number.

5.0 RESERVATION AND SCHOLARSHIP


5.1 Reservation
The University provides reservation of seats for Scheduled Castes, Scheduled Tribes, non-
creamy layer OBC, War Windows, Kashmiri Migrants and Physicallly Handicapped learners,
as per the Government of India rules, for admission to its various Programmes.

5.2 Scholarship and Reimbursement of Fee

The learners belonging to reserved Cateories, viz. Scheduled Castes, Tribes and Physically
Handicapped have to pay the full fee at the time of admission to the University along with other
general category candidates.

SC/ST students have to collect and subsequently submit their scholarship forms to the
respective State's Directorate of Social Welfare or Office of the Social Welfare Officer, through
the Director (SOET) of IGNOU for reimbursement of Programme fee.

Similarly, Physically Handicapped students admitted to IGNOU-VIEP Programmes are


eligible for Government of India Scholarships. They are advised to collect scholarship forms
from the respective State Government Directorate of Social Welfare or Office of the Social
Welfare Officer and submit the filled in forms to them through the Director SOET, IGNOU.

6.0 COUNSELING AND SEAT ALLOCATION


Counseling, Seat Allocation, Document Verification and Admissions

1. Final list of Programme Study Centre for admitting students (with intake in each
discipline and category as per reservation) through IGNOU-VIEP-2010 would be
displayed on www.ignouviep.org on 04/09/2010 The decision for the above will be
taken by the IGNOU.

2. List of candidates eligible for counseling shall be be available on our website


www.ignouviep.org from 07/09/2010, along with the counseling procedure.

3. Verification of document would be done at the time of admission at allotted Programme


Study Centre. The purpose would be to verify different records regarding identification,
age, qualifying examination, state of eligibility and category of the candidate. On failing
to establish of any of the doucments, the candidates will not be considered for
admission.

7.0 LEGAL JURISDICTION


All disputes pertaining to the conduct of VIEP shall fall within the jurisdiction of Delhi only. The Admission Officer
VIEP shall be the legal person in whose name the VIEP may sue or may be sued. If any person or officer dealing
with the conduct of VIEP engages himself/herself in act(s) that would result in the leakage of the question Paper
or attempt to use or help in the use of unfair means in this examination, he/she shall be liable to prosecution
under the Indian Penal Code.
