1.0 Scope
1.1 This document sets out the Rig Moving Procedures under the terms of the Fourth Party
Logistics (4PL) Contract C31/0247 with Petroleum Development Oman (PDO) and
represents a minimum standard.

1.2 Each 3PL contractor is required to adopt this procedure and use the forms
provided.

1.5 Changes to Rig Move Procedures

Any changes to this procedure must be presented to BE HSE Team. The change will be
reviewed by both HSE and Ops Teams and if deemed to be in compliance, adds value,
adds further safety element or controls to the present system, the relevant changes will be
made and the new procedure uploaded into STEMS.

On no account shall any changes or deviations from the system be allowed. This will be
seen as. a breach of HSE rules and regulations and the necessary disciplinary action

3.0 Definitions

3.1 Advance Loads, those sent to a Rigs New Location before the main Rig convoy, often
as Single Loads.

3.2 Blacktop, a road surfaced with asphalt.

3.3 Camp, the portable accommodation units provided for Rig (or Seismic Survey) crews to
use whilst infield.

3.4 Convoy, three or more heavy vehicles travelling together, from one location to another.

3.5 DIMS, the dimensions, Height, Width, Length and Weight of each item to be lifted or
winched.

3.6 Flowline Pipeline used to transport oil.

3.7 Graded Road, an un-surfaced road which has been designated as a vehicle route.

Goal Posts, warning protection for overhead power lines.

3.8 Heavy vehicle, Any motor vehicle with a kerb weight of more than 4,000kg, which is
designed specifically to pull a trailer or to carry cargo.

3.9 High Load, any vehicle and load which exceeds 4.8 m high from the ground.

3.10 Infield Move, is one which meets all of the following criteria:

Within the same oil field


Does not involve crossing or using a black top road
Distance of 10km or less

3.10.1 All Rig Moves must encompass an ROP request, regardless of the distance.

The Rig Ops Manager may give a Step Out for moves which do not meet these criteria
3.10.2 where the risk can still be controlled to ALARP

3.11 Jebal Move, is one where the route includes gradients of varying degrees and the use of
additional equipment (Bulldozer D8/9) may be required to assist the Prime Mover.

3.12 Long Move, is one that will exceed 50 kms.

3.13 Mixed Moves A Rig or Camp move which uses assets from more than one 3PL.

3.14 New Location, the site at which the Rig or Camp is intending to move to.

3.15 Night, The hours of full darkness, from 15 minutes after sunset until 15 minutes before
sunrise.

3.16 Night Move, a move conducted between the hours of full darkness, from 15 minutes after
sunset until 15 minutes before sunrise, with a crew who have had at least 12 hours rest.

3.16.1 Night Operations, loading and unloading at old or new locations no driving allowed
between either locations.

3.17 Old Location, the site at which the Rig or Camp is currently located.

3.18 Plant, includes Cranes, Fork Lift Trucks, Bulldozers etc

3.19 Ramadan, the Holy month of Ramadan as declared by the Omani Government.

3.20 Rig Release, the point at which the Tool Pusher makes the Rig available to the Rig Move
Supervisor to begin loading operations.

3.21 Rig, the drill rig and all associated equipment.

3.22 Rig Pad, the area levelled and prepared for the Rig Mast and associated equipment to be
positioned to drill.

3.23 Rig Run Off Area, the area adjacent to the Rig Pad designated for the Rig to store
ancillary equipment, such as tubular, casing etc

3.24 Route Survey, a physical survey of the intended route from the Rigs Old Location to the

New Location

3.25 Single Load, a Heavy Vehicle on a journey which is not part of a Convoy, often referred
to as a Free Runner.

3.26 Spud (Start Operations) the point at which the drill bit enters the ground at the new Rig
location.

3.27 Summertime Working Directive

As outlined in Ministerial Decision No. 286/2008 states the following (third paragraph,
Article 16):
Workers must not work on construction sites or open areas of high temperature at
noon, from 12:00 up to 15:00 throughout June, July and August every year.

In addition Employers must provide Shade, Water, and allow frequent rest breaks to their
staff as a minimum requirement, while keeping records (and appropriate reporting) of any
instances of Heat Stress or Exhaustion.

3.28 Step Out, a written consent from the relevant person that a particular requirement may be
waived providing adequate controls are in place to ensure the task or activity can be
carried out safely.

3.29 Thuraya Phone, a device which uses satellite rather than ground based transmitters to
send and receive communications.

3.30 Twilight, between the 18.00 hours and 22.00 hours.

3.31 Wide Load, any vehicle where the width of the vehicle/load exceeds 3.5m.

3.32 Working Hours BE and PDO Logistics

07.00 11.30 and 13.00 18.00, except Friday when lunch break is 11.30 13.30.

3.33 Working Hours Rig Move Crews

06.00 12.00 and 13.00 18.00.

3.34 Working Hours during Ramadan

Non Muslim staff unchanged


Duty time for drivers maximum 6 hours
Duty time for Muslim staff maximum 6 hours

4.0 Specifications

4.1 Assets

4.1.1 All 3PL assets must comply with PDO specifications and requirements

4.2 People

4.2.1 All 3/4PL personnel must have valid HSE training and certification as required by SP 1157

4.2.1.1 Rig move should consist of the following personnel for each rig move as a minimum:
One Senior Rig Move Supervisor (In charge of the end to end rig move)
Two Rig Move Supervisor (one in old Location and one in new Location)
Two Forman (one in old location and one in new location)
Eight Rig Move Helpers (four in old location and four in new location

4.3 Personal Protective Equipment, PPE

4.3.1 All 3/4PL personnel must wear the following PPE:

Coveralls
Safety footwear
Safety Glasses
Safety Gloves (IMPACT type as required)
Hard Hat (Supervisors White with a Red band)
High Visibility Vest and/or coveralls with reflective stripes at Night
In case of rig move occurring in H2S Area (EPZ Emergency Planning Zone) The
contractor should comply with EPZ required PPE . All Rig Move personnel should be
equipped with an Escape Hood (ABE2 filter), providing protection against 5000ppm
H2S and SO2 and Personal H2S Detector as per the C9 HSE PR1234

4.3.1.1 The use of Impact Safety Gloves is a Risk and Task based consideration as per SP 1234
sec 2.2.7

Phase 1)
Safety Gloves shall be of the IMPACT type for the following personnel:
Rig Crews, Crane Operators,
Phase 1 to be monitored until end Q3

(Phase 2)
For other personnel completing similar tasks (Yard Crews / Helpers / Drivers etc) impact
gloves will be introduced date TBC

5.0 Rig Move Planning

5.1 General

5.1.1 Rig moves are monitored and discussed on a daily basis by BE and 3PLs.

5.1.2 If, 5 Days prior to a Rigs intended SAP move date no notification has been received in
MTL the BE planning team will contact the Rig for an update. The BE Coastal CSR or
MTL CSR will escalate to the relevant Senior Well Engineer.

5.1.3 When BE is notified of an intended Rig move a 3PL will be assigned.

5.1.4 A Rig should (where possible) give at least 48 (72 hours if ROP required, not including
weekends), hours notice of the intended release date and time, via a Rig Move
Notification utilising MTL.

5.1.5 Any subsequent changes to the release time, date or destination must be notified to the
BE MTL CSR immediately via MTL.

5.1.6 Assets from one or more 3PL can be allocated to one move. Responsibility for the move
is assigned to the 3PL providing the crew and Rig Move Supervision.

5.1.6.1 Assets from another contractor attached to the Lead Rig Moving Contractor will be totally
under the responsibility of the Lead Rig Moving Contractor (**** including incidents
see below) from the moment the assisting asset arrives on site to the end of the rig move.
(Released by Lead RMS). This includes control of assets during rest / lunch breaks and at
the end of the working day (if move is longer than 1 day).

The assisting assets will be journey managed by their own Journey Management system
to the site. On completion of the Rig Move the Lead Rig Moving Contractor shall inform
the assisting assets / personnel - of end of rig move. The assisting asset drivers /
operators / personnel shall be responsible to contact their own journey manager for
journey plans back to base location.

**** Incidents: Any incident that occurs during the Rig Move by either the Lead Rig Move
Contractor or the assisting contractor, will be totally the responsibility of the Lead Rig
Moving Contractor. Lead Rig Move Contractor will be responsible for the reporting,
investigating and any follow-up action requirements.

However, where it is identified that an individual error / mistake / breach of rules etc is
the reason behind the incident (ie. a person attached / seconded to the rig move (driver
/ operator / crew member etc) does something that is not involved in the actual
supervised task), BE HSE / Operations Team will review and make the final decision
on incident ownership.

Incidents that happen to the assisting assets / personnel before joining the rig move or
after they have been released by the Lead RMS shall be the responsibility of the assisting
3PL.

5.1.7 The Rig will inform the PDO Warehouse of any intended move so that chemicals and
tubular can be inspected at the Old Location and pre stock arranged for the New Location.

5.1.8 After inspection, the PDO Rig Material Focal Point shall adjust the pre-stock order taking
into account the left over chemicals / tubular.

5.1.9 Marking of the new location is the responsibility of the rig company prior to the Rigs
arrival on site.

5.1.10 Pre-Stock is normally delivered on 3PL Trucks that will be utilised for the Move and
unloaded by the 3PL designated to undertake the move at the New Location.

5.1.11 If 3rd Party (OTO, Al-Mukhtar etc) are required to deliver pre-stock,
the Driver is to report to the BE SCSR in the relevant location to receive a briefing on
what to do on arriving at the New Location once his Journey Plan has been issued and
prior to departing for the New Location. See Appendix 11

5.1.12 The BE SCSR is to inform the 3rd Party driver to report to the Rig Move Supervisor (RMS)
or Assistant Rig Move Supervisor (ARMS) on the New Location who will tell him where to
park his vehicle for unloading. The Driver is then either to remain in his Cab or exit his
Cab and remain in a safe location away from the unloading area. He is not to assist with

the unloading.

5.1.13 Completion of Waybill/FCN

5.1.13.1 If the Old Location is on the way to the New Location the Driver is to go to the Old
Location and obtain a Signature form the PE/DSV then proceed to New Location

5.1.13.2 If the Old Location is within 40 Km of the New Location the Driver is to go to the Old
Location and obtain a Signature form the PE/DSV then proceed to New Location

5.1.13.3 If the Old location is in excess of 40 Km of the New Location the Driver is to proceed to
the New Location and hand over the Waybill/FCN to the RMS/ARMS. The RMS/ARMS
will obtain a signature from the PE/DSV once they arrive on location. This will then be
sent back to the relevant 3PL Hub (Nimr/Fahud) ASAP. If it is for 3rd Party it will then be
given to the BE Cargo CSR who will then send to the Driver.

5.2 Escort Vehicles

5.2.1 Vehicles which fall under (less than) the legal criteria below do not require an escort:

4.8 m in height.
3.5 m in width.
1.5 m extension beyond the rear, and 1.0 m in front of the vehicle.
The length of the vehicle on government roads should not exceed 17 m.

5.2.2 A vehicle which exceeds any of these limits is classed as an oversize load and requires a
3PL, ROP or both escorts. In any case the ROP are to be informed of all oversize loads
the ROP will make the decision as to who is responsible for escorting. 3PL escort vehicles
must have at least one (preferably two) roof mounted amber beacons.

5.2.3 Vehicles carrying an oversized load shall have, appropriate flags, and placards. If
permitted to move at night wide loads shall have additional lighting and have lit hazard
markings and width indicators.

5.2.4 An ROP Escort will be required for any Wide Loads (over 3.5m) which have to cross or
travel along a blacktop road.

5.2.5 On Infield rig moves, which do not involve the crossing or use of blacktop roads, the use
of ROP escort vehicles for Wide Loads are at the discretion of the ROP.

5.2.5.1 Infield move is one which meets all of the following criteria:
Within the same oil field
Does not involve crossing or using a black top road
Distance of 10km or less

5.2.6 Where an ROP Escort is, or maybe, required the 3PL assigned to the Rig move shall
make the request to the PDO Logistics Focal Point.

5.3 Overhead Line Clearance

5.3.1 The Responsible Supervisor for the work, or the Journey Manager where applicable, shall
obtain a Clearance Certificate from the Asset Custodians Authorised Electrical Person
when any of the following conditions apply:

Passage, underneath overhead power lines, of high vehicles/loads or large


equipment having a total height exceeding 4.8m metres on roads where goal
posts have NOT been erected.
OHL (Live Wire) lines - after measuring - which are within the stipulated safety
zones (ie less than the required clearance height between kicker board and OHL
as per 5.3.8)

On roads where goal posts have been erected, vehicles/equipment with a height lower
than the sign posted maximum do not require a Clearance Certificate.

Where there are OHL or Goal Posts crossing the intended route the following must be
noted during the route survey on Appendix 14

The location
Pole Number
Whether there is height warning signage
Whether there is a kicker board
Height of Goal Post kicker board (as indicated by the warning sign)
Height of Overhead Line (as indicated by the warning sign)
Actual measured height of the kicker board.
Actual measured height of the OHL (Live wire).

Any discrepancies, missing information, wrong measurements shall be reported to the


PDO Electrical Department

This information must be communicated to all 3PLs via Stems, Why???

Clearance Certificate Process


The clearance certificate shall be completed by the contractor conducting the Rig
Move Route Survey (submitted not less than 48hrs before move) and be signed by
PDO Logistics.
The clearance certificate shall be taken to the PDO Electrical Department who will
complete as required stating what actions they will take to rectify the situation.
The original certificate shall remain with the PDO Electrical Dept.
The Contractor shall receive a copy, a copy should be provided to the Rig.

On no account shall anyone change details on the Clearance Certificate.

5.3.1.1 Further to 5.3.1 above:


The following has been verbally agreed (MSE, UWD and BE) and is to be adhered to for
every move going forward.

All Kicker Board heights are to be measured and recorded on the specified route
Where there is any alteration required (tightening or raising the Kicker Boards) the
relevant certificate is to be requested by 3PL through PDO Logistics to PDO
Electrical Department accordingly. If no alteration is necessary then there is no
requirement for a Certificate to be issued
If PDO Electrical Department remedies the issue prior to the Rig Move, PDO
Electrical Department is to issue a certificate accordingly confirming the same and
detailing the new heights. There is then no requirement for their presence during

Kicker Boards shall not be lifted or removed (lowered).
The only time a Kicker Board shall be removed is when the power line is down or
the line has been switched off.
I. Any such works are to be undertaken under the supervision of the PDO
Electrical Department and are NOT to be performed by Rig Moving (3PL)
personnel

Note:
Monkey boards shall be lowered for all Rig Moves where there is risk that the
Monkey board may come into contact with the kicker board. All relevant /
reasonable precautions shall be taken to avoid striking / touching the Kicker
Board.

If at any time the Rig Moving Contractor is not 100% sure of the move about to
take place he is within his rights to employ empowerment to stop the work and
seek clarification.

5.3.2 Where an OHL is not height marked or without kicker board, or the Kicker board after
measuring is substantially different to the sign-posted height the location shall be
recorded (take the number located on a plate on the line post) and report findings to
PDO Electrical Department.

5.3.3 The 3PL shall complete an Overhead Line Clearance Certificate (Appendix 6) where
appropriate and submit it to PDO Logistics for signatory and cascading to the relevant
Area Electrical Supervisor. As per SP1242 the 3PL contractor shall obtain a copy of the
clearance certificate. The RMS shall carry a copy of the OHL Clearance Certificate

5.3.4 Where overhead power lines are within 15m of the Rig locations (Old or New) the
precautions to be taken during the rig move shall be agreed at the Pre Move Review
Meeting, e.g. warning barriers, signs, goal posts and any Clearance Certificates etc.

5.3.5 3PLs shall have access to Height Measuring Equipment. The 3PL moving the rig shall
utilise Height Measuring Equipment to measure all Kicker Boards / Overhead Power
Lines to ensure safe travel under both Kicker Boards / Power Lines.

Extreme care is to be exercised when measuring OHL (Live Wires). Sonic / Laser or
intrinsically safe devices (approved measuring device / pole) are to be utilised.

5.3.6 Where necessary the RMS shall walk in front of, and guide any rig load that appears close
to any critical point to ensure available clearance.

5.3.7 Power lines running parallel at the side of the road drivers of wide loads are to be
informed during the convoy TBT of the need to watch for such lines and position
themselves away from the lines. If the lines are on both sides of the road a central
position is to be adopted.

5.3.8 All items ie monkey boards (wherever possible and agreed with the Rig), antennas etc
shall be lowered to reduce the overall height of loads. The highest load is the governing
load for clearance of all overhead lines on route. That is to say - if the minimum height
of a kicker board is 13m, all loads shall be less than 13m, or a route change will be
required. Electrical Department may take action by raising the OHL / Goal Posts.

The minimum vertical safety clearance between the top of the goal post crossbar (kicker
board) and the lowest conductor of the overhead line shall be:

post crossbar and the lowest conductor of the overhead line shall be:

For lines up to 66kV - - 1.3 metres

For graded roads, where equipments and plant could be 'tilted upwards' while travelling
underneath the line, the minimum safety clearance between the goal post crossbar and
the lowest overhead line conductor shall be:

For lines up to 66 kV - 2.5 metres

Example:
No Kicker Board (goal posts) present Clearance Certificate is required for passage
underneath OHL of high vehicles/loads or large equipment having a total height
exceeding 4.8m on roads where kicker boards have not been erected

5.4 Lifting Operations

5.4.1 The 3PL shall provide the required lifting equipment as per the Rig Move plan as agreed
during the Pre Rig Move meetings agreed between the Rig/DSV and the 3PL on both old
and new locations independently of the drilling contractor equipment. Any additional
equipment requirements shall be discussed between the Rig and 4PL.

5.4.2 The lifting gear must be in good condition, in test date and with the correct PDO Lifting
Gear colour code for the period.

5.4.2.1 Before each lift the RMS / ARMS / Foreman shall ensure that the drops (lifting ropes) are
totally vertical.

5.4.3 The Rig will be responsible for emptying all mud and water tanks and ensuring the Rig
site is not softened due to uncontrolled release of mud onto the ground.

5.4.4 The Rig will ensure the DIMS (Dimensions and Weight) are correct and marked on all
items to be lifted or winched.

5.4.5 The TP will ensure that all loose items are stored securely so they cannot move during
transit.

5.4.6 Cranes may only move around the site as directed by the RMS/ARMS/RMF. The boom
scoped in and at an angle of no more than 20 degrees and the outriggers fully retracted.

5.4.7 Whenever a crane moves on a Rig Pad or Run-off area it will be supervised by a
Banksman at all times. If Overhead lines are in the vicinity of the allotted parking area
again, the crane will be guided by a Banksman.

5.4.8 During crane operations, all contractors are to operate outside of the crane danger zone,
(see Safety Alert 019 2012 Crane Danger Zone - in STEMS)

5.4.9 Cranes shall:
extend outriggers when lifting (use pads under the outriggers)

After lifting operations have finished, the hook block shall be attached / secured to the
front of the vehicle / crane for travelling by wire rope sling. The crane operator shall be
assisted by load crew to complete this operation. The crane operator shall remain in his
cab during the hooking up operation.

5.4.10 Containers or other lifted items which have slings permanently attached the slings shall
be laid / placed to the side of the container (not left on top) to facilitate quick hooking up
and to reduce the need for working at height

5.4.11 Lifting Plans shall be made available for all lifts (provided to the RMS by Operations
department or by the Rig concerned).

5.4.12 The RMS is totally responsible for all activities undertaken during the rig move

5.5 Food, Accommodation and Shade

5.5.1 The RMS shall identify any requirements for food and accommodation at the Pre Move
Meeting with the TP and DSV.

5.5.1.1 Accommodation
Accommodation that is pre-booked for drivers, operators helpers etc during Rig Moves,
should avail themselves of the booking. Driving back to camp increases exposure and risk
to incidents.

5.5.2 During Summer Time Working the Rig shall provide drinking water and ice for the Rig
Move Crew and drivers.

5.5.3 During Summer Time Working the 3PL shall provide adequate shade in a safe area for
the Rig Move crew.

5.5.4 The RMS/RMF shall ensure that rest is only taken in the designated safe shaded areas.

5.5.5 All vehicles must be controlled during rest / lunch breaks to ensure vehicles do not deviate
from identified safe routes / areas. Where practical a bus shall be provided to transport
staff to Rig Camps for use of Mosque, lunch etc.

5.6 Moving with Mast Up

5.6.1 The TP can request that the Rig moves with the mast up under the following conditions:

Where possible the mast must be fully scoped in


Condition of the tyres on the mast carrier must be in a serviceable condition
There must be no over head lines / obstructions on the route.
The road must be as flat as possible and in good condition with no sharp bends
Maximum speed - 5kmph
Maximum distance - 10km

5.6.2 The RMS will be in control of the move and has the ultimate decision to move mast up or
down, on the proviso that if the rig does move mast up the Rig company cannot claim any
compensation should the rig suffer any damage.

5.7 Pre Rig Move - Route / Site Survey

5.7.1 When BE allocate a Rig Move to a 3PL the RMS together with the TP and DSV shall
travel the intended route to conduct a Route Survey and identify any hazards such as:
Overhead Power Lines
Overhead Power Line and Kicker board pole distance from road
Flow lines
Road works
Road surface conditions
Gradients which could cause a problem
Obstructions at the side of the road
Overhead lines / Kicker board lines / Power lines following at the side of
the road / Road signs / trees / rocks
Width of road
Tight Corners
Local amenities i.e. shops, mosques etc
Temporary unloading areas
Pipeline(s) to be crossed and is there a requirement for Concrete Slabs (DSV to
follow up)

Where any works are required - at the cost of the relevant Rig - (Road Repairs,
Pipeline Crossings etc) the DSV is responsible for submitting the relevant request to
the relevant agency and following up to ensure the works are completed and any
necessary permits are in place prior to the move commencing. The 3PL are to obtain
confirmation, in writing (email will suffice inclusive of copy of authorisation from
relevant authority) from the DSV that the works are completed and permission to cross
is in place

Route Surveys shall also be used to identify safe areas for rest / lunch breaks

Power lines running parallel at the side of the road drivers of wide loads are to be
informed during the convoy TBT of the need to watch for such lines and position

themselves away from the lines. If the lines are on both sides of the road a central
position is to be adopted.

5.7.1.1 Route Surveys shall not be signed for unless a Rig Representative has travelled the
route with the RMS conducting the Route Survey.

5.7.2 If the Rig move has not started within 7 days of the initial route survey, then a fresh route
survey must be carried out, to ensure that the route condition has not changed and it is
still suitable. This will be arranged between 4PL and the Rig Moving Contractor

5.7.3 The route and any hazards shall be recorded on the Route Survey Form, Appendix 2
using the KEY provided in the correct colour. The Route Survey must be communicated
verbally during the Rig Move TBT to all involved in the Rig Move including employees
from other companies assisting in the Rig Move and any employee joining the Rig Move
at a later time / date.

Each driver is to be provided with a hard coloured copy of the Route Survey (without
exception).

5.7.3.1 Route Survey are to be produced in colour. Coloured Pens shall be provided to the RMS
who conducts the Route Survey.

5.7.3.2 Route Survey equipment requirements:


Wheeled Tape measure
Overhead height measuring device (electronic) or pole measuring device
Paper
Pens coloured as per 5.7.3.1
Ruler
Camera if necessary

5.7.4 A survey of Old, New Locations and any temporary unloading areas must be carried out
to identify potential hazards such as overhead power lines, flow lines, soft/uneven ground,
cable trenches, slopes etc. These shall be identified and recorded on the Location Sketch
Form, Appendix 3

5.7.5 If the Route Survey is completed by someone other than the RMS moving the Rig, that
person shall ensure a briefing is conducted with the RMS. The Route Survey shall be
signed by the person conducting the Survey as well as the RMS in charge of moving the
Rig. If the Route Survey is completed by a RMS now not associated with the Rig Move
details of the route survey shall be passed over to the new moving contractor

5.7.8 Vehicles LV or HGV shall travel on the recognised route (as per Route Survey) between
Rig old and new locations. This will assist in control of vehicles and enable Emergency
Response as and if required. A driver not following the route may not be able to
communicate his location if involved in an incident whether there is a signal or not. It
would therefore be more difficult to locate him.

5.7.9 Any changes made to the Route Survey must be documented and communicated with all
involved in the Rig Move.

5.7.10 The nearest Medical Centre (for the Rig Move) is to be annotated on the Pre Rig Move
Mtg (See pg. 35) and the Route Survey (See pg. 31).

5.7.11 The Route Survey shall mark all areas designated as either rest or overnight rest
accommodation / stops

5.8 ROP Escort

5.8.1 The 3PL is to apply (where required) for the ROP Escort using the standard format
(Appendix 7 and 8 ) and must wherever possible submit it to PDO Focal Point in MAF at
least 72 hours before the required date (ensuring PDO Logistics in their relevant location
is on copy)

5.8.2 On confirmation of request PDO Focal Point in MAF will provide signed documents to the
3PL (ensuring PDO Logistics in the relevant location is on copy).

5.8.3 In the event of a delay to the original Escort date the 3PL shall submit a letter and
telephone the Local ROP scheduled to Escort the convoy and make them aware of
revised date and times.

5.9 Rig Moves on gradients - Jebel Moves

5.9.1 Where a move involves roads with gradients greater than 5%? The specific hazards and
control measures shall be discussed by the RMS with the Rig TP and DSV before the
move commences.

5.9.2 On Jebal moves where there is a requirement for D8/9 to assist, the BE SCSR in Fahud
will arrange and obtain sign off from PDO Logistics prior to any movement.

- In Nimr the relevant 3PL will organise and BE SCSR will obtain sign off from PDO
Logistics prior to any movement

5.9.3 A staging area on level ground must be identified as part of the pre planning where
vehicles can be parked safely.

5.9.4 The RMS must inspect Rig trailer brakes and check if they have a failsafe braking system
on the rear axle.

5.9.5 If the trailer does not have fail safe brakes the RMS must make the drivers aware of this
and to keep the service brakes applied if they have to stop on a gradient for any reason.

5.9.6 A Live brake test shall be carried out on level ground of the prime mover and trailer
coupled together. If there are any concerns about the trailer brakes the RIG TP and DSV
must be informed and corrective action taken before the load is moved.

5.9.7 Only one vehicle shall travel on a gradient at a time, Vehicles shall not be parked on a
gradient.

5.9.10 When ascending - Drivers shall not move from the base of the gradient unless instructed
to do so by the RMS

5.9.10.1 When descending - Drivers shall not move from the top of the descent unless instructed to
do so by the RMS

5.10 Pre Rig Move Meeting

5.10.1 After completion of the Route / Site Surveys a Pre Rig Move Meeting shall be held with

the RMS, TP and DSV to discuss the move and any hazards identified, accommodation
and food requirements etc.

5.10.1.1 The Rig shall be informed that tyres are to be checked before the Rig Move to ensure
compliance and safe transportation of personnel and the Rig. Defective or unsafe
condition tyres the tyre is to be changed before the Rig can be moved

5.10.2 The meeting shall be recorded using the Pre Rig Move Meeting form (Appendix 4) and the
Action Plan agreed between all parties as to what action is required to deal with the
hazards identified on the Pre Rig Move Route / Site Survey. Where any works are
required at the cost of the relevant Rig (Road Repairs, Pipeline Crossings etc) the DSV is
responsible for submitting the relevant request to the relevant agency and following up to
ensure the works are completed and any necessary permits are in place prior to the move
commencing

5.10.3 All relevant information relating to the Pre Rig Move Route Survey and Pre Rig Move
Meeting must be passed to ALL personnel taking part in the Rig Move operation. This
will include the MTL CSR and relevant BE SCSR.

5.10.4 Signatories are responsible for ensuring that there will be no unauthorised deviations
from the route as illustrated in the sketch diagram and no Wide or High Loads will
travel unescorted.

5.10.5 Drivers of vehicles with high loads are to be briefed to the danger of overhead Power
Lines, with particular emphasis that they must only travel along the authorised route
and stop at any height warning where the height indicated is less than the height of the
load.

5.10.6 Should any one of the signatories not be on duty during the move i.e. Rest Days /
leave, then he must ensure that all information is passed to his relief (or Ops Mngr to
pass on) and have him countersign the form accordingly.

5.10.7 Original signed forms are to be retained by the 3PL RMS and given to their
Operations Manager for retention within the Rig Files for sign off at the monthly Service
Level Agreement Meeting.

5.10.8 Rigs are to retain copies in their files for future reference.

5.10.9 Pre Rig Move Meetings shall be attended by a 3PL Senior Manager (Project Manager,
Operations Manager, or HSE Advisor) at an interval of at least once every 4 6 weeks.

5.10.10 Pre Rig Move Meeting; The RMS must inform the TP/DSV that it is their responsibility to
ensure that tyres on the rig and mast carrier along with the braking system, if fitted, are in
a serviceable condition. If the tyres are deemed to be in an unsafe condition ie severe
cracking etc, the load will not be moved.

6. Rig Move

6.1 General

6.1.1 The 3PL RMS must hold a Toolbox Talk with the entire Rig Move Crew and make a
record of the topics discussed and who attended. The Rig DSV and TP shall be invited
to attend the TBT where available.

6.1.2 4PL MTL CSR will contact the Rig 24 Hours prior to the notified move date to confirm
mobilisation of assets

3PL scheduler will contact the Rig for any last minute changes to the programme.

6.1.3 All equipment and staff are on site as agreed at the Pre Move Meeting; all equipment to
be lined in sequence, any differences in equipment deployed (due to operational changes
/ VOR / re- prioritisation / other) will be communicated to the Rig prior to the deployment
of the assets.

6.1.4 Once the TP confirms the release of the Rig to the RMS, the overall responsibility of the
move falls under the RMS.

6.1.5 Authority on site is between RMS and the TP, if there is any disagreement this must be
escalated to the 3PL Management, BE SCSR.

6.1.6 All staff rest breaks are to be monitored to ensure a safe and efficient move.

6.2 Tool Box Talk

6.2.1 The RMS will conduct a Tool Box Talk (TBT) at the start of the day, to include as a
minimum:

Hazards on site (e.g. OHL, soft/uneven ground)


Loading sequence
The route confirmation including issue of a copy of the Route Survey to all drivers or a
full briefing if short move
Distance and any expected break locations and hazards this may bring
The right to STOP work if anything is unsafe

6.2.2 A record must be made of the TBT which includes:

The topics discussed


The names of those who attended
The time the TBT was conducted

6.2.2.1 The TBT is to include the location of rest and overnight rest / stops / accommodation
points. Drivers that park up for the night between old and new locations, shall park close
to the original surveyed route.

6.2.3 Anyone who misses the TBT at the start of the day must receive a TBT from a nominated
Supervisor (RMS, ARMS, RMF), and a record made.

6.2.4 The TBT forms part of the Rig Move Scorecard Sign Off procedure. If any person does
not receive a TBT, or a signed document is not provided, then a HSE default penalty will
be imposed by BE.

6.3 Loading / Unloading

6.3.1 Under the supervision of the RMS / ARMS loading of the Rig components will begin in the
sequence agreed at the Pre-Move Meeting any variance to the planned sequence will be
agreed with the TP and recorded by the RMS /ARMS on the Loading Sequence Plan

(Appendix 9) and countersigned by the TP.

6.3.2 Skid loads (where applicable) will be loaded and cross loaded in accordance with the
current BE Winching Operations Procedure.

6.3.3 Skid loads which cannot be winched will be lifted and loaded by crane(s) in accordance
with the Lifting Plan(s).

6.3.4 Nobody shall move under any piece of equipment whilst being hooked up, towed,
winched, lifted or moved.

6.3.4.1 Any Prime Mover towing a Rig owned trailer shall be guided into position for connecting.
The trailer shall be lifted to the required height either hydraulically by the Rig Crew (or by
crane if required). The vehicle then reversed under the trailer. Once the vehicle and
trailer are connected, and the connection confirmed (physically view the jaws are closed)
by the RMS / ARMS / Foreman, air and electrical connections shall be connected. The
RMS / ARMS / Rig Mechanic shall ensure all lights fitted to the rig trailers are fully
operative and all lights are visible / clean. The vehicle should attempt to move forward to
confirm a secure connection. Brakes shall be tested as soon as possible after the vehicle /
trailer moves off.

6.3.5 Pipe / Skid Bins


Pipe Skid Bins (generally winched loads) are to be secured at both ends of the skid by
chain. (As per SP 2001, page 10, sec 2.2.2). 4 Chains to be used 2 front / 2 rear
Chains are to be positioned so that securing of the skid is via the pad eyes to the vehicle
bed.

Internal Loads
If applicable - at least 2 webbing belts shall be lashed over the top of the skid to assist in
securing the internal load. This lashing shall secure the internal load to the skid (not the
vehicle bed). If it is not possible to secure the internal lashing to the skid, the lashing can
be attached to the vehicle bed. However care must be taken when releasing the load
securing as per 6.3.9.2.
Pipe Skid Bins that are full,
the weight is to be calculated (weight of a pipe x the number of pipes). Overweight
pipe skid bins are no to be loaded until the total weight (load and skid) meet the
dimensions painted on the skid.

6.3.5.1 Load Crews shall not deviate from the correct load securing methodology as per SP 2001
Sec 2.2.2, and BE Rig Move Procedures when securing skidded loads (including pipe
skids bins).

6.3.6 The driver must be satisfied that the entire load (mud tanks, pipe skid bins and contents,
office skids, items attached to the outside of the load etc) is secure. Any unsecured item
WILL NOT BE ACCEPTED until secured. No journey shall commence until the load is
secure, including movement on Rig site. The driver shall check ALL LOAD SECURITY
during journey and rest stops.

If required the Rig Moving Company can add additional securing to loads.

6.3.7 A Supervisor (RMS, ARMS, RMF) must check the security of ALL LOADS (especially
open top loads (Pipe Skid Bins) before loading and after loading, before vehicles are
allowed to move on Rig pad or depart from the Rig Site. Any unsecured item WILL NOT

6.3.8 Access to vehicles/trailers will be by vehicle steps or ladders fitted to trailers. Drivers shall
not climb up the sides of trailers for access.

6.3.9 Vehicles being unloaded shall not have their load securing removed until the load is at the
unloading point. It is acceptable for load crews to release load restraint prior to a
Supervisor / Foreman arriving to supervise the unloading.

6.3.9.1 Vehicles being unloaded shall have the actual load securing removed first eg the securing
that secures the load to the trailer / vehicle bed. Internal loads secured for transporting
purposes by the Rig Moving company (ie pipes in skid bins) - this securing shall only be
removed only once the load is grounded.

Any load that was internally secured by the Rig shall only be removed by the Rig.

6.3.9.2 Load Crews shall communicate with each other when removing securing belts / chains (as
undoing a belt or chain may cause movement of the load).

Web belt / ratchets and chains / binders shall be positioned on loads to enable the load
crews safe access to secure / release loads (from ground level, where ever possible).

Load Crews shall not place themselves in the LINE OF FIRE during the release of
security belts / chains, ie DO NOT STAND IN SKID BINS

Chains / binders shall not be used to secure pipes (metal on metal).

6.3.9.3 Other loads:


Other loads which require securing to vehicles for transportation the securing method
shall be at the discretion of the RMS / ARMS and Load Crew Foreman. Sufficient and
effective load securing shall be applied to all loads.

6.3.10 Vehicles shall not enter the Rig Pad unless authorised by RMS / ARMS / Load Crew
Foreman.

6.3.11 Once a vehicle is mobile on the Rig Pad, the vehicle is to be guided at all times.

Vehicles / equipment shall not reverse without a Banksman.

6.3.12 Drivers whose vehicles have been loaded shall not leave the rig site for any reason other
than to go to the new location. The vehicle may only drive loaded between old and new
location.

6.3.13 Overweight loads shall not be accepted. Refer to dimensions and if necessary conduct a
test lift.

6.3.14 Drivers shall follow all road rules when on journeys and be guided by load and road
conditions. Speed shall be as per posted speed limits / PDO speed limits (as per SP
2000) and be appropriate to the road conditions at the time.

6.3.15 In wet or muddy conditions Oil Based Mud (OBM) or uneven surfaces when winching
skidded loads an assessment must be made as to whether the load can be winched or
the use of a crane be implemented.

If a winch is the intended lifting method weaver pins shall be placed as soon as
possible after loading

If a crane is the intended lifting method careful sighting of the Crane out riggers
is paramount to a successful lift especially if wet conditions are evidenced.
Outrigger pads shall be utilised

6.3.16 For short moves old / new locations utilising the same Rig Pad - where loads might
need to be moved to a temporary location before final positioning the RMS should
conduct a dynamic risk assessment to ascertain ground conditions and any other risks
that might affect the movement / placement of the load.

6.3.17 On completion of the assessment - those crews involved in the task shall be provided with
a toolbox talk to ensure all understand the new process.

6.4 Advance Loads / RM Loads / Location Clearing Loads

6.4.1 In agreement with the TP (Advance / RM Day / Location Clearing) Loads may be
dispatched to the New Location as single vehicles (Free Runners) providing the load does
not exceed any of the following dimensions:

Height 4.8m (SP2001) Total Height including vehicle/trailer. All loads above this
height shall either be escorted or be part of a convoy. All loads shall be able to
negotiate all OHL marked on the Route Survey
Width 3.5 m
Length - overhangs the rear by more than 1.5 m, or front by 1.0 m
The length of the vehicle on government roads shall not exceed 17m.

A vehicle / load that cannot meet these limits, requires an escort vehicle, and in some
cases, particularly wide loads over 3.5m, an ROP escort, or be part of a convoy.

6.4.2 The Driver must have been briefed as to the correct route, has been issued with a copy of
the Route Survey and must adhere to that route with NO deviations unless authorised in
writing by the RMS / ARMS.

6.4.3 Loads which are out of dimensions due to height or length must be escorted. The only
exception being Infield moves where the RMS has the discretion to allow Free Runners

6.4.4 All wide loads must form part of a convoy irrespective of the type of move.

6.5 Convoy Procedures

6.5.1 All Wide Loads must be transported as part of convoy.

Where a driver has been loaded and the load is oversize ie higher than 4.9m, wider than
the width of the vehicle / trailer and longer than the trailer or vehicle bed by 1.5m, these
vehicles shall form part of the convoy or shall be escorted to the next location.

6.5.2 The requirements for the convoy will vary depending upon if the move is conducted Infield
or during the day or at night.

6.5.3 The BE Convoy Procedures are set out in Appendix 1

6.5.4 If, for any reason prior to reaching the new location, a convoy must park up overnight, the
convoy is to park in a safe location (usually designated by the ROP Escort) in accordance
with the Rig Move Procedure. The Security (from theft) of the Rig owned materials within
the Convoy remains the respective Rigs responsibility. Where possible the 3PL
responsible for undertaking the move should ensure sufficient personnel remain with the
convoy to deter any attempt of theft from either the 3PL owned equipment or the Rig
owned materials, however, the 3PL bears no responsibility should any theft occur and any
incident of theft should be reported to the ROP as soon as possible.

6.6 New Location

6.6.1 On arrival at the New Location the RMS will park the vehicles off site ready to be called
onto the new Rig pad when required.

6.6.1.1 Vehicles parked and waiting to be called forward onto either old location or the new
location are to park leaving enough room between vehicles to pull out around other
parked vehicles. If there is a need to reverse the vehicle, the driver will either a. get a
Banksman to assist or b, check all around his vehicle for other parked vehicles / objects
before reversing.

Vehicles parked side by side shall leave enough room to pull forward and turn without
endangering other parked vehicles.

6.6.2 The RMS will check the New Location for hazards and ensure that the well cellar is
protected, and the guide lines are in place for spotting the mast.

6.6.3 The RMS is in charge of spotting the mast using the guide lines laid out by the Rig crew
prior to arrival of the Rig Convoy. The TP and the RMS will work together to ensure the
spotting of the loads are in the correct place.

6.6.4 All other equipment is to be spotted as required by the RMS / ARMS any issues over
spotting are to be escalated to the TP immediately.

6.6.5 The RMS is to ensure all loading/unloading activities are supervised by either himself or a
ARMS to ensure the safety of equipment, asset and crew. Only one task / operation shall
be conducted at any one time. However, more tasks / operations can be conducted
provided there are sufficient Supervisors / Foreman to oversee, ie one task one
Supervisor / Foreman. A Supervisor / Foreman shall always be present at each task. If
required a dynamic risk assessment shall be conducted and briefed to all relevant staff -
especially if the load is abnormal or outside of the generic loads moved during Rig Moves.

6.7 Location Clearing

6.7.1 During the Pre Move Meeting it will be determined what consumables will go to the New
Location with the balance to be returned to the warehouse after they have inspected by
the PDO Field Mud Engineer and the rig PE will send a service request for backloads.

6.7.2 The Rig Move shall be deemed complete once all equipment and stock has been cleared
from the Old Location and delivered to the New Location or Warehouse as required.

6.7.3 The 3PL will submit the scorecard along with any photographs of damage to assets or
chemicals etc to BE and their respective management team.

6.7.4 If there are damaged chemicals at the location the TP / DSV must arrange re-bagging and

or disposal, all necessary equipment shall be provided by PDO Warehouse via a callout
through e-mail to BE Cargo CSR.

6.7.5 It is the responsibility of the Rig (TP) to ensure the Rig / Camp Site(s) are clear of waste
and arrange for specialist contractors to remove any waste from the Old Location(s)

6.8 Emergency Procedures

6.8.1 In the event of an incident/accident occurring during loading/unloading all operations


will be stopped immediately.

6.8.2 RMS and TP will assess the situation as to the severity of the incident and will
determine actions required and whether operations can re-start.

6.8.3 In the event of serious injury/fatality do not re-commence operations until cleared to do
so by the ROP and BE SCSR.

6.8.4 In the event of a minor injury (First Aid Case / Medical Treatment Case) operations
may re-commence as soon as the medic has taken control of the casualty.

6.8.4.1 As soon as possible the casualty shall be transported to the nearest PDO / PAC Clinic.
If possible by the Rig Ambulance or by other vehicle means as available.

6.8.5 All incidents / accidents shall be reported as laid out in the BE Incident Reporting and
Investigation Procedure.

6.8.6 Normal reporting procedures apply.

6.9 Emergency Telephone numbers for the Rig / Camp are to be annotated onto the Route
Survey of which a copy is to be provided to the driver. (This is in case of medical
emergency).

Rigs have agreed on the use of their defibrillator in case of such need which could be
positioned at either the Rig or Camp. RMS to cross check with the RIG supervisor If the
defibrillator is available at the RIG during the move and to be kept readily available for
emergency.

List of Rig / Camp contact numbers provided to each Rig Moving Contractor.

Nearest PAC Clinic contact numbers (for the Route) shall also be annotated to the
Route Survey. (To be provided by the 3PL).

7. Post Move After Action Review

7.1 After completion of the Rig Move a Post Move After Action Review Meeting is to be
conducted by the 3PL RMS within 72 hours of the SPUD. If it is not practical for the all
attendees to travel to the New Location the meeting should be held by Conference call.

7.2 Representation should be from 3PL, Rig DSV and Tool Pusher and where possible PDO
Logistics.

7.3 The purpose of the meeting is to review all aspects of the move, identify positive
achievements and areas for improvement on future moves of that Rig (and other), and

sign off the Scorecard.

7.4 The meeting shall be chaired by the lead 3PL and recorded using Post Move After Action
Review Meeting Form (Appendix 5), to be signed by those represented.

7.5 The lead 3PL are to upload the original into MTL.

7.6 Post Move AAR. In the event that an incident occurs on the rig move, the details are to
be recorded on the AAR along with the PIM number. The incident notification must be
uploaded into MTL and the details of the incident recorded in Damages and
Recommendation

8. Twilight and Night Operations

8.1 Twilight Move / Operations

8.1.1 A Twilight move shall be from 1800 hrs until 22:00 hours. It will normally involve loading,
unloading activities (forklift, lifting, winching operations and spotting of the Rig).

Twilight can and does include transportation of loads between old and new locations but
only as a convoy. Any convoy should be planned to arrive at the new location in daylight
hours. If during the convoy move there is a delay on route, the convoy can usually be
allowed to continue on to the new location or be parked up in a safe location overnight.
(Sometimes this depends on a ROP decision, and the risks associated with night driving).

Under no circumstances shall single runners between old and new locations be allowed
during twilight moves.

If the move is to go on longer than the times stated above, the Twilight then becomes
Night Operations. At this point Night Operations rules and procedures come into force, as
per below 8.2.1 and 8.3.1

8.2 Night Operations

8.2.1 Night Operations only involve loading, unloading activities at old and new locations
(forklift, lifting and winching operations).

8.3 Planning

8.3.1 Twilight
The Rig shall give as much notice as possible for Twilight Move / Operations and should
be discussed at the Pre Move Meeting. The BE SCSR must be notified 24hrs prior to
deployment.

Night Operations (see- Rig Night Operations Procedure

Only a few Rigs shall complete full night operations. Night Operations shall not include
driving between old and new locations. This should be discussed / confirmed during the
Pre Rig Move Meeting. The BE SCSR must be notified 24hrs prior to deployment.

8.3.2 All requests are to be made to the BE SCSR who will have the authority to approve or
reject the request.

8.3.3 The BE SCSR will inform the PDO Head of Logistics of the intention to work at night and
should relay this to the relevant Area Coordinators, to ensure ROP and medical staff are
informed

8.3.4 The BE SCSR will present a list of equipment being used on the move to the PDO Head
of Logistics and obtain a Step Out for night driving (Twilight only).

8.3.5 For night convoys the amount of vehicles / equipment must be agreed at the Pre Move
discussion stage.

8.3.6 Self contained lighting units (enough to ensure work can be carried out safely to each
location) shall be mobilised by the 3PL if able to provide to the Rig once confirmation has
been received.

8.3.7 If a convoy is to move on or across blacktop at night it will require the permission of the
ROP, if the move is Infield the ROP will be made aware by the PDO Area Coordinator

8.3.8 The Rig will make its Thuraya phone available if working in areas with poor/no GSM
coverage.

8.3.9 The TP will make the number of the Thuraya and Rig emergency numbers available to all
those who may require it.

8.4 Staffing

8.4.1 The Lead 3PL will ensure they have one of their HSE Advisors on site for the entire
operation and where possible a member of the 3PL Management Team.

8.4.2 The rig will ensure their medic is on location.

8.4.3 The Rig Move Crew must have had 12 hours rest before working any shift.

8.5 Toolbox Talk

8.5.1 The RMS and TP must conduct a TBT prior to work commencing as per Section 6.2. All
personnel to be involved in the Twilight or Night Operations must be fully briefed about
their role and responsibilities.

8.5.2 During the TBT the RMS must check that drivers and crew are not fatigued and are
capable of working until the operations end or relieved by a day crew.

8.6 Personal Protective Equipment

8.6.1 In addition to normal PPE all personnel will wear High Visibility reflective vests or wear
overalls with reflective stripes and be provided with and wear clear safety glasses.

8.6.2 Each person will carry a serviceable hand held torch or wear a helmet mounted torch
unless the area is floodlit.

9. Operations

9.1 The RMS shall ensure that all movements of his personnel are coordinated and kept to a
minimum, under control and that visual contact is maintained at all times during

operations, to avoid anybody being run over by the vehicles.

9.2 To minimise the need for working at heights, it is beneficial to have permanent slings
attached (provided / fitted by Rigs) to cabins and containers to facilitate hook up reducing
the need to work at height.
During transit the sling can be laid over the side of the cabin /container and secured.

9.3 Those cabins / containers that do not have permanent slings attached the lifting slings
will be attached by the Rig Moving Company.

9.4 All loading operations will be carried out under the direct control of the RMS / ARMS who
will liaise with the TP throughout and direct all vehicles and plant onto the rig site as
required.

9.5 Only one loading operation will be executed at a time. Vehicles will be called forward,
loaded and off loaded and moved off the location one at a time, un-loaded vehicles will
park up in the pre identified holding area .

10. Convoy

10.1 All vehicles must have all lights working and the 3PL are to ensure spare bulbs and fuses
are available on site.

10.2 The route must be checked by the 3PL during daylight on the day of the move to see if
there is any change to the road condition.

10.3 If there are any areas of concern they must be highlighted to the BE SCSR immediately,
BE will contact PDO Logistics and if the problem cannot be resolved, the convoy will not
take place.

10.4 If the move is Infield and the RMS and TP agree it may be possible for Single Loads to be
dispatched to the New Location, providing the route is clearly defined, eg Route Survey
map/diagram.

10.5 The drivers of Single Loads must comply with the speed limit displayed for that road. In
case of animals straying onto the road the driver must adopt defensive driving technique.

10.6 The BE Convoy Procedures - Night (Appendix 1) must be followed.

Appendix 1 - Convoy Procedure

1.0 General

1.2 This procedure applies to movement of three or more heavy vehicles together, from
one location to another.

2.0 Daylight Convoys

2.1 Inspection

2.1.1 The 3PL Transport Controller or RMS when deployed shall:

Ensure all drivers inspect vehicles/equipment to determine suitability for the task
and road worthiness prior to the start of the journey
Ensure all vehicles/equipment comply with the relevant vehicle specifications.
Check drivers' licences and shift start/finish times ensuring drivers have had
sufficient rest between duty periods.
Ensure that each escort vehicle carries a red flag and radio prior to journey start
time.
Notify Senior Transport Supervisor/Tool Pusher (or both) on the ETD/ETA of
convoy move and total number of vehicles involved.

2.1.2 The RMS shall:

Ensure that each escort vehicle carries a red flag and radio prior to journey start

Notify Senior Transport Supervisor/Scheduler and Tool Pusher (or both) on the
ETD/ETA of convoy move and total number of vehicles involved.

2.2 Tool Box Talk Tail Gating

2.2.1 The RMS shall hold a Toolbox Talk with all drivers and Helpers covering the
following points:

Convoy chain of command, vehicle order in convoy, route, rest places, food
stops, anticipated ROP change over points and dust code instructions,
stopping/parking distances and procedure.
Maximum speed and minimum spacing between vehicles
A copy of the Route Survey to be issued to all drivers

2.2.2 To verify the Convoy TBT has been conducted. The RMS shall require signatures
from the DSV or the Tool Pusher on the bottom of the morning TBT report. The
report shall also be annotated CONVOY TBT DSV / TP Name / Signature

2.3 Convoy Move

2.3.1 The RMS shall ensure that:

Convoy loads are assembled in order off location in a safe marshalling area
Two escort vehicles are included in the convoy, one at the front, and one at the
rear, with roof mounted beacons switched on
Vehicles have been dispatched to arrive at nominated departure locations in
sufficient time before the nominated task time starts.
Minimum spacing is maintained:
minimum on graded roads 100 m dependent on visibility
minimum on black top 100 m
Vehicle speed to be decided by slowest moving vehicle or, at the discretion of
the RMS, based on load restrictions or previous experience
Ensure no vehicle shall place itself between the convoy lead escort vehicle and
the lead convoy vehicle.
The TP must not be between the convoy supervisor's vehicle and the lead
convoy vehicle.
The TP could be at the rear between the last convoy vehicle and the rear escort

vehicle, or between the lead and second convoy vehicle, i.e. TPs vehicle could
be the third vehicle in line in the convoy, (excluding the ROP escort) or the
second last vehicle
RMS to ensure that any barriers removed to allow the convoy to use special or
restricted roads are replaced immediately after the convoy has passed.
RMS lead escort vehicle to stop the convoy in a safe manner by warning use of
brake lights and indicator lights. This signal must be passed by each driver until
the rear escort vehicle
Ensure dust code instructions are observed.
When the convoy needs to stop during the move for any reason a minimum of
10m must be maintained from the vehicle/load in front.
When the convoy parks for rest breaks/overnight a minimum of 5m must be
maintained from the vehicle/load in front.

2.4 Stopping the convoy

2.4.1 During the Rig Move the convoy will need to stop or park up, due to a planned rest
stop, a break down or any other reason. The following procedure shall be followed.

The RMS will signal his intention for the convoy to stop by switching on the
hazard warning lights and begins to slow
The vehicle immediately behind will use hazard lights and begin to slow
down. This process will continue from vehicle to vehicle throughout the
convoy.
Vehicles will slow to a controlled stop at a minimum distance of 10m to the
vehicle in front.
If the convoy is to park for a rest break then the RMS /ARMS will marshal the
vehicles to the parking positions at a minimum of 5 metres from the vehicle
in front.

2.4.1.1 Guiding vehicles / trailers through obstructions.

RMS will stop the convoy short of the obstruction


RMS will call forward the ARMS / Foreman to the front of the convoy
RMS will guide through each vehicle / trailer etc - leading each one to a safe
distance / area to await the remainder of convoy
The ARMS shall control the remaining convoy vehicles, ensuring spacing is
correct and each vehicle / trailer does not move forward until the vehicle in
front is clear of the obstruction

The last vehicle in the convoy shall put on its hazard warning lights to warn other
road users of the convoy being stationary.

2.5 Dust Code

2.5.1 Following a vehicle travelling in the same direction:

When a vehicle travelling in the same direction is creating a dust cloud that makes it
difficult to see the road ahead, drivers must:

Slow down;
Keep a safe distance (at least four seconds) from the rear of the dust cloud, far
enough back to be able to identify and stop safely if the vehicle in front was to

stop suddenly;
Never enter the dust cloud;
Never overtake in the dust cloud.
Keep observing the road for turns, sharp curves or T-junctions on graded roads.

2.5.2 Approaching a vehicle travelling in the opposite direction:

When approaching a vehicle travelling in the opposite direction which is creating a


dust cloud that will blow across the road and make it difficult to see the road ahead,
drivers must:

Slow down;
Pull off the road, crossing over the windrow at least 300m before the dust cloud
is upon them and keep moving slowly along the safety lane;
Only rejoin the road when they can see the road in both directions is clear;
Slow to a crawl and drive as close to the windrow as possible if it is not possible
to leave the road;
Stop immediately (and put on the hazard lights) if they become disoriented.

2.5.3 Following a vehicle travelling in the same direction and then approaching a
vehicle travelling in the opposite direction:

When following another vehicle and faced with an approaching vehicle creating a
dust cloud that will blow across the road and make it difficult to see the road ahead,
drivers must:

Enter the safety lane and stop.


The driver of the vehicle in front may have become disorientated and stopped,
putting them at risk of a rear end collision in the dust cloud.
Hazard lights must be used.
Only rejoin the road when the road in both directions is clear.

2.6 Rest Breaks

2.6.1 Planned breaks should utilise parking areas to fit the whole convoy.
If the convoy is to park in a parking area for a rest break, the RMS /ARMS
will marshal the vehicles to the parking positions at a minimum of 5 metres
from the vehicle in front.
If the convoy is on a planned break and it is not possible for the convoy to
pull off the road, the convoy must be parked as close to one side of the road
as possible.
Any convoy that parks on the road (graded or otherwise, for any reason)
shall ensure that a vehicle is placed front and rear of the convoy with hazard
rotating beacons flashing to warn other road users. This includes during the
lunch break. On no account shall a Rig be left without adequate warnings to
other road users.

2.7 Breakdown

2.7.1 In the event of a breakdown the RMS shall ensure that:

All drivers /helpers stay in their vehicles unless directed to assist by him, or there
is a threat to life, to themselves or the occupants of the disabled vehicle

The front escort vehicle should be directed to the side of the road away from the
direction of blowing dust, if applicable
Nominate one escort vehicle from the front of the convoy to act as traffic control
and slow approaching vehicles
The rear escort vehicle should stay 200 metres back and control traffic in a
similar manner
Movement of personnel must be kept to a minimum and restricted to key
personnel only
Assess the situation and direct the minimum number of people to assist in the
breakdown and ensure that :
The area 2 metres out from the edge of the disabled vehicle and extending 50
metres to the front and rear are marked by traffic cones
Two portable beacons are placed at each end of the marked area
No personnel should wander outside this area
Once corrective action has been taken or a decision made to leave the vehicle,
the convoy supervisor must :
Inform his base and request vehicle/load recovery, and the convoy shall resume
its journey; or
Move all vehicles other than the disabled vehicle off the road if possible
On graded roads in daylight ensure all headlights, side, tail, stop, hazard
warning and rotating beacon lights are left on
If a repair cannot be effected, then the convoy should proceed leaving the
disabled vehicle as previously marked, and issuing its occupants with clear
instructions regarding the ETA of the recovery team and any additional
measures to ensure their personal safety

2.8 Accidents

2.8.1 Unlike normal vehicle breakdowns, road traffic accidents will involve one or more
vehicles and invariably close the road to all traffic. It is imperative that decisive
action is taken to ensure:

The victims of the accident are not exposed to any further risk or injury from
passing traffic.
Normal traffic is kept moving in a safe and controlled manner, by means of
temporary diversion. The accident site must be preserved in its original condition
to allow investigation.

2.8.2 Secure the accident Site

Ensure all vehicles other than the vehicle(s) involved in the accident move off
the road if possible.
On graded roads in daylight ensure all headlights, side, tail, stop, hazard
warning and rotary beacons are turned on.
Ensure all drivers stay in their vehicles unless assigned to help
Assess the situation and the seriousness of the accident, alert the nearest PDO
Central Control Room to request medical, recovery and ROP assistance
Direct a suitable number of people on site to give immediate assistance
Send one escort driver to the front and one to the rear (approximately 100
metres) and by using a hazard warning beacon at night, or a red flag during
daylight hours, warn approaching traffic of the hazards, and direct them onto the
safety hard shoulder.

If the road has no hard-shoulders, then all traffic should be stopped. The road
100 metres to the front and rear of the accident site should be marked by traffic
cones across it's width.
Place two portable beacons at each end of the marked area (even during
daylight)
Ensure no personnel wander outside the area.
Once all injured parties have been evacuated and permission has been obtained
from the ROP to move the vehicle, ensure that if the vehicle is not to be
recovered immediately it is relocated to a safe place where it will not interfere
with the movement of other traffic.
If the vehicle cannot be moved the vehicle shall be repaired at site. However,
sufficient markers / lights shall be placed out to warn other road users.
If personnel stay, clear instructions should be given regarding the ETA of the
recovery team and any additional measures to ensure their personal safety.

3.0 Night / Twilight Convoys

3.1 The RMS shall ensure that:

Each vehicle carries four traffic cones and portable flashing lights
Each driver and helper carries a reflective jacket and wears it when out of the
vehicle
Escort vehicles carry a minimum of 10 traffic cones and four extra beacons
Inspect the condition and ensure cleanliness of vehicles' lights, rotary lights and
hazard lights prior to start, and at each arranged rest stop.
Wide loads have reflective strips along the front and rear of the load out to the
widest point on both sides (to be provided by the Rig as a permanent fixture)
The rear prime mover lights remain on to shine light on the load for oncoming
vehicles.
The escort vehicles use their hazard lights when other vehicles are approaching
the convoy either from the front or the rear
At least two light 4x4 vehicles with additional high power lighting will accompany
the convoy at all times whilst moving, one at the front and one at the rear.
The rigs medic travels with the convoy at the rear of the convoy
overhanging loads are minimised

3.2 All vehicles will move as one convoy. No individual vehicle movements (Advance
Loads etc) will be allowed, except where the New Location is visible from the Old
Location.

3.3 If Rig vehicles are to travel with the convoy they will be positioned to the rear of the
convoy prior to the last vehicle and will abide by convoy procedures.

3.4 Stopping the convoy will be by the use of hazard warning lights to notify the
following vehicle of the intention to stop.

3.5 If the convoy has to park up the RMS shall try and ensure all vehicles are kept off
the road.

3.6 If there is no alternative other than parking on the road, the convoy is to be parked
up on the road all on one side and as close to the edge as possible, and marker
light must be placed along the convoy and the amber beacons of the first and last
vehicle switched on at all times.

3.7 If this is not possible vehicles may be parked on the road as long as egress for
vehicles which have been off-loaded is not impeded.

3.8 The front and rear vehicles will have their marker lights and amber beacons
switched on at all times and the road should be marked with high visibility traffic
cones 100 m either end of the parked vehicles.

3.9 The move shall stop if the Mast trailer gets bogged down during preparation or at
any stage of the move or, recovery must only take place during daylight hours.

3.10 If the route/move is considered unsafe for any reason by the RMS, TP, or BE SCSR
the move shall not take place at night or will be stopped as safely as possible in
case of an ongoing convoy move.

3.10 Activities will not resume until deemed safe to do so by the RMS, TP and BE SCSR.

3.11 Incident / Breakdown on Route

3.11.1 In the event of an incident/breakdown en-route the convoy will be stopped and
pulled to the side of the road, with the exception of the incident vehicles.

3.11.2 All personnel are to remain in their vehicles with the exception of those nominated
by the RMS to assist.

3.11.3 RMS, HSE Advisor and Medic (if required) will attend the incident and deal with any
injuries.

3.11.4 If practicable the remainder of the convoy will be pulled off the road. Close the road
approximately 100 m either side of the stricken vehicle or the convoy if still on the
road, by use of cones with lights, warning triangles or vehicles etc. Ensure sufficient
warning is given to other road users.

3.11.5 Summon assistance from the LECC and advise the BE SCSR and 3PL
Management

3.11.6 In cases of breakdown, repairs may be attempted in situ by the 3PL and or Rig
mechanics.

3.11.7 If repairs cannot be effected vehicles forward of the stricken vehicle may continue
onwards to the location as a convoy, (front & rear escort, medic etc).

3.11.8 Vehicles behind may pass if safe to do so otherwise they must wait with the stricken
vehicle until it is repaired, (this is especially relevant to night and twilight moves

3.11.9 Sufficient food, water etc must be left with the remainder of the convoy until
assistance arrives.

3.11.10 As the vehicle and rig equipment is the responsibility of the 3PL moving the Rig -
sufficient 3PL (and if required Rig) personnel shall remain with the stricken vehicle
to warn other road users and provide assistance should another incident occur.
Warning lighting requirements as per 3.11.4 above.

3.11.10.1 Any person assigned to look after the accident vehicle overnight shall be provided

with the following PPE, head torch/hand torch and Hi Vis Vest, in order to be
identified clearly when moving around the area.

3.11.11 A light 4x4 vehicle should also remain in case of emergency. This person shall be
provided with contact numbers in case of such emergency

3.11.12 The remaining convoy will be formed up by the RMS and continue as a convoy
when able.

Appendix 10 Procedure for Mixed moves

1. General

1.1 Selection of the Lead 3PL will be conducted by BE in the planning stage and depend on
availability of assets from the respective 3PL.

1.2 All assets within the day rate model are available to be deployed from any 3PL to facilitate
PDO Rig moves under the management and discretion of BE.

1.3 Where possible the mixing of Crews, Cranes and Forklifts will be kept to a minimum due to
the working relationships already established within the 3PLs.

1.4 If there is no practical alternative but to mix assets (and crews) then this will be done in
consultation with the relevant 3PLs and agreed prior to deployment.

1.5 If assets requested by BE on mixed moves, fail to be deployed by the 3PL(s), a default
penalty in line with the terms of the contract will be applied to each asset.

1.6 Allocation of assets on Twilight Moves shall be discussed, and agreed, by BE, RMS and the
DSV. The Lead 3PL will be informed to demobilise any unwanted assets back to base.

2. HSE

2.1 The Lead 3PL will be nominated by BE at the planning meeting.

2.2 The Lead 3PL will assume responsibility (operational and HSE) for all assets and people
deployed on that move.

2.3 Should a HSE incident occur on a mixed move, then the Lead 3PL will be the Incident
Owner and be responsible for reporting and ensuring the incident is investigated thoroughly
and objectively.

2.4 The exception to incident ownership would be a single vehicle (Free Runner) which is
involved in an incident between locations. In such cases the relevant 3PL which operates
that asset will be the Incident Owner.

2.5 The UWL Incident Review Committee will determine the ownership of any subsequent
Actions and who the incident will be reported against for statistical and Rig Move Incentive
Scheme purposes.

2.6 Where Night Crane Operators are deployed by a 3PL, the supervision will be the
responsibility of the Rig unless a full night crew and 3PL Supervisor have been deployed.

3. Twilight Payment (Split Moves)

3.1 On completion of the Rig Move each 3PL shall supply BE with a schedule of the assets
deployed on the Twilight activity for each day, in line with section 1.6.

3.2 BE will use the Split Payment Mechanism introduced on 1.1.2011 to establish the monitory
payment each 3PL will receive for Twilight payment.

3.3 The BE Finance Teams will create the SAP entry for the agreed amount after each Split

Managing Change

The procedures contained herein shall not be changed in any way by any person without
authority from BE HSE / Ops Team.

Change may occur by, but not limited to:

Modifications to existing processes/systems of work


Introduction of new processes/systems of work
Introduction of new technology or equipment
Introduction of new activities
Changes to organisational structure or personnel

Changes are normally planned in advance but in some cases maybe unplanned, eg due to
accident, incident and sometimes because a person sees a better way of doing things.

Being aware of the effects of change is important to ensure that new hazards are not
introduced into the workplace unnecessarily and without the effective controls being in place.

The effects of change and its significance on health, safety, security and the environment
must be fully understood and considered in the decision making process.

It is important that all concerned are made aware of the change COMMUNICATION.

Process to manage change:

2. If a process needs changing seek advice from your next in line Supervisor
3. Seek advice from BE HSE / Ops Team
4. If authority is given (to review the change in process)
