New Commercial, Industrial, and Multi-Family Residential Buildings

Confirm permitted uses, regulations for the size, shape and siting of the building and structures
and required off-street parking by contacting a Planning Technician at Phone: 604.983.7357.
Arrange a pre-building permit application meeting with staff to review submission requirements
by contacting a Permits Clerk at Phone: 604.983.7308.
Arrange documents and plans into the following sets and include a copy of this
checklist identifying the contents within.
Plan scale 1:50 (1/4" = 1'0")
If plan size exceeds 610 mm x 914 mm (24 x 36) at the above noted scale, then
plans at 1:100 (1/8" = 1'0') or 1:200 (1/16 = 1-0) scale may be acceptable.

Building Code Report - Include classification of major occupancy, building size and
construction relative to occupancy, spatial separation, estimated occupant load, fire alarm and
detection systems, provisions for fire-fighting, lighting/emergency power systems,
mezzanines/openings through floor assemblies, safety requirements within floor area,
requirements for exits, vertical transportation, service facilities, plumbing facilities, provisions for
persons with disabilities.
Building Security Report - Construction Regulation Bylaw, 2003, No. 7390 Part 9 - Building
Security Bylaw is applicable to all new, multi-family residential buildings constructed under Part
3 (or Part 9 buildings on top of Part 3 storage garages) of the BC Building Code.
For buildings containing 50 or less dwelling units
o Provide 1 original and 2 copies of a signed and sealed Security Master Plan Report
from the Coordinating Registered Professional.
For buildings containing more than 50 dwelling units
o Provide 1 original and 2 copies of a Security Master Plan Report prepared by a certified
CPTED (Crime Prevention Through Environmental Design) or ICA (International CPTED
Association) practitioner (or equivalent).

Energy Verification Documents
For residential buildings over 4 storeys, commercial, industrial, institutional, and mixed-use
buildings designed to meet ASHRAE 90.1-2010 or NECB-2011
o DESIGN VERIFICATION REPORT* for BCBC Part 10 Requirement Verification
o DESIGN INTENT LETTERS* for BCBC Part 10 Requirement Verification *
o ENERGY MODEL + ENERGY MODEL COVER PAGE* (Provide if building above base
density threshold as designated in the Zoning Bylaw.)
For residential buildings four storeys and under
o DESIGN VERIFICATION REPORT* for Buildings complying with BCBC Section 9.36
o HOUSE PERFORMANCE REPORT (PRE-CONSTRUCTION)* for 9.36.5 Energy
Performance Compliance and CNV Energy Efficiency Commitment (Provide if
demonstrating BCBC compliance through Performance Modelling or building above the
density threshold of the Zone as designated in the Zoning Bylaw.)
Adaptable Design Guidelines
The Adaptable Design Guideline contained within the City of North Vancouvers Zoning Bylaw,
1995, No. 6700 are applicable to residential developments with common corridors. Design
elements specific to each discipline must be incorporated into the plans.
o Provide a cover sheet for the architectural, electrical and plumbing plans showing the
ADG Level 1, 2, 3 adaptable design elements
o Provide the Adaptable Design Unit List, Residential Unit Summary, Adaptable Design
Unit Calculation, and Parking Calculation Form
