To Whom It May Concern;

In speaking with a couple of COBA Board Members on the Cease and Desist sent to the
Westchester Correction Association, Westchester Chapter of the National Association of Blacks
In Criminal Justice. I have concluded that whatever your real reason to send the letter, it was
nothing but symbolism without substance and a way to silence union members organizing on
issues of public concern on the conditions of the Westchester County Jail and work conditions
of Correction Officers.

In speaking with Delegate Adkins and Fuentes neither of them could name any member that
got the two organizations confused. When asked who? Their response was the membership. I
explained to them as WCA, President, Brooke Jones stated in her response that the WCA has
never promoted meetings inside the facility. If any officer in WDOC received information of
WCA meeting; their already a member, so how was their confusion.

I tried to communicate with VP Pellone but unfortunately, hes suffering from being recorded
by Retired Officer Maxwell, and hes always touching me to see if Im going to record him. But
for the recorded, it has been alleged that VP Pellone stated that Carmen Gomez Goldberg
talked to him on the phone and got the organizations mixed up. I spoke to Mrs. Goldberg, and
she said she never got the organizations mixed up and she knows who Alonzo West is. She also
stated doesnt even know who Pallone is and doesn't remember talking to him.
On or about November 1, 2017, I finally ran into 2nd VP Delfa. I asked him to explain his
reasoning for making the motion. He went into the same talking points that Delegate Adkins
and Fuentes and like both of them did not produce any member that confused both
organizations. To my surprise and dismay, as of that date we spoke, 2nd VP Delfa admitted that
he never entirely watched the videos of Retired Officer Maxwell talking to the County
Legislators. 2nd VP Delfa also stated that County Legislators was confused but couldnt name
any County Legislator. It was also puzzling that 2nd VP Delfa admitted that as of the date of our
talk, he never thoroughly read the cease and desist letter to WCA that was also sent to him and
was the basis of his motion in May.

What kind of ship are you running Mr. West? You conveniently put 2nd VP Delfa up to make a
motion, and he didnt have any actual facts to make a motion to take legal action against COBAs
own dues-paying union members. You did not have the testicular fortitude to put the motion
on the floor yourself. You had 2nd VP Delfa do it, and you second it for the vote. I hope this
wasnt a scare tactic to silence our voice. You should know by now that we dont scare quickly
and I dont respect buffoonery, especially from leadership to whom I pay my dues to operate in
my best interest.

To this end, I will bring my grievance of this bogus use of dues-paying funds to the County
Legislators at the next County Legislator meeting. Because they are mentioned in the Cease and
Desist as potential witnesses, I will inform them that whoever is mentioned in your letter to
WCA will be vigorously questioned if or when this goes to trial.
