Two weeks after the Federation of Gay Games announced it had

selected Hong Kong over D.C. and Guadalajara, Mexico to host the 2022
Gay Games, ocials with the D.C. bid committee said they dont begrudge
Hong Kong winning the bid.
But bid committee chair Brent Minor joined D.C. Mayor Muriel Bowser
and City Council member Jack Evans (D-Ward 2) in saying issues beyond
what they called D.C.s extraordinarily comprehensive bid were at play in
the selection of Hong Kong.
Minor, Bowser and Evans were among the citys 32-member contingent
that traveled to Paris last month to advocate for D.C.s bid in the nal round of

judgeship in Texas has invoked the ire of LGBT
rights advocates after recent recordings were
unearthed in which the nominee endorsed
widely discredited ex-gay conversion
therapy, said marriage equality would lead to
polygamy and called transgender kids part of
Satans plan.
Among those speaking out against Mateer
was Sen. Je Merkley (D-Ore.), who called the
nominees comments on transgender children
one of the cruelest, most malinformed
comments ever for a judicial pick.

D.C. Mayor Muriel Bowser and other
city ocials are expected to be among
those participating in the citys annual
Transgender Day of Remembrance set to
take place Monday, Nov. 20, at 5:30 p.m.
at the Metropolitan Community Church
of Washington.
Similar to past years, organizers say
the event will commemorate the lives of
transgender people who died at the hands
of hate violence in the U.S. and abroad
over the past year. The commemoration
will include the reading of their names
and a brief description of where they
lived and the circumstances surrounding
their deaths, organizers said.

Robert Bob Bonitati, a longtime
government aairs specialist in
Washington who worked as White House
special assistant to President Ronald
Reagan in the 1980s and served as a
behind-the-scenes adviser to Log Cabin
Republicans in the 1990s, died Oct. 31 in
Tampa, Fla. He was 79.
His friend Phil Sparrow said during
his retirement in recent years he spent
summers in Rehoboth Beach, Del., and
winters at his home in Ft. Lauderdale, Fla.
Sparrow said Bonitati was participating in
an experimental cancer treatment protocol
in Tampa at the time of his passing.
A write-up about his career prepared
by Sparrow and his longtime friend
Robert Kabel says Bonitati, a native of
Bridgeport, Conn., graduated from the
University of Connecticut with a degree in
political science. It says he did graduate
work at Arizona State University and the
University of Tennessee.
While at Tennessee he met then-U.S.
Sen. Howard Baker (R-Tenn.) and worked
on Bakers re-election committee before
joining Baker in 1967 as his Senate chief

A statement released by the Baltimore
Transgender Alliance says that group will
hold a Transgender March of Resilience on
Nov. 20, which it says will be a celebration
of sta. Among the positions he held
after leaving his Senate job for the private
sector was heading the government
aairs oce for the Airline Pilots
Association for six years.
According to Sparrow and Kabels
write-up, Bonitati joined the Reagan
White House as a Special Assistant to
the President, where he served as White
House liaison to organized labor.
The write-up says Bonitati was with
Reagan on March 30, 1981 at the
Washington Hilton Hotel where the
president delivered a speech to the
Building Trades Union.
As they were walking out of the hotel
together to return to the White House
Bob was stopped momentarily by a friend
just as the President exited and was shot,
says the write-up. Bob credited his friend
with saving his life.
Minutes later Reagan was rushed to
George Washington University Hospital
where doctors said a gunshot wound by
would-be assassin John Hinckley came
close to taking his life.
Bonitati lived at the time in D.C.s
Dupont Circle area and had a wide range
of Washington friends, both Republicans
and Democrats, people who knew him
said. Following his White House job he
became part owner of a ower shop
while working for the Kamber Group,
a prominent public relations and
government aairs rm. He later joined
The Hawthorne Group, another public
of the transgender community.
Traditionally, the 20th of November is
Transgender Day of Remembrance, an annual
tradition of honoring our dead that started in
1998 following the murder of [Boston trans
woman] Rita Hester, the statement says.
This holiday has served our community
as a time to mourn and reect upon
the lives senselessly lost to transphobic
violence in the previous year, the
statement continues. However, the
impact of silence is lost on those who
already feel voiceless Our tradition,
the Trans March of Resilience, subverts
this holiday and serves to celebrate the
resilience of life in our community, it says.
The statement says participants in
the march will gather at the corner of
North and Charles Streets at 5:30 p.m.
on Nov. 20. More information about the

Kabel and Rich Tafel, who served as
president of the national gay group Log
Cabin Republicans in the 1990s, said Bonitati
played an important role as an informal,
behind-the-scenes adviser to Log Cabin.
We opened our D.C. oce in 1993,
and Bob was a key adviser for Log Cabin
and me in the 1990s, Tafel said. He
gave great advice, great strategy. He was
particularly helpful to me, especially in
the early years when I was new to D.C.
Kabel said that in marked contrast
to the current toxic, highly partisan
atmosphere in Washington, Bonitati was
a product of the old school mold where
Republicans and Democrats were able to
engage in bipartisan eorts to get things

The D.C. and Baltimore transgender
events were scheduled to take place one
week after the FBI on Monday released its
annual hate crimes statistics report for 2016.
The report shows that of the 6,121 hate
crime incidents reported for 2016, 1,076
were based on sexual orientation bias and
124 were based on gender identity bias.
The Human Rights Campaign, which
analyzed the report, noted that the
reporting of hate crimes to the FBI by
local law enforcement agencies across
the country is not mandatory and
the numbers released signicantly
undercount the incidents targeting
LGBTQ people.
The Trump administration, state
and local jurisdictions must do more to
prevent and respond to hate crimes, said
HRC Government Aairs Director David
Stacy. The numbers in this report are
harrowing, and we know that a majority of
hate crimes go unreported to the FBI and
arent reected in this report, Stacy said.

a longtime supporter of CAMP Rehoboth,
the LGBT community center in Rehoboth,

Bob Bonitati was an amazing man
who did good in his life and who made
friends wherever he went, said friend
Peter Rosenstein. He was a Republican
who I could talk and communicate with.
He was a member of a Republican Party
that seems to no longer exist. He was a
decent man who cared about people.
Bob, may you rest in peace, knowing you
brought joy and smiles to many during
your life and that you will be remembered
and missed each day by all of them.
Bonitati is survived by his sister, Peggy
Person of Tampa, Fla.; his niece, Sandra
Butte; his nephew, Richard Person, and his
great nephew, Ryan Butte. Sparrow and
Kabel said he is also survived by many
wonderful friends in Rehoboth Beach, Ft.
Lauderdale, and Washington, D.C.
A Celebration of Life for Bonitati
was scheduled to be hosted by family
members, Sparrow and friends on Dec.
2 from 5-7 p.m. at the Vantage View
Condominium where Bonitati lived at
2841 North Ocean Blvd. in Ft. Lauderdale.
Plans for a Celebration of Life in Rehoboth
and D.C. were expected to be announced
in the near future.

Stein Club elects officers, celebrates 2017 victories for Dems
Fowlkes re-elected
president, speaks
out on Brazile book

The Gertrude Stein Democratic Club, D.C.s
largest LGBT political group, held its annual
election of ocers Monday night at a meeting
where members celebrated the Democratic
Partys electoral victories last week, especially
the partys success in Virginia.
It was one of the most positive meetings
weve had because we had so much
election success, said Stein Club President
Earl Fowlkes in referring to the Democrats
wins in the Virginia legislative races.
Among them was the election of
Democrat Danica Roem as the rst out
transgender woman to win election and
be seated in a state legislature. Roem
won handily in her race for a seat in the
Virginia House of Delegates district in
Prince William County, defeating longtime
anti-LGBT incumbent Bob Marshall.
Stein Club members on Monday
night voted to re-elect Fowlkes as club
president. The club election came a little
over two weeks after the Democratic
National Committees LGBT Caucus also
voted to re-elect Fowlkes as caucus chair
during the DNCs annual fall meeting in
Las Vegas.
Club members elected London Swift
as Vice President for Administration;
transgender activist Monika Nemeth as
Secretary; Sharon Burk as Vice President
for Legislative and Political Aairs; and
Alex Morash as Treasurer.
Nemeth is running in a special election
on Nov. 21 for a vacant seat on Advisory
Neighborhood Commission 3F in the
area of Connecticut Avenue and Van Ness
Street, N.W. If she wins the two-candidate
race she would become the citys rst out
transgender elected ocial.
Fowlkes said Stein Club members were
among a large contingent of LGBT people
from D.C. that worked as volunteers for
the campaigns of candidates running in
Virginia in last weeks election.
In response to a question from the
Washington Blade, Fowlkes said he did
not believe the controversy triggered
by the release of a book by former DNC
Interim Chair Donna Brazile shortly
before last weeks election had an impact
on the election.
Braziles book, among other things,
provides an insiders account of the intra-
party tension in the 2016 Democratic
primary campaigns between Hillary
Clinton and Sen. Bernie Sanders. Braziles

account appears to side with many of
Sanderss supporters, who claim the
DNC improperly supported the Clinton
campaign for the partys presidential
nomination when it should have
remained neutral.
Some have predicted the book would
reopen wounds among Clinton and
Sanders supporters and divide the party
at a time when it needs to redouble
its eorts for the 2018 congressional
midterm elections. Fowlkes disputes
those predictions.
You know, all politics is local, he said.
And the fact is people who were voting
last week in Virginia and in New Jersey
and other places around the country, they
werent thinking about Donna Brazile or
her book because its not relevant to their
lives, he said.
People voted for the issues that were
important to them, said Fowlkes. It
was transportation in Virginia, access to
healthcare, access to pre-K schools and
taxes. Those are the things that people
were dealing with.
Added Fowlkes: Donna Brazile, thats
for people who have a lot of time on their
hands. The average voter doesnt care
about Donna Brazile or what she is saying
about the Clintons. Its not important. Its
not relevant.
Fowlkes said he, like all Democrats,
would have liked the outcome of the 2016
presidential election to be dierent than
what it was.

People can be upset about that but
there is nothing we can do to undo that,
he said. Its done. We have to move
towards 2018. The election is over. Its
been over for a year. And if people are
still dwelling on that they probably need
to get a little therapy.
Among those who attended Monday
nights Stein Club meeting were two gay
men and a lesbian who are running for
seats next year on the D.C. City Council.
Lesbian businesswoman and community
organizer Dionne Bussey-Reeder is running
as an independent for one of two at-large
Council seats currently held by incumbents
Anita Bonds (D) and Elissa Silverman (I).
Advisory Neighborhood Commissioner
Kent Boese and civic activist Jamie
Sycamore are running as Democrats
for the Ward 1 Council seat held by
incumbent Brianne Nadeau.
Fowlkes said he expects the club to begin
its process for making endorsements
of City Council and mayoral candidates
in late March or early April ahead of the
citys Democratic primary in June.

District 3F06. Shes running against
civic activist Bill Sittig.
As a homeowner for 15 years MONIKA NEMETH is running for an ANC
on Alton Place and a former Realtor seat.

Monika is an advocate for the neighborhood, an advocate for the community,

as a volunteer for Capital Trans Pride, Capital Pride, and Whitman-Walker Health.

The ANC 3F website says the special election will take place during the ANCs
regularly scheduled meeting, which starts at 7:30 p.m. on Nov. 21 in the lobby of
Building 44 of the University of the District of Columbia. It says voting will take
place between 7:30-9 p.m. Only those who live within the boundary of ANC 3F06
will be eligible to vote in the special election.

Wins for trans candidates seen as nationwide clarion call
But experts have
diering views on
nature of impact

The historic wins by transgender
candidates in last weeks elections
are being widely interpreted to have
nationwide implications, although LGBT
political observers have dierent takes
on what those conclusions are.
The most high-prole win on Nov.
7 was transgender journalist Danica
Roems victory in Virginia over Del.
Bob Marshall, who has a decades-long
history of anti-LGBT views and this
year introduced a bill that would have
banned transgender people from using
public restrooms consistent with their
gender identity. Shell be the rst openly
transgender person elected and seated
to a state legislator in the history of the
United States.
Other highlights include Andrea
Jenkins, a poet and activist, and Phillipe
Cunningham, a former special education
teacher, winning seats on the Minneapolis
City Council. Both are the rst openly
transgender people of color to win
election in the United States and the rst
out transgender candidates elected to a
city council in a major U.S. city.
Meanwhile, Tyler Titus won election to
the Erie School Board in Pennsylvania,
Lisa Middleton won election to the Palm
Springs City Council and Stephe Koontz
won a spot on the Doraville City Council
in Georgia.
Logan Casey, whos transgender and
a research associate at the Harvard
Opinion Research Program, said the
wins are important on their own for
transgender visibility.
With so few transgender people in
oce, everyone is important, Casey
said. And so, theres one level on which
these wins are really important just for
trans people and the LGBTQ community
generally, saying that we can win
elections. We can be out, and be proud
and be ourselves and be successful.
But combined with other wins for
diversity, such as the election of a Sikh
mayor in New Jersey, Casey said the
transgender victories demonstrate
identity politics might not be a losing
ticket as critics have claimed.
Weve heard a lot of conversation in
the last year in particular about the idea
that too much focus on identity politics
loses elections for Democrats in general,
Casey said. I think that this is a really

strong signal that this is probably not the
case. Weve seen lots of dierent types of
candidates not just trans candidates,
but other ones running all across the
country being successful yesterday
and speaking openly about the various
aspects of their identities, and winning
their elections.
But with many anti-trans lawmakers in
state legislatures introducing legislation
that inhibit transgender peoples access to
the restroom, do the wins particularly
Roems over Marshall in Virginia send a
message those policies will lead to defeat
at the ballot?
Sean Meloy, political director for the
Gay & Lesbian Victory Fund, said he
thinks the transgender wins should serve
as a wake-up call to lawmakers planning
anti-trans policies.
People from the White House down
to school boards have been pushing
anti-trans legislation, and I think that
theyre going to take a moment to
pause and think that the author of anti-
trans legislation was just beaten by a
transgender woman, and I think thats
going to give them pause, Meloy said.
Casey, however, cautioned a lot of
things were in play in the election for the
13th district seat in Virginia and the result
on election night might not be about
bathroom bills.
I am inclined to say Danica didnt win
because she was trans and Marshall had
introduced these bathroom bills, Casey
said. I think Danica won because she was
able to connect with constituents on local
issues like transportation and things that
are really important to her district, and she
had a really solid ground game and was
successful in fundraising. She beat Marshall
because she got back to the basics and was
able to connect with her voters.
Nonetheless, Casey said the defeat of
Marshall at the hands of Roem may give
caution to lawmakers about how much
of an issue to make about trans issues in
particular during a campaign.
It may not change their voting behavior,
or even what bills they introduce,
because thats a very dierent type of
legislative behavior, but in terms of how
they actually go about campaigning come
next year, it might provide some caution
to folks who are on the ticket, Casey said.
The wins could be a precursor for
transgender victories to come. Among
the winners could be Dana Beyer, whos
running for the seat in the Maryland
State Senate being vacated by Sen. Rich
Madaleno (D-Montgomery) in his bid to
become governor.
Beyer, whose attempt to challenge
Madaleno for the seat proved unsuccessful,
said the lessons from the transgender wins
are many, but include knowing to run
during a Democratic wave year.
Weve created enough acceptance
over the past 15 years in both America, in
general, and within the Democratic party,
in particular, that being trans (or any of
the other smaller minorities, such as Sikh)
is no longer a liability, but may actually be

an asset, Beyer said.
The Democratic wins in Virginia and New
Jersey were widely viewed as a stinging
rebuke to President Trump and LGBT
rights supporters are hopeful the trans
victories carry the same message to the
White House over his anti-LGBT actions.
Among the Trump administrations
policies that have undermined
transgender rights are seeking to bar
transgender people from the armed
forces, undoing Obama-era guidance
ensuring transgender kids have access
to school restrooms consistent with their
gender identity and dropping support for
the idea Title VII of the Civil Rights Act of
1964 prohibits workplace discrimination
against transgender people.
Mara Keisling, executive director of
the National Center for Transgender
Equality Action Fund, said in a statement
the transgender victories are symbolically
important in the Trump era.
For too long, transgender people were
not involved in policy decisions, including
making laws that impact us, Keisling
said. These victories demonstrate not
only the strength of democracy, but
the value placed on strong candidates
who stand with the people on issues
of local, state and national importance.
With transgender people targeted by
the current Administration, it is critical
that our community be represented in
elected oce, to ensure the progress
weve made advancing equality is not
rolled back.
But observers arent holding their breath
in anticipation of a change from Trump.
When asked if the transgender
victories would be a signal to Trump over
his anti-trans policies, Casey responded
succinctly, No.
I dont think that he responds really
to any individual piece of information
like this, or even larger patterns, Casey
said. I think he speaks very freely
about his opinions and doesnt seem
to be much persuaded by information
like this, so I think its less the case
that Donald Trump will be persuaded
or moved in his behavior as a result of
these elections.
Meloy also expressed doubt the victories
would mark any change with Trump in
how he treats transgender people.
Honestly, I hope it does, Meloy said. I
think the results from around the country
last night also send a message, but this
message is distinctly important for our
community that while he masquerades
as an ally, his policy and practice clearly
shows that he is anything but, and were
going to take the ght to people who are
actively working against us.

Walmarts score suspended in HRC rankings
LGBT group cites ndings
of anti-trans bias

The retail giant Walmart, which has
long been the subject of criticism over its
employment practices, has found a new
critic in the Human Rights Campaigns
latest corporate scorecard.
The nations LGBT organization
suspended Walmarts score in the 2018
Corporate Equality Index, which was
unveiled last week. The cited reason
for the suspension was the U.S. Equal
Employment Opportunity Commission,
the U.S. agency charged with enforcing
federal employment civil rights law,
nding probable cause for anti-trans
discrimination within Walmart in 2017.
During the CEI survey cycle, two Equal
Employment Opportunity Commission
determinations were made public in the
cases of Jessica Robison (EEOC Charge
Number 511-2015-01402) and Charlene
Bost (EEOC Charge Number 430-
2014-01900), the report says. These
determinations pointed to signicant
enforcement gaps in Wal-Marts non-
discrimination policy, specically with
regards to sex and gender identity.
Pending remedial steps by the company,
the CEI rating is suspended.
Deena Fidas, director of the Human
Rights Campaigns Workplace Equality
Program, said the suspension will be
lifted when Walmart addresses EEOCs
ndings of anti-trans discrimination.
When Walmart addresses the
determinations by the EEOC, their
company policies and practices will be
assessed and given a score based on the
CEI criteria, Fidas said.
The suspension stands in contrast to
scores Walmart has obtained before.
In the 2017 index, the retail giant had a
perfect score of 100 for having an LGBT
non-discrimination policy, aording same-
sex spousal benets, providing health
insurance that includes transition-related
care for transgender employees and
having an LGBT employee anity group.
Tara Raddohl, a Walmart spokesperson,
said the retailer maintains a positive
environment for LGBT employees
despite the suspension of its score in the
Corporate Equality Index.
We are proud of our work on LGBT-
inclusive and non-discriminatory policies,
Raddohl said. Were disappointed with
the HRCs decision to temporarily suspend
our score, which was going to be rated at
100 percent for the second year in a row.
While we respect the HRCs work, we are
condent in Walmarts leading practices
that support our LGBTQ communities
and look forward to further educating
them on our policies.
The EEOC ndings cited in the Corporate
Equality Index were the result of the two
lawsuits led by the New York-based
Transgender Legal Defense & Education
Fund. The ndings of reasonable cause
for discrimination by EEOC means the two
cases will now move forward to litigation
in federal court.
One lawsuit was led on behalf of
Jessica Robison, an employee in Florida of
Sams Club, which is owned by Walmart.
Although she was rewarded with several
promotions, a supervisor allegedly
subjected her to harassment and
intimidation in 2014 after she began her
gender transition. After ling a complaint,
Robison was disciplined and demoted.
In July, EEOC ruled in Robisons favor,
finding there is reasonable cause
to believe Sams Club discriminated
against Robison due to her transgender
status/gender identity and retaliated
against her.
The other lawsuit was led on behalf
of Charlene Bost, who allegedly faced
employment discrimination as a member
service supervisor at a Sams Club store in
Kannapolis, N.C., in her position.
In Auguest, the EEOC found reasonable
cause to believe Bost was subjected to
unlawful discrimination and a hostile
work environment because of being
transgender for several years until her
retaliatory ring in 2015.
Jillian Weiss, executive director of the
Transgender Legal Defense & Education
Fund, said in a statement the suspension
of Walmarts score in the Corporate
Equality Index was a positive step.
Seven hundred fty major companies
have strong corporate policies protecting
transgender people, backed up by
proper enforcement procedures, Weiss
said. We hope this will deliver the
message to Walmart and others that
good corporate policy is not enough.
It must be accompanied by strong
enforcement mechanisms, or it is mere
window dressing. TLDEF will continue
to bring suits on behalf of transgender
people who experience discrimination
in employment, education, health care
access and public accommodations.
The Human Rights Campaign has long
faced criticism from progressive voices
for giving Walmart high scores in the
Corporate Equality Index. Most of the
criticism has focused on employment
practices at large in Walmart, which has
been accused of thwarting eorts by
employees to unionize.
The Human Rights Campaign also faced
criticism for refusing to dock Walmart
points in 2016 amid a class-action lawsuit

employees who were aected.
Jerame Davis, executive director of Pride at
Work, said in a statement the Human Rights
Campaign deserves credit for suspending
Walmarts score in 2017, but added the LGBT
group waited too long to take action.
In the last CEI, Walmart received a
perfect score despite the fact that the
company had just settled a class action
lawsuit brought by LGBTQ people who
had been denied spousal benets,
Davis said. In light of this development,
it is our sincere hope that HRC will take

an accurate measure of a corporations
led by GLBTQ Advocates & Defenders commitment to LGBTQ equality. Until
alleging the company refused to provide the CEI includes a mechanism to ensure
same-sex spousal benets promised these policies are followed and enforced,
to employees. The lawsuit was settled it is impossible to consider these scores
in December for $7.5 million for all as anything other than aspirational.
Former gay ambassador
launches congressional bid
A gay Democrat who served President Obama as a fundraiser for his
presidential campaigns and as U.S. ambassador to Denmark has a launched a
campaign to run for Congress.
In a video message Monday, Rufus Giord declared his bid to represent
Massachusetts 3rd congressional district in the U.S. House.
Like so many of you, I woke up a year ago shocked and heartbroken by the
election of Donald Trump, Giord says. As someone who worked for President
Obama for 10 years, helping elect him twice and implement his policies, the idea
that that profound legacy was at risk on health care, on climate, on equality, that
was devastating for me.
During the second term of the Obama administration, Giord was appointed
and conrmed as U.S. ambassador to Denmark, making him one of seven openly
gay ambassadors during the Obama years.
During my time as ambassador it was my desire to get out from behind
my desk, humanize our work, tear down the walls, listen, ask questions and
encourage people to engage, Giord says. The groups of people that started to
show up, people who had never thought about public service before, that was
amazing to me.
Prior to his role as U.S. ambassador, Giord worked in Los Angeles in nance
for the entertainment industry. In 2008, Giord was a California fundraiser for
Obamas presidential campaign, then became nance director for the Democratic
National Committee. In 2012, Giord was nance director for Obamas second
presidential campaign.
Massachusetts 3rd congressional district is heavily Democratic. The seat will
be open because six-term Rep. Niki Tsongas (D-Mass.) declared she wont seek
another term next year.
But Giord faces a crowded eld in obtaining the Democratic nomination to
run in the general election. Among his seven competitors in the race is State
Rep. Juana Matias, Westford School committee member Terry Ryan and Troca
Hotels Management CEO Abhijit Das.
Giord is not the only out candidate in the race: Also running is 2014 candidate
for Massachusetts lieutenant governor Steve Kerrigan, whos gay.
Giord also isnt the only gay U.S. ambassador during the Obama
administration who declared a bid for a congressional seat in the 2018 election.
Former U.S. ambassador to the Organization for Security & Co-operation in
Europe Daniel Baer launched a campaign to run for Congress in Colorado, but
suspended his bid after the incumbent in the seat changed his mind and sought
to run for another term.

SAN JOS, Costa Rica Costa Rican Vice President Ana Helena Chacn on Nov. 10 said
the birth of her youngest daughter with Downs syndrome prompted her to champion
human rights.
I began a ght against discrimination against people with disabilities, especially for
people with intellectual disabilities, she told the Washington Blade after she spoke at
the Civil Marriage Equality Congress in the Costa Rican capital of San Jos. I then began
ghting for other human rights that were being violated.
I was really looking for solutions for the construction of a more just society, added Chacn.
Chacn was among those who spoke at the conference, which is the rst of its kind in
Latin America that focused exclusively on marriage rights for same-sex couples.
Herman Duarte of Fundacin Igualitos, a Costa Rica-based group that advocates for
marriage rights for same-sex couples, organized the conference alongside HduarteLex, his
law rm that ghts discrimination based on sexual orientation. Two Costa Rican advocacy
groups Acceder and Asociacin Costarricense de Derecho International co-hosted the
gathering that took place at the Inter-American Institute of Human Rights in San Jos.
The conference ocially ended two days before a magnitude 6.3 earthquake struck
o of Costa Ricas Pacic coast.
The breaking of paradigms and the possibility of analyzing and sharing best practices
is always important, Chacn told the Blade, referring to the conference.
The Costa Rican constitution established two vice presidencies. Voters in 2014 elected
Chacn and Vice President Helio Fallas along with President Luis Guillermo Sols.
Chacn was a member of the Costa Rican National Assembly from 2006-2014. She
was the minister of public safety from 2002-2006.
Chacn told the Blade the Costa Rican Supreme Court in 2005 was very clear . . . in
saying that the recognition of economic and civil rights of people of the same sex were
a matter of law.
Costa Rica in 2013 extended inheritance and other economic rights to same-sex
couples who have lived together for at least three years.
Assemblywoman Ligia Elena Fallas in 2015 introduced a bill that would extend
marriage rights to same-sex couples. Chacn told the Blade that opposition among
Costa Rican lawmakers remains strong.
Our legislature is a very fragmented legislature in which many ideologies exist and in
which conservatism is also present, she said.
Chacn along with Panamanian First Lady Lorena Castillo and Panamanian Vice
President Isabel de Saint Malo are among the handful of prominent political leaders
in Central America who publicly support marriage rights for same-sex couples and
other LGBT-specic issues.

Chacn told the Blade the separation of powers between the countrys executive and
legislative branches limit what the current government can do to advance the issue.
The Costa Rican government in 2016 asked the Inter-American Court of Human
Rights for an advisory opinion on whether it has an obligation to extend property rights
to same-sex couples and change the gender marker on transgender peoples identity
documents. Observers have noted this request may be a way to prompt a ruling in favor
of marriage rights for gays and lesbians.
We cannot do anything more than support the bill, said Chacn. However at this
moment the nal discussion has not taken place.
Sols, who, along with Chacn, is a member of the center-left Citizens Action Party,
publicly opposes marriage rights for same-sex couples. Chacn told the Blade the
Costa Rican government nevertheless continues to ght discrimination based on sexual
orientation and gender identity.
Sols has extended hospital visitation rights to same-sex couples and mandated
government institutions adopt what Chacn described as important changes with regards to
the acceptance of the name that a person wants to use. Chacn who has marched in the
annual San Jos Pride parade and spoke at a Madrid conference in June that corresponded
with WorldPride told the Blade the government has also ordered its institutions to ght
discrimination against LGBT Costa Ricans who seek access to their services and ensure trans
people can receive hormone therapy and psychiatric treatment in public clinics.
We have done everything humanly possible to ensure that each of our institutions
are institutions that are free of discrimination, said Chacn.
Chacn told the Blade the government has not focused its eorts on the countrys
churches, noting many of them continue to promote the idea that marriage is only
between a man and a woman. She said they have instead focused on increased
education around LGBT-specic issues.
What we have tried to do is create more education, said Chacn. The approach that
we are going to look at here is there is no danger . . . to the traditional family, but what
we can do is to expand the idea that a great variety of families exist.

Australians back same-sex marriage in vote
Australia is poised to become the next country to extend marriage rights
to same-sex couples after a majority of voters who took part in a non-binding
plebiscite voted yes.
The Australian Bureau of Statistics said 61.6 percent of voters said gays and
lesbians should be able to marry in the country, compared to 38.4 percent
of voters who voted no. Nearly 80 percent of eligible voters took part in the
voluntary plebiscite.
The New York Times reported gay MP Dean Smith plans to introduce a same-
sex marriage bill, which observers expect will pass the Australian Parliament
before the end of the year. Prime Minister Malcolm Turnbull who called for
the plebiscite in a video statement urged lawmakers to get on with it and get
this done before Christmas.
The Australian people have had their say and they have voted overwhelmingly
for marriage equality, said Turnbull. They voted overwhelmingly for fairness,
for commitment, for love.
Supporters of marriage rights for same-sex couples who were gathered in
Sydney, Melbourne and other Australian cities celebrated the plebiscite results.
Kylie Minogue, who is from Australia, on her Twitter page said love is love,
always was love, always will be love.
The people of Australia havent just said yes, theyve roared yes, Tiernan
Brady, the director of the yes campaign, told the Washington Blade during a
telephone interview from Sydney. Its just literally an incredibly result.
It is time to pass the law, he added.
Human Rights Campaign Global Director Ty Cobb in a statement said his
organization congratulates Australias LGBTQ advocates and allies who worked
so hard to ensure a victory in this postal survey.
Its crucial that loving, committed same-sex couples in Australia have the
same rights and protections that come with marriage, he added. We urge the
Australian Parliament to take swift action ensuring marriage equality becomes
the law of the land.

Bias toward Asia cited as factor in D.C. loss of Gay Games

All three said they believe the FGG
clearly had been leaning heavily toward
bringing the quadrennial international
LGBT sports event, which attracts
thousands of athletes and thousands
more spectators, to Asia where it had
never been since the Gay Games
founding in 1982.
I would only be telling you what my
feeling is, Bowser told the Washington
Blade on Monday. And my feeling is that
they were set to go to Asia. That is what I
would surmise.
Bowser has said D.C.s presentation in
Paris, among other things, made it clear
that Washington, D.C., is a supportive and
welcoming city for LGBT people.
As I said in my statement, I hope their
kind of gamble is right, she said. I think
the gamble is the Gay Games can change
minds in Hong Kong to bring about
further advances in LGBT equality.
Minor agrees with that assessment and
says he also agrees with others involved in
D.C.s eort to host the 2022 Games that
a dislike for President Donald Trump by at
least some of the Europeans and Australians
who were among those who voted on the
selection placed D.C. at a disadvantage.
I think that was a factor, absolutely,
Minor said. I think that was part of it. I
think there is kind of a natural bias against
the U.S. by some folks. We heard from
some folks that the Games are going to
come back to the United States at some
point and that was just not going to be
this time around, he said.
Since its founding in 1982 with the rst
Gay Games taking place in San Francisco,
U.S. cities served as host for the Games
during most of the early years followed
by Europe and Australia.
Im trying not to sound like sore losers
and I hope people dont interpret it that
way at all, Minor said. I understand why
people would have voted for Hong Kong.
They wanted to move the Gay Games into
an area where they havent been before,
he said. And they felt thats going to grow
the Games movement. And it may.
Minor said that although the Trump
factor played a role in the decision not
to select D.C. for the Games he sees a
parallel between D.C.s bid for the Games
and Democratic presidential candidate
Hillary Clintons campaign.
I often referred to us as the Hillary
Clinton of the race here, he told the
Blade. We were the established,
well researched, well-funded, well
represented. We had all kinds of big
names behind us, he continued.
We had Billie Jean King speaking for us
and [former U.S. Attorney General] Eric
Holder speaking for us, he said. We had Paul
Tagliabue, the former NFL commissioner,
speaking for us. We had Briana Scurry, a two-

We had Chris Mosher whos probably the
worlds most notable trans athlete as part of
Team USA, said Minor.
And despite all of that it was kind
of like Hillary Clinton despite all of
that there was this overriding feeling of
wanting change, of just wanting to do
something dierent, he said, with Hong
Kong and Asia representing that change.
I was very disappointed in the decision
not to select Washington, D.C., said Evans,
whose ward includes large numbers of
LGBT residents. Our presentation was
by far the best, he said. And frankly we
had a great delegation and our venues
everything about Washington, D.C. lends
itself to hosting the Gay Games.
Evans said he, too, understands that
part of the decision was the desire to
bring the Games to Asia and that the
unpopularity of President Trump could
have hurt D.C.s chances. But he said he
thought the D.C. delegation dispelled
that notion because Hong Kong is not
British Hong Kong. It is communist
China Hong Kong. So I think were more
welcoming than Hong Kong would be.
R. Tony Smith, an FGG spokesperson,
told the Blade in an email that the FGG
General Assembly, which selects the
Gay Games host cities, is comprised of
an international community of delegate
members and board of directors that
makes up the governing and voting
body for the FGG.
The voting for Gay Games host cities
is a private individual process, and the
information provided to help our voting
members is a comprehensive process
including site selection analysis, transparent
question and answer opportunities,
incredible presentations from potential
host cities, and more, he said.
He said voting members are encouraged
to simply vote for the host city that best
serves the FGGs mission of promoting
equality in and through sport and culture
and upholds the FGG ideals of Participation,
Inclusion and Personal Best.
Asked if a dislike for Trump or a desire
to bring the Games to Asia for the rst
time played a role in the delegates
decision to pick Hong Kong, Smith said,
Its a private individual decision and
these votes are secret.
Vince Micone, a D.C. LGBT rights
advocate and sports enthusiast, served
as chair of the D.C. Gay Games bid
committee seeking to bring the Games to
D.C. in 2014. D.C. lost that competition to
Cleveland. Micone said he agrees that the
FGG and its voting members most likely
selected Hong Kong to bring the Games
to Asia for the rst time.
He notes that as a former bid
committee chair he knows the eort to
prepare a competitive bid for the Gay
Games is a long, dicult, time-consuming
and costly process.
Based on what Ive read it sounds
like they wanted to get the Games to a
part of the world where theyve never
been before, Micone said. And frankly
if thats what their criteria is going to be
they ought to be transparent about those
issues so that places that are not in their
desired location dont spend the time and
eort putting together a bid, he said.

to be a source of revenue for the FGG.
He said the FGG charged a bidding fee of
$15,000 to eight cities that submitted bids
for the 2022 Gay Games last year in the
rst round of bidding. When D.C., Hong
Kong and Guadalajara were selected
earlier this year as the three nalist cities
in the bidding competition they were
charged an additional $15,000 each for
the processing of their nal bids, Minor
said, bringing the total cost for the three
cities to $30,000 each.
He said that under FGG rules, Hong
Kong as the winning city will be required to
pay an additional $15,000 fee in January.
The FGGs Site Inspection Report, which
the voting delegates used to assess
the sporting venues and other factors
associated with the three nalist cities,
gave Hong Kong a slightly higher rating
than D.C. and Guadalajara. On a scale of
zero to 5, Hong Kong received a 4.5 score

The 323-page report goes into great
details on the ndings of the three-
member inspection team that traveled to
each of the three cities earlier this year.
Minor said he thought some of the
reports ratings for D.C. and the other two
cities on individual venues such as playing
elds and accessibility to and from the
venues appeared to be subjective.
Despite these concerns, Minor said
he and other members of the D.C. bid
committee, including city ocials, remain
supportive of the Gay Games.
We are not sore losers, he said. Team
D.C. is going to remain in the Federation
as members.

Hill rally calls for rejection of Mateer nomination

come to this point that we would have an
administration that doesnt have a vision
of justice, in fact, such a malshaped
determination that this person would
ever be nominated, Merkley said. That
is deeply, deeply disturbing.
Mateer made the comments about
transgender kids during the same 2015
Iowa conference organized pastor
Kevin Swanson, who became infamous
in the LGBT community for taking that
opportunity to call for the death penalty
for LGBT people. (Others in attendance
were then-Republican presidential
candidates Ted Cruz and Bobby Jindal.)
Rep. Al Green (D-Texas), who has
submitted articles of impeachment for
Trump, said the Mateer nomination
represents the lack of qualications of the
president who has proposed nominating
him to the federal bench.
This nominee is nothing more than further
evidence that we have a president who is
unt to be president, Green said. We have
a president who has made hate a part of his
agenda it seems. He tends to incite hate.
Other reporting has emerged in which
Mateer was shown to have said the
contraception mandate in Obamacare
was similar to religious crackdowns in
Nazi Germany. Additionally, Mateer
proclaimed we discriminate against gay
people in the Baptist Church to justify
anti-LGBT discrimination in the name of
religious freedom.
Also speaking out at the Mateer really was
Nan Aron, executive director of the liberal
judicial advocacy group Alliance for Justice,
whose organization hosted the event.
We need to say to Donald Trump and
his allies enough is enough, Aron said.
You cannot force us to accept a person
like Je Mateer, who is so lled with
hostility toward his fellow Americans, on
the federal bench.
Julianna Gonen, policy director for the
National Center for Lesbian Rights, said
the Mateer nomination is consistent with
other anti-trans policies of the Trump
administration, such as a transgender
military ban and revocation of school
guidance on bathroom access for
transgender kids.
We knew it before, but it has become
all the more important now with this
dangerous and reckless president: Courts
matter, judges matter, Gonen said. We
need federal judges who are fair and
unbiased and free of extreme and hateful
views, and that aint Je Mateer. Democratic National Convention.
The White House has stayed silent on
Mateers anti-LGBT history and hasnt
responded to repeated requests from
the Washington Blade to comment on
whether Trump stands by the nomination.
The Mateer nomination remains
pending before the Senate Judiciary
Committee, which has yet to hold a hearing
for the pick. A Democratic aide said the
committee has yet to obtain paperwork to
proceed with the nomination.
Consternation over Mateer remains
strong amid opposition to other Trump
judicial nominees, such as Brett Talley,
whom the Senate Judiciary Committee
approved last week even though he has
never tried a case as a lawyer.
Sharon McGowan, Lambda Legals
director of strategy, warned during the
rally the Mateer nomination was but one
of Trumps judicial nominees who could
do damage for generations to come.
Lets be clear: There are many, many
other Je Mateers in the pipeline,
McGowan said. Nominees who would not
only write LGBT out of the Constitution,
but who fundamentally challenge our
right to exist. These nominees deny the
legitimacy of our relationships, take aim
at our families and have declared open
season on our children.
On the same day as the Mateer
rally, Lambda Legal unveiled a letter
signed by 27 LGBT groups in opposition
to three Trump judicial nominees: Don
Willett and Stuart Kyle Duncan to the U.S.
Fifth Circuit Court of Appeals as well as
Matthew Kacsmaryk to the U.S. District
Court for the Northern District of Texas.
Their records reveal that they will be
incapable of treating LGBT litigants fairly
no matter what body of law is at issue
in the cases over which they may preside
because they do not acknowledge
LGBT people as having a right to exist,
the letter says. These are not the kinds
of judges that this country wants, needs
or deserves. We strongly urge you to
reject their respective nominations.
One of the mothers of transgender
children at the rally was Sarah Watson,
who grew emotional as she told the story
of her middle-school aged son coming
out to her as transgender after years of
diculty growing up.
He nally told me because it was just
too painful to keep it a secret any longer,
Watson said. He was really at a breaking
point. He knew at a very early age that
there is hate in this world, that it is not
always safe for kids like him. He knows that
there are people like Je Mateer who try
to shame him because hes transgender.
The incident that inspired her son to
come out, Watson said, was the speech

With at least three local TV news camera crews looking on, the family members
and friends, led by Impulse D.C. President Devin Barrington-Ward, called on
Prince Georges County police to step up the investigation into the unsolved
murder. Petitions were circulated calling on police and local political leaders to
put more eort into ensuring Justice for Matt.
Barrington-Ward said in a statement that the event was aimed at celebrating
the life of the well-liked guy they knew as Matt, raising awareness, and re-
engaging the public in the cold case murder of Mickens-Murrey.
Matt, who publicly identied as a Black gay man, frequented Nellies Sports Bar, an
LGBTQ establishment, and one of the last places he was seen alive, the statement says.
It says Impulse D.C. and Mickens-Murreys friends and family members were
also calling on D.C. police to more aggressively investigate the unsolved murders
of two other black gay men in D.C.
A model and rapper named Demencio Lewis, 23, was shot to death in a hail of
gunre on March 13, 2014, on a street in Southeast D.C., according to police. A little
over a year later, D.C. police found Stephon Marquis Perkins, 21, lying unconscious
on a street in Southeast D.C. suering from a gunshot wound to the head on June 25,
2015. Police said he was taken to a nearby hospital where he was pronounced dead.
Neither Prince Georges County police nor D.C. police responded to a
request by the Washington Blade last week for an update on the status of the
investigations into the three murders.
Melody Murrey, Mickens-Murreys mother, told the Blade at the gathering at
Nellies last week that a P.G. County police investigator said her son was stabbed
multiple times. She said the investigator also said there were no signs of a
forced entry into the apartment, leading police to believe Mickens-Murrey knew
his attacker and invited him into the apartment.
They said they found DNA but they were still waiting for it to be tested by the
FBI, Melody Murrey said. We just dont know why its taking so long.
Melody Murrey and her daughter Naja Murrey said Mickens-Murrey was out
to his family and was loved for who he was.
What message does it send to the community when they constantly see other
black LGBTQ people being murdered over a shortspan of time and those victims,
their families, friends, and community never receive justice? said Barrington-
Ward. This is about accountability as well as public safety for black LGBTQ
people, he said. Black Lives Matter and that includes Black LGBTQ people too.

A tsunami alters political landscape
The resistance surges as
Republicans dig new ditches

Rarely are Americas best and worst juxta-
posed as vividly as they were last week. On
one hand, progressive spirits were revived by
Democratic victories that brought to power a
fresh inux of women, LGBT folk, and people
of color in state and local elections. On the oth-
er, our president sided overseas with despots,
and some on the far right rallied around an
extreme Senate candidate even after he was
credibly accused of molesting a 14-year-old.
The election highlights were enough to
warm this old activists soul. Transgender
journalist Danica Roem unseated Virginia Del.
Bob Marshall, the sponsor of a failed bath-
room bill who proudly dubbed himself the
states chief homophobe. At least 14 more
of his Republican colleagues were defeated
by Democrats, most of them women. Jenny
Durkan was elected the rst lesbian mayor of
Seattle. Liberian refugee Wilmot Collins was
elected mayor of Helena, Mont. Black trans
candidates Andrea Jenkins and Phillipe Cun-
ningham were elected to the Minneapolis
City Council. Six women of color were elected
to the Boston City Council. Ravi Bhalla, a Sikh,
was elected mayor of Hoboken in a race that
included gay candidate Michael DeFusco and
anonymous racist dirty tricks. Ralph Northam
was elected Virginia governor by nine points
over Ed Gillespie, who wooed Trumps base
with a viciously xenophobic campaign.
Trumps growing toxicity was further
highlighted when his ploy of labeling any
unwelcome news as fake was challenged
by a well-corroborated, extensively sourced

Some Republicans in the deep-red state
declared they would stand by him even if it
were true. The result of this hypocrisy and
moral incoherence is that a remorseless
predator, at this writing, is a Republican
nominee for the United States Senate.
Horried by this prospect, many Republi-
can senators hid behind an if true caveat in
distancing themselves from Moore. Mitt Rom-
ney, on the other hand, said straight out, I be-
lieve Leigh Corfman. Now Steve Bannon has
launched a Breitbart smear campaign against
Corfman and the other Moore accusers.
Moore insists his angry tribal god trumps
the Constitution he swore to uphold. He was
twice removed from the bench for outing
the rule of law, specically defying federal
courts. Democratic nominee Doug Jones,
by contrast, is the former U.S. Attorney who
prosecuted two of the Klansmen who took
part in the notorious 1963 Birmingham
church bombing that killed four little girls.
Christopher Hitchens in 2010 stated
why there could be no peace in the Mid-
dle East: Because the parties of God have
a veto on it. Those parties worship tribal
deities and serve their own tribes or fac-
tions, not the common good.
Americas only party of God is the GOP.
It serves plutocrats and white Christian
men, and will stop at nothing to preserve
their privilege to the exclusion of others.
Denying the reality of our societal diver-
sity leaves us weak, stupid, and less safe.
Fortunately, reality is dawning on millions
whose healthcare is threatened.
One wonders whether there are any values
Republicans are not ready to betray for power.
Even allegiance to his country eludes Trump.
He tweeted on trade disputes, I dont blame
China, I blame the incompetence of past Ad-
mins. The genius added, How can you blame
China for taking advantage of people that had
no clue? On Russian election meddling, he be-
lieves Putin. Sen. John McCain sternly replied,
Theres nothing America First about taking
the word of a KGB colonel over that of the
American intelligence community.
18 USC 2381 states, Whoever, owing
allegiance to the United States... adheres
to their enemies, giving them aid and
comfort within the United States or else-
where, is guilty of treason.
Meanwhile, Republican senators conrm
unqualied people to federal judgeships,
and prepare to give billionaires a tax wind-
fall while our infrastructure crumbles.
If you are fed up with con artists del-
ing the banners of faith, ag, and family,
and with those who reward them, then do
what so many did so powerfully on Nov. 7
and vote. With added resolve, you can do
as one grassroots organization urges: Run
for Something. That is how we will help our
country live out the meaning of its creed.

Right to Try bill will protect public health
Echoes of AIDS era
seen in ght to access

At the height of the AIDS epidemic 25
years ago, only those lucky or well-connect-
ed enough had the opportunity to enroll
in clinical trials that oered them hope for
treatment, when they otherwise had none.
But the widespread, unrelenting outcries of
AIDS activists like myself spurred the Food
and Drug Administration (FDA) to oer pa-
tients expanded access programs for a few
drugs that were nearing formal approval
and provided hope to AIDS patients.
Today, the voices of patients and advocates
are needed again to give the terminally ill the
chance to try to save their own lives.
Recently, the Right to Try bill unanimous-
ly passed the Senate with full bipartisan sup-
port. Now it awaits action in the House as
S. 204. The bill codies a right AIDS patients
rst demanded a quarter-century ago. It al-
lows people with terminal illnesses access
to investigational treatments that meet FDA
safety standards but have not completed the
arduous ecacy trials FDA requires for mar-

With laser-like focus, Democrats will win in 2018
DNC must nish getting
its house in order

and Democratic Party activist. He writes regularly
for the Blade.
There are loose ends from 2017 to be
worked on, such as three recounts, as of last
Saturday, in Virginia House of Delegates rac-
es. But for most Democrats a laser-like fo-
cus must now be on 2018. If elections from
school board, to town council, to mayor,
governors, state houses and Congress are
all on our radar we can win them.
The Democratic National Committee
must complete getting its house in order. Af-
ter seeing the results of the recent elections
they can stop talking about Bernie Sanders
and let him continue to do his thing outside
the party. When he agrees with Democrats
he will be supportive but no coddling of him
will ensure that. The Virginia governors elec-
keting. While 38 states have passed Right to
Try bills, federal legislation is still needed to
protect doctors from prosecution by FDA.
Other countries have more exible regu-
latory policies. Frances lenient regulations
allow 12,000 French patients access to in-
vestigational drugs every year. In the U.S.,
with ve times the population of France,
fewer than 2,000 per year make it through
FDAs complicated, lengthy, and expensive
application process. A terminal patient is
30 times more likely to get investigational
drugs in France than in the U.S. These
gures belie FDA claims that the agency
meets all needs for early access.
Current FDA application procedures
create almost insurmountable obstacles
for Americans trying to access investiga-
tional treatments. In desperation, many
are driven to seek treatment abroad or
try underground drugs that are useless,
fraudulent or dangerous.
Weve seen this before. While FDA did
reluctantly begin oering expanded ac-
cess programs during the AIDS epidemic,
FDAs foot-dragging spurred the growth of
an AIDS drug underground that ensnared
thousands of hapless patients. The award-
winning lm Dallas Buyers Club drama-
tizes patients desperation and heroism,
though it downplays the dangers of under-
tion demonstrated that.
The important thing now is to build the
infrastructure and data analysis operation
Democratic candidates across the nation
can benet from. Turning the DNC into
an organization Democratic candidates in
general elections can benet from every
year instead of just gearing up for a presi-
dential campaign every four years.
While there is general agreement the DNC
isnt yet where we all want it, continuing to
tear it down wont get it there. What will is the
work being done to form partnerships with
other organizations of the kind Jess OConnell,
DNC CEO, reported in a recent press release.
Unprecedented partnerships between the
DNC and our sister committees of the DGA,
DAGA and DLCC. Partnerships with 33 pro-
gressive groups working in Virginia to get
Democrats elected. These partners included:
BlackPAC, PFAW, Everytown, CASA, Sierra
Club, Giords PAC, For Our Future, Mili-
tary Families Mobilize, LiUNA, LCV, Mobilize
America, VEA, Let America Vote, IAFF, NARAL,
NEA, New Virginia Majority, IBEW, NextGen,
AFT, Planned Parenthood, Carpenters, SEIU,
CWA, VA AFL-CIO, Painters, Working America,
UA, Working Families, UAW, UFCW, AFSCME
and Progress VA. Replicating these partner-
ships around the nation will win elections for
Democrats. One cant help but notice Sand-
ground drugs. When stories in the San Fran-
cisco papers forced FDA to test a knocko of
the drug DDC, its dosages were found to be
inaccurate, which made them dangerous.
Some samples contained no actual DDC,
while others were adulterated. An activist
friend who took another underground drug,
trichosanthin, went into anaphylactic shock,
almost killing him. Many of the sick grew
worse experimenting with underground
panaceas. FDA turned a blind eye to the
buyers clubs because they provided a con-
venient safety valve that reduced commu-
nity pressure on FDA to speed approval of
legitimate pharmaceuticals.
Under mounting duress, the agency did
grant early approval to protease-based
antiretroviral drug cocktails. These quick-
ly reduced AIDS deaths from more than
48,000 in 1995 to about 35,000 in 1996. By
2015 deaths had dropped to about 6,700.
It is almost forgotten that AIDS activists
and their doctors dragged FDA kicking and
screaming into early approval. FDA pro-
posed instead a scheme for large simple
trials that could have delayed full approv-
al several years. Such a delay would have
cost tens of thousands of lives. Ironically,
the AIDS activists who targeted FDA saved
the agency from a catastrophic mistake it
was dead set on making.

There are independent groups working to
elect Democrats who are totally supportive
of the DNC. One is the PAC formed by Hillary
Clinton and Howard Dean, Onward Togeth-
er. Another is the new Party Majority PAC,
a hybrid PAC whose formation was recently
announced by Adam Parkhomenko and co-
founder Mike Lux. Adam was co-founder of
Ready for Hillary and one of the most loyal
and hardworking Democrats I ever met. He
truly cares about the principles of economic
and political equality, justice, fairness and de-
cency that underlie the Democratic Party.
As reported by Jonathan Allen, Party
Majority would act as a parallel structure
to Democratic Party committees at the na-
tional and state levels while coordinating
with them. Its creation comes at a time when
party committees are struggling to maintain
their relevance as donors increasingly push
money to political organizations that can
raise and spend money with less regulation.
Lux said, Democrats are motivated to ght
the Trump agenda, but without fully funded
organizing operations, we wont maximize
our opportunities next year and every year

The dilemma of Americans denied access
to investigational drugs is not peculiar to AIDS
patients of a bygone era. Todays patients with
terminal cancer and rare diseases too often
nd they must leave America to try the new-
est treatments, if they can aord to leave. Even
the prominent and highly educated are driven
to try ineective or dangerous remedies, as
was the revered Coretta Scott King before her
2006 death in Mexico. America needs to make
the right to try investigational drugs a civil right
for all dying patients. Indeed, the right to try is
part and parcel of the right to life.
FDAs mission to protect public health would
have been better served by respecting the
rights of AIDS patients. These patients were at
deaths door and only wanted a chance to live.
Giving them that chance would have reduced
the very real perils of underground knocko
drugs. But the FDA bureaucracy prioritized
guarding its regulatory turf above respecting
patients freedom to choose. Freedom won
that time thanks to AIDS activists determina-
tion, but its victory is not assured. To ensure
patient freedom now and in the future, Con-
gress must pass Right to Try.

relationships that activate voters and keep
them engaged from election to election. Their
goal is for Democrats across the nation to
have the grassroots resources that helped to
win in Virginia last week.
We know Democrats win when people
vote. We know women, LGBT and minor-
ity candidates who take the chance to run
can win. We know that will happen again
if Democrats focus on delivering a positive
message because decent Americans will
vote to reject the Tea Party and the alt-right
represented by the Trump administration
and todays Republican Party.

Someone said that modern friendships
are basically a revolving Hey, great to see
you, lets grab dinner soon. And that back-
and-forth continues until one of you dies.
I think were all guilty of it. And gay D.C.
more or less encourages it. Life is fast;
were busy. And this headphones-in, con-
nected culture more or less reinforces this.
So whats there to do? Last year, I joined
my friend Jamess D.C. Gay Dinner Club,
something he conceived of a couple of
years back while having friends over for
a spontaneous dinner gathering. They all
came to the realization that it was aording
more and better conversation than any bar

Should we punish the sick?
The wrong approach to
infectious disease control

Would you consider calling the police
if a coworker showed up at work one
day with the u? As absurd as that may
sound, recent developments suggest that
the notion of punishing people who are ill
is becoming more entrenched and perva-
sive in American society.
Although new laws have cropped up in
several states targeting diseases as diverse
as meningitis and hepatitis, no disease is
more widely criminalized than HIV. This
year, on World AIDS Day (observed annu-
ally on Dec. 1), many advocates and public
health organizations will be celebrating
the dramatic advances in decreasing the
number of new infections made possible
by successful treatment and prevention.
In major urban cities around the globe
including London, Sydney and San
Francisco health departments are im-
plementing powerful new tools to stop
HIV transmission that are working. These
include pre-exposure prophylaxis, or
PrEP, which can greatly reduce the risk of
infection when taken daily. In addition, it
has come to light that treating HIV with
could. The concept itself is simple enough,
like dinner roulette you sign up for six
dinners, host one, and no one knows who
is who until a day or two before.
This season Ive been to four dinners so
far. Four delightful meals, like my friend

to be a lost art for a lot of us urban dwell-

ty. Maybe we are too busy, our schedules
too hectic, our apartments too small. But
theres a reason our parents and grandpar-
ents threw these. You get to know people in
a setting that makes it easy to do so.

But while these advances are certainly
promising, they do not tell the whole story.
The problem is that laws written in re-
sponse to the AIDS epidemic remain stuck
in 1985. HIV-specic criminal laws passed
in the 1980s and 1990s at the height
of Americas AIDS scare remain on the
books. Law enforcement and prosecu-
tors continue to vigorously enforce them,
despite their lack of medical knowledge
and sometimes without any legal justi-
cation. These moves are simply reaction-
ary, based on stigmatizing views of HIV
that unfairly punish innocent individuals.
Many HIV-related statutes make it a
crime for people living with HIV to engage
in a wide range of behaviors without rst
disclosing their HIV statusregardless
of whether HIV could have been plau-
sibly transmitted through their actions.
Sometimes mistakenly referred to as HIV
transmission laws, they make no men-
tion of transmitting the disease or even
putting a partner at risk of infection. For
example, in Michigan, the law criminal-
izes any sexual penetration without
disclosing ones status an overly broad
formulation that includes many behav-
iors that cannot transmit HIV. Most HIV-

There really seems to be something for
just about everyone, any taste or prefer-
ence. Stonewall this or that, countless as-
sociations and clubs. But few it seems that
real friendship based on anyway? Shared
theres often copious amounts of wine
consumed at Gay Dinner Club. But that
just makes everyone more interesting.
Certainly makes me funnier and gets peo-
ple a little more comfortable. And though
politically youll probably nd yourself in
agreement with most everyone at dinner
club, it is still interesting to hear the fresh
perspective that age, region, and various
professions and educations can bring.
For me, as someone who is transition-
ing out of the bar scene, its nice to have
specic state laws are felonies with harsh
penalties, ranging from several years to
life in prison.
Some states have laws so broadly writ-
ten that they can be also used to punish
a range of harmless nonsexual behaviors.
In Tennessee, for example prosecutors
regularly charge people living with HIV
who spit at or bite police ocers.
To that point, a recent report coau-
thored by the Centers for Disease Con-
trol (CDC) and the Department of Justice
found that 25 states criminalize one or
more behaviors that pose a low or neg-
ligible risk for HIV transmission, such as
biting or spitting.
Michigans law is so badly written that
one creative prosecutor used it to convict
a woman for giving a lap dance in 2009.
A detective explained the incident to the
court with a graphic depiction of the wom-
ans genitals touching the mans nose.
That no one has ever contracted HIV via
nasal contact mattered little under Michi-
gans questionable (to say the least) law.
In a dozen cases reviewed during re-
search for my book, Punishing Disease,
accusers falsely claimed that it would take
many years to know if a defendant had
infected them. But most conventional HIV
tests have only a three-to-six month win-
dow after exposure before patients can re-

gay events that are home-based. Looking
at the gay persons home, what books they
have on their shelves, what music they
have playing, what they choose to have on
their walls, all of this aords a certain in-
timacy that youll never achieve with even
the longest of conversations at the end of
a bar. Just like our rooms as kids, these
are the very rst spaces we set up as our
own queer spaces, and just like our rooms
then, our homes and apartments now are
representations of us and how we see our-
selves in a larger gay world.
When we invite people into these plac-
es, what do we ask of them? To share
something of themselves as well? What is
anity and intimacy seems to be the
foundation. Perfect strangers or even sit-
ting down with someone you may have
known for years, but nally sitting down
with them, breaking bread but not really
because we still fear carbs, and listening to
them talk about their lives. Talking frankly,
over wine and a well-prepared dinner,
about gay issues and non-gay issues - re-
lationships, jobs, sex, health. All the while
sharing personal experiences. Its helpful.
And frankly, its refreshing.

These inaccurate suppositions di-
rectly impact sentencing. In a 2004 case
in Davidson County, Tenn., the accuser
claimed she wouldnt know whether the
defendant infected her for 10 years. The
judge accepted her ignorant claim, order-
ing the defendant to serve 10 years pro-
bation and to pay for the woman to be
tested for HIV for the next 10 years.
While HIV was originally the singular
target of such laws, legislators seeking
to modernize these laws have begun
broadening their scope to include ad-
ditional diseases such as meningitis and
hepatitis suggesting that the criminaliza-
tion of sickness is contagious.
Punishment is the wrong approach to
infectious disease control. The war on
drugs failure to contain drug addiction
should warn us to the pitfalls of punitive
approaches to controlling medical prob-
lems. Blame and shame are not the tools
to protect us from disease; they are in-
stead the fuel that drives epidemics.

I told my immediate family in early
1992. My parents and brother were the
hardest to tell because I care(d) about
them the most. In the early 90s, there
were (and still are) horror stories galore

I moved to D.C. right after grad school
with one months rent in the bank, a ton
of credit card debt, no savings and all
the things I owned. I had no job and no
connections in the region. I took a big risk.
So, initially, it was about employment, the
arts and access to public transportation (I
didnt have a car). How life has changed.
Now, its about building a life and legacy
with my partner that mirrors our ideals
and long-term goals.

D.C.-area native returns to region for Chanticleer tour
Zachary Burgess
says singing with
classical group is a joy

There were strong signs that the
music bug had bitten a young Zachary
Burgess years before he knew what was
happening or thought anything of it.
A family story his mother likes to tell is
how a young Zach joined Vanessa Williams
full-throttle in the movie theater for Colors
of the Wind from Disneys Pocahontas.
I could have cared less if anyone was
listening or if I was annoying anyone,
Burgess, 30, says. I was having the time of
my life. Its so funny. There are other similar
stories. Things I dont even remember. Id be
4 and would make them gather around in
the living room of my grandmas house. It
really has been in my DNA since I was little.
In July, Burgess, a McLean, Va., native,
moved to San Francisco to accept his big
break one of the coveted 12 slots in the
male classical vocal group Chanticleer, an
a cappella, Grammy-winning ensemble
celebrating its 40th season. The choir is
just starting its Christmas tour which has
performances in Fairfax, Manassas and
Frederick in the coming days.
Joining, he says, was an honor. He has
a one-year contract with the group.
I was relieved that the hard work I had
put into my musical journey was starting
to pay o, he says.
It came at an interesting time, Burgess
says. A 2013 graduate of the Eastman
School of Music, the bass-baritone
returned to the Washington area and
was balancing a burgeoning local music
career with his work at the Apple Store in
Tysons Corner. Both careers were going
fairly well. Hed been promoted from the
Genius Bar at Apple into working as an
inventory specialist and says there was
potential there with a job he says he loved.
Simultaneously, hed gained some traction
in the music world, too. He took rst prize
in the Vocal Arts D.C. Art Song Discovery
Competition, gave solo recitals at the Phillips
Collection and the Kennedy Center, made
multiple appearances with D.C. Public Opera,
the Alexandria Choral Society and more.
But there were also a few bumps in
the road. After a particularly dry year
musically in 2015, Burgess says he hit a
fork and decided to give music another
full-on pursuit by nding a voice teacher
(Elizabeth Daniels), a coach (Joy Schreier)
and performing as often as he could.
Thats really what has propelled me
to now, he says. From then to now, the

up. Which is interesting because Id just
started to feel Id kind of found my voice
in the D.C. area and was starting to get
some traction there.
Hed auditioned for Chanticleer in
February, 2016 but didnt get the call until
about a year and a half later. Some singers

stay in the group a few seasons. Another
is in his 28th (and nal) season. The group
performs everything from Renaissance,
baroque, spirituals and contemporary
compositions in congurations ranging
from simple SATB harmony to complex
arrangements where each of the 12
singers might be singing a dierent part.

Burgess says he wasnt sure initially if his
voice would blend well with the ensemble
since he was more on a solo singing type of
path, but he says so far, its been satisfying
and hes learned a lot about when to
project and when to hold back depending
on the performance space.
Upon moving to the Bay Area, Burgess
had ve weeks of rehearsal to learn two
programs worth of repertoire. He went
from an average of singing about 90
minutes per day to four-hour, Monday-
Friday rehearsals with the group, which he
says was the biggest shock to his voice.
After a summer tour that took him
to Spain, Germany, Poland, France and
concerts, its time for the Christmas tour.
He was surprised to learn later that his
mom had some Chanticleer Christmas
CDs in her collection. Theyd been there
for years and hed heard them but didnt
make the connection that this was the
group hed auditioned for.
Now that Ive stepped up to this big
platform and seen this reaction, you
now, youre touching another person and

Burgess, who came out at 14 (I was
the yest kid in the neighborhood rolling
out of my parents driveway in my Barbie
jeep as a toddler), says there is a healthy
mix of gay members in Chanticleer.
Burgess is single and says hes enjoying
navigating San Francisco gay life.
So far, what stands out most about San
Francisco living versus D.C.?
Everybody here is young, everybody
has a tech job and nobody asks what you
do, which is like the second question you
get asked always in D.C., Burgess says. I
didnt really know what to expect moving
to what is probably the gayest city in
America. Im such an East Coast person,
very structured, very type A, so its been
interesting getting used to a lot of people
who are more laid back with their time.

action lm with heart
Supporting cast
shines in long-awaited
superhero adventure

Justice League is great fun.
Directed by Zack Snyder (with an
uncredited assist from Joss Whedon)
from a screenplay by Chris Torres (with
a credited assist from Joss Whedon), the
lm pleasantly and eectively blends fast-
paced action sequences, frequent doses of
comedy, and enough engaging drama to
cover the exposition needed to launch the
next several movies in the DC Universe.
The plot kicks o when Bruce Wayne/
Batman (Ben Aeck), still feeling guilty
about the death of Superman (Henry Cavill),
battles a mysterious winged creature that
seems to feed on fear. At the same time,
after handily thwarting a terrorist attack,
Diana Prince/Wonder Woman (Gal Gadot)
receives a warning of imminent danger
from her fellow Amazons.
The pair meet up and decide to bring
together an eclectic band of powerful
mists to ght Steppenwolf (voiced by
Ciarn Hinds), a nasty intergalactic villain
who wants to conquer the world. His
storyline, quite frankly, is rather confusing
and not very interesting, but that really
doesnt matter. Snyder and Torres (and
Whedon) wisely focus their energy on the
emergence of the Justice League and the
emotional journeys of the characters.
As seen in last years Batman v
Superman: Dawn of Justice, the other
members of the League are Barry Allen/
The Flash (Ezra Miller), Victor Stone/
Cyborg (Ray Fisher) and Arthur Curry/
Aquaman (Jason Momoa).
The acting, for the most part, is strong
and interesting. Gal Gadot is a cinematic
treasure. She looks great in the action
sequences; shes erce and vulnerable
with plenty of charm, a warm sense of
humor and a deep concern for her fellow
superheroes and for all of humanity.
Miller, who recently came out as
bisexual, brings a nice blend of comedy
and social anxiety to the role, growing in
condence as he explores his powers.
Fisher is fascinating as an anguished
young man whose human parts are
being slowly replaced by machinery.
Despite the poorly designed costume
and an underwritten role, Momoa is ne

He has only his guilt and his gadgets; as
he admits, his only superpower is that
hes rich. Maybe its time for Batman to
recharge while he appears as a supporting
character, or maybe its time for a reboot.
The supporting cast is amazingseasoned
veterans who provide serious support to
the main cast and who bring a depth of
pathos, gravity, humor and wisdom to the

past interesting year in U.S. history, its
that there is no one person or ethnic
group that can dene what it means to
be American. By the same token, while
the turkey-and-stung Thanksgiving Day
meal is considered an American classic,
it is the culinary ethnic touches that
individual families bring to the table that
tells the true story of Thanksgiving. As a
nation of immigrants, some of us may
have grown up feasting on both turkey
and tamales, mac ncheese and matzo
balls, pumpkin pie and pandan cake.
In the spirit of celebrating all that is
American, consider using this years
Thanksgiving holiday to explore the full
array of avors of America. A wide range

My best friends Adam and Scott have
been together for years and got married
a few summers ago. I was the best
man. We all met in college when Adam
and I were roommates.
Recently I started dating Greg. Our
relationship is going great. A few weeks
back I had him over to my place for the
rst time and he was looking over the
pictures hanging in myliving room.
When I pointed out the photo of me
withAdam and Scottat their wedding,he
got a strange look on his face. Then he told
me he had hooked up with Adam over the
summer (before we met) in New York.
Both of them were there for work and
met online. I guess Adam felt anonymous
up there. What are the odds?
Im very upset. MostlyI am feeling bad for
Scott. Im angryatAdam for betraying him.
I also feel betrayed. I thought Adam and
Scott were the perfect couple. Very loving,
devoted to each other and they always
have made it clear theyre monogamous.
Now Im wondering if anyone is
trustworthy and if great relationships
really exist.
The three of us get together all the
time and I was going to introduce them
to Greg the weekend after this happened.
I cancelled the plan and asked Adam to
meet me so I could discuss all this with him.
Adam didnt deny hooking up with
Greg but claims it was the rst time hes
ever done this since he and Scott met
16 years ago and he also told me that
he had already decided he didnt ever
want to do this again because he felt
awful about it.
Then he begged me not to say anything
to Scott and said Scott doesnt need to
know because he will always be faithful
to Scott in the future.
I dont like keeping secrets and I dont willing partner, youll be able to construct

Yikes! Sorry that youve been put in a
tough situation. Your job is to gure out
how to respond to this in a way that has
integrity for you.
You say you dont know what to do,
but you also say that you dont know how
you can hang out with Adam and Scott
pretending that nothing is wrong. Sounds
to me like you have a path forward. Even
if Adam is pressuring you, its not your job
to help him keep his husband clueless.
Of course, if you did want to go forward
with the two of them as if nothing were
amiss, you could. Some might judge you
for keeping important information from
Scott, but theres a case to be made that
this is a matter between Adam and Scott.
And I wonder if Scott really has no clue
about any of this; many spouses in similar
situations dont want to let themselves
see what they really do know.
Next issue: Scott is pressuring you
to get together. This is a tough one.
Obviously, you can make excuses for only
so long. If you dont respond, youll lose
your friendship with Scott. But how can
you explain to him why you dont want to
hang out with him and Adam?
You can tell Scott why youve been
keeping your distance so he doesnt get
angry at you or remain mystied about
what he might have done to alienate
you. However, that move may blow up
his marriage. Again, theres a case to be
made that this is Adams news to share.
If you do decide to let Scott know the
reason for your sudden disappearance, I
advise you tell Adam in advance, if for no
other reason than to give him a chance to
talk with Scott himself.
As for getting Greg involved in any of
this, that sounds like a bad idea, especially
because he isnt interested in going near
this mess. Pushing him to do something
he doesnt want to do would be a great
way to damage this new relationship.
About your hopelessness with regard to
true love, honesty and delity: Its true that
many people act badly in all sorts of ways,
but that doesnt mean you are fated to do
the same. You will always have the option
to behave in a way that you respect, just
as you do at present, despite Adams
pressure. So as long as you can nd a
a loving and honest relationship.
Please keep in mind, though, that none
of us is perfect and all of us make mistakes.

Rogue hits the bullseye
New LGBT darts league
draws hundreds

Earlier this year, Stonewall Darts
disappeared from the LGBT sports
community in the District. It was part
of the D.C.-based Stonewall Sports
organization that oers kickball, bocce,
dodgeball, billiards, climbing and yoga.
The rumors were formed quickly that
the league had been kicked out of the
group or that there were personality
conicts. Even the new name, Rogue
Darts, could be perceived as a diss.
I cannot convey with more sincerity
that the name was not meant to be a
stab in the eye. There were hundreds
of names tossed around and we spent
weeks deciding what it would be, says
Austin Henderson, founder of Stonewall
Darts and co-founder of Rogue Darts. We
respect Stonewall Sports and will continue
to have a relationship with them.
Henderson was among the rst players
in the inaugural Stonewall Kickball league in
2010 and the rst Stonewall Bocce league
in 2011. He was working as a bartender
at MOVA when the idea came to launch
Stonewall Darts in the bars back room. The
rst season in 2013 drew 72 players.
There was immediate success with
growth resulting in a move to Diego and
eventually to Cobalt in 2015. Demand
was so high that members formed
an oseason league at Nellies called
Tuesday Night Flights.
For those rst few years, all the
Stonewall leagues were operating
independently. With the Stonewall
expansion to other cities and the
formation of Stonewall Dodgeball in
2014, a governance structure was put in
place with a national board under the
name Stonewall Sports.
Stonewall Darts ocially joined the
organization and made changes to
follow the new governance structure and
expansion policy. In March, its members
informed Stonewall Sports that they had
decided to separate themselves and
rebrand as Rogue Darts.
We have similar purpose and interest
with Stonewall Sports, but we wanted to
be independent, Henderson says. This
will allow us to be proactive and reactive
to the needs of the dart players.
Rogue Darts rolled out this summer with
336 players on 56 teams playing on Thursday
nights at Cobalt. Registration for the winter
season opens on Dec. 4 for returning players
and the following day for new players.
Along with the summer and winter
leagues under the Rogue Darts name,
they continue to run the oshoot league,
Tuesday Night Flights, at Nellies in the
spring and fall. Both leagues utilize steel

At 336 players, they have increased
the number of boards, walls and physical
space to foster more growth. One thing
that continues to be a struggle is coming up
with 56 distinct colors for the team shirts.
We have to utilize dierent shirt
brands to come up with varying hues. The
sorting process is crazy, says Henderson.
Last summers most interesting color
name was heather apricot.
One of the unique things for Rogue is
that sponsorship for the league is built-
in since they are playing in bars. It opens
them up to looking for sponsorship
outside of the food and beverage industry
such as the support they receive from the
Tom Buerger Team.
Registration for the league is $50 per player
and Rogue Darts is currently giving $60 per
player to charities chosen by the teams.
This season, the dart leagues will
surpass $150,000 in charitable giving
to local nonprots over the past ve
years. Rogue has added two new
board members including a director of
education to take them to the next level
in engaging their charities.
This started out to introduce a new
sport to the LGBT community and it has
turned into something that is bigger than

Top Girls, an early work by brilliant British
playwright Caryl Churchill now at Keegan
Theatre, opens with a fantastical scene. What
rst seems a meeting of rather eccentrically
dressed fashionistas is in fact a collection of
extraordinary women from history, literature
and myth gathered in a trendy London
restaurant to celebrate ambitious Marlenes
promotion to managing director of an
employment agency.
Marlenes (Karina Hilleard) assembled
guests include Victorian explorer Isabella
Bird (Keegans artistic director Susan
Marie Rhea), the 13th-century Japanese
courtesan-turned-Buddhist nun Lady
Nijo (Alexandra Palting), woman warrior
Dull Gret (Caroline Dubberly) from the
Brueghel painting, and Pope Joan (an
ethereal Jessica Lefkow). Mid-meal and
many drinks in, theyre joined by Patient
Griselda (Amanda Forstrom), a character
from Chaucers Canterbury Tales.

cleverly constructed with Churchills dialogue
intentionally overlapping and interrupting.

various senior living options available,
from 50-and-up retirement communities
to continuing care retirement communi-
ties (CCRC). A 50-and-up retirement com-
munity is generally designed for indepen-
dent older adults and may offer some
services like maintenance. A CCRC offers
all levels of care to its residents, from in-
dependent living, to assisted living, home
care, and skilled nursing.
No matter what type of retirement
community youre considering, here are
some things to keep in mind:
Research. Before you make any deci-
sions, research is always a key first step
on the journey to finding the best retire-
ment and senior living option.
