DECRETO por el que se modifica la denominacin del Captulo I del Ttulo Primero y reforma
diversos artculos de la Constitucin Poltica de los Estados Unidos Mexicanos.

DECLARA:
SE APRUEBA EL DECRETO POR EL QUE SE MODIFICA LA DENOMINACIN
DEL CAPTULO I DEL TTULO PRIMERO Y REFORMA DIVERSOS ARTCULOS
DE LA CONSTITUCIN POLTICA DE LOS ESTADOS UNIDOS MEXICANOS.
ARTCULO NICO.- Se modifica la denominacin del Captulo Primero del Ttulo
Primero; el primero y quinto prrafos del artculo 1o.; el segundo prrafo del artculo
3o.; el primer prrafo del artculo 11; el artculo 15; el segundo prrafo del artculo
18; el primer prrafo del artculo 29; el primer prrafo del artculo 33; la fraccin
dcima del artculo 89; el segundo prrafo del artculo 97; el segundo y tercer
prrafos del apartado B del artculo 102; y el inciso g) de la fraccin segunda del
artculo 105; la adicin de dos nuevos prrafos, segundo y tercero, al artculo 1o. y
recorrindose los actuales en su orden; un nuevo prrafo segundo al artculo 11, los
prrafos segundo, tercero, cuarto y quinto al artculo 29; un nuevo prrafo segundo
al artculo 33, recorrindose el actual en su orden y los nuevos prrafos quinto,
octavo y dcimo primero, recorrindose los actuales en su orden, al artculo 102 del
Apartado B; todos de la Constitucin Poltica de los Estados Unidos Mexicanos.
TRANSITORIOS
Primero. El presente decreto entrar en vigor al da siguiente al de su publicacin
en el Diario Oficial de la Federacin.
Segundo. La ley a que se refiere el tercer prrafo del artculo 1o. constitucional
sobre reparacin deber ser expedida en un plazo mximo de un ao contado a
partir de la entrada en vigor del presente decreto.
Tercero. La ley a que se refiere el artculo 11 constitucional sobre el asilo, deber
ser expedida en un plazo mximo de un ao, contado a partir del inicio de la vigencia
de este decreto.
Cuarto. El Congreso de la Unin expedir la Ley Reglamentaria del artculo 29
constitucional en materia de suspensin del ejercicio de los derechos y las
garantas, en un plazo mximo de un ao, contado a partir del inicio de la vigencia
de este decreto.
Quinto. El Congreso de la Unin expedir la Ley Reglamentaria del artculo 33
constitucional, en materia de expulsin de extranjeros en un plazo mximo de un
ao contado a partir del inicio de la vigencia de este decreto. En tanto se expida la
ley referida, este artculo se seguir aplicando en los trminos del texto vigente.
Sexto. Los casos previstos en el segundo prrafo del artculo 97 constitucional, que
estn pendientes de resolucin al momento de entrar en vigor la reforma, los
continuar desahogando la Suprema Corte de Justicia de la Nacin hasta su
conclusin.
Sptimo. En lo que se refiere al Apartado B del artculo 102 constitucional y a la
autonoma de los organismos locales de derechos humanos, las legislaturas locales
debern realizar las adecuaciones que correspondan en un plazo mximo de un
ao contados a partir del inicio de la vigencia de este decreto.
Octavo. El Congreso de la Unin adecuar la Ley de la Comisin Nacional de los
Derechos Humanos en un plazo mximo de un ao, contado a partir del inicio de la
vigencia de este decreto.
Noveno. Se derogan todas las disposiciones que contravengan el presente decreto

CAREER PLAN QUESTION


Chevening is looking for individuals who have a clear post-study career plan. Please outline
your immediate plans upon returning home and your longer term career goals. You may wish to consider
how these relate to what the UK government is doing in your country. (minimum word count: 100 words,
maximum word count: 500 words)

During the past two years the British Embassy, through the
Prosperity Fund, has collaborated with local and federal government
in Mexico on anti-corruption, transparency and open government
issues, in order to help implement the National Anti-corruption System
at all levels.

REFERENCES
References are an integral part of the selection process. References are required for
both the fellowship and scholarship programmes. The reference letters must be written by
your chosen referees and sent to you to upload to your online application.

We will not accept references that are sent directly to the Secretariat or to your local
British Embassy/High Commission.

Who can be a referee?

Please select your referees carefully; they should be people who can comment on
your general suitability to receive a Chevening Award. Referees should be known to you,
either in an academic or professional capacity. They should not be a relative or close
personal friend

References must be:

Written in English. Your application will not be considered for an award if your references
are not written in English.
Provided in a letter format, preferably typed, and addressed to the British Embassy or High
Commission (the mailing address of the diplomatic mission is not required)
Uploaded to your application form in PDF format. The file must be no larger than 5MB.

When approaching your referees please direct them to the guidance section below on what
they should include in their reference.

What should referees include in their reference?

References are an important part of the Chevening application process and they are
considered alongside the application form throughout the selection process. They will be
reviewed by the British Embassy/High Commission so it is important that you provide as
much relevant detail as possible to support the applicant.

If you have been asked to provide a reference to support a Chevening application please
read below for further details on what to include:

Your reference should be provided in a letter format and it must be in English. References
that are not written in English will mean that the applicant will not be considered for a
Chevening Award.

Your reference should cover the following:

1) How long have you known the applicant?


2) In what capacity do you know the applicant? (e.g. professional, educational,
supervisory, voluntary, religious)
3) When you last had regular contact with the applicant
4) A brief overall endorsement of the applicant, including their:

Skills in leadership and networking


Personal, intellectual, and interpersonal qualities
Ability to complete a demanding academic programme in the UK
